Foreword

Henkelstrivestobalanceeconomic,ecologicalandsocialobjectivestosafeguardandstrengthenourcompetitivenessinglobalmarkets.TheHenkelSHEStandardsaddressSafety,HealthandEnvironmentalProtection.TheysupportHenkel’s“VisionandValues”andHenkel’sCodessuchasthe“CodeofCorporateSustainability.”TheSHEStandardsareanintegralelementofHenkel’scommitmenttosustainabledevelopment.

Tocomplementthestandards,bindingproceduresdescriberelevantrequirementsinmoredetail.Guidancedocumentsincludingbestpracticeexampleswillsupportimplementation.IrrespectiveofHenkel’srequirements,compliancewithapplicableregulatoryrequirementsismandatory.Intheeventofanycontradictions,locallegalrequirementsmustbefollowediftheyarestricter.

TheSHEStandardsareapplicableworldwidefortheHenkelGroup,andeachofHenkel’saffiliatedcompaniesmustimplementthemwithanappropriatemanagementsystem.Specificregionalandlocalproceduresarenecessaryelementsforimplementation.

1 Management Process

1.1 Policy, Objectives and Programs

GoalToensurecommitmentto,andimplementationof,aSHEmanagementsystem,whichisappropriatetothepurposeofourorganization,activities,productsandservices,aswellasthecontinuousimprovementoftheSHEmanagementsystem.

PolicyRequirements• TheHenkel“VisionandValues”,relatedHenkel

Codesandallapplicablelaws,rulesandregulationsmustbefollowed.

• Additionalpolicyelementsmaybeaddedifrequiredbybusinessorlocaldemands.

• Thepolicyshallbecommunicatedtoallemployees,andtootherstakeholdersonrequest.

• TheresponsiblemanagementteamshallensurethatwithintheirareasofresponsibilityanappropriateSHEorganizationisinplacetofulfilltherequirementsoftheSHEstandardsandthattherelevantsectionsofthepolicyandSHEstandardsareunderstoodandapplied.

1.2 Verification

GoalToensurelegalcomplianceandefficientimplementationandmaintenanceofthemanagementsystem.

Requirements• Compliancewithinternalandexternal

requirementsmustbemonitored,including:–Identificationandevaluationofrelevantlegal

andregulatoryrequirements–Monitoringandassessmentofrelevant

internalandexternalrequirementsandtheirchanges

–Identificationofnon-complianceandimplementationofcorrectiveactions

–Communicationofallrelevantinformationconcerninginternalandexternalrequirementsandtheirchangestoallstaffconcerned.

• Theresponsiblemanagementteammustdefinethetools(e.g.inspections,audits,selfassessment)tosupervisetheimplementationoftheexternalandinternalrequirements.

• Auditsshallbecarriedoutbycompetentauditors,consideringallrelevantrequirementsimposedbyHenkel,theauthoritiesandexternalbodies,aswellasbyregulations.Thefrequencyandscopeofsuchauditsshallbebasedontherisksandrelevanceoftheactivities.

• Theresponsiblemanagementteamshallreviewtheorganization’sSHEmanagementsystemonaregularbasis,atleastonceperyeartoensureitscontinuingsuitability,adequacyandeffectiveness.Thisreviewshallincludeassessingopportunitiesforimprovementandtheneedforchangestothesystem,includingtheSHEpolicyandobjectives.Thereviewprocessmustconsider:–Processandsystemperformance–Organizationandresponsibilities–StatusofSHEobjectivesandprograms–Resultsofself-assessmentsandaudits–Statusofpreventiveandcorrectiveactionsand

relatedprograms–Stakeholderfeedback–Relevantchangesinlegal,externalandinternalrequirements.

• Theresultsofauditsandreviewsshallbecommunicatedtoallmanagementconcerned.

1.3 Preventive and Corrective Actions

GoalTocontinuouslyimprovethemanagementsystemandprocessesandtoavoidoccurrenceorrecurrenceofanynonconformities.

