His presentation topic is “Working at Height – Learning from Safety Incidents”.

Ladies and gentlemen
Good afternoon, fellows of the industry
I am Kelvin Yeung from Vibro (H.K.) Limited
First of all, thank the organiser
for giving us the opportunity to share with you here
our practices, views and internal guidelines on safety
First, I want to share working at height on hoarding
and the measures to avoid people falling from height
Actually, it may not be noticed that there is a lot of work to do on the top of hoarding
such as laying temporary wires, water pipes and sewage systems
erecting noise barriers, construction and maintenance of hoarding sheets
installation and maintenance of lighting and closed circuit television systems
It is common to erect some signs or safety banners now
Regarding the risk of people falling from height
actually the consequence can be serious
This is the typical drawing of hoarding of HD
The workers are working on the top of hoarding
There is a chance of falling for a distance of 3 to 6 meters from the top of hoardings
Correspondingly, we have an internal guide
In the sub-contracts, we require the sub-contractors
to provide handrails, toe boards, safe access or ladders during erection of hoarding
This is a typical drawing specified in our sub-contracts
In tendering, subcontractors need to ensure
the handrails and ladders are included in the cost
After installation of ladders
The photo shows a site of HD
Guardrails are installed. There are toe boards and a doorway
If it is not convenient or there is no space to install
secure and permanent ladders or access
We will add an "anchor point"
to install a movable ladder or access
The photo shows a ladder installed at “anchor point”
There are similar designs on different HD sites or private sites
In response to the varying conditions of different sites
there will be improvements and changes in the design
We hope that when the workers are working on top of hoarding
there is a suitable and safe working platform for them
Another measure I’d like to share
is for prevention of falling from height
from Reverse Circulation Drills
A Reverse Circulation Drill (RCD) is actually commonly used for large diameter bored
piles
It is known as the RCD working platform
Plenty of work is carried out on the RCD working platform
They include assembly and removal of RCD
operation of RCD, regular maintenance of RCD or pile tests
all of them are performed on RCD’s working platform
And the risk is also relatively large
Workers may fall from the platform
or even fall inside the pile
The falling height is usually more than 10 meters
Workers may also fall from the ladder and land on the ground by accident
or they may slip down when using the ladder
And the internal instruction of the company is:
On each RCD’s working platform, there should be intact guardrails
and toe boards before work starts
There should be a gate installed at the top of ladder
to prevent workers falling down to ladder
As the height of RCD’s platform can vary
Therefore, we provide ladders of different heights
The goal is to make sure that the rungs on the RCD ladder are flat
thereby reducing the chance of workers slipping down
The figure shows a small idea from our staff
They used U-bolts and iron plates to
repair the gaps on working platform and toe boards
We also installed four eye bolts at the top of RCD's rig
for installing four safety ropes
When workers carry out high-risk tasks such as opening water gate
installing RCD before guardrails are fixed in place
Workers must each wear a safety harness with fall arrester before they work

I’ve just mentioned the height of RCD
Our final guideline is:
try to reduce the height of RCD platform
thus reducing the risk to the minimum level
Lastly I want to share with you the determination to achieve safe construction
In fact, regardless of management, subcontractors or workers themselves
will strike a balance between project’s progress and company’s profit
Since early 2016, the company's top management has committed to
maintaining the safety and health of employees and workers
which is more important than the progress of project, company’s profit and so on
We also enthusiastically promote this to our partners, i.e. our sub-contractors
I hope everyone will work together
to reduce the incident number to as low as possible
We hope to achieve today’s theme “Zero Incident”
