Meeting Objectives• To finalize Steering Committee decision on

Standard v. Checklist debate• To finalize an action plan for the Shrimp Standard

for ASEAN beyond March 2015• To finalize field testing plan and verification options

to implement the standard• To review the public comment feedback and

integrate into the current draft• To discuss how to consider the broker under the

standard• To finalize Government Outreach action plan

Outstanding Questions• If it is to be a standard who will hold it and

drive the continued process for development?

• Would a checklist be better for now? • Could evolve into an ASEAN standard

later (merge GAP and checklist)

Standard• Requires the formation of a separate entity that

is responsible for: – managing the brand of the standard – auditor accreditation– Improving the standard and addressing critiques

• To maximize the credibility of the standard it is important that any entity is set up and managed credibly

• Requires long term planning and endorsement from major players

Checklist

• Vehicle to explore the possibility of an ASEAN standard’s value on the market place

• Doesn’t necessarily require an official holder

• Lower cost “hybrid” approach

• One option would be to have Seafood Watch promote the use of the Checklist by buyers that can have it audited by a 3rd party

Questions for discussion

• Is there any entity within ASEAN that could be used to hold the standard?

• Is it possible that a checklist could be use to test the market and the interest of farmers before any signiciant investment is made into the creation of a separate entity?

• Do any members of the Steering Committee see possibiltiies to develop a proposal to pilot the standard?

• What is the potential to set up a pilot project with that would be attractive to impact investors?

• Are their other options that should be considered?

Field TestingObjectiveTo test the Shrimp Standard for ASEAN in the field with at least 10 shrimp producers to ensure that the proposed standards are reasonably achievable.

Methodology• Corey to visit the identified producers and conduct

an evaluation• Results integrated into the field-testing tool and

compared against each other• Results shared with the Steering Committee along

with any suggested changes to the standards
