After a brief trading period while importersassessed their mid-year stock and forwardposition the log market has become activein Africa China has resumed regular pur-chases from Cameroon Congo Brazzavilleand smaller volumes are also being gath-ered from Equatorial Guinea andDemocratic Republic of CongoDue to the reduced exports of some heavyhardwood from Brazil and other SouthAmerican exporting countries there hasbeen a welcome increase in demand fromEuropean importers for Iroko which hasraised both log and sawn wood pricesSapele is also in good demand and sawnwood output has increased to deal with thehigher level of orders Prices for Sapelelogs are up and firming Sipo sawn woodhas experienced some increase indemand as European importers are nowmore comfortable to rebuild their stocks inpreparation for the expected improveddemand over the second half of 2010Housing starts in Europe have not yetrecovered but there is a better demand forhardwoods from a more active renovationand home improvement sector Asimportersrsquo stocks are low this sector is themain reason for recently improved demandfor tropical hardwoods analysts report

The Ghana timber industry recently addedits voice to others who are demanding adownward review of the utility tariff whichwas recently raised by the Public UtilityRegulatory CommissionAt a meeting between the Ghana TimberMillers Organization and the TimberWorkers Union in Accra the sawmillersclaimed that the higher tariffs leave themno option but to lay off workers in order tostay in business The timber operatorrsquos callcame at a time when the Trades UnionCongress has urged the government toreset the previous tariff levelsAccording to Ghanarsquos timber industrysharp increases in the industryrsquos majorcosts especially in electricity tariffs haveresulted in some closures in timber sectorover the past five years Additionally theindustry has suffered from operationaltaxes such as the National ReconstructionLevy and high interest rates Ghanarsquos tim-ber industry is the fourth largest industry interms of export revenuesThe Ghana Statistical Service recentlyreleased statistics showing Ghanarsquos infla-tion fell to 952 percent down 116 percentfrom previous months Inflation has nowdeclined for the 12th consecutive month

Economist at CMHCrsquos Market AnalysisCentre Multiple starts partially offset themoderationEven though there are record low interest

rates and a vast selection of homes this isinsufficient incentive to draw new buyersinto the market Recently the CanadianReal Estate Association (CREA) down-graded its sales forecast for the rest of theyear The resale housing market has been a

leading driver of Canadarsquos economicrecovery with prices rebounding fromrecessionary lows But the market seemsto have peaked and signs of stress areshowing across the country The drop is happening while mortgage

rates remain at record lows despite warn-ings from economists that they are boundto rise as the Bank of Canada moves itslending rate higher Competition among the banks for new

business along with falling bond yieldshave meant mortgage rates have beenlargely unaffected by any Bank of CanadamovesEven so buyers are reluctant to take the

plunge It is reported that many boughtearlier this year than they had anticipatedto get a lower mortgage rate and avoid theharmonized sales tax in Ontario and BritishColumbia which applies to professionalservices associated with buying a resalehome On the global real estate side Scotiabank

says the demand and prices slipped in thesecond quarter The rebound that liftedproperty values around the world is nowlosing momentum says their Global RealEstate Trends Report Housing demandand prices slipped in the second quarterThe market was sideswiped by moderatingglobal growth volatility in financial marketsand weak job creation ldquoGlobal real estate markets entered 2010

with a renewed sense of optimism piggy-backing on the broader economic recoveryunder wayrdquo wrote the senior economistldquoHousing demand and pricing improved inthe first quarter of the year in the majority

The construction vacation break the sum-mer heat and summer holidays for most

of the advanced nations we track benefit-ting from ultra-low interest rates improvedaffordability and in some cases govern-ment purchase incentivesrdquo Australia and Canada saw double-digit

gains in inflation adjusted prices ldquomirroringtheir relatively more favourable employ-ment and lending conditionsrdquo ldquoThe recent slowdown has been most dra-

matic in Canadardquo the report statesldquoAverage home prices in Q2 were up just68 percent year-over-year compared with166 percent year-over-year in Q1 Saleswhile still at a high level have trendedsteadily lower alongside reduced afford-ability and exhausted pent-up demandrdquo Between 2000 and the first half of 2010

