Course Description

You know about the allowable watts for lighting and about the required controls for lighting, now learn about the required paperwork!  Yes, Title 24 requires paperwork and lots of it.   “Passing grades” are required by the designer, commissioning agent, manufacturers and vendors, installing contractor, and acceptance testing technician.

Any failures means no Occupancy Certificate.

• BUILDING COMMISSIONING is a systematic quality assurance process that spans the entire design and construction process, including verifying and documenting that building systems and components are planned, designed, installed, tested, operated and maintained to meet the owner’s project requirements.

Sec 120.8 Building Commissioning

• For buildings less than 10,000 sf, design phase design review may be completed by the design engineer PE. 

• Buildings between 10,000sf and 50,000 sf require completion of the Design Review Checklist by either an engineer PE in‐house to the design firm but not associated with the building project, or a third party design engineer PE. 

• For buildings larger than 50,000 sf or for buildings with complex mechanical systems, an independent, review of these documents by a third party design engineer PE is required.

Sec 10‐103 Requirements for Designers, Installers, Builders, Manuf, and Testers

• Application for a Building Permit. Each application for a building permit subject to Part 6 shall contain at least one copy of the documents specified in Sections 10‐103(a)2A, 10‐103(a)2B, and 10‐103(a)2C.

Sec 10‐103 Requirements for Designers, Installers, Builders, Manuf, and Testers

• (d) Enforcement Agency Requirements.

– 1. Permits. An enforcement agency shall not issue a Building Permit for any construction unless the enforcement agency determines in writing that the construction is designed to comply with the requirements of Part 6 that are in effect on the date the building permit was applied for. The enforcement agency determination shall confirm that the documentation requirements of Sections 10‐103(a)1 and 10‐103(a)2 have been met.

Field Inspector Responsibilities

The field inspector is responsible for:

A. Verifying that the building or system is constructed according to the plans.

B. Checking off appropriate items on the summary form at each relevant inspection.

C. Verifying that all of the required compliance documentation (Certificate(s) of Installation, Acceptance, and Field Verification and Diagnostic Testing) is completed, dated, signed, and registered (when applicable).

Sec 10‐103 Requirements for Designers, Installers, Builders, Manuf, and Testers

• (d) Enforcement Agency Requirements.

– 2. Inspection. The enforcement agency shall inspect newly constructed buildings and additions, and alterations to existing buildings to determine whether the construction or installation is consistent with the agency's approved plans and specifications, and complies with Part 6. Final Certificate of Occupancy shall not be issued until such consistency and compliance is verified.

Who Signs the CC, CI, CA Forms

• Persons who prepare Certificates (documentation authors) shall sign and certify the documentation is accurate and complete.

‐ AND ‐• The responsible person eligible under Division 3 of the Business and Professions Code to accept responsibility for the applicable scope of work specified on the Certificate shall sign and submit all applicable Certificates.– Licensed Architect– Licensed Engineer– Licensed Contractor

DOCUMENTATION AUTHOR'S DECLARATION STATEMENT

Lighting Control Narrative

• Provide a lighting control narrative or sequence of operation for each different room type in sufficient detail so that the vendor can program it, the CxA can write a functional performance test for it, and for the CLCATT to test it.  

• The narrative needs to include general lighting, specialty light, egress lighting, emergency lighting, occupancy sensing, vacancy sensing, daylight harvesting, adaptive time delays, task tuning, personal controls, daytime, nighttime, weekends, holidays, demand response, event programming, high trims, low trims, fade rates, scene settings, etc.

• January 1, 2015 – All CA forms shall be registered electronically to a Data Registry approved by the Commission.  Sec 10‐103(a)1D.

• January 1, 2015 – All signatures on CA forms shall be electronically authenticated in accordance with JA7.6.  (7 pages)   Sec 10‐103(a)1D

• All CC, CXR and CI forms shall be registered electronically to a Data Registry as soon as one is approved by the Commission. Sec 10‐103(a)
