Introduction As advocates of child protectors form environmental

hazards, pediatricians, child healthcare providers, and child health researchers has been studying and advocating the importance of minimizing tobacco hazards from children in our society. Three associations decided to make a joint committee to protect children from tobacco hazards in 2005, because it would be powerful and effective to act against policymakers or corporations.

Aim of the Joint Committee

To protect children from tobacco hazards in our society as pediatric or child healthcare specialists.

Declaration of Promotion of Smoke-Free Society for Children, December 6, 2005

This declaration includes: Our responsibility for protecting children from

tobacco hazards, supporting activities to prevent children from passive smoking, and establishing outpatient clinic for child smokers in hospitals.

Contents of Declaration of Promotion of Smoke-Free Society for Children 2005 (1/5) 1. Pediatricians and healthcare and welfare

specialists involved in the wellbeing of children will remain/become nonsmokers ourselves and support those who try to stop smoking. 

We shall advocate smoking cessation to the future healthcare and welfare specialists, such as medical and nursing students, to nurture future leaders in the society who would proactively carry out the Declaration.

We translated the document, “Protecting our children from second-hand smoke” by International Union Against Cancer (UICC) from English to Japanese, which would be a good educational material to explain people about passive smoking and health.

Principle 1: Promote smoking cessation among the board and members of the Society/Association

The smoking rate among members of the Society/Association will be constantly monitored and published.

The smoking rate among members will be reduced by half in the next five years.

All board members of the Society/Association will become non-smokers.

Principle 2: Promote smoking cessation in places under the management/operation of the Society/Association or relevant organizations

Smoking will be totally banned in the venues of annual and sectional meetings of the Society/Association, including informal post-meeting get-togethers.

Smoking will be banned at the organizations (research and educational organizations, hospitals, clinics) with which members of the Society/Association are affiliated.

Promotional/educational materials will be provided by members of the Society/Association and relevant organizations to prevent passive smoking in public facilities (thereby promoting the creation of a smoke-free environment).

Principle 3: Presentations of research on the association between smoking and pediatric diseases will be promoted and encouraged

Symposia, educational lectures and/or open lectures on smoking-related topics will be held at annual meetings of the Society/Association.

Studies on smoking, anti-smoking education, smoking cessation support and passive smoking prevention in specialized fields and presentations of study results at annual meetings of the Society/Association will be encouraged.

Principle 4: Promote anti-smoking education at relevant organizations

All healthcare professionals including physicians and nurses at members’ affiliated organizations (research and educational institutions, hospitals, clinics) will quit smoking.

Promote anti-smoking education of medical students, nursing students and nursery nursing students at members’ affiliated universities and other educational institutions.

Include a systematic program on tobacco harms in the educational curricula at the members’ affiliated universities.

Principle 5: Promote passive smoking prevention at all stages of life, including prenatally

Member pediatricians, obstetricians and gynecologists of the Society/Association will actively promote prevention of passive smoke exposure in children and fetuses.

Members of the Society/Association will improve the environment to protect children from passive smoking in public places.

Members of the Society/Association will actively encourage national and local governments to eliminate any environments where minors can easily purchase tobacco from vending machines or convenience stores.

Ken Noguchi is a Japanese alpinist and environmental activist. In 1999, at the age of 25, he became the youngest person (at that time) to scale the Seven Summits, the highest mountains on each of the seven continents.

The alpinist Noguchi Ken has donated hundreds of sleeping bagsand tobaccos to people in the affected areas.
