Seven new aircraft were delivered in the region in the first half of 2013 alone, accounting for some 15% of Dassa- ult Falcon’s worldwide deliveries. Most of the recent Falcon deliveries were for the 7X, the first business jet to be equipped with a fully-digital fly-by-wire flight control system. According to Dassault represen- tatives, the three engine design of the Falcon 7X and the Falcon 900 line are particularly prized in a re- gion where extended flights over in- hospitable terrains are the rule and the need for versatility and safety, paramount. These tri-jets account for more than two-thirds of Falcons flown by Russian operators. “The sharp increase in activity over the past half decade reflects the excellent reputation the Fal- con brand enjoys among Russian operators, who have a fine appre- ciation for advanced technology and high-end products,” says Gil- les Gautier, Vice President, Sales for Dassault Aviation. “This repu- tation has allowed Dassault to cap- ture about 40% of Russia’s large cabin market.” Dassault Falcon is also working to further expand its presence in Russia. Dassault Falcon Service unit recently created a subsidiary at Vnukovo and moved its satellite ser- vice center into new premises at the Vnukovo-3 executive aviation ter- minal. Plans are currently underway to develop new maintenance capa- city with Avia Group at Sheremety- evo airport. На своем стенде ком- пания демонстрирует легкий од- нодвигательный вертолет AS350 B3e Ecureuil. По словам главы Eurocopter Vostok Лоранс Риго- лини, именно эта модель являет- ся самой популярной в России из всей продуктовой линейки компании. Сейчас в нашей стра- не летает уже более 50 вертолетов этого типа, 20 ВС из их числа ис- пользуются для VIP- и корпора- тивных перевозок. Именно такая машина с кор- поративным интерьером и пред- ставлена на JetExpo 2013. Как объяснила г-жа Риголини, она уже поставлена частному клиен- ту и эксплуатируется в москов- ском регионе. «Мы определенно поступили правильно, привезя этот тип на выставку, — отмети- ла она. — Это очень надежный, мощный и красивый вертолет, именно эта модель приземлилась на вершину Эвереста» (в мае 2005 г. — Прим. ред.). Глава Eurocopter Vostok также рассказала, что в следующем го- ду компания планирует показать в России средний двухдвигатель- ный вертолет EC175 с VIP-сало- ном. «Сейчас мы можем в любое время пригласить наших заказ- чиков посмотреть на VIP-ин- терьеры EC175 на нашем заводе в Мариньяне», — заверила г-жа Риголини. The Falcon fleet in Russia andthe CIS countries has doubled

over the past five years with morethan 60 Falcon jets now in opera-tion, representatives of DassaultAviation told Show Observer. Sevennew aircraft were delivered in theregion in the first half of 2013 alone,accounting for some 15% of Dassa-ult Falcon’s worldwide deliveries.Most of the recent Falcon deliverieswere for the 7X, the first business jetto be equipped with a fully-digitalfly-by-wire flight control system.

According to Dassault represen-tatives, the three engine design of

the Falcon 7X and the Falcon 900line are particularly prized in a re-gion where extended flights over in-hospitable terrains are the rule andthe need for versatility and safety,paramount. These tri-jets accountfor more than two-thirds of Falconsflown by Russian operators.

CIS-wide Interstate AviationCommittee’s Aviation Register

(IAC AR) granted a type certificatefor the Pratt & Whitney CanadaPT6A-140 engine in mid-August.The engine is designed to power theCessna Grand Caravan EX, the newversion of the Caravan turboprop fa-mily. For the first time in Russia, theaircraft is being demonstrated on sta-tic display at JetExpo 2013. JetTran-sfer, Cessna’s official distributor forRussia and Kazakhstan, says the firstnine Caravans EX aircraft poweredby the new engine are expected fordelivery to Russia this September.

The PT6A-140 is the most power-ful member of the PT6 family builtto date, says Denis Parisien, P&WCVice-President, General Aviation.

