    Introduction

    Shibli National College, a premier seat of learning in eastern UP was founded in 1883 by the great

    oriental scholar; Islamic historian and educationist, Allama Shibli Nomani, who realised that economic and

    educational backwardness of his community could not be mitigated unless new methods of cultural progress

    were evolved. To arrest the rapid economic and socio-culture decline of the community it was necessary to

    arm it with the weapon of modern education along with its traditional culture. He thought it prudent to

    combine the best elements of the culture of the east with the science and new vistas of knowledge developed

    in the west. He established this school to gradually achieve these cherished goals. The school established by

    him gradually new in stature by relentless efforts of his disciples and successors. It rose to a Degree College

    standard in the tumultuous days of 1946 by untiring efforts of late Janab Basheer Ahmad Siddiqui. The

    succeeding principal, Janab Shaukat Sultan, worked relentlessly for the development of the college. Due to

    his sincere efforts the college became one of the first colleges to be accorded the Post-graduate status by the

    Gorakhpur University in 1970.

    At present, by the grace of God and painstaking efforts of its management and successive Principals

    as well as staff, it has not only grown enormously in size but has also earned great reputation far and wide.

    The college, in all its activities, surcharged with national feelings, lofty ideas, values and principles dear to

    the late Allama. The college aims at fostering the spirit of tolerance, understanding and brotherhood among

    various communities inhabiting this vast subcontinent. It attempts to inculcate an ability of free thinking,

    clear understanding and broad mindedness among its students. Its ambience is eco-friendly and free from any

    sectarian, primordial and parochial feelings which thwart the passage to nation building. The college through

    its various examinations, aims to impart its students a self-disciplined life with an ability to became ideal

    citizens of the nation.

    It runs courses for M.Sc. (Botany, Chemistry, Mathematics, Physics, Zoology) M.A. (English,

    Geography, Hindi, Philosophy, Psychology, Sociology and Urdu), M.Com., B.Sc., B.A., B.Com., LL.B. and

    B.Ed. of Purvanchal University, Jaunpur. The college also offers Courses in Computer and Distance

    Education. It is expected to run post-graduate courses in History and Law, under-graduate courses in

    Biotechnology, home Science, Industrial Chemistry and Statistics, diploma courses in Biotechnology,

    Information Technology and Industrial Chemistry. An ITI for girls sponsored by Maulana Azad Foundation

    and Central Waqf Council, New Delhi, is offering courses in Tailoring, Knitting, Embroidery, and Cutting

    etc.

    Faculties

    The College draws students from all the corner of the Uttar Pradesh especially from eastern UP. The

    college has five faculties viz. Arts, Commerce, Law, Life Science and Science. The details of the courses of

    studied and eligibility requirement for admission have been given in this Guide. Admissions in all the

    courses are done on the basis of the rules framed by Admission Committee as amended and enforced from

    time to time and rules framed by Veer Bahadur Singh Purvanchal University (VBSPU), Jaunpur. Admission

    to College will be made on basis of entrance test for different courses of study.

    Discipline

    The college is committed to the ideal of training of mind for quest of knowledge and healthy life. It

    lays great emphasis on mental and physical discipline and expects the students to abide by the rules and

    remain in discipline in outside classroom. The college Proctor and his associates are responsible for

    maintaining discipline and security in the campus. The Head of the Departments of studies and Staff ensure

    orderly behavior of the students in the Departments, Offices and college as whole.

    Ragging

    Ragging is banned in the college campus and is punishable offence as per Honourable Supreme Court order. The student will have to submit an “Undertaking” on prescribed format to the effect that he or

    she shall not take part in any form of ragging and shall abide by the rules prescribed for the purpose.

    IMPORTANT INFORMATION AND RULES

    The Candidate who wishes to apply for the admission in various courses of this college is

    advised to carefully read the rules given below and it shall be presumed that he / she agrees to the

    rule and regulation and will abide by the same:

    1. Application Fee for all courses- Rs. 500/- (Rupees Five Hundred Only).

    2. The intake to all courses is limited and seat in each course is decided by the VBS

    Purvanchal University, Jaunpur to which college is affiliated, except for the faculty of

    Law, where number of seats are decided by Bar Council of India and detailed in this

    Guide.