Requirements• Anynonconformitywithinternalorexternal

requirementsmustbeevaluatedanditscausesanalyzed.

• Necessarypreventiveand/orcorrectiveactionsmustbedefinedandimplementedwithinappropriatetimeframesandinaccordancewiththerisklevel.

• Thestatusofpreventiveandcorrectiveactionsshallbecommunicatedtoallmanagementconcerned.

1.4 Reporting and Communication

GoalToimplementappropriatecommunicationchannelsattheappropriateorganizationallevel,andtoensureaconstructiverelationshipwithstakeholders.

Requirements• Effectivechannelsforcommunicationwith

stakeholdersmustbeimplemented.• Specificperformancedata,relatedtoproduct,

productionsite,andbusinessactivityshallbemonitoredandassessedtoidentifyrisksandpotentialforimprovement.Resultsshallbereportedtothemanagement.

• EmployeesandthepublicshallbeinformedregularlyaboutprogressandcontinuousSHEimprovement.

• DataandinformationshallbeprovidedaccordingtoHenkelGrouprequirements.Theserequirementstakeintoaccounttheinformationneedsofourstakeholders.

• Eachorganizationisresponsibleforcommunicatingrelevantissuestotheirstakeholders,includingmanagement,employees,customers,authoritiesandthelocalcommunity.

1.5 Organization, Responsibilities and Training

GoalToensurethatHenkelprovidesallnecessaryresourcesanddefinestransparentresponsibilitiesinordertoimplementandmaintainaneffectiveandefficientmanagementsystem.

Requirements• Anadequateorganizationshallbeimplemented,

includingthedefinitionofresponsibilitiesatallmanagementlevels.

• Responsibilitiesshallbeclearlydelegated,agreedbetweentheemployeeandthecompany,documented,communicatedandsupervised.

• Workplaceandfunctiondescriptionsmustincludetherelevantdutiesaswellastheknowledgeandqualificationsnecessarytofulfilltheseduties.

• SHE-relatedrepresentative(s)mustpossessthenecessaryskillsbasedontheireducation,trainingorexperienceandmustbeequippedwithnecessaryresources.

• Newemployeesshallbeadequatelyinformedaboutthecompanyandtrainedintheirjob.

• Trainingneedsmustbeidentifiedandtheappropriatetrainingconducted.

• Adequatetrainingrecordsmustbemaintained.

1.6 Document Control

GoalToensurethatdocumentsandrecordsarecontrolledsystematicallyandthattheycomplywithallrelevantstandards.

Requirements• Writtenworkinstructionsandproceduresfor

operationalcontrolmustbeestablishedandmaintained,especiallywheredeviationscouldresultinhigh-risksituations.Documentationoftheimplementationofinstructionsandproceduresmustbemaintained.

• Documentsshallbeunderstandable,dated(withrevisiondates),readilyidentifiableandmaintainedinanorderlymanner.

• Documentsshallbeapprovedbyauthorizedpersonnel,periodicallyreviewedandupdatedifnecessary.

• Thecurrentversionsofdocumentsshallbeavailableatallrelevantlocations.

• Obsoletedocumentsshallbepromptlyremovedorotherwisesecuredagainstunintentionaluse.Obsoletedocumentsorrecordsshallbearchivedinaccordancewiththeirspecifiedarchivingperiod.

2 Product Development

2.1 Design of Products

GoalToensurethatresearch,developmentandproductdesignsystematicallyconsidertheimpactontheenvironment,employees,andcustomers.

Requirements• Productdevelopmentmustincludethe

identificationofallrelevantlegalandregulatoryaswellasinternalandotherexternalrequirements.