Its design implements advanced ma-nufacturing processes and materialsto reduce the engine’s environmen-tal impact throughout its life cycle.The innovations include a more effi-cient compressor and the latest inmaterials are used in the hot section.The PT6A-140 is almost 25% morepowerful than the previous versionpowering the Grand Caravan. Theincrease in power improves the airc-raft’s characteristics, including agreater rate of climb and enhancedtakeoff and cruise performance athigh outside temperatures and lowpressure. Moreover, the new engineconsumes some 5% less fuel, whichis in line with P&WC’s environmen-tal commitments.

Estonia’s biggest bizav operator Panaviatic ismaking a return to JetExpo. Chief Executi-

ve Manager Aleksei Kulakovski says this year’sexhibition in Moscow is an ideal venue for thecompany to present one of the biggest aeronau-tical infrastructure projects in the recent history

of Estonia: a dedicated hangar complex for bu-siness aircraft, to be operated by Panaviatic.

The hangar complex is expected to enter intoservice in April 2014, Kulakovski says. It willcomprise five hangars of various size, accommo-dating up to 10 mid-size business jets and a sing-le BBJ/ACJ airliner. The total area of the com-plex will cover about 5,200 sq. m.

The project cost is estimated at about 5 mil-lion euros, the principal investor being TallinnAirport. Apart from providing hangarage for bu-siness jets, the new complex will also offer MROservices by Panaviatic’s Part 145 EASA-compli-ant subsidiary AS Panaviatic Maintenance.

The Baltic bizav infrastructure has signifi-cantly scaled up in recent years. In 2010, FBORiga became the first business aircraft hand-ling facility to open in the region. It is obviousthat the Baltics states, with their compact areaand low flying intensity (around 150 aircraftmovements monthly in Estonia), cannot su-stain two major handling operators. Panaviaticis quite explicit about its new terminal beingprimarily dedicated to serving business avia-tion flights from Moscow and St. Petersburg.According to Kulakovski, the new complexshould strengthen the company’s positions inattracting new customers from these two majorRussian cities. Furthermore, it is expected tohelp Russian business jet owners to reassess theBaltic region in the light of its geographicalproximity, scope of readily available services,and also advantageously low handling and ma-intenance costs compared to European loca-tions.

T his year Dassault celebrates the 50th anni-versary of the Falcon family. Looking back

a half a century, what do you view as your grea-test achievements? What are your priorities overthe next five decades?

— Falcons are recognized worldwide for the-ir peerless safety track record, their superiortechnology, and robustness, derived largelyfrom the heritage of Dassault fighter aircraft.They have pioneered many of the industry’sleading features, from the first supercriticalwing, on the Falcon 50, to the first HUD, theFalcon 2000, and the first fly-by-wire flightcontrols, Falcon 7X.

All Falcons are engineered for maximum fle-xibility, comfort and operating economy, withthe ability to operate at challenging airport andfuel consumption levels as much as 50% lowerthan that of competing aircraft.

These qualities have helped to make DassaultFalcon an industry leader in the large cabinsegment. More than 2,250 Falcons have beendelivered to customers in more than 70 co-untries around the world since the first flight ofthe Mystere 20 on May 4, 1963.

The Falcon family’s 50th year anniversary isnot about nostalgia. It is a great opportunity torecall the key values upon which the success ofthe Falcon line has been built – a profound re-spect and loyalty to customers, a permanentquest for better quality and safety and a passionfor innovation. These values are Dassault Fal-con’s DNA, the cornerstone on which it in-tends to build its future.

— Last year you told Show Observer that atJetExpo 2013 you’d be ready to reveal more de-tails about the SMS program. Why do you con-

sider that this aircraft will be a game-changer inbusiness aviation?

— The SMS is a very ambitious program.The airplane will set new standards for perfor-mance and comfort at the high end of the mar-

ket. It will feature all the attributes operatorshave come to expect in a Falcon. We are veryconfident it will draw significant interest fromcustomers the world over, and particularly inregion such as Russia and the CIS.

The aircraft will be presented at the forthco-ming NBAA Convention that will take place inLas Vegas on October 22-24, and until then, un-fortunately, we cannot divulge any further details.

— Do you think the Russian market nearingsaturation after a decade of strong growth?

— The Russian Falcon fleet has doubled overthe past five years and 60 aircraft are currentlyin operation, including seven handed over inthe first half of this year, most of them 7X’s. It’strue that commercial activity has slowed downa bit lately as the market has matured. But westill see enormous pent-up potential in theRussian market and expect to see very stronggrowth in the years ahead.

