OUR COLLEGE CREST

Our College Crest consists of the Rising Sun, Lotus and Garuda (Eagle). The Rising Sun represents knowledge dispelling the darkness of ignorance. The Sun has been one of the early Gods in the Hindu pantheon and rightly our Rishis dedicated the Gayathri Mantra to Him. Lotus is a sacred flower to the Hindus and is considered to be the abode of Goddess Lakshmi. Lotus also represents Gnana and Karma. Garuda is the vehicle of Lord Vishnu, the God of Preservation, among the Hindu Trinity. It is our wish and prayer that the alumni of this institution imbibe the high ideals represented by these and let their thoughts, words and deeds be as pure as Agni, as cool as Lotus and as soaring as Garuda. Garuda is also a symbol of the Vaaniar community and represents the fact that this institution is started by it. The Crest also contains all the five primal elements viz., Prithvi (Land), Appu (Water), Tejas (Agni), Vayu (Air) and Akash (Ether).

The college motto “f‰wid¤J CW« m¿î” is taken from Poyyamozhi-p-pulavar Thiruvalluvar and means “The more the learning the greater is the wisdom”. May this be our lodestar.

TRANSLATION

Thou art the ruler of the minds of all people,Thou Dispenser of India’s destiny,The name rouses the hearts of Punjab Sind,Gujarat and Maratha, of Dravida, Orissa and Himalayas.It echoes in the hills of Vindhyas and Himalayas,Mingles in the music of Yamuna and Ganga,And is chanted by the waves of the Indian Ocean.They pray for Thy blessings, and sing Thy praiseVictory, Victory, Victory to Thee.

The song ‘Jana Gana Mana’, written by Rabrindranath Tagore, in Bengali was first published in 1912 and set to music by the poet himself. It is an invocation to the Dispenser of India’s Destiny praying for His blessings.

Besides, the older national song ‘Vande Mataram’, it has been associated with the struggle for Indian freedom and was sung in the Constituent Assembly at its historic midnight session on the 14th August 1947. On the 24th January 1950 it was adopted by the Constituent Assembly as India’s National Anthem.

A BRIEF HISTORY OF THE COLLEGE

South India Vaniar Educational Trust owes its birth to the far-sightedvision of late Thiru S.A. Ayyasami Chettiar M.A., B.L. The aim of the Trust has been to promote education to all young aspirants seeking the benefits of higher education, irrespective of differences of caste or creed.

S.I.V.E.T. College came into being, with a site of 28 acres assigned to the Trustby the Government at Gowrivakkam in July 1966 in a modestly constructed but adequatelyequipped building.

At present S.I.V.E.T. College have nearly 3000 students on its rolls. Theinfrastructure facilities are getting augmented in a phased manner.

The college has a vast playground providing scope for all outdoor games likeCricket, Hockey, Football, Volleyball, Basketball and indoor games like Table-Tennis, Chess, and Caroms etc.

Recognizing the academic progress and development of the college, theUniversity Grants Commission has been granting its financial assistance from time to time. The NAAC peer team visited the college during July 25 & 26, 2005 and accredited the college with B++ Grade. This paved the way for a sanctioning of ̀1, 00, and 00,000 for the construction of women’s hostel. In the XI plan, UGC has sanctioned`18, 00,000 for both the UG and PG courses.

The college has also distinguished itself in extracurricular and co-curricular activities such as N.C.C., N.S.S., and Y.R.C., in order to foster team spirit,national integration and to develop leadership quality. Those in N.C.C. and N.S.S. havedistinguished themselves in rendering social service in several ways and thereby they havehelped to bring the college closer to the community.

Though situated in a rather semi-urban-cum-rural environment, the college has not failed to attract the attention of distinguished personalities.It cherishes with a sense of legitimate pride the visits so far made by manycelebrities which includes a Vice-President of India, Governors of States,Central and State Ministers, Judges, Vice-Chancellors, Industrialists, Educationalists,Academicians, Artists and others known for their worthy contributions to the enrichment of the public life of our country.

Now, against the above backdrop, the college feels a sense of rejoicing over its long eventful 49 years of service in the cause of higher education and culture. At present Thiru.R.Veloo B.A.,[Additional Director, Municipal Administration, Retd], is the President of the Trust and ably assisted by Thiru. C. Madasamy B.Sc., F.C.A., Secretary of the Trust and Thiru. D. Balakrishnan as the treasurer of S.I.V.E.Trust.

RULES AND REGULATION

ACADEMIC1. The college follows the academic rules and regulations laid down by the

University of Madras, the University Grants Commission (U.G.C.) and the Department of Collegiate Education that are in force and amended from time to time.