    3. Eligibility rule as specified for each course shall be strictly followed. A candidate shall

    be eligible to apply for admission to a course if he / she passed the qualifying

    examination and also fulfills all other eligibility requirements in terms of subject

    studied, percentage of marks etc.

    4. Candidates awaiting result of qualifying examination may apply for admission to a

    course of his/her choice. Such candidates shall be allowed to appear in the entrance

    test at their own risk, they will be entitled to admission only if they fulfill all eligibility

    requirements at the time of admission.

    5. Candidate is advised to ensure that his/her Application Form is complete in all respect.

    Incomplete and received after last date forms will not be entertained.

    6. No Application form will be transferred from one course to another course. Candidates

    are required to fill separate Application form for each course of study.

    7. Candidates have to mention his/her subjects of choice, from among the combinations

    listed in this Guide. Subjects cannot be changed after that.

    8. Candidates can submit the Printed copy of mark sheet from Internet at the time of

    admission attested by the Principal of the Institute last attended, if the qualifying mark

    sheet has not been received on the last date of admission.

    9. Candidate should satisfy himself / herself that he/she fulfills the eligibility

    requirements for admission to the concerned course. In case any candidate who does

    not meet the eligibility requirements and fraudulently issued Admit Card, then such

    candidate shall appear in the Entrance Test at his / her risk and cost, and if at any

    stage, it is found that the candidate does not fulfill the eligibility requirements, the

    admission, if granted, shall be cancelled ipso facto.

    10. The medium of Entrance Test shall be English and Hindi except where a question

    paper is set in a language other than English.

    11. Selected candidates must be present at the time of admission. Candidates not reporting

    for admission on due date and time shall forfeit his/ her claim for admission. The offer

    of admission shall stand cancelled and no correspondence in this regard shall be

    entertained.

    12. No candidate shall be allowed to take regular admission to the same Course/ class (or

    its equivalent Course) which he / she have already passed.

    13. No candidate shall be eligible to pursue a full-time course of study if he/she is already

    admitted any full-time course of study in this college or any other institution. Such

    candidates are required to get their name removed from the rolls of the

    University/College/Institution where they are already admitted.

    14. The candidate selected for the admission shall have to submit the Original Copy of

    Migration Certificate/ Transfer Certificate and Character Certificate form the Head of

    the Institution last attended at the time of admission. Those who are not in position to

    submit the same at the time of admission may get one month time from the date of

    admission, on undertaking on Notary Public Affidavit. The same should be submitted

    within time, failing which the college reserves the right to cancel his/her admission.

    No further correspondence will be made for these reasons.

    15. Any seat that remains unfilled after the specified date shall be filled up by the

    candidates from waiting list. However, if such a vacancy arises after the closing date

    of admission, the vacancy shall not be filled and the same shall remain unfilled.

    16. No Candidate admitted to a full time course in the College shall accept or hold any

    employment paid or otherwise or shall be a full time students of any other

    institution/University throughout duration of the course, except those permitted by the

    rules and regulations of VBS Purvanchal University, Junpur.

    17. The College reserves the right to get any student medically examined and if found

    medically unfit, the admission of such student will be cancelled.

    18. If any error / omission in the processing / verification of certificates / documents of a

    candidate is detected, after the admission of that candidate to a course in the college,

    the College has right to cancel such admission at any stage at which the error/omission

    is detected.

    19. If it is found, at any stage, that a candidate-

    a) Does not fulfill the eligibility requirements

    b) Has used fraudulent means to secure admission

    c) Has made false or incorrect statement(s) in the application form

    d) Has not signed/marked thumb impression in the application form or

    somebody else has done so, on his/her behalf, he/she shall not be allowed to

    complete the admission formalities, or in case already admitted , his/her

    admission shall be cancelled, ipso facto.

    20. Admission to the College does not guarantee the appearance in annual

    examination of VBS Purvanchal University, Jaunpur. Every Student admitted to

    this college must fill the online examination form of VBS Purvanchal University,

    Jaunpur to which college is affiliated.

    21. All Admission shall be provisional.

    22. The candidate shall be entitled to claim admission as a matter of right even if

    he/she is otherwise eligible. The College reserves the right to refuse admission to

    any individual without assigning any reason.

    23. Canvassing in any manner for securing admission shall render a candidate

    disqualified.

    24. No correspondence shall be made to candidates not selected for admission and the

    copy of documents/Certificates/Test fees shall not be returned.

