North Sikkim District Profile
1. North Sikkim District Overview- The district is the largest of the four districts of
Sikkim. The landscape is mountainous with dense vegetation all the way up to the
alpine altitude before thinning out to desert scrub towards the Northern Tundra.
Numerous waterfalls astride the main road make the trip to this district extremely
picturesque.
The most prominent effect of the steepness of the valleys is the prevalence of landslides
that at times drop to anything between 3000 to 5,000 ft (1,500 m) carrying devastation along
their course. Most of them are caused either by the melting snow beds on top of the mountains
or by erosive action of the rains. Most of the people of the state reside near Mangan, the

district headquarters which is about 2,000 feet (610 m) above sea level. Further north the
elevation increases with the vegetation turning from temperate to alpine to tundra.
Temperatures range from about 25° to below -40° in the extreme high reaches where the
altitude is in excess of 6,000 meters. Kanchenjunga is the highest peak at over 8,000 m,
straddling its eastern border with Nepal and can be seen clearly from the town of Singhik.
District is divided in four Subdivisions named Mangan, Dzongu, Kabi and Chungthang.
2. Population
A. North Sikkim District Population 2011 - in 2011, North Sikkim had population of 43,709 of
which male and female were 24,730 and 18,979 respectively. In 2001 census, North Sikkim
had a population of 41,030 of which males were 23,414 and remaining 17,616 were females.
B. North Sikkim District Density 2011 -The initial provisional data released by census India
2011, shows that density of North Sikkim district for 2011 is 10 people per sq. km. In 2001,
North Sikkim district density was at 10 people per sq. km. North Sikkim district administers
4,226 square kilometers of areas.
C. North Sikkim Sex Ratio 2011 With regards to Sex Ratio in North Sikkim, it stood at 767
per 1000 male compared to 2001 census figure of 752. The average national sex ratio in India
is 940 as per latest reports of Census 2011 Directorate. In 2011 census, child sex ratio is 929
girls per 1000 boys compared to figure of 995 girls per 1000 boys of 2001 census data.

D. North Sikkim District Urban Population 2011 -Out of the total North Sikkim population
for 2011 census, 10.62 percent lives in urban regions of district. In total 4,644 people lives in
urban areas of which males are 2,456 and females are 2,188. Sex Ratio in urban region of
North Sikkim district is 891 as per 2011 census data. Similarly child sex ratio in North Sikkim
district was 893 in 2011 census. Child population (0-6) in urban region was 585 of which
males and females were 309 and 276. This child population figure of North Sikkim district is
12.58 % of total urban population. Average literacy rate in North Sikkim district as per
census 2011 is 83.81 % of which males and females are 87.80 % and 79.34 % literates
respectively. In actual number 3,402 people are literate in urban region of which males and
females are 1,885 and 1,517 respectively.
E. North Sikkim District Rural Population 2011- As per 2011 census, 89.38 % population of
North Sikkim districts lives in rural areas of villages. The total North Sikkim district
population living in rural areas is 39,065 of which males and females are 22,274 and 16,791
respectively. In rural areas of North Sikkim district, sex ratio is 754 females per 1000 males.
If child sex ratio data of North Sikkim district is considered, figure is 934 girls per 1000 boys.
Child population in the age 0-6 is 4,092 in rural areas of which males were 2,116 and females
were 1,976. The child population comprises 9.50 % of total rural population of North Sikkim

district. Literacy rate in rural areas of North Sikkim district is 77.34 % as per census data
2011. Gender wise, male and female literacy stood at 82.82 and 69.89 percent respectively. In
total, 27,048 people were literate of which males and females were 16,694 and 10,354
respectively.