FEE REGULATIONS1. Each student has to pay the prescribed fee once in a year.2. Each student will pay an admission fee of Rs.2/- on being admitted to the

college. Students whose names have been struck off for non-payment of fees should pay an admission fee of Rs.1/- and other dues already incurred. (i.e. fee and default fine-to-date)

3. All fees can be paid on admission within the first 10 days of the commencement of the term without fine or within the 20th day of the commencement of the term with a fine of Rs.1/-.

4. No payment will be accepted at the College Office.Fees can be paid at Indian Overseas Bank, Gowrivakkam Branch.

ISSUE OF CERTIFICATES1. An application request has to be made to the Principal for the issue of

Transfer Certificate, Conduct Certificate and other Certificates.

2. After completion of the course, the required TC will be issued only after producing NO DUE CERTIFICATE from all the departments of the college.

3. Duplicate copies of TC are not normally issued.

4. Provisional Pass Certificate can be had from the Controller of Examinations, University of Madras, on payment of Rs.100/-

5. The transfer certificate will be issued to the students or forwarded to the Registrar, University of Madras for any misdeed, misbehavior, absence without prior permission, for the breach of the rules and regulations of the college and also when felt that his/her continuance will be detrimental to the interest of the college.

IDENTITY CARD

Each student shall be issued with an identity card with his/her latest photo affixed on it and duly attested by the Principal & Head of the Department.

Students must wear their identity cards (in an easily noticeable way) when they are in the college campus.

Failure to wear it in a noticeable way shall be considered as an act of indiscipline and the cards shall be confiscated by the staff.

A duplicate identity card will be issued as replacement on payment of Rs100/- provided with valid reasons and proof .

Students are not allowed to bring disrespect to the issued identity cards in the form of swaying it in hands or allowing the tag to drop from the pockets.

Dress Code:

Students are strictly instructed to follow the dress code while attending the college for lectures/Practical/Library/ Laboratories and normal functions of the Department/Institution.

All students will wear presentable dress which is neat and clean.

ATTENDANCE AND LEAVE:

1. Regular attendance is compulsory for all students.

2. Students are strictly advised not to avail themselves of leave often.

3. No student will be allowed to absent himself/herself from the college without leave application form, which must be made beforehand to the Principal in the prescribed format given below. All applications for leave should be countersigned by the parent or guardian.

4. If a student is absent for any hour in the forenoon ½ day will be marked absent. If a student is absent for any hour in the afternoon, ½ day will be marked absent.

5. In case where absence is due to unavoidable and unforeseen causes, application for leave must be submitted on the day he attends the college after the period of absence.

6. If a student is absent for more than 3 days due to sickness his / her application should be accompanied by a medical certificate.

7. If a student absent himself / herself for a week without leave his / her name will be struck off from the rolls unless he / she shows that his / her failure to obtain leave was unavoidable.

8. A student is ineligible for promotion to the higher class or writing the University Examination unless he / she earns attendance for the three fourth of the working days prescribed by the College and he / she also shows Academic Progress and possesses good conduct.

9. He / She should also earn 75% of attendance in physical education class compulsorily in 1st year U.G. Course.

10.Recommendation for condo nation of shortage of attendance to the University will be made only in exceptional cases and not as a matter of course. And the HOD’s may recommend to the Principal such deserving cases based on adequate and satisfactory supporting records, and the Principal can use his discretionary power for allowing condo nation.

11.Attendance on college examination days is compulsory. No leave will be granted on those days.

12.Saturdays and Sundays are declared holidays unless otherwise notified.

13. Staff members will take attendance for each period at the beginning of the class. Attendance once recorded will not be corrected later to include those students who report late for their classes.

13. Leave of application is accepted only in the format enclosed at the end of the calendar.

UNIVERSITY / COLLEGE EXAMINATIONS

1. A student will be allotted a permanent Register number by the University from the first to the last exam, till the completion of the course.

2. College tests and examinations will be conducted periodically and these examinations are compulsory for all the students NO LEAVE OF ABSENCE will be granted.

3. The parent has to visit the college once in a month for an interaction with HOD and Principal in the larger interest and well being of the students.

MALPRACTICE IN EXAMINATIONS

1. The students should appear for the examinations well prepared. Any form of copying is an offence and totally prohibited.

2. A student found copying or attempting to copy or engaged in conversation with another student will be removed from the examination hall and will not be permitted to continue the examination.

3. The students involved in such malpractice and caught red-handed, will be removed from the college with immediate effect and will be debarred from appearing for any examination for the next three years by the University.

PUNCTUALITY

1. Punctuality is the prime motto. No student should be late to the college or for regular classes.

2. Students should keep to time. Reaching too early to the campus or overstaying beyond the scheduled hours is strictly prohibited.

3. Students should avail themselves of only the specific time allotted during the break and must be punctual to the class. Late entry to the classroom is strictly prohibited.

4. Regular Late comers especially for the First Hour of the college shall be viewed seriously and the parents have to give proper explanation. Failure to do so shall be dealt as gross indiscipline and may lead even to the suspension from the college.