• ProductdesignmustconsiderSHEaspectsinadditiontoeconomicfeasibilityandcustomerneeds.ProductSHEaspectsmustinclude:–Efficientuseofresourcesatkeystagesofthe

product’slifecycle,includingpackaging–Safetyofproductsandcomponents,as

determinedbyriskassessments–Reductionofemissionsandwastesthatresult

fromthemanufacture,useanddisposalofproductsandpackaging

–Adequatelabelinginformationonproductsandpackagesforcustomersandconsumers.

2.2 Safety of Raw Materials

GoalToensurethatappropriateknowledgeofrawmaterialsisavailableasabasisforsafeproductsandsafehandlinganduse.

Requirements• Itmustbeverifiedthatrawmaterialscomply

withlegal,customerandotherrequirementsaswellasHenkel-specificinternalstandardsfortheintendeduse.

• RawmaterialsusedinHenkelproductsmustbeassessedintermsoftheirchemicalandphysicalhazardstohumanhealthandtheenvironment.Specificattentionmustbepaidtohighlyhazardousrawmaterials.

• Requiredcoreinformationmustbedefined.Informationsourcesincludesupplierinformation,Henkeldatabases,legalclassification,labelingrequirementsandcustomerneeds.

• Onthebasisofthisinformation,appropriateriskmanagementmeasuresforstorage,handlingandusemustbedetermined.ThisinformationmustbecommunicatedtotheHenkelemployees,contractors,contractmanufacturersandlicensees.

2.3 Safety of Products

GoalToensurethatproductsaresafefortheirintendeduseintermsofhumanhealthandtheenvironment.

Requirements• Adequateknowledgemustbecompiledabout

thecompositionoftheformulation.Thiscomprisesappropriateinformationonallingredientsbasedonchemicalsubstancesincludingpotentialreactionproductsintheformulation.

• Areviewoftheregulatorycompliancemustbeconductedforallproductsdependingontheapplicationandregion/countryformarketing(e.g.chemicalinventorystatus).

• Appropriateinformationoningredients,technicalandsafetydataoftradedgoodsmarketedunderaHenkelbrandmustbeavailableandallregulatoryandSHEaspectsassessedbypersonswithappropriateknowledgeandexpertise.

• Productsafetymustbeevaluatedinariskassessmentprocess,whichincludesthehazardsoftheproductingredientsandtheexposurepotentialassociatedwiththeproductuse.Thehazardsofingredients/productsdeterminethescopeandthedetailsoftheassessmentprocess.

• Theriskassessmentprocessmustincludetheprioritizationofthenecessarymeasures.Themainelementsareproductclassification,labelingandcommunicationtocustomersintheformofmaterialsafetydatasheets(SDS).

• Ifnolocalrequirementsapply,widelyacknowledgedinternationalregulationshavetobeusedasguidance.

• Ataminimum,productclassification,labelingand/orSDSofproductsmustconsider:–Informationonhazardousproperties–Instructionsforthesafeuseandhandlingof

products–Contactinformationforquestionsor

emergencies.ThisinformationmustbeprovidedtocustomersinregionsorcountrieswhereregulationsonproductlabelingandSDSpreparationdonotexist.• Ifriskscannotbeadequatelymanagedbythese

means,furtherriskmanagementmeasuresmustbeconsidered.Thesemayinclude:–Re-designoftheproductorprocess–Deliverytocustomersonlyifproper

applicationofriskmanagementmeasuresisassured.

–Withdrawaloftheproductfromthemarket.

• Personnelinvolvedinthehandlinganduseofproductsmustbeadequatelyinformedinadvanceaboutthehazardsoftheproducts.

• AsystematicproceduremustbeimplementedtoensurethatrelevantandupdatedinformationonHenkelproductsisprovidedtothecustomers.

• Informationprovidedtothecustomersshallbereviewedregularlyanduponreceiptofanyneworchangedrelevantinformation.

Animal Testing and Alternative Methods

Requirements• Animaltestsshallonlybecommissionedif

legislationsoprovidesandonlyafterconfirmationthatnoalternativeapproachesareavailableforobtainingthenecessarysafetyinformation.

