For the past 15 years the world of telecommunications has been facing a new type of challenge. The infrastructure and technologies originally designed to carry only telephony services have needed to evolve to cope with the expanding world of multimedia and data services.

New multi-service networks have had to be built on top of the legacy equipment of the PSTN, and it has been essential for this transition to be both smooth and cost effective. This transformation is referred to as the migration to Next Generation Networks, or NGNs.

Carriers’ prospects for future growthWith the transformation of traditional telephone PSTN services the carrier must focus on:

- providing new, cost-effective services for a reinvented revenue stream,

- preserving the existing services and regulative features with a new technology,

- avoiding any degradation of the services or inconvenience to the end-user,

- the possibility of functional scalability and capacity growth for newly deployed infrastructure.

Solving the control-plane challengeSI3000 MSCN:

The changes have to be seamless and gradual with no inconvenience to end-users in order to guarantee future benefits for the service provider.

The right time and the right technologyIn an ideal situation the end-users would have the same user experience with the IP-based network as they had with the PSTN, although they will start to use new applications and services. Achieving such a situation is a challenging task, especially in suburban and rural areas where investments are very carefully chosen.

The prediction of a telco’s future revenue structure suggests that telephony is losing importance as a stand-alone service and is becoming part of a broader communications service. Alarm and notification call services- simple alarm calls are used as reminders with different frequencies: as single, daily periodic (with repetition number) or on chosen days of the week.

Inter-carrier connectivity- traffic distribution is the routing

of traffic among several carriers based on the incoming traffic volume. It enables the equalization of incoming and outgoing voice traffic between carriers.

Regulatory servicesLawful Interception – The Iskratel’s SI3000 products support ETSI-LI/SORM requirements to make it easy to apply the lawful intercep-tion of voice and other telecommunications

services by local or distant network subscribers that are processed in call servers monitored by the ETSI-LI/SORM system.

Number Portability – based on ITU-T standards and includes several different types of service:

- service-provider portability – provides end-users with the possibility of keeping their existing telephone (E.164) number when moving to an alternative service provider.

- location portability – provides the end-user with the existing E.164 number when moving to another geo-graphic location within the existing service-provider network.

- service portability – provides the end-user with the possibility of keeping their existing E.164 number when changing the type of telecommunications service (e.g., POTS into ISDN, GSM or IP).

Carrier pre-selection – Different carriers pro-vide different types of services, for instance, lo-cal, national, international or value-added spe-cialized services. To allow the subscribers of one

carrier to reach the services of other carriers, new types of routing are implemented in the SI3000 MSCN solution:

- static routing is based on an agreement between the subscriber and the local carrier about how subscribers’ originating calls will be routed (e.g., via which national or international operator) by the carrier.

- dynamic routing allows subscribers to select one of many alternative operators for each outgoing call sepa-rately with a dialing carrier access code (CAC).

- the combination of both principles is also available.

Media Gateway

The media-gateway functionality ensures that the PSTN channel content is converted into a stream of data pack-ets by using various VoIP codecs (e.g., G.711, G723.1, G.726, G729 and Clear Channel) and vice versa.

Media Server

The Media Server (MS) bundles the offer for the carrier with the following services: - it connects subscribers to a conference call, regardless of

the network type (IP and TDM),- it enables DTMF detection and generation,- it provides voice announcements, interactive voice re-

sponses, speech recognition and voice messaging with the interpretation of VoiceXML scenarios (also in combi-nation with Automated Speech Recognition (ASR) and Text to Speech (TTS) conversion servers).

The media server performs the indicated functionalities independently of the mode of coding for the voice signal in a call.

Signaling gateway

The signaling gateway provides the transformation of legacy TDM signaling (SSN7, DSS1 and V5.2) into IP-based session-control protocols (M2UA, M3UA, M2PA, IUA and V5UA) for communication with the call server.

This eliminates the need for the operator to adopt the complex SSN7 signaling on the TDM side.

In particular, the CAS signaling conversion to the IP net-work brings the carrier all the existing, well known capa-bilities.

THE SI3000 MANAGEMENT SYSTEM

The SI3000 Management System (MNS) is a visually uni-fied, centralized supervision and management solution for the SI3000 MSCN. It supports the automation of service-delivery and service-assurance processes.

From a single (central) location, the operator is able to observe the inventory, manage the central security policy, update network topology data and perform other usual operations.

- The Network Element Managers (NEMs) support mass provisioning and service activation.Using the NEM, the operator supports the configuration, maintenance, provisioning, and service activation operations for every type of central office and remotely installed network elements. The provisioning is greatly simplified with a built-in Auto-Configuration Server (ACS). The ACS reduces OPEX. The automated processes require less time to install network elements, upgrade software, and replace network elements.

- The Fault Manager (FM) is a dedicated alarm surveillance platform that enables hierarchically structured views of the managed network, including the graphical presentation of the statuses of the managed elements. The Fault Monitor provides a fully-featured alarm handling and different reporting mechanisms.

- The Performance Manager (PM) deals with the aspects of performance-data collection, analyses and presentation. It provides alerts for crossed thresholds set for particular performance variables, online statistics and history analyses. The application generates technical and executive reports, the mediation of quality-of-service measurements and trend analyses.