STUDENTS DISCIPLINE AND CODE OF CONDUCT:

1. The college will enforce 100% discipline in the college. There will be no compromise on this issue.

2. Students are directed to strictly follow all the Rules and Regulations and any other instructions that may be issued from time to time.

3. The students should behave well, with due respect to the staff without indulging in any act that will tantamount to disrespectful behaviour towards the staff and decorum of the college.

4. Any Act of indiscipline of a student is first to be considered by the Head of the Department for necessary action. If the issue demands more serious consideration, the indiscipline shall reported to the Disciplinary Committee which after careful perusal shall refer for an undiluted and progressive action to the Principal

5. Even outside the college the students are expected to behave and conduct themselves in a manner that will raise the esteem of the college in the public mind.

6. No collection of money or selling of tickets of any nature is permitted.7. The students of the college are to conduct themselves on and off the college

premises in such a way as to maintain the reputation of the college as well as their own.

8. Students should greet the members of the teaching staff on the occasion of their first meeting them for the day.

9. On a member of the staff entering the class room, the student shall rise and remain standing till he/she takes his/her seat.

10.No student should leave his/her class room without the permission of the teacher.

11.Students should first cultivate the habit of reading notices put up on the various college notice-boards and ignorance of any such notice or notices will not be accepted as an excuse for his/her failure to comply with instructions given therein.

12.Smoking, chewing betel nuts, chewing-gums, paan and using intoxicating substances on the campus is strictly prohibited. If caught red handed they will be suitably punished.

13.Loitering or collecting in groups and talking loudly in the verandahs, corridors, staircases, other passages or anywhere on the college campus are prohibited.

14.When students are free, they are expected to go to the library and engage themselves in silent study.

15.Bicycle, two wheelers, cars etc. must be parked only in the stands/areameant for the purpose.

16.Any lost property found must be handed over to the Principal or Office Superintendent from whom the owner can reclaim it after establishing his/her ownership.

17.Students are forbidden to organise or attend any meeting in the college or collect money for any purpose.

18.Under the Tamil Nadu Govt. Educational Rules (97), the Principal is empowered to impose fine, withhold attendance certificate and suspend or expel any student if considered necessary to do so.

19.No student shall be a member of any organisation or association not connected with the college without the prior permission of the Principal. No student shall take part in any antisocial or subversive activities. No student shall be a member of any political party nor shall take part in active politics. A student contravening these rules is liable to be suspended or summarily dismissed from the college.

20.Organised absence from classes and soliciting absence from other students are serious breaches of discipline which may involve removal of a student from the college.

21.Students are not allowed to use their cell phones (both calling and texting)inside the classroom / office room and on the veranda. If found the phones shall be confiscated. The phones can be collected from the Principal only by the parents and no student is allowed to meet the principal in this regard.

22. Students should equip themselves with approved standard note-books, calculators, drawing materials, instrument boxes, record note books as and when necessary.

RAGGING AND EVE-TEASING

Ragging is totally banned under the law. There should be no ragging / orientation / initiation of any sort on the campus or outside. Students who violate this directive will be handed over to the police for penal action.

Those students who indulge in Eve-teasing with the students or the members of the staff will be handed over to the police for penal action under the appropriate act.

As per the Act anyone who indulges or abets ragging is liable for imprisonment up to 2 years and a fine up to `10,000/- LIBRARY

1. On receiving a book, the student must examine it at once and call the Librarian’s attention to any damage found in it. If he/she fails to do so, he/she will be held responsible for any damage that may be detected afterwards.

2. Readers shall not write, or make any mark on any book, manuscript or map belonging to the library.

3. Students shall be responsible for any damage to the books or loss of books and are required to replace such books if available in the market along with 25% of the price of the books as fine or if the books are not available in the market, pay three times the price of the books.

4. Students are prohibited from engaging in conversation inside the library.

5. Silence should be strictly observed. Students shall not engage in any other work, other than reading books or making reference works.

6. Members are not allowed to sublet the books. Membership cards are not transferable.

7. Loss of library cards should be reported immediately to the Librarian. Duplicate cards will be issued on payment of `25/-. The member will be responsible for loss or non-return of the book issued against a particular membership card

LABORATORIES

Students should handle the apparatus carefully. All breakages or loss must be reported to the Professor at once. The cost of the materials broken will be recovered from the students, either individually or collectively.

Campus Facilities:

The college has been improving the infrastructure facilities when and

wherever necessary. There is an immediate proposal to build seminar halls and

other necessary building structures.

The campus roads have been re-laid. The play grounds have been given a

new face lift. The tennis court has been re-laid.

There has been a tremendous growth in modernization in the last few

years. A new laboratory with plenty of space and work tables was constructed

and handed over to the physics department for conducting experiments at ease.

