Dear Prof Singh: : I recently appeared for an interview and the interviewer asked me if there was a difference be-tween an accord and a treaty. Can you please simplify?
-- Mian
Dear Mian: I’m not surprised by the ques-tion of the interviewer given the recent historic accord signed between the world powers and Iran on its nuclear program. This is a complicated question and re-quires knowledge of international law. Nonetheless, in short, the basic difference is that an accord is an agreement between the leaders of two or more countries with-out legal binding, whereas a treaty may need a ratification of the agreement by Senate/governments of the countries.