    25. Answer sheets pertaining to the Admission Test(s) of all the candidates and

    Admission forms of all the non-admitted candidates will be weeded out after 90

    days of the closing date of the admissions. Therefore, in case of any dispute

    regarding admission, the matter must be filed within stipulated time otherwise

    relevant records may not be made available.

    26. Any dispute with regard to any matter relating to admission in the College shall be

    subject to the jurisdiction of Local courts at Azamgarh.

    www.shiblicollegeonline.in खोिें तथा उस पर कदए गये समस्त ननदशेों को ध्यानपूविक पढ़ िें I

    ननदशेों को भिी-भांनत पढने के उपरान्त ननम्ननिनखत प्रकिया का अनुपािन करते हुए अपने आवेदन फॉमि

    को भरें:

    I. कंप्यूटर के ब्राउज़र में महानवद्यािय की वेबसाइट www.shiblicollegeonline.in खोिें

    II. वेबसाइट के मुख्य पृष्ठ पर कदए हुए ननदशेों (Section-1 तथा Section-2) को ध्यानपूविक पढ़ें I

    III. ननदशेों को पढ़ िेने के बाद नीचे कदए गये Step-1 (UG अथवा PG) पर नलिक करें I

    IV. अब रनजस्रेशन हतेु मांगी गयी समस्त सूचनाओं को सही सही भरें तथा भरने के उपरान्त सबनमट

    बटन पर नलिक करें I (भरी गयी ईमेि आई०डी० तथा पासवडि निख कर सरुनित कर िें)

    V. अब Step-2 (Candidate Login) पर नलिक करें जहााँ आपसे वही ईमेि आई०डी० तथा

    पासवडि पूछा जायेगा नजसे भरकर login बटन पर नलिक करें I

    VI. पुनः ऊपर दायीं ओर कदए गए बटन Registration Form पर नलिक करें तथा सम्बनन्ित

    सूचनाओं को भरकर Submit करें I

    VII. अब आपको आवेदन शुल्क (रू० 500/- प्रनत आवदेन फॉमि) केवि ऑनिाइन माध्यम स े जमा

    करना होगा I Security Text भरकर Make Payment बटन पर नलिक करें नजससे BillDesk

    का Payment Gateway खुि जायेगा I

    VIII. ऑनिाइन आवेदन शुल्क जमा करने के बाद स्कैन की हुई फोटो तथा हस्तािर अपिोड करने के

    निए कदखाया जायेगा I पहिे से स्कैन की हुई फोटो तथा हस्तािर, नजसकी साइज़ 15 Kb स े

    अनिक न हो, को अपिोड करने के उपरान्त अभ्यथी परू्ि आवदेन फॉमि की दो प्रनतयााँ प्प्रंटआउट

    ननकाि िें, नजसमें से एक महानवद्यािय में जमा करनी होगी तथा दसूरी भनवष्य में सन्दभि के

    निए अपने पास सुरनित कर िें I

    IX. प्रवेश-परीिा तथा प्रवेश के सम्बन्ि में महत्वपूर्ि नतनथयााँ (पररवतिनीय) महानवद्यािय की

    वेबसाइट पर Admission Notification के अन्तगित दी हुई हैं I ककसी भी तरह के पररवतिन के

    सम्बन्ि में वेबसाइट के माध्यम से सूचना प्रकानशत की जाएगी I अतः अभ्यर्थियों से अपेिा की

    जाती ह ैकक वे महानवद्यािय की वेबसाइट को दखेते रहें I ककसी भी तरह की सूचना प्राप्त न होने

    पर महानवद्यािय का कोई उत्तरदानयत्व नहीं होगा I

    महत्वपरू्ि सचूनाएाँ एव ंननयम

    नवनभन्न पाठ्यिमों में प्रवेश के इच्छुक अभ्यर्थियों को ननदनेशत ककया जाता ह ै कक वे प्रवेश से सम्बनन्ित

    ननम्ननिनखत ननयमों को ध्यानपूविक पढ़ िें-

    1. समस्त पाठ्यिमों, केवि नवनि को छोड़कर, में सीटें वीर बहादरु प्संह पूवाांचि नवश्वनवद्यािय द्वारा

    ननिािररत हैं I नवनि पाठ्यिम की सीट का ननिािरर् बार काउंनसि ऑफ़ इनन्डया द्वारा ककया जाता ह ैI