— How are plans progressing for developingthe Dassault Falcon Service Center in Moscow?

The company owned Dassault Falcon Servicecenter in Vnukovo recently moved into expan-ded premises at the new Vnukovo 3 businessaviation facility, closer to service providers. Wehave further plans for this center, some of whichwill be announced at JetExpo 2013.

We also continue to work hard with the AviaGroup to set up an Authorized Service Centerat Sheremetyevo and with Gazpromavia atOstafyevo. Other projects to expand our Russi-an support include a Moscow-based spare partswarehouse.

— What are your expectations at JetExpo 2013?— JetExpo is Russia’s leading business avia-

tion show, equipped with superb exhibition faci-lities and plenty of quality space to meet withclients. It’s an excellent venue at which to show-case the passion for aviation and aeronauticaltechnology that we share with our Russian cu-stomers. We have reinforced our presence thereover the last few years and will continue to do soin the future. This year Eric Trappier, the newnamed Chairman/CEO of Dassault Aviation,will be on hand at JetExpo – for the first time.

USmanufacturer Beechcraft isaggressively promoting its

turboprop aircraft to the Russian pri-vate and regional market. Two Be-echcraft models are present here atJetExpo 2013. A King Air 350i,which is already familiar to Russiancustomers, is on the company’sstand, while a King Air C90GTx is inthe static park. The 350i is so far theonly Beechcraft product to have be-en certified in Russia, but the com-pany plans to get the C90GTx and250i models approved before the endof the year. In parallel, the manufac-turer is in talks over setting up severalKing Air warranty stations in Russia.

Both the King Air 250 andC90GTx models have a competitiveedge in their class, Beechcraft sourcessay. Unlike most of their peers, theseare twin-engined aircraft, which im-proves safety. Both models can takeoff from unpaved strips, a particularlyhandy parameter in view of Russia’ssomewhat degraded airfield infra-structure. Both have composite wing-

lets for enhanced performance. Rus-sian demand for King Air is unlikelyto increase explosively in the forese-eable future, the primary reason be-ing that there are too few PPL holdersin Russia as compared to the USA,where one in five citizens hold a pri-vate pilot’s license. Nevertheless, Be-echcraft products do have a marketniche in this country. Their principalcustomers include general and regio-nal aviation operators, as well as pri-vate pilots and businesspersons in ne-ed of dependable workhorses. Howe-ver, even the manufacturer finds ithard to appraise the potential marketpotential: “Nobody can estimate thecurrent market; in the Soviet times,different [Russian] aircraft types wererepresented by hundreds of exam-ples, whereas now only few of eachtype are in operation». For the timebeing, the most popular Beechcraftmodel in Russia is now the King Air350i, which is capable of transportingeight to 12 passengers to 3,500 km.

Bombardier Aerospace of Ca-nada, a long-established play-

er on the Russian bizav market, ispresenting three business jet mo-dels at JetExpo 2013. These are thesuper-mid-size Challenger 300 andChallenger 605, as well as the com-pany’s new flagship aircraft, thelong-range Global 6000. Bombar-dier believes it has tangible bizavclaims to Russia and the CIS. Ac-cording to the company’s annualforecast for 2013 to 2032, a total of

1,570 business jets will be deliveredto Russia, boosting the country’soverall fleet to 1,925 units. Bycomparison, the total number ofbusiness jets operated across theformer USSR in 2013 stands ataround 550 units, amounting for ameager 4 % of the global fleet.

Bombardier analysts tend to ex-plain their favorable forecast by thecurrent stability of oil and gas pri-ces, which contribute up to 50 percent to Russia’s budget, as well as

by Moscow’s recent accession toWTO, the upcoming 2014 SochiOlympic Games, and by the co-untry’s projected average annualGDP growth of 3.1% for the next20 years. Moreover, Bombardierboldly claims that Russia is likely tobecome a driver of the world bizavmarket if only the current regula-tory barriers are lifted. Increasingnumbers of dollar billionaires areanother driving force for the localmarket growth; this, however, hasits own downside: indeed, in thedeveloped markets, according tothe same forecast, bizav prosperityis dependent on growing corporateprofits and economic globalization.

