หล�กการและเหตุ(ผลChevron Thailand Exploration & Production,
Ltd. (CTEP) is planning to install a new natural gas processing platform in the Platong operating area by late 2007 to double the production of natural gas from Concession Blocks 10, 10A, and 11 in the Gulf of Thailand. The planned development consists of a central processing platform, PLCPP2, a living-quarters facility and approximately 30 remote wellhead platforms that will be installed over the lifetime of the development. Subsea pipelines will be laid to transport the three-phase reservoir fluids form the wellheads to the PLCPP2; a product gas export pipeline will be installed to connect to existing sales gas pipeline, and a condensate pipeline will connect the PLCPP2 to the existing condensate FSO, Pattani Spirit.

SIA is the process that identifies and evaluates the potential impacts of a project on local communities to minimize negative and enhance positive impacts. Data gathering, analysis, and stakeholder consultation and engagement are key components of the SIA process. A SIA contributes valuable information to project decision makers so that features and modifications can be incorporated into design, construction and management to avoid or mitigate potential negative impacts and any positive benefits of the project.

3. Stakeholder Identification
Three types of key stakeholders are identified based on the potential impacts from the proposed project. These are:
Governmental authorities

Fishery , which is the group most likely to operate within relatively close proximity to the project site
The communities in the area surrounding Chevron facilities.
The project offshore zones of influence include a 500-m fishing exclusion zone around each platform and the remote wellhead platforms are located within an approximately 30-km distance from the Gas II CPP (Figure 1). Onshore support facilities for the project are shown in Figure 2 and the facilities in Muang Songkhla are shown in Figure 3.

4. Consultation with Governmental Authorities
Consultation with governmental authorities will be conducted after approval of the social assessment work plan by the Chevron ESHIA team. The aim of consultation with governmental authorities is to inform them of the planned project activities and to listen to their concerns and comments. Governmental authorities to be consulted are listed in Table 3

ป็ริะกอบด!วย Local communities in the areas surrounding the Chevron facilities in Songkhla Province. (Table 1). Chevrons’ key facilities are located in Muang District, Songkhla Province. These include the:
Office area, warehouse and jetty; Training center and laboratory; Emergency response training center; Hangar and administration and human resource office; and Maintenance workshop.
Interviews, based on a questionnaire prepared for the Platong Gas II project will be employed for the public attitude. The sample size of households will be determined
using the following equation of Yamane (1973)1

Following consultation with governmental authorities, discussions will be conducted with fishermen’s associations that are most likely to operate near the proposed project site, and who may be affected by exclusion zones around the proposed new production and wellhead platforms Focused group discussions with the fishermen’s associations in Songkhla Province, Surat Thani and Pattani Provinces are proposed. Discussions will also be conducted in four other provinces as recommended by the ESHIA project team. These include Rayong, Samut Prakan, Samut Sakhon and Chon Buri Province. The stakeholder groups will include the Fishermen’s Associations of these provinces. The contact persons are listed in Table 4.

The SIA study team conducted telephone interviews with Mr. Praporn Akeuru, President of Songkhla Fishermen Association and Mr. Sanor Mongkolsophonrat, President of Samut Prakan Fishermen Association. It was found that the fishing boats that operate in the study area come mainly from the following provinces.
- Songkhla
- Pattani
- Samut Prakan
- Rayong
Additionally, a small portion of the fishing boats from the following provinces will be reported.
- Surat Thani
- Samut Sakhon
- Chonburi