    2. अभ्यथी का ककसी भी पाठ्यिम में प्रवेश िेने हते ु पूवि ननिािररत अहिता प्राप्त करना अनत आवश्यक ह ै I

    समस्त आवश्यक शतों को परू्ि करने पर ही अभ्यथी प्रवेश पाने के योग्य माना जायेगा I

    3. प्रवेश हतेु वह अभ्यथी भी आवेदन कर सकता ह ै नजसका न्यूनतम योग्यता का अंकपत्र प्रतीनित/अपूर्ि है

    तथा वह अपने स्वयं के जोनखम पर प्रवेश-परीिा में भी बैठ सकता ह ै I परन्तु प्रवशे के समय न्यूनतम

    योग्यता का अंकपत्र/प्रमार्-पत्र प्रस्तुत करना आवश्यक होगा I

    4. अभ्यर्थियों को ननदनेशत ककया जाता ह ैकक व ेअपने फॉमि में भरी गयी सभी सूचनाओं को भिी भााँती जांच

    िें तथा ननिािररत समय सीमा के भीतर ही आवेदन करें I अपूर्ि तथा अनन्तम नतनथ के बाद ककसी भी

    आवेदन को स्वीकार नहीं ककया जायेगा I

    5. यकद अभ्यथी एक से अनिक पाठ्यिम में आवेदन करना चाह ेतो उस ेप्रत्येक पाठ्यिम हतेु अिग-अिग

    आवेदन करना होगा I एक पाठ्यिम से दसूरे पाठ्यिम में हस्तान्तरर् ककसी भी दशा में सम्भव नहीं ह ैI

    6. अभ्यथी नवषयों को चुनने में अनिक साविानी बरतें I प्रवेश के बाद नवषय में पररवतिन नहीं होगा I

    7. यकद प्रवेश के समय ककसी अभ्यथी के पास न्यूनतम योग्यता का मूि अंक-पत्र उपिब्ि नहीं ह ैतो वह

    इन्टरनेट के माध्यम से प्राप्त अंक-पत्र को गत वषि के स्कूि/संस्था के प्राचायि से प्रमानर्त कराकर प्रवेश की

    प्रकिया पूर्ि कर सकता ह ैI

    8. अभ्यथी अपनी अहिता जांच कर सतंुनि कर िें I यकद ककसी भी पररनस्थनत में अभ्यथी द्वारा दी गयी

    सूचनाओं में नवषमता / छि-कपट पाया गया तो अभ्यथी का प्रवेश ननरस्त कर कदया जायेगा तथा इस

    सम्बन्ि में ककसी प्रकार का कोई दावा स्वीकार नहीं ककया जायेगा I

    9. प्रवेश-परीिा का माध्यम नहन्दी तथा अंगे्रजी होगा (अन्य भाषा सम्बनन्ित पाठ्यिमों को छोड़कर) I

    10. प्रवेश-परीिा के आिार पर चयननत अभ्यर्थियों को प्रवेश के समय व्यनिगत रूप से उपनस्थत होना

    आवश्यक ह ैI अनुपनस्थनत की दशा में अभ्यथी का प्रवेश हतेु बाद में कोई दावा स्वीकायि नहीं होगा और न

    ही उनस ेइस सम्बन्ि में कोई पत्राचार ककया जायेगा I

    11. अभ्यथी उस पाठ्यिम में दोबारा संस्थागत (रेगुिर) छात्र के रूप में प्रवेश नहीं िे सकता नजसमें वह एक

    बार उत्तीर्ि हो चकुा हो I

    12. एक अभ्यथी एक समय में दो या दो से अनिक रेगुिर पाठ्यिमों में इस महानवद्यािय या अन्य ककसी भी

    संस्था में प्रवेश नहीं िे सकता I एक स ेअनिक पाठ्यिमों में पंजीकृत पाए जाने की दशा में प्रवेश ननरस्त

    कर कदया जायेगा I

    13. अभ्यथी को प्रवेश के समय गत वषि के स्कूि / महानवद्यािय / संस्था के प्राचायि / अध्यि द्वारा जारी मूि

    स्थानान्तरर् प्रमार्-पत्र तथा चररत्र प्रमार्-पत्र प्रस्तुत करना होगा I उि प्रपत्र उपिब्ि न होने की

