MINUTESOF MEETING HELD ON 07/12/2020 AT 11:30 AM WITH DDMA (WEST&TH DTRICT ROAD SAFETY COMMITIEE MEMBERS TO DISCuSS VARIOUS ISsUES OF ROAD

SAFETY

A meeting of District Road Safety Committee members was convened on 7th December,

2020 at 11:30 a.m. under the chairmanship of Additional District Magistrate (West) in the

Chamber of Additional District Magistrate, 3, Shivaji Place, Raja Garden, Delhi 27 to discuss

various issues relating to Road Safety. The list of participants is enclosed as Annexure-T.

At the outset, Additional District Magistrate (West) welcomed the members of District

Road Safety Committee of District West present in the meeting. The list of participants is

enclosed as Annexure-l.

Following points were discussed in the meeting:

1. It was directed by ADM (West) that the Traffic Pollce (West), Delhi Police and transport deptt.

Shall be identifying accident prone areas/black spots on the basis of accident intensity and

severity every six months.

2. The Trafic Pollce will provide the list of locations where there are complatnts as well as the

problem of traffc regulation due to heavy vehlcles movement, congestlon of roads damages etc.

so that corrective measures can be made by the concerned agency

3. As per Delh! Road Safety Pollcy JIt was directed by ADM (West) to undertake a thorough feld

exercise le. Road Safety Audit ofall existng roads In a phased manner conforming to TRC: SP-

88 (2010) or relevant IlRC guidelines Issued from time to time, but no later than two years of

thls policy coming to effect, to identify all road engineering and slgnage defects that

compromise road safety of the road users Including pedestrlans and non-motorized traflc

conforming to IRC: SP-88 (2010). Based on ldentlfed defects, carry out sustalnable

improvements in the road network of entire District and take necessary actions such as road markings, speed limit signage, warniug signs, curve treat1nent, re-designing of roads etc.

[Action-DCP traffic (West), PWD, MLO (West)] 4 It was directed by ADM (West) to conduct "Road Safety' Audits by engaging independent agencies for all new capital and maintenance schemes for road projects of 5 kms or more in length at three stages: detailed design stage, construction stage and post-construction/pre Commercial Operations Date (COD) Stage.

market; Nangloi market & Raghubir Nagar market to tackle the major problem of encroachment and huge mass gathering in vlew of COVID 19 Global Pandemic situtation as people are not following COVID 19 safety norms. The data of challan were issued in last three months especially in Tilak Nagar market; Nanglol market & Raghubir Nagar market shall shared be with the committee in a week

(West) shall be shared in every meeting of District Road Safety Committee of District West so that preventive measure to reduced the fatal accident can be taken in each quarterly meeting of Road Safety Committee.

7. It was directed by to check the working condition of Red lights, marking of zebra- crossing especially nearby schools and hospitals, and locate the black spots to ensure

safety for public especially school children and action taken report shall be shared on

quarterly basis.

9 It was directed by ADM (West) that Education Department shall provide the data to

traffic police & PWD for zebra crossing required in front of schools and proper signage near the schools for road safety of school children.

10. Tt was directed to the committee member departments like DDA, PWD, and MCD to

safeguard the lives of people from dangerous/ open/ uncovered/ unflled potholes

and pits especially near schools & hospltals. [Actlon to be taken by: - DDA/PWD/MCD]

11. Annual and regular training/ awareness generation programme for students and

masses shall be conducted to create awareness for road safety in district west.

12. It was also decided that the committee will organize "Road Safety Week in schools,

colleges, and localities by involving the RWAs and other stakeholders also.

13. Representative of TrafMe Pollce, Tilak Nagar has been advised to call the Traffic Inspector

(Accidental Research Cell), Traffic Pollce and Traffic Inspector (Road safety) for the next meeting of "District Road Safety" for better representation of data of District

West of Delhi.

14. ADM (West) has shown displeasure on Absence of member from Transport department

as his role is very crucial In District Road Safety Committee and advised to all

members to take this DRSC (West) meeting seriously in future.