• Incaseofadecisiontoconductananimaltest,animalwelfareconsiderationsmustbetakenintoaccountinconductingthetest.

• Selectionoftestprogramsmustfollowthe3Rsrule(refine,reduceandreplaceanimaltests)astheguidingprinciple.TestfacilitiesmustbeapprovedbycorporateHenkelprofessionals.

2.4 Market Launch, Product Monitoring,Product Review

GoalToensurethatproductsinthemarketaremonitoredforfeedbackonsafetyissuesandfortheidentificationofevolvingSHEissues.

Requirements• Compliancewithinternalandexternal

requirementsmustbemonitored.• Undesirableeffectsonhumanhealthorthe

environmentmustbemonitoredandassessed.• Problemsduetocriticalpublicdebatemustbe

identifiedandtheimpactofsuchdiscussionsmustbeevaluated.

• Resultsofproductmonitoringmustbeconsideredintheproductriskassessment.

• Incaseofanyseriousconcernsaboutthesafetyofproducts,appropriateprocessesforproductrecallsmustbeimplemented.

3 Operations (Supply Chain)

3.1 Purchasing and Suppliers

GoalToensureappropriateSHEperformanceofsuppliersofgoodsandservices.

Requirements• Henkelrequiresthatsuppliersprovideadequate

informationforthesafehandlinganduseoftheirgoods.

• Forrawmaterialsandpackaging,informationrequirementsmustbedefinedbypersonshavingappropriateknowledgeandexpertise,takingintoaccounttherequirementsforstorage,workplacehandling,productsafety,distribution,productuseanddisposal.

• Forservicesandtechnicalequipment,informationrequirementsmustbedefinedbytheinternalrecipients.

• SuppliersmustbeevaluatedaccordingtotheirabilitytomeetHenkel’srequirementsregardingSHEperformance.

• Supplierswhorepeatedlyfailtomeetthedefinedrequirementsshallbeidentifiedandcorrectiveactionsshallbetaken.

3.2 Storage

GoalToensurethatthedesignandoperationofstoragefacilitiesandequipmentisadequateforthehazardsandamountsofstoredchemicalsormaterials.

Requirements• Thehazardsassociatedwithrawmaterials,

intermediates,finishedgoodsandotherchemicalsmustbeidentifiedandappropriateriskmanagementmeasuresmustbeimplemented.

• Storagefacilitydesignandstorageconditionsmustbeadequatetothehazardsandquantitiesofstoredchemicalsormaterials.

productiontechnologiesmustconsiderSHEissues.ConsiderationofSHEissuesmustbedocumentedincluding:–Theassessmentofsafetyandenvironmental

impacts,includingthosetoemployeesandthelocalcommunity

–Thepropertiesofallsubstancesinvolved–Theprocessconditionsandprocess

specificationswithspecialemphasisonSHErequirements

Change Management

RequirementsAprocedureforchangemanagementmustbeimplemented:

–Priortoimplementation,plantmodifications(suchaschangesinprocesses,chemicals,technology,equipmentand/orworkingconditions,includingcontractorwork)mustbeevaluatedfortheirimpactoncurrentriskassessments

–Theresultsoftheimpactanalysismustbeaddressedbeforestartingtheoperation

–Afterseriousincidentsandafterirregularshutdownperiods,riskassessmentsmustbereviewedandtheresultsmustbeaddressedbeforerestartingtheoperation

–Allmodificationsmustbeadequatelydocumented.

Maintenance and Inspection

Requirements• Asystematicmaintenanceandinspectionplan

forallSHE-relevantequipmentmustbedevelopedandimplemented.

• Processesmustbeinplacetoensurethatworkonsafety-criticalequipmentisgivenfirstpriority,includingtheidentification,regularinspectionandmaintenanceofsuchequipment.

