1. Objectives of RFI Cum RFP :
RFI Cum RFP is invited from Landowners/ Builders/ Developers interested in
entering into partnerships through JV/SPV for implementation of Affordable
Housing Projects and Slum Rehabilitation Projects in MMR in the backdrop of
providing “Housing for All by 2022”. RFI Cum RFP and also Memorandum of
Association & Articles of Association; Summary of Financial Results & Other
Information is available on Website of SPPL : www.sppl.biz.
2. Schedule of RFI Cum RFP :
RFI Cum RFP is available on Website of SPPL : www.sppl.biz and may be
submitted online from 15th of July, 2015 upto 14th of August, 2015.
Pre Application Conference will be held on 1st of August, 2015.
3. Contents for RFI Cum RFP :
RFI Cum RFP has to be submitted with relevant Information/ Data of the
Applicant in the following Annexures.

4. Evaluation of RFI Cum RFP :
RFI Cum RFP which are complete in all respects will be considered for
evaluation within the broad framework of Schemes & Programmes of GoI and
Notifications & Policies/ Guidelines of GoM and/ or such other Special
Directions which may be issued by GoM.
5. Submission of RFI Cum RFP :
RFI Cum RFP may be submitted online from 11.00 am on 15th of July, 2015
upto 5.00 pm on 14th of August, 2015 and copies thereof alongwith Annual
Financial Statements; Memorandum of Association and Articles of Association,
Partnership Deeds, Other Relevant Documents etc. submitted in Sealed
Envelopes upto 5.00 pm on 14th of August, 2015 at the following address :

Modifications/ Changes etc. in facts or circumstances which may render the
Applicant ineligible or there are any proceedings instituted against the

information thereof shall be forthwith disclosed on behalf of the Applicant to
SPPL.
5. I affirm that the offer made in RFI Cum RFP is unconditional & will be valid
for atleast 180 days & thereafter may be extended for such periods as may be

6. I fully acknowledge the absolute rights of SPPL to Modify/Postpone/Cancel at
any stage the process of RFI Cum RFP and to reject RFI Cum RFP of the
Applicant without assigning any reason thereof and pledge not to challenge

possible to consider all investment options or financial perspectives and/or
business objectives of Applicants who may intend to respond to the RFI Cum
RFP. The Applicants should conduct due diligence to check accuracy &
correctness, adequacy & completeness, validity & reliability etc. of the
Information/ Data and Statements/ Documents to be submitted alongwith
this RFI Cum RFP. Information/Data and Statements/ Documents to be
provided alongwith this RFI Cum RFP by the Applicant are on a wide range of
parameters some of which may depend upon Interpretation of Statutes & Law
and/or Codes & Standards etc. SPPL is thus not bound to accept any
particular interpretation or specific opinion as may be annexed to RFI Cum
RFP by Applicants.
SPPL may, in its absolute discretion seek from Applicants any
Supplementary Information/Data and/or Statements/Documents and also
explanation about Assessments or Assumptions, etc made in this RFI Cum RFP.
SPPL will not entertain claims relating to any costs associated with this RFI
Cum RFP including preparation, copying, postage, delivery fees & other expenses
associated with submission and/or presentations which may be required to be
made to SPPL by the Applicants.
SPPL will have no liabilities to any Applicant, under any Statutes or Rules
and/or Regulations or Law of Torts, Principles of Restitution or Unjust
Enrichment, etc. for any Losses or Damages and/or Cost or Expense which may
arise from or be incurred or suffered on account of anything contained in the RFI
Cum RFP.

SPPL will also have no liabilities of any nature whether resulting from
negligence or otherwise howsoever caused or arising from reliance by the
Applicant on contents of this RFI Cum RFP.
SPPL will be under no obligation whatsoever to select any Land Owners/
Developers/ Builders interested in entering into partnerships through JV/SPV
for implementation of Affordable Housing Projects and Slum Rehabilitation
Projects in MMR.
SPPL reserves its right to reject all or any of the submitted RFI Cum RFP
without assigning any reasons thereof to the respective Applicants.
