17 February 2017 Chief Executive Officer Mackay Regional Council PO Box 41 Mackay QLD 4740 Attn: Khairul Alam Dear Khairul (DA-2016-116) Response to Information Request – Sugarview Estate Stage 8 (1 Lot into 55 Lots) Please find enclosed supporting information to address items raised in Council’s Information Request dated 27th January 2017 as follows:

Item 1a) Drainage – Flood Modelling. The current flood model shows the outlet of the stormwater to be discharged from northern side of the site (where the fill is proposed; point A in the attached drawing). Changing the outlet to point B may change the flood levels on the properties (adjacent + opposite lots). Review the flood model and provide the new flood levels for those properties.

The original flood modelling for McCreadys Creek prepared by Kellogg Brown & Root Pty Ltd was amended to reflect development of Sugarview Stages 5, 6 & 7 as part of the Sugarview Stage 5 & 6 DA. This modelling has been further amended to reflect development of Stage 8 and inclusion of the existing Richmond Hills development (zoned rural in the original modelling), to provide anticipated ‘worst case’ flood levels for Q100.

Revised flood levels for the major storm event have been updated on revised plans CC-0005 & CC-0013. A water surface level assessment attached to this response documents flow calculations and the change in water surface level within McCreadys Creek Subcatchment 8 Tributary 2 as a result of Sugarview Development Stage 8. The changes in water surface level as a result of Stage 8 development and the proposed relocation of the outlet point (to Point B) impact flood levels along the length of the Sugarview Development site, but impacts do not extend upstream or downstream of the Sugarview Development.

Design fill levels in Stages 5,6,7 and 8 of Sugarview have been checked against the “worst case” flood levels and additional fill levels have been annotated on drawing CC-0005 to illustrate that adequate freeboard exists in all stages of the development.

Item 1b) Drainage – Drainage. The proposed fill on the lots 21-23 will alter the current flow path of stormwater and ultimately these flows would be directed through Dawson Boulevard. Please provide the interim drainage plan if Sugarview Stage 8 goes forward prior to the northern Richmond Hills development. Will works be required within Richmond Hills’ land or will this be required in the Infrastructure Agreement?

It is anticipated that the final Infrastructure Agreement (IA) will include facility to co-ordinate filling of the existing flowpath once the alternative flowpath has be legally established and constructed. The intent of the IA will be to allow Sugarview Estate or Richmond Hills to progress whatever works is required for their respective developments regardless of the progression of the adjoining development.

If for some reason the alternative drainage path is not established when Stage 8 is being constructed the services for Lots 20 to 23 will be installed but allotment filling will not progress until the drainage path is established. (Refer drawing CC-0017)

Item 1c) Drainage – Stormwater Quantity. Confirm that total stormwater discharge from the catchment external to the site (i.e. does 28.5m3/s take into account Q100 plus climate change?).

The flow volume of 28.5m3/s was a preliminary calculation only for the purposes of providing Council with an approximate pipe size. Internal development flows would not normally include allowance for climate change. This flow represents an approximate calculation of the local Richmond Hills development catchment and has not been used in the McCreadys Creek modelling which has a separate overall catchment flow calculation.

The ultimate flows from this catchment will be provided by the Richmond Hills designer and may include infrastructure to attenuate flows or have different flow criteria from that assumed in the preliminary calculation.

Item 2) Autoturn Layouts. Provide intersection treatment and auto turn layout plan for the intersection of Dawson Boulevard & Meredith Court, and Meredith Court and Theo Close.

Autoturn layouts have been provided for Dawson Boulevard, Meredith Court and Theo Close on revised plans CC-0009 and CC-0010.

Item 3) Water Connections. Confirm the water servicing arrangements for all of the lots. It appears Lot 40 has three connections, and two connections for lots 31 to 39. If this is the case, provide an explanation for why multiple service connections are necessary.

The water servicing arrangements for the development have been amended on revised plan CC-0012 such that each allotment has only one connection.