The SI3000 AS for rapid service deployment

The SI3000 AS is a flexible application platform that allows the deployment of value-added services as well as acting as a gateway for

third-party servers accessing the Call Server and Signal-ing Media Gateway features.

The SI3000 AS interacts with the Call Server or Signal-ing Media Gateway through standard interfaces, such as VoiceXML, CSTA (Computer Supported Telephone Ap-plication) or INAP (Intelligent Network Application Pro-tocol). Clients, external systems or third-party servers in-teract with the SI3000 AS through standard IT interfaces, including advanced technologies such as ParlayX.

The SI3000 CS for a new generation of SIP-based services and PSTN emulation

The SI3000 CS supports the following pro-tocols: SIP, SIP-T, SIGTRAN (M3UA, M2UA,

IUA and V5UA) MGCP and H.248. Standard support for SIP and SIP-T, enables connectivity for SIP-based applica-tions and ensures an IMS-ready environment.

NGN protocols are crucial for the undisturbed execution of legacy subscriber services in cases when the carrier upgrades the network using replacements of obsolete equipment or PSTN exchange enhancements with call servers.

The SI3000 SMG for media and signaling mediation between the IP network and the PSTN network

The SI3000 SMG is a master on the network borders. This highly scalable product with a unique combination of technologies for media and signaling processing pro-vides a signaling transfer point, a media server and gate-way functions.

The signaling transfer point provides connectivity for a wide range of existing installations on SSN7, ISDN, CAS and V5.2. It is controlled by the call server. In the role of a media server it provides the VoiceXML interpretation function and services such as tone generation, tone recognition, announcements and conferences for both types of networks, IP and TDM.

Tune your performance and keep it robustThe SI3000 MSCN allows the gradual replacement of the existing network element in a “pay-as-you-grow” manner. It helps the carrier to achieve maximum protection of the investment.

The gradual growth in the number of subscribers results in the need to permanently expand the processing power. By distributing the traffic (trunks, subscribers) to several SI3000 CSs, the processing power of the whole solution increases significantly. Thus, it is possible to serve more traffic (subscribers/trunks). The centrally managed SI3000 MSCN allows seamless capacity expansion from a single server to a multi-server configuration.

Due to the multi-server architecture, the high availability of voice and other services is guaranteed in cases of potential disasters at the central call-control side.

MEA MEA is the ETSI standardized platform. The MEA

platform is Iskratel’s cost-effective hardware-de-ployment option, designed for metro, suburban and rural networks. It is also suitable for installation at large enterprises.

The blade concept of the SI3000 MSCN compo-nents allows the scalability of the NGN solution. It can be easily reconfigured from a compact ar-chitecture to a distributed architecture for larger configurations.

HARDWARE PLATFORMS

The AdvancedTCA (ATCA) hardware platform is designed to fulfill the requirements of next-gener-ation carrier-grade communications equipment. The SI3000 MSCN components, except for the SMG, run on an ATCA-compliant computer. SMG servers are inserted into the MEA platform at the high-end central-office or at any other location.

The ATCA-based SI3000 MSCN is convenient for high-end central-office locations and for service provision in densely populated urban areas. A single ATCA housing ensures the cost-effective installation of additional server blades in a single frame.

The road to the future

The existing infrastructure meets the new technology No two carriers are likely to follow identical paths in establishing a pure IMS architecture. However, with the SI3000 MSCN, each carrier has the possi-bility to adopt a telecommunications infrastruc-ture meet its current needs and its planned de-velopment strategy.

Iskratel’s approach to network evolution is based on the gradual migration of the existing PSTN in-frastructure towards the IMS-oriented architecture. The migration scenario is suitable for existing telcos and for competitive newcomers, deploying fully IP-enabled networks. Iskratel’s most important future role is to control and manage telecommunications and new web-based services from the fixed and mobile worlds through a single user profile at a single point.

Seamless migration towards IMS with the SI3000 MSCNThe migration towards IMS requires network-el-ement adoption in the service delivery, core and access parts of the network.

The Evolution - The goal of the process is to achieve the adoption of the newly offered services by the end-users regardless of the installed access technology.

Packet-based (SIP) subscribers inherently use these services, but existing POTS and ISDN subscribers are insufficiently covered. The AGCF functionality pro-vided by the SI3000 MSCN product line is the solu-tion for this issue. The AGCF functionality hides all the specifics of the existing PSTN towards the IMS core. All the existing PSTN subscribers, based on the subscription option, are seen as packet-based (SIP) subscribers from the IMS core, and they are able to consume additional packet-based services.

Network-element transformation – Regardless of the access part of the future IMS, the IMS core will evolve from the SI3000 MSCN product line. The

flexible SI3000 CS is transforming to be able to provide the func-tions of P/I/S-CSCF, BGCF, IWF, MRFC and MGCF/AGCF network entities. The SI3000 SMG provides the following IMS functions - SGF, T-MGF and MRFP. The SI3000 AS (unified communicator – IMS client) is evolving into a pure IMS-compliant SDP.

The desired goal – Finally, the “pure” IMS environment is going to give the carrier the opportunity to achieve its desired goals: a single environment for developing new services, to provide the subscriber with a single profile, managed by a single network element (HSS - Home Subscriber Server). The subscriber is go-ing to have a single, location agnostic identity, and will receive a single bill for the whole bundle of services.
