as close as possible to the planning site，make for the network optimization later;distance between sites in dense urban area： 200～300m，deviationshould be less than 50 m ；distance between sites in urban area： 400～500m， deviation should be less than 100 m ;distance between sites in suburban or rural area： 800～1000m，deviation should be less than 200 m .

site position choice for early establishment should meet the coverage in hot area, such as highway、market or temple ;

site position choice in dense urban buildings should avoid the tall buildings or the construction of tall buildings near the antenna ；