Chapter 9
Counting Plan
The final success of any election depends on the suitable environment provided for the
counting of votes. For this, counting plan assumes a large significance.
• A place of storage of EVMs and polling materials is decided. It is kept in safe Zilla
Bhawan premises till they are dispatched.
• Dispatching and receiving centers will be decided for each constituency.
• All the instructions of ECI are being followed in this regard.
• Strong room is already decided upon which, would also act as counting centre.
• Security arrangements will be made, after all EVMs are deposited in strong room.
• An arrangement for media personnel will also be done in the counting area premises
with safe distance.
• All other logistics will also be taken care of

Chapter 10
Polling Staff Welfare
For success of any event, importance of the persons carrying it cannot be over-
emphasized. It is more so when the event is of nature of elections, biggest and most important
in democracy.
Election commission has rightly highlighted the importance of welfare plan for the
polling staff. According to the directions given by the commission and prevailing healthy
practices, we have prepared detailed plan for the welfare of polling personnels.
1. A nodal officer will be appointed for polling staff welfare that will take care of all the
requirements of the staff and try to address their inconveniences, if any.

2. Detailed communication regarding training centers as well as dispatching centers will
be made to the concerned polling staff to avoid any last minute hitches.
3. For training 1 Centers at ARO level and 3 at DEO level will be organized.
4. All the basic amenities will be made available at training, dispatching and polling
stations. It includes food, sanitary and toilet arrangements as well as medical facilities.
5. for medical facilities, liaison with nearest PHC or other facilities is being done.
6. It will be taken in notice that just after the staff hands over EVMs and other polling
materials, they would be relieved immediately.

7. All the transport arrangements will be made to carry the staff from dispatching centre
to polling stations and back to receiving centre.
8. Ramp facility will be provided in all polling stations for physically challenged
personnel.
9. Special care will be taken for female personnel, with their allotment to particular PS
will be done manually so as to give them PS, close to their working place. ECI’s instructions
are being followed scrupulously in this regard.

Monitor Advertisements to be aired on TV Channels or Cable
network:
MCMC to keep Tabs on Paid News:
With a view to ensure free and fair Assembly elections, District Media Certification and
Monitoring Committee (MCMC) have been constituted by District Election Officer. The
committee will monitor the political advertisements that are to be aired on TV channels and
cable network during the electoral process. No political advertisement should be aired on TV
channels or cable network without obtaining prior certificate from MCMC

The committee will preview, scrutinize and verify all advertisements either given by
individual contesting candidates or political parties, before it is inserted in the electronic
media. MCMC will also keep tabs on paid news.
The candidate or political party should made an application before the MCMC in
prescribed form indicating the cost of production of the advertisement, the approximate cost
of proposed telecast on TV channel or cable network with the break-up of number of
insertions and rates proposed to be charged for each such insertion, the application shall also
contain a statement whether the advertisement inserted is for the benefit of the purpose of the
election of the candidate or a party. A statement, that all the payment shall be made by way of
cheque or demand draft, should also be enclosed. Every such application should be
accompanied with two copies of the proposed advertisement in the electronic form along with
a duly attested transcript thereof.
MCMC while taking a decision on the application for the certification of an
advertisement may direct the applicant for deletion or modification of any part of the
advertisement.
The MCMC will function from office of Deputy Director Information, North Sikkim
district.
Orders are also made for officials to capture and record various news channels and
report the content which is found objectionable / offensive.

Election Expenditure Monitoring
Provision is made under section 77, 78 and 159 of R.P.A. 1951 as well rule 86 of election conduct
rules-1961, for contesting candidate of an election for maintaining the account. Pursuant to these
provisions various committees are formed in the district for monitoring election expenditure during
the General Election of State Assembly-2014.

(7) Flying Squad:
It is usually a practice by a candidate or political party to offer cash, kind or even liquor to lure voters.
To apply a check on such activities a flying squad comprising of senior executive officer, one police
officer with three armed policemen and one videographer along with a vehicle is at the disposal of
each Returning Officer in order to act instantly on receiving any complaint at control room.
(8) Static Surveillance teams:
As per the Para 3.1.9 of guidelines for monitoring election expenditure a Static Surveillance
team is formed at the instance of each Constituency. So there are 3 such teams formed for all
constituencies and one magistrate is appointed for each constituency. These teams will apply
checks on transfer of huge amount of cash, unauthorized liquor and arms. All the activities of
these teams will be video graphed.