• Maintenanceandinspectionpersonnelshallbequalifiedandcompetent,andtheymustholdallnecessarylicensesrequiredbylaw.

• Asafeworkpermitsystemmustbeimplementedfordangerouswork(e.g.hotwork,confinedspaceentry).

• Lock-out/tag-outproceduresshallbeimplementedtopreventunintentionaluseduringserviceormaintenance.

3.4 Production

GoalToensurethatproductionprocessesareoperatedsafelyandwithminimizedimpactontheemployees,neighborsandtheenvironment.

Requirements• Operatingproceduresmustbeavailableatthe

workplaceandmustinclude:–Start-up,shutdownandregularoperationof

equipment–Handlingofhazardouschemicals–Safehandlingofequipment–Dangersforpeopleandtheenvironment–Protectivemeasuresandrulesofbehavior–Behaviorincaseofdangerandemergency–First-aidmeasures–Accidentalreleasemeasuresandappropriate

disposal.• Henkelemployeesaswellasnon-Henkel

productionworkersmustberegularlyinstructedonapplicablework-relatedSHEissuesandoperatingprocedures.

• Recordsshallbekeptforallrelevantplantoperations(e.g.plantlogfiles,recordsofSHErelevantmeasurements).

• Regularinspectionsshallbeperformedbysupervisorsduringshifts.

3.5 Contractors

GoalToensurethatcontractorsworkingatHenkelsitescomplywiththeHenkelrequirements.

arrangementswithcontractors.Requirementsshallconsiderlocal/regionalcircumstances.

• Qualifiedpersonnelmustbeauthorizedforselectingandmonitoringcontractors.

• Contractualagreementsmustaddresslegalcompliance,definedHenkelrequirementsandtherequirementtoprovideincidentandaccidentinformationtoHenkel.

• ContractorsareobligedtocomplywiththesamerequirementsasHenkelemployeeswhileperformingworkatHenkelfacilities.

• HenkelprovidescontractorswithSHEinformationregardingthesite,rawmaterials,productionprocessesandproducts.

• Contractors’employeesworkingatHenkelsitesmustbeinformed,instructed,coordinatedandsupervisedconscientiously.

• Ifacontractorhiressub-contractorsforworkonHenkelpremises,ageneralwrittenagreementwithHenkelismandatory.Insuchacase,thecontractorisresponsibleforforwardingallHenkelrequirementsandinformationtothesub-contractor.

• Unsafework,deviationsfromacceptablesafetypracticeandothermisconductbycontractorsmustnotbetolerated,andsuchmisconductshallbedocumentedanddiscussedwiththecontractor.

• Contractorsshallbemonitoredandevaluated,includingaccidentandincidentinformation.

• Contractorswhorepeatedlyfailtomeetdefinedrequirementsshallbeidentifiedandcorrectiveactionshallbetaken.

3.6 Contract Manufacturing (Toll Production and/or Full Service)

GoalToensurethatproductsmanufacturedbycontractproducersaregiventhesameattentionasanyotherHenkelproducts.

Requirements• Henkeldefinestherequirementsinits

arrangementswithcontractmanufacturers.Requirementsshallconsiderlocal/regionalcircumstances.

• Qualifiedpersonnelmustbeauthorizedforselectingandmonitoringcontractors.

• Contractualagreementsmustaddresslegalcompliance,definedHenkelrequirementsandtherequirementtoprovideincidentandaccidentinformationtoHenkel.

• HenkelprovidesthecontractmanufacturerswithSHEinformationonrawmaterials,packagingmaterials,productionprocessesandproducts.

4.1 Occupational Health and Safety

GoalToensurethehealthandsafetyofemployees,contractorsandvisitors.

Requirements• Preventinghealthrisksintheworkplaceisan

integralpartofeveryHenkelmanager’sduties.Everyemployeeisresponsibleandaccountableforhealthandsafetywithinthescopeoftheirauthority.