the average cost of a new home increasedby just over 50 percent ldquoOver the same period the average price

of a resale home more than doubledrdquo thereport said ldquoTraditionally the demand andpricing for new homes mirror but with alag trends in the resale market Whenresale housing selection is limited andorprices are increasing sharply buyers aremore likely to consider a new home pur-chaserdquo The reason the report points to ldquoa short-

age of resale listings relative to demand aboom in renovation activity that has addedvalue to the existing stock of housing andrising urban land valuesrdquo ldquoThe divergence in new and resale home

prices is seen in most markets across thecountry but to varying degreesrdquo the reportsaid ldquoThe biggest gap has opened up in British

Columbia where the lack of developableland in its largest city is a major contributorto its record high home prices On theother hand new home prices have largelytracked resale prices in Alberta andSaskatchewan where a massive influx ofpopulation attracted to the regionrsquos boom-ing economy and the inherent lag inadding sufficient new housing stockfuelled across-the-board appreciationrdquo

reduced the rate of hardwood activity Thecommon grades are reported to be outper-forming the upper grades for Hard and RedOak Demand fell for Soft Maple with Ashsupplies being stretched thin Specialty items of Birch such as unselect-ed or stock with enhanced color lengthand width characteristics made for a firmmarket for this species Hard Maple andother whitewoodsrsquo logging and sawmillingproduction over the summer months weregreatly affected by weather conditionsQuantities produced were limited and italso affected the range of thicknessessawmills could produce Green HardMaple production has only been marginal-ly adequate to satisfy buyersrsquo needs for thecommon grades Due to the lower greenlumber production kiln dried Hard Mapleinventories showed evidence of supplystrains causing slight rises in pricing Soft Maple demand declined over thesummer months This is due to the weakerhome construction market and preferencesshifting to other species as well as a com-petitive market for this species There is mixed demand for Red Oakupper grades but in general market condi-tions are reported as solid for commongrades of this speciesBusiness for Oak flooring manufacturersappears to have stabilized as has the sup-ply situation There has been growth inmanufacturing activity with movement formost products Raw materials are ade-quate for the near term production needsEven though business appears to haveevened out business conditions have notcompletely settled There are still somesupply and demand imbalances for certainitems Select Red Oak 2-14rdquo is in amplesupply while 2-14rdquo No 1 Common RedOak supplies are thin Again the slowdownin residential construction has affected theuse of this species As a result some con-tacts reported having reduced their pro-duction schedules and are prepared toreduce these even more should marketsdipThe Canadian inflation reading released inmid-August raised concerns about thehealth of the Canadian economic reboundThe recent consumer price index showedan inflation rate of 18 percent a softerreading than expected by most econo-mists and a sign there are few pricing

pressures amid uneven demand for goods The inflation report is just the latest signalthat the recovery is slowing Other recenteconomic indicators showed the first dropin employment this year the cooling hous-ing market and signs that exports arealready suffering from weaker demand inthe US and Europe going into the secondhalf of the year

enough production for the needrdquo the sup-plier said ldquoOur inventories are at an aver-age level but wersquove slowed down our capa-bilities to keep it that way Wersquore not run-ning at 100 percent right now if we werewersquod be overproducedrdquoLooking at the months ahead he said ldquoIf

things continue the way theyrsquore going a lotof the larger companies are going to buildup their inventories which means kiln driedlumber will be offered at a lower pricerdquo

Federation (HF) recently announced it iscontinuing to fight high export fees Jamey French HF president met with

Edward Avalos Undersecretary forMarketing and Regulatory Programs at theUSDA and reiterated that the US govern-mentrsquos plan to dramatically raise exportuser fees imposed by APHIS are accord-ing to HF too high for todayrsquos economic cli-mateAvalos agreed to revisit a HF proposal

made earlier to reduce fees after the firstcontainer The Undersecretary also provid-ed encouraging updates on the US gov-ernmentrsquos negotiations with the EU andChina for the acceptance of the NationalHardwood Lumber Associationrsquos (NHLA)dry process as a cost-effective and accept-able alternative to other inspection proce-dures French noted the importance of thekiln dry process for the forest productsindustryIn an effort to keep moving this initiative