    दशा में अभ्यथी द्वारा एक हिफनामा प्रस्तुत ककया जाएगा कक प्रवेश की नतनथ के एक माह के अन्दर वह

    इन प्रपत्रों को प्रस्तुत करेगा अन्यथा महानवद्यािय को उसका प्रवेश ननरस्त करने का अनिकार होगा

    और अभ्यथी को कोई आपनत्त नहीं होगी I महानवद्यािय से इस सम्बन्ि में कोई पत्राचार नहीं ककया

    जायेगा I

    14. ननिािररत नतनथयों के उपरान्त ररि सीटों की पूर्ति WaitingList से की जायेगी I प्रवेश हतेु अनन्तम

    नतनथ के उपरान्त भी यकद कोई सीट ररि रह जाती ह ैतो उस सीट के निए कोई भी प्रवेश ककसी भी

    दशा में नहीं ककया जायेगा I

    15. ककसी भी ऐसे अभ्यथी, जो ककसी संस्था में वेतन भोगी कमी के रूप में कायिरत हो, को संस्थागत

    पाठ्यिम में प्रवेश नहीं कदया जायेगा नसवाय उन पररनस्थनतयों के नजसमें उस अभ्यथी को वीर बहादरु

    प्संह पूवाांचि नवश्वनवद्यािय की पररननयामाविी के अन्तगित पूवि अनुमनत प्राप्त हो I

    16. महानवद्यािय को ककसी भी अभ्यथी / छात्र / छात्रा की नचककत्सकीय जांच कराने का अनिकार ह ैI यकद

    अभ्यथी जांच में अस्वस्थ पाया जाता ह ैतो महानवद्यािय उसका प्रवेश रद्द कर सकता ह ैI

    17. महानवद्यािय में प्रवेश के पश्चात यकद ककसी अभ्यथी के अंक-पत्र / प्रमार्-पत्र / अन्य ककसी प्रपत्र में

    ककसी भी प्रकार का छि-कपट अथवा त्रुरट पायी जाती ह ैतो महानवद्यािय को उसका प्रवेश ननरस्त

    करने का अनिकार ह ैI

    18. यकद ककसी भी समय पाया जाता ह ैकक-

    A. अभ्यथी आवश्यक अहिताए ंपूर्ि नहीं कर रहा ह ै;

    B. अभ्यथी ने प्रवेश के निए छि-कपट का प्रयोग ककया ह ै;

    C. अभ्यथी ने आवेदन फॉमि में गित सूचनाएाँ भरी हैं

    तो उपरोि सभी दशाओं में उसका प्रवेश रद्द कर कदया जायेगा I

    19.महानवद्यािय में प्रवेश के उपरान्त प्रत्येक अभ्यथी को वीर बहादरु प्संह पूवाांचि नवश्वनवद्यािय का

    परीिा फॉमि नवश्वनवद्यािय की वेबसाइट स ेऑनिाइन भरकर महानवद्यािय में जमा करना आवश्यक

    ह,ै नजसके अभाव में वे परीिा से वंनचत रह जायेंगे और इस सम्बन्ि में महानवद्यािय का कोई

    उत्तरदानयत्व नहीं होगा I

    20. समस्त प्रवेश अस्थायी प्रकृनत के होंगे I

    21. प्रवेश के अहि होने पर भी अभ्यथी प्रवेश हते ुदावा नहीं कर सकता I महानवद्यािय ककसी भी अभ्यथी

    का प्रवेश नबना ककसी कारर् बताये ननरस्त करने का अनिकार रखता ह ैI

    22. नजन अभ्यर्थियों का चयन नहीं होता ह ैउनसे ककसी प्रकार का पत्राचार नहीं ककया जायेगा और न ही

    अंकपत्र / प्रमार्-पत्र की छायाप्रनत तथा प्रवेश-परीिा शुल्क वानपस ककया जायेगा I

    23. सभी अभ्यर्थियों के प्रवेश हतेु आवेदन फॉमि तथा प्रवेश परीिा में प्रयुि OMR Sheet प्रवेश प्रकिया के

    समाप्त होने के 90 कदनों बाद नि कर दी जाएाँगी I

    24. महानवद्यािय में प्रवेश से सम्बनन्ित ककसी भी प्रकार के वाद-नववाद के निए न्याय िेत्र आजमगढ़ होगा I