• Workplaceriskassessmentsmustbeperformedanddocumentedforallworkplacesatappropriateintervalsandifconditionschange:–Hazardsmustbeidentified(including

mechanicalandelectricalhazards,hazardscausedbyphysicalimpact;exposuremeasurementforhazardoussubstances)

–Risksmustbeassessed(includingcomparisonwithexposurelimitsandregulatoryrequirements)andminimized

–Thehealthandsafetyofemployeesperformingexternalworkorperformingactivitiesatcustomersitesmustbeensured

–Preventiveand/orcorrectivemeasuresmustbeimplemented,followedupandcheckedfortheirefficiency,andnecessarytrainingmustbeconducted.

setofenvironmentaldataconcerning:–Airemissions–Generationanddischargeofwastewater–Wastegenerationanddisposal–Energyandwaterconsumption–Potentialforaccidentalrelease–Soilorgroundwatercontamination–Veryhazardoussubstances–Impactonthelocalcommunity,including

noise,odorsandothercomplaints.• Thefacilityshallassesstheenvironmental

impactsofitsprocesses,takingintoaccountallenvironmentaldataandinternalandexternalrequirements,includinglegallimits.

• ThefacilityshallpromotetheenvironmentallyresponsiblebehaviorofHenkelemployees.

• Fortheannualsustainabilityreport,relevantdatamustbereportedtotherespectivecorporatedepartment.Reportingisinitiatedbyacorporaterequest.ReporteddatamustbevalidatedandconfirmedbytheoperatingBusinessUnit(BU)management.

4.5 Emergency Management

Requirements• Acomprehensiveemergencyplanshallbe

developedandmaintained.Theplanmustbeappropriatetofacilityhazardsandmustconsidertheresultsoftheriskassessments.Thefollowingmainissuesshallbeaddressed:–Emergencyalarm/alerting–Emergencyorganization–Emergencyresponseprocedures–Emergencycommunication.

• Emergencyplansshallbecoordinatedwithlocalemergencyservices.

• Theessentialcontentsoftheemergencyplansshallbecommunicatedtoemployees,contractors,visitorsand,ifappropriate,alsotothelocalcommunityandauthorities.

• Sufficientescaperoutesmustbeprovidedandmaintained.

• TheHenkelSHEcomdatabasemustbeusedforthedocumentationandreportingofincidentsoraccidents.

• Allincidentsand/oroccupationalaccidentsmustbeadequatelyinvestigatedandadequatecorrectiveactionsmustbeidentifiedandimplemented.

• Theincidentandaccidentdatashallbesummarizedandanalyzed.Theneedforimprovementmeasuresorprogramsshallbeevaluated.

• Tomeettheneedsofallexternalstakeholders,thedataissummarizedattheHenkelGrouplevelandtheresultsarereportedintheHenkelGroup’sSustainabilityReport.

4.7 Site Security

Requirements• Premisesmustbesecuredagainstunauthorized

accessbymeasuresincludingperimeterfencing,reliableaccesscontrolsystems,sign-inandsign-outpracticesforvisitorsandcontractors,guardingandpatrollingsystemsasappropriate.

4.8 Acquisitions, Divestments, Facility Closures

GoalToensurethatSHErisksofcompaniesoractivitiesthataretobeacquiredordivestedareappropriatelyassessed.

Requirements• AnassessmentofSHEliabilitiesand

performancemustbeconductedpriortothepurchaseofabusinessorthepurchaseorleaseofproperty.

• ResultsmustbecommunicatedtotheresponsibleprojectmanagerandtheoperatingBusinessUnit(BU)manageraswellastotheAcquisitionReviewCouncil(ARC)andanyothercorporate,BUandregionalfunctionsinvolved.

• Followinganacquisition,anassessmentregardingSHEconcernswithin12monthsismandatory.

• Thedecision-makingprocessregardinganydivestmentorfacilityclosure,mustincludeaSHEassessmentatanearlystage.
