DEPARTMENT OF PHARMACEUTICALS (DOP), MINISTRY OF CHEMICALS AND

FERTILIZERS ENCOURAGES PHARMACEUTICAL AND BIO-PHARMACEUTICALS

MANUFACTURING AND SALES ORGANIZATIONS FOR PARTICIPATION OF EXISTING

WORKFORCE CERTIFICATION UNDER MSDE FUNDED PROGRAM “PMKVY RPL -BEST IN

CLASS EMPLOYER”

In a recent advisory circular issued by DOP, Ministry of Chemicals and Fertilizers, Ministry has again

encouraged Pharmaceutical and Bio-pharmaceuticals manufacturing and sales organizations to

participate with LSSSDC to get their workforce assessed and certified as per ‘National Occupational

Standards’ set by Industry for Life Sciences Sector.

The advisory clearly states that currently Ministry of Skill Development and Entrepreneurship (MSDE)

is funding this program for a set of employers as per eligibility criteria defined by the Governing Body

of LSSSSDC and approved by MSDE through its flagship scheme of PMKVY RPL- BICE (Pradhan Mantri

Kaushal Vikas Yojana- Recognition of Prior Learning for Best in Class Employers). The program will

enable employers to verify the compliance by its salesforce with Uniform Code of Pharmaceutical

Marketing Practices (UCPMP) guidelines.

Mr. Ranjit Madan, CEO-LSSSDC shared that already top 11 employers are participating in the initiative

for their salesforce skill assessment and over 18000 salesforces have been certified in the sales and

marketing occupation. This initiative provides an opportunity to get an Industry specific assessment

executed for a large salesforce with zero cost to employer. Employees qualifying for the assessment

benchmark performance are awarded with Indian vocation qualification of that job role. Additionally,

employees get a token reward of INR 500/- (Rupees Five hundred only) and a personal accident

insurance for 3 years with a sum assured of 2 lacs. The eligibility criteria is listed on the website of

LSSSDC.

LSSSDC FURTHER BOOSTS IT’S INDUSTRY ENGAGEMENT DURING APPRENTICESHIP

PAKHWADA, 30 SEP 2019 TO 15 OCT 2019

Ministry of Skill Development and Entrepreneurship announced the first fortnight of October as

‘Apprenticeship Pakhwada’, which was inaugurated and launched by Honourable Minister of State –

SDE, Mr. R K Singh on 30th Sep 2019.

During the ‘Apprenticeship Pakhwada’, LSSSDC participated in the Apprenticeship workshops in the

states of Maharashtra, Goa, Gujarat, Telangana and Uttrakhand. 40+ new Industries participated in

the workshops. Following up with these organisations for engagement in National Apprenticeship

Promotion Scheme (NAPS) and other efforts resulted, resulted in LSSSDC on boarding over 100 Industry

Partners for apprenticeship by end December 2019.

In the closing ceremony of ‘Apprenticeship Pakhwada’, LSSSDC signed MOUs with Cadila Healthcare

(Zydus) and Neuland Laboratories for engaging 1000+ apprentices in a period of one year.

Efforts to further engage Industry for apprenticeship continues in LSSSDC. In one such step, a

workshop was conducted in Sikkim for Life Sciences Industry which resulted in fruitful outcome. The

workshop was led by Mr. Sachin Sachdeva, Joint Director- LSSSDC. Most prominent industry players

and state govt. officials participated.

Zydus, Sun Pharma, Lupin, Alkem, Micro Labs, Glenmark, Alembic, Zuventus Pharma, Cipla and

Torrent were amongst industries who actively participated in workshop held at Sikkim and

subsequently many of them have started enrolling apprentices in their Sikkim plants.

As the result of such engagement with Industry by end of quarter closing Dec 31 2019, LSSSDC had

achieved 5100 active apprenticeship contracts since start.40+ Industry partners were on boarded in

Q3 of 2019-20, including Cipla, Intas, Mylan, Divis Labs, Gland Pharma and Tirupati Group.

LSSSDC PARTICIPATED IN GLOBAL BIO INDIA 2019 FOR A SESSION ON

‘CAPACITY BUILDING IN BIO PHARMA SECTOR’ HELD IN DELHI ON 21-23 NOV

2019

Glimpse from Panel discussion on ‘Capacity Building in Biotechnology sector’

CII in collaboration with Dept of Biotechnology organized India’s first Global Biotechnology event as

Global Bio India during 21 Nov – 23 Nov 2019 in New Delhi.