Incidentally, Bombardier’s ana-lysts report high potential of Russi-an business aviation not only as faras 2032 but in the current trend aswell. The research indicates that, asof year-end of 2012, Russia and theCIS had become the third biggestcustomer region for business jets (22% of total orders) after North andSouth Americas. Hi-end and mid-dle-end business jets (in terms ofprice) retain their allure for Russiancustomers. This is why these aircraftare featured on Bombardier’s staticdisplay at JetExpo 2013.

Russian Helicopters has obtained CIS-widecertification for the corporate/VIP version

of the Mil Mi-171 helicopter. The formal cere-mony was held at the MAKS 2013 air show inAugust.

Mi-171VIP production has been launched atRussian Helicopters subsidiary, Ulan-UdeAviation Plant. Its luxury cabin interior is desig-ned by Russian Helicopters partner AeroTaxi-Service, which specializes in manufacturing andservicing VIP interiors for Russian-built rotary-wing aircraft. The designers point to enhancedsound isolation, allowing for comfortable com-munication between passengers in flight, as oneof the new interior’s key features.

The central section of the cabin is divided intothree areas: the forward and aft vestibules andthe passenger area, which seats eight passengersand one flight attendant. The cabin is fitted outwith comfortable seats, stowable tables, and anin-flight entertainment system, which includesInternet connectivity. There are a lavatory and abaggage compartment in the aft.

Compared with the Mi-171 baseline, the VIPversion features improved avionics. The originalUHF radio has been supplanted with the Prima-MV integrate VHF radio set. Additional equip-ment includes a public announcement/IFE sy-stem, a Pulsar radio, and a Kontur-NIIR UBS-K universal coupling unit.

In late August, the Russian Heli-copters holding company and

AgustaWestland of Italy singed anagreement to jointly develop, ma-nufacture and market a new 2.5-ton class single-engine helicopter.This is a heads of agreement, withthe final version to be signed byNovember 2013.

“We are moving on to the nextstage in designing and developingthe program. The technical andmarket assessment to be comple-ted shortly should allow us to laythe groundwork for a modern, ef-fective and efficient helicopterthat would be highly competitiveon the global market,” points outDaniele Romiti, current CEO ofAgustaWestland.

The technical specificationsand commercial prospects of thenew design should be finalizedwithin the next few months. Therepresentatives of Russian Heli-copters say the first details aboutthe new rotorcraft can be revealedby the end of the year. This heli-copter will be developed on a50/50 basis, with provisions made

for a wide range of roles and aworldwide market.

The project intentions were firstannounced at Farnborough Airshow2012. AgustaWestland top managerssaid at the time that the joint designwould be developed from scratchand would have nothing in commonwith the AW119 Koala, the Italianmanufacturer’s current 2.5-ton pro-duct. For Russia, the project will bea step towards penetrating into thelight single-engine rotorcraft seg-ment, where Russian manufacturersare currently losing to foreign com-petition.

As reported earlier, the dedicatedproject team was set up in June. Theproject is currently going through theprototyping stage. EASA certifica-tion is targeted for late 2016. Produc-tion is likely to be assigned to the To-milino facility outside Moscow, ajoint venture between AgustaWe-stland and Russian Helicopters,which currently assembles AW139sfor Russian and CIS markets. Russian United Business Avia-tion Association (RUBAA),

the principal business aviation as-sociation of Russia, will use JetEx-po 2013 to discuss prospects foropening offices both in Russianprovinces and abroad, Anna Se-ryozhkina, executive director ofRUBAA, told the Show Observer.An extraordinary RUBAA meetingscheduled for September 12 willvote on two provisions, namelyopening a regional office in Ulya-novsk (Ulyanovsk Region havingbeen designated as an aeronauticalcluster by the Russian govern-ment), and setting up an office in aBaltic state. The most probablecandidate country for the latter isLatvia. The country has a history of

business aviation relations withRussia; this is where RUBAA hasbeen conducting its Baltic BusinessAviation Forum for two successiveyears. Latvia also hosts FBO Riga,an aircraft handling facility inten-ded primarily for servicing Russiancustomers. In the future, RUBAAplans to expand its presence to ot-her geographic regions as well.

