Overview of the SIDS DOCK Platform

Discussion Panel 1 To provide the context for the Establishment of the SIDS DOCK Organisation

SIDS, more than any other grouping of countries have a clear understanding of the costs of climate resilience building and climate adaptation. It is not a matter of if we have to adapt, we have no other option. Sea level rise by 3.5 to 34.6 inches (8.8 to 87.8 cm) between 1990 and 2100 would result in saline coastal groundwater, endangering wetlands and inundating valuable land and coastal communities

SIDS DOCK may very well help avoid the need for SIDS to spend in excess of USD 30 billion, annually, on petroleum imports. If SIDS collectively follow the recommendations outlined in each of the organizational platform building components developed under the Denmark SIDS DOCK Support Programme, SIDS would be able to create the enabling environment for the transformation of the SIDS energy sector to achieve their goals to mobilise in excess of USD 20 billion, by 2033, to achieve a 25 percent (2005 baseline) increase in energy efficiency, generation of a minimum of 50 percent of electric power from renewable sources, and a 25 percent decrease in conventional transportation fuel use.

This presentation will see the soft launch of the new SIDS DOCK Knowledge Platform inclusive of the sidsdock.org and the facilitation of the esd.sidsdock.org sites

The Ceremony for the Opening of the SIDS DOCK Statute for Signature - the new SIDS-SIDS Sustainable Energy UN Treaty - is in follow up to the signing of the Memorandum of Agreement Establishing the SIDS Dock, a trans-regional international organization, that was opened for signature on the 18 December 2009, during UN climate talks, in Copenhagen, Denmark, and duly executed, setting forth the process of establishment, and responsibilities of the parties. It is now the high expectation of the SIDS DOCK membership, donors, partners and supporters, that the opening for signature of the Instrument on the Establishment of the Small Island Developing States Dock (SIDS DOCK) will be the main desired outcome, in Samoa 2014

This presentation will feature components of the Pilot SIDS DOCK PEP, intended to promote, publicize, and facilitate education of the benefits of a low carbon economy in SIDS - 25-50-25 by 2033, for the purpose of encouraging the public to reduce the use of fossil fuels, increase the use of alternative energy sources and increase energy efficiency and conservation.

Panel Presentation 2 Introduction: Towards a Global Network of Regional Sustainable Energy Centers

SIDS DOCK, the Federal Ministry for European and International Affairs of the Republic of Austria, and the United Nations Industrial Development Organization (UNIDO), announced a historic partnership worth millions of Euros, to establish a network of regional Centres for Renewable Energy and Energy Efficiency in SIDS. The Government of Austria, through the Austrian Development Agency (ADA), has committed to fund the establishment and first operational phase for Renewable Energy and Energy Efficiency Centres in the Caribbean (CCREEE), Indian Ocean (IOCREEE), and the Pacific (PCREEE), and to provide support to the African islands at the ECOWAS Centre for Renewable Energy and Energy Efficiency (ECREEE)

Although SIDS will need to attract approximately USD 1 billion in investment financing, per year, over the next 20 years, an attractive Project Pipeline is presented, with projects at various stages of development that is estimated to have almost USD 1.6 Billion in investment opportunities in new markets and fertile grounds for innovation

SIDS have created a National Financing Mechanism (SIDS DOCK NFM) that would allow SIDS DOCK to directly access public and private resources to finance low carbon projects without the presence of an intermediary or an implementing agency, strengthening institutional capacities at the national, regional and international level, as well as reducing the dependence on international donors

This event is intended to refocus recognition of the strategic importance of the ocean and coastal environment to SIDS, which constitutes a valuable development resource. As clearly outlined in the blueprint for SIDS sustainable development - the Barbados Programme of Action (BPoA) and the Mauritius Strategy for its Further Implementation (MSI) - most aspects of environmental management in SIDS are directly dependent on, and influenced by, the planning and utilization of land resources, which in turn is intimately linked to coastal and marine management and protection. Further, the protection of the oceans, all kinds of seas and coastal areas and the protection, rational use and development of their living resources is the focus of Chapter 17 of Agenda 21