LSSSDC participated in the event, and Mr. Ranjit Madan, CEO LSSSDC, participated in a panel

discussion chaired by Dr Renu Swarup, Secretary DBT, on ‘Capacity Building in Bio Pharma sector’.

Discussion was focused on how biotechnology sector is targeting to achieve a revenue of USD 1 trillion,

which would be a major contribution to Indian economy target of 5 trillion. Mr. Ranjit Madan shared

with audiences how LSSSDC is preparing itself to meet the skilled workforce requirement, as the

Industry prepares for a major leap.

Mr. Ranjit Madan also shared the brief of Skill Vigyan Program of DBT where LSSSDC is partnering as

a qualification awarding body and the recent alignment of DBT’s Biotech Industrial Training Program

with apprenticeship act through LSSSDC’s optional trades/ qualification packs.

The event was then followed up by a meeting between Secretary, DBT and CEO, LSSSDC to discuss

mutually benefiting areas where both organizations can collaborate for improving quality of human

resources and upcoming entrepreneurs in biopharmaceutical and contract research sub sectors.

ASSOCHAM ORGANIZED SKILLING INDIA SUMMIT AND AWARDS WITH A FOCUS ON

STRENGTHENING SKILLING AND EMPLOYABILITY, 27TH NOV 2019

In the last decade, India has emerged as the fastest growing major economy and is expected to be

the skill capital of the world over the next 2 to 5 years, backed by its young workforce. By 2020, the

average age in India will be 29 years with 65% of the population in the working age group (15-59 years

of age). While most of the developed countries experiencing an aging population, India’s burgeoning

young workforce can be an asset not just for the country but for the rest of the world as well.

Employment landscape is changing swiftly, and new jobs are emerging with rapid disruption in the

business models around the globe. Today’s job market and in-demand skills are hugely different from

the ones of 10 or even 5 years ago and the pace of change is only set to accelerate. New jobs require

new skills which are either missing, or the numbers having them inadequate. Building a skilling system

to match the new requirements, a system that responds well to business needs, while opening

opportunities for all people is the need of the hour. Transforming the way employers invest in their

workforce and use the skills of their employees can help meeting new skill requirements.

Glimpse of Skilling India Summit of ASSOCHAM, New Delhi

To address the current scenario on skill development and catalyse the initiative, ASSOCHAM

organized “Skilling India summit & awards: Strengthening skilling and employability” on

27th November, 2019 at New Delhi.

While the summit addressed the needs for skill development in India, Skill Achiever awards were to

honour and recognize organization in the private sector, PSUs, NGOs, government departments etc.

who have demonstrated their commitment to the advancement of skills by implementing skills

development and training programs that are relevant and result oriented.

LSSSDC’s CEO Mr. Ranjit Madan was amongst the panellist in the discussions held during the Skilling

Summit and discussed the initiatives and achievements of LSSSDC in Skill Development landscape in

Life Sciences Sector. Moderator of the panel discussion Mrs. Sunita Sanghi, Senior Advisor, MSDE was

appreciative of the work done by LSSSDC team and congratulated the team on the achievements of

LSSSDC in a science driven, highly regulated sector like Life Sciences.

SEEDAP AND LSSSDC HAS ORGANIZED A CXO MEET FOR LIFE SCIENCES INDUSTRY

IN ANDHRA PRADESH, 18 DEC 2019

In a joint efforts by Andhra Pradesh Government with LSSSDC, SEEDAP has organized a CXO meet in

Hyderabad to meet and interact with Life Sciences Industry in Andhra Pradesh ad Telangana.

As Pharmaceutical and Biotechnology is a prominent industry in Andhra Pradesh, the state govt. has

envisioned a program where they wish to invite industry to integrate in Skill Development efforts of

govt. and can skill fresh youth of state and employ them as apprentices in the manufacturing units.

The CXO meet was attended by senior officials of major Industry players, such as DR. Reddy’s

Laboratories Ltd, Biocon Limited, Hetero Drugs Limited, Neuland Pharma Ltd, MSN Laboratories Ltd.,

Divis Labs Ltd., Granules Omnichem Ltd, Sri Krishna Pharma Ltd., Covalent Labs Ltd, Gland Pharma

Ltd., Optimus Pharma Ltd. Nakoda Pharma Ltd.