For the fourth time at JetExpo,RUBAA is playing host to severalspecialist businesses. This year’sexposition features Avcom-D, Jetf-lite OY, Aviation Broker, Aerocre-do, OperaJet, and ABS jets. RU-BAA is also inviting exhibition vi-sitors to a free-to-attend meetingwith industry leaders.

Philippe Coutea-ux, Turbomeca Vice Presidentand General Manager, Airframerssays, TechnoTrade has thus beco-me the company’s first official di-stributor in Russia. «Turbomeca’sglobal strategy has four prongs;the primary one is to be as closeas possible to our customers, thisis why a distribution center [inRussia] is so important to us,»says Couteaux. He adds that theTechnoTrade contract fits in well

with Turbomeca’s plan to expandand improve every aspect of itscooperation with Russia. Accor-ding to Couteaux, at present thereare upwards of 100 Turbomecaengines operating on Western-made helicopters in Russia. TheFrench company is also workingclosely with Russian Helicopterson the Kamov Ka-226T and Ka-62 rotorcraft programs.

Turbomeca’s three other strate-gic prongs are flight safety, reliabi-lity of products and services, as wellas innovative development of newpowerplant designs.

M r. Wilson, the recent downturn has chan-ged the business aviation landscape. Why

is fractional ownership still a viable model? Howhas the economic situation transformed it - interms of business model, aircraft, programs?

— Fractional ownership provides all the be-nefits of owning an aircraft at a fraction of thecosts. In this challenging economic environ-ment, people are looking for cost effective waysof flying privately and it makes more sense thanever to be part of a program like NetJets whereall the responsibilities of owning an aircraft aremanaged by the business but you have guaran-teed aircraft availability anytime, anywherewithin 24 hours’ notice. As a result NetJetsEurope core business model hasn’t changed.We have however seen several gaps in the mar-ket and developed new products in line with

customer and market feedback. We have re-cently developed the NetJets Direct Financeproduct, expanded our Primary OperationalArea to the Middle East and introduced Ne-tJets Europe’s Aircraft Management business— Executive Jet Management Europe.

— Which NetJets Europe products / pro-grams are most successful in Europe?

— 50% of our customers are on our fractio-nal ownership program and the other 50% arepart of the NetJets Private Jet Card program-me. However, around 80% of our total flight

hours are conducted by those on the factionalownership scheme.

— Is that ratio different for Russian clients?— In Russia, Russian-specific High Efficien-

cy product has been very successful amongstcustomers. (The operator offers a discount onflights from Moscow and St. Petersburg aboardHawker 800 or Falcon 2000 to any destination

within Europe, if it lasts more than three hours.— Ed.)

— How many of those do you have and is thatnumber growing?

— We have around 150 customers in Russia,which is a strong proportion of our customerbase taking into consideration other countriesin Europe. The business in Russia is developingand we are excited about the opportunities he-re.

— Is operating in Russia different than inEurope? What are your main challenges?

— Like with all other European countries,NetJets Europe is able to fly into and out ofRussia with the relevant permits and authoriza-tion.

Russia is unique in terms of its geographicalposition and size. Its vast territory and the rela-tive remoteness of Moscow and St. Petersburgfrom main European business centers andEuropean holiday destinations create a necessi-ty for mid-length flights.

With regard to internal flights in Russia, wefollow Russian regulation which does not per-mit foreign carriers to fly internally.

— What trends do you observe on the Russianbusiness aviation scene? How do you think thesituation will develop?

— We have witnessed some real progress overrecent years with regards to gaining permitsquickly and receiving authorization to fly inter-nationally. Currently, NetJets Europe is unableto fly domestically given the cabotage rules inthe marketplace but we continue to monitorthe industry and assess development in thisarea. We work very closely with the Russianauthorities and will continue to strengthen ourrelationship in this market.

— What are your expectations from JetExpo2013?

— We expect the show to be a good “state ofplay” for the market and following that we ho-pe to announce some exciting news for ourRussian customers in the near future.