Day College has a computer laboratory with 100 systems networked. Evening

college has two computer laboratories provided with the latest software

programs to enable students to do experiments and update their knowledge.

OHP projector, 2 LCD projectors, technologically advanced podium, audio

surround system, cordless mikes and other audio visual aids are available for the

teachers to teach the subjects effectively to their students. The college has

computers and printers in all the departments, a reverse osmosis plant for

potable water, two backup generators, solar powered light lamp posts, a

women’s Hostel and to keep vigil 54 cameras backed up with announcing

systems are done purely through the funding by the Management authorities.

BOOKS AND NOTE BOOKSStudents should purchase the Books and Notebooks required for each subject, as prescribed by the college/University. On verification, if any student fails to possess the prescribed books and note books, he/she will not be permitted to attend the class.

Students should maintain good academic progress on a continuous basis. Students should maintain satisfactory progress on all fronts. Corrective measures proposed by the Department to maintain academic

HEALTH CAREParents will inform in writing as well as explain, if necessary in person, about the health problem of their wards, so that special care can be taken during the college hours.Students who fall ill during the working hours will be rendered first aid and escorted to their houses.

Women students admitted to the College Hostel shall abide by the rules and regulations of the hostel as existing at the time of admission and as amended from time to time.

University of Madras - Attendance Rules -Condo nation of Shortage of attendance -

Guidance to be followed - regarding.C & R. III / Attendance / 2008-2009 / Cir / 2176 Dated: 15-04-2008The number of working days stipulated by the University is 180 days / 900 instructional hours in an academic year (90 days or 450 instructional hours for each semester)

TOTAL NUMBER OF WORKING DAYS - DAY COLLEGEEach affiliated college shall work for a minimum period of 180 days and each day shall have five working hours or 900 instructional hours in an academic year. For Semester system, there shall be not less than 450 instructional hours / 90 working days for each semester and each day shall have five working hours. The teaching hours shall not be less than 30 hours a week and for practical, Field work, Library and Computer Lab shall not be less than 10 hours a week.

The number of working days i.e. actual teaching days to hold Lectures, Tutorials, Seminars and Practical stipulated by the University for the DAY COLLEGE is 180 days or 900 instructional hours for the Non-Semester Courses and 90 days or 450 instructional hours for each Semester under Semester System Courses. Grant attendance to the candidates of NCC cadets while they are engaged in NCC activities.

If a candidate fails to put in the minimum attendance (Percentage stipulated), the Principal shall condone the shortage of attendance up to a maximum limit of 10% (i.e.65%) for all UG / PG courses (i.e. Arts, Science, Commerce, MBA, MCA) after counselling the prescribed fee of `250/- each for Theory / Practical examination, towards the condo nation of shortage of attendance.

Until they rejoin the course and earn the required attendance for that particular Semester / Year, no candidates shall be permitted to proceed to the next year / next semester of the course under any circumstances. They have to obtain prior permission from the University to rejoin the course.

Provided in case of candidates who are admitted from the academic year 2003 - 2004 earning less than 50% of attendance in any one of the Semesters due to any extraordinary circumstances such as medical grounds, such candidates who shall produce Medical Certificate issued by the Authorised Medical Attendant (AMA), duly certified by the Principal of the college shall be permitted to proceed to the next semester and to complete the course of study. Such candidates shall have to repeat the Semester, which they have missed by rejoining after completion of Final Semester of the course, by paying the fee for the break of study as prescribed by the University from time to time.

CATEGORY - E: CONDONATION OF SHORTAGE OF ATTENDANCE FOR MARRIED WOMEN STUDENTSIn respect of married women students undergoing UG/PG courses, the minimum attendance for condo nation (Theory / Practical) shall be relaxed and prescribed as 55% instead of 65% if they conceive during their academic career. Medical Certificate from Doctor attached to the Government Hospital (D.G.O.) and the prescribed fee of `250/- therefore with the attendance details shall be forwarded to this office to consider the condo nation of attendance mentioning the category.

In this connection, I am to request you to send the attendance details in the prescribed format in respect of the candidates who have joined various courses in your college in TRIPLICATE, UNDER CATEGORYWISE, DEGREE WISE AND SUBJECT WISE BOTH THEORY AND PRACTICAL SEPARATELY.

I am further to inform you that attendance should not be marked for candidates if they attend the college during vacation (such as Michaelmas, Puja, Christmas or other holidays when they given a study leave for purpose of preparing for the examination) and such attendance should not be taken into account either for purposes of calculating the minimum number of working days or for earning attendance. It has been observed that certain colleges do not work for a minimum number of days prescribed owing to the intervention of unexpected holidays. In that case, such college should put in extra working days with a view to make up the deficiency to maintain minimum number of working days (75% attendance) required for the academic year.The attendance should be reckoned in terms of number of days only and not subject wise.
