In 2006, some undergraduate students of IIT Roorkee approached Prof. V.K. Nangia, Head, Dept. of Management Studies and Coordinator, Uttaranchal Development Cell, IIT Roorkee
Both had burning desire to serve rural India
‘National Competitiveness for Knowledge Economy’, a Rs 495 Lakhs multi institutional, multi locational Govt. of India`s Project was awarded to IIT Roorkee with Prof. V.K. Nangia as its Principal Investigator
SIIRD evolved as a rural development vertical of this project

In Nov. 2007, a meeting took place in IIT Roorkee, where Prof. C.S. Sood, Mr. Manoj Sharma, Prof. V.K. Nangia and SIIRD team members were present
Issues of accessibility of the village and representative nature of its population were discussed

ICT Awareness- First step in Chharba
Launched: July, 2008
Objective To spread awareness
about benefits of ICT
To provide sufficient exposure towards Computers.
ICT Primary School Initiative
• IIT Roorkee Computer Centre donated 16 computers to 4 schools of Chharba
• Integration with CSR program of corporate – Infosys Foundation donated 15 computers to 3 schools of Chharba
• Taught computers to primary school teachers in integration with Sarva Shiksha Abhiyan (SSA)
Library Initiative
• Installed libraries in Inter college and Middle High School- Chharba by collecting 373 + 150 books respectively

To address lack of awareness regarding menstrual health and sanitation issues in adolescent girls, two workshops were organized:

Market survey
In Roorkee: The Civil Lines market of Roorkee was surveyed on January
15, 2014 It was found that only pharmacy and some grocery shops
use paper bags, There is widespread use of polythene bags instead of paper
bags. Several ragpickers make paper bags in very small quantities
and sell it to shopkeepers.
Market survey
In Chharba, Sahaspur, Selaqui and Dehradun: The market area around village Chharba was surveyed on January 19,
2014. It was found out that provision stores and pharmacy shops were the main
users of newspaper bags. It was also found out that there was a distribution channel through which
these paper bags reached these provision stores. Two distributors, Mr. Hardeep Singh of Pack Point and Mr. Naveen
Singhal of Singhal Enterprises of Hanuman Chowk, Dehradun were contacted and they agreed to buy newspaper bags from us.

Selection of women in Chharba
On January 19, 2014 members met a villager named, Mr. Vicky Chhetri who agreed to have his wife, Ms. Pinky Chhetri make newspaper bags for this initiative.
Over the course of time, Mr. Chhetri gathered 4 more women of Gorkha Basti area of Chharba to make newspaper bags for this initiative.

Phase III: Finding a constant source of waste paper near the village
Dainik Jagran had donated 250 kg of waste paper for the pilot phase of this initiative

The pilot for this initiative was of approx. one month duration, starting from February 1, 2014 to February 27, 2014.
On February 5, 2014 members met Mr. Anurag Gupta, General Manager of Dainik Jagran and he agreed to help this social initiative by donating 250 kg of waste paper from Dainik Jagran’s printing office in Selaqui, Dehradun.
The 250 kg waste paper was distributed amongst the 5 women of Gorkha Basti and Mr. Vicky Chhetri agreed to take up the responsibility of managing things in the village.

The members came to know that in 2006 the Government of Himachal Pradesh had completely banned the use of polythene bags in the state, which meant greater demand for newspaper bags

Mr. Vicky Chhetri of Gorkha Basti became the local organizer for this initiative

On women of Chharba: Through this initiative they earn Rs. 2000/- every month and
this led to: Net Family Income: Increase in the net income of the family. Social Standing: The social standing of these women in their
family grew, since they contributed to the family income. Self Respect: They gained respect in their family. Skill Development: With time, their skill and expertise on
making newspaper bags grew, and they have now started making brown Kraft paper bags as well.