On this occasion Mr. Ranjit Madan, CEO, LSSSDC addressed Industry officials and offered full support

of LSSSDC ecosystem in a mutually beneficial integration with the aim of making Andhra Pradesh a

‘Skilled Pradesh’ for Life Sciences Industry, even supplying human capital to Industry setups in

adjoining states.

UTTARPRADESH SKILL SUMMIT AND MSME MEET, 18 OCT 2019

PHD Chamber of Commerce & Industry (PHDCCI) and Anuna Education Network Pvt. Ltd in conjunction

with UP Skill Development Mission (UPSDM), National Skill Development Corporation (NSDC)

organized Uttar Pradesh Skill Summit & MSME Meet in Lucknow on 18th October 2019.

The event was graced by Dr. Mahendra Nath Pandey, Honourable Minister of Skill Development and

Entrepreneurship, Shri Siddharth Nath Singh, Uttar Pradesh Government Cabinet Minister for MSME,

Investment & Export, Textile, Khadi & Gram Udyog and UP state government spokesperson. The

summit focused on facilitating industry-led discussions on promoting skill development by catalysing

creation of qualitative and for-profit vocational institutions.

Sharing his thoughts on the summit, Dr. Mahendra Nath Pandey, Hon’ble Minister of Skill Development

and Entrepreneurship (MSDE) said, "As India moves progressively towards becoming a global

knowledge economy, it must meet the rising aspirations of its youth. This can be partially achieved

through focus on advancement of skills that are relevant to the emerging economic environment. The

challenge pertains not only to a huge quantitative expansion of the facilities of skill training but also

raising their qualitative standards.”

“In line with our commitment towards skilling youth in India, we strive to enable small and midsize

business across the state with the right opportunities. We are also working relentlessly to empower

women in Uttar Pradesh to attain financial independence and create their own identity through skill

training. We are certain that this summit will serve as a wonderful platform to execute significant

strategies to create well-rounded, highly competitive professionals,” he further added.

LSSSDC participated in the exhibition at the event and stall was visited by Dr. Mahendra Nath Pandey,

Hon’ble Minister of Skill Development and Entrepreneurship (MSDE).

‘MAGNIFICIENT MADHYA PRADESH’ SUMMIT, 18 OCT 2019

Madhya Pradesh rolled out the red carpet to industrialists as it hosted a mega investment summit on

18th Oct 2019, Friday in Indore.

Principal Secretary for Industry, Mr. Rajesh Rajora said that "MP has been known for Auto, Pharma

and Textiles but now we want to move beyond these and are focusing on Agri- processing, metals &

minerals, logistics, data centres, artificial intelligence, nan0-technology, bio-technology, electronics

and design manufacturing."

Mr. Dilip Sanghvi, Chairman Sun Pharma addressed the audiences on behalf of Pharm Industry in MP

Mr. SR Mohanty, Chief Secretary, Govt. of MP told to press that summit will focus on tourism, pharma,

renewable energy, urban development, and IT apart from logistics and warehouse sectors. The state

had announced a smart industrial park with an investment of Rs 375 crore at the nearby Pithampur

industrial belt. Event witnessed participation from top industry leaders including Adi Godrej, Dilip

Shanghvi, Vikram Kirloskar, Sanjiv Puri, Rakesh Bharti Mittal and N Srinivasan.

Sun Pharma founder Mr. Dilip Shanghvi said his company has invested around Rs 500 crore in MP so

far. Although, the company did not have manufacturing units in the state, but after acquisition of

Ranbaxy’s assets in MP, it now has two manufacturing units at Dewas and Mallanpur. “We are looking

to expand these facilities,” he added.

upon it by the Government of Karnataka, the state and the city offer the most conducive ecosystem

for start-ups to ideate, innovate and invent for a smarter future.

With research, ideations and innovations, the city of Bengaluru and the state of Karnataka have taken

giant leaps on the ladder of technology bringing the spotlight time and again back to India. This year,

Bengaluru has shrunk borders and brought bigger and better technologies to the Indian soil with the

19th edition of its flagship event - INDIA BIO under the umbrella of the prestigious 22nd edition of

Bengaluru Tech Summit 2019. The event showcased the consistent focus of the Biotech industry

towards new innovations and impactful progress in the growth trajectory of the industry through an

the state government is planning to host the Bengaluru Skill Summit as an annual event from next

year. The Karnataka government is signalling its commitment in the field of job creation and the time

is ripe for such an annual event as the government has created a separate department for skill

development, skill missions and skill development authority.

