COMMENCEMENT SPEAKER

Douglas Ligor, Esq.

Doug Ligor grew up in Arlington, MA, the son of the late Mary Hiller, a homemaker, and the stepson of the late Stanley Hiller, a career noncommissioned officer in the U.S. Coast Guard. Mr. Ligor graduated from Arlington High School and earned an appointment to the U.S. Military Academy at West Point, where he graduated in 1992 with a Bachelor’s of Science Degree in Economics. He began his military career in the U.S. Army as a Second Lieutenant. He served as a tank platoon leader, a tank company executive officer, and a tank battalion logistics officer while stationed primarily at Fort Hood, Texas.

He left active duty in 1997 (though continuing to serve in the Army Reserves until 2003), at the rank of Captain, to pursue a Juris Doctorate degree from the University of Connecticut School of Law, where he graduated with honors in 2000. After obtaining his J.D., he was accepted into the Honors Attorney Program of the U.S. Department of Commerce. Mr. Ligor served as an Ethics Attorney for the Commerce Department in Washington, DC from 2000-2002. In 2002, he became an Assistant District Counsel with the Department of Justice’s former Immigration and Naturalization Service in New York City. Over the next five years, he represented both the Department of Justice/INS and the Department of Homeland Security’s Immigration and Customs Enforcement agency as a trial attorney in New York City and Boston.

In 2007, Mr. Ligor transferred to the U.S. Citizenship and Immigration Services agency of the Department of Homeland Security in Boston as an Associate Counsel. In 2013, Mr. Ligor was promoted to his current position as Deputy Chief Counsel for the Northeast Law Division of DHS/USCIS, overseeing the agency’s legal programs in Massachusetts, New Hampshire, Maine, Rhode Island, Northern New York, Connecticut, Pennsylvania, Delaware, Maryland, Virginia, and West Virginia. In 2014, Mr. Ligor joined the Manchester Community College faculty as an Adjunct Instructor in the Social Science Department.