NATIONAL SKILL SUMMIT RAJASTHAN FOR NEXTGEN SKILLING, 20 DEC 2019

Department of Labour, Skill, Employment & Entrepreneurship, Government of Rajasthan and

Rajasthan Skill & Livelihoods Development Corporation (RSLDC), in association with Elets

Technomedia, had organized a National Skill Summit Rajasthan on 20th December 2019 in Jaipur.

The summit to address the challenges of unemployment and generating ideas to ensure gainful and

sustainable employment and entrepreneurship opportunities to the youth through deliberations on

diverse issues such as Skill development policies & frameworks for ‘New-age Skills, Disruption by new-

age technologies, global and national innovations, best practices & lessons learnt, Career Counselling,

New business models, global labour markets, Apprenticeship, resource management and analysing

skill gap, Industry demand and skill supply, etc.

LSSSDC’s Cluster Head Mr. Aniruddha Hati was one the panellist in the event and he shared LSSSDC’s

vision of use of future technologies in Skilling and the future Skills it envisions for Life Sciences Sector.

Mr. Aniruddha informed the audience about how LSSSDC with its technology partner has developed

World’s first VR Simulation Lab for Manufacturing Skills covering the business segments like, OSD,

Liquid, Ointment, Injectables and Bio Pharma.

RSLDC and Dept of ITI well received the information and showed keenness to establish the VR labs of

LSSSDC in their state’s ITIs.

TRAIN THE TRAINER PROGRAM FOR ANDHRA PRADESH PHARMACY COLLEGE

FACULTIES IN COLLABORATION WITH APSSDC, 25 NOV-1 DEC 2019

Inauguration of TTT Program in Sri Venkateswara College of Pharmacy with LSSSDC and APSSDC Officials

LSSSDC in partnership with APSSDC conducted a Special Train the Trainer (TTT) program for Faculties

of Pharmacy Colleges in Andhra Pradesh. The Inauguration was done in presence of officials from

APSSDC and LSSSDC Cluster Head Mr. Jahangeer. This was the 2nd such program by LSSSDC for the

faculties of APSSDC with a focus of development of a pool of trainers available in each pharmacy

college in Andhra Pradesh to enable the vision of APSSDC and LSSSDC of development of skilled

workforce in the state which has Life Sciences Sector as major contributor of employment generation.

Total 27 faculty members were trained and certified by LSSSDC in the qualifications of Production

Chemist- Life Sciences, Quality Control Chemist, Production/ Machine Operator- Life Sciences,

Manufacturing Assistant – Life Sciences and Fitter Mechanical- Life Sciences.

LSSSDC is committed towards developing a pool of quality trainers in industry clusters. Accordingly 4

Train the Trainer Programs were conducted in the states of Andhra Pradesh, Maharashtra and Gujarat

for 49 trainers in the qualifications of Medical Sales Representative, Lab Technician/ Assistant- Life

Sciences, Production/ Machine Operator- Life Sciences, Telesales Executive- Life Sciences, Quality

Control Chemist, Production/ Manufacturing Chemist Life Sciences and Scientific Medical Writer.

CAPACITY BUILDING: GENERATING EMPLOYMENT IN LIFE SCIENCES SECTOR

PLACEMENT DRIVE BY LIFE SCIENCES SECTOR SKILL DEVELOPMENT

COUNCIL

Glimpse of Placement Drive in SDI, Vishakhapatnam in Dec 2019

LSSSDC team has been acting as a facilitator for providing meaningful employment opportunities to

its Certified Skilled candidates in every cluster. The Cluster Heads of LSSSDC in each major Industry

cluster ensure a bridge between employers in local clusters and LSSSDC’s accredited Skill Centres.

In one such drive recently, the has been facilitated with a campus interview with Hetero Labs, a

leading Industry Partner of LSSSDC held campus interviews at Skill Development Institute in

Vishakhapatnam. The drive was very successful resulting in 95% placement for candidates certified

in Production/ Manufacturing Chemist- Life Sciences, Manufacturing Assistant- Life Sciences and

Fitter Mechanical- Life Sciences. The maximum offer made was of 1.9 Lacs per annum CTC to the

candidates of Production/ Manufacturing Chemist- Life Sciences for API plant.

The Skill Centre is a state of art facility and equipped with Virtual Reality based Skill Development

lab for Manufacturing skills.
