Dear Friends:

As you read this report, the Centre County Community Foundation has reached the age of 30. Three decades of growth, grantmaking, charitable

fi nancial support and community leadership have been achieved. Our Foundation had modest beginnings but once begun, donor enthusiasm soon became contagious. Today, as you learn from this report, there are more than 340 separate funds, which in 2010 provided more than $800,000 in fi nancial support throughout Centre County. For thirty years, the Foundation has supported nearly every public charity in our County.

With your help we can do much more. Our board is leading the Foundation with a bold high-reaching strategic plan. We are determined to exceed $40 million in assets by 2015. We will achieve our goal through the generosity of donors throughout Centre County, and by working collaboratively with other organizations, institutions and community leaders.

As one example, we’re working with the Centre County Federation of Public Libraries to build a multimillion dollar technology fund. The Federation received, through our Foundation, a $350,000 grant from the Knight Foundation. This money will be used to increase access to online information for county residents through our public libraries. New computers and high-speed Internet connectivity will be installed, however ongoing fi nancial support for this vital public resource will be necessary. It is the purpose of the technology fund to provide such ongoing support.

We have been ever mindful of our responsibility to be a good steward of the funds we have been given. As this report informs you, we have fully recovered from the setbacks experienced by all investors during recent years. Our assets grew by a robust 14.3% during 2010. Through careful, prudent management we were again able to reduce the cost-per-fund for operations to 1.3%.

The future is bright for our community and for our Community Foundation. As we begin our fourth decade, we are excited and challenged; excited that we will be seeking to expand our community leadership work, challenged to engage all of you to join us so that we will have the fi nancial strength to support our community’s future.

Purpose

The Centre County Community Foundation was created in 1981 as a public charity dedicated to meeting changing needs and assisting donors throughout Centre County. The Foundation

is a collection of philanthropic funds, each created by a different donor at a different time for a different purpose. Each fund retains its own identity, donor-defi ned objectives and benefi ts from pooled investments with other funds. Gifts to the Foundation are invested according to our investment policy, and grants are then made from these funds to qualifi ed local charitable organizations.

The Centre County Community Foundation helps individuals, families and businesses pursue

their charitable interests conveniently, effectively and with maximum tax benefi ts. Donors may

create funds during their lifetimes, by a bequest, or by other deferred giving opportunities. The

Foundation can also help companies administer their contributions and manage endowments for

charitable agencies.

Funds may be established for a particular purpose or left undesignated so the Foundation’s Board

can direct funds to needs of highest priority. Through its competitive grants, the Foundation

supports not-for-profi t organizations in Centre County – in the arts, education, the environment,

and health and social services – and chooses those projects that best meet our community’s needs.

For funds that are advised or designated by donors, we offer expertise and administrative assistance

to ensure that each grant is best fulfi lling the donor’s charitable intent.

Our Mission - To improve the quality of life in Centre County by providing enduring

support to community charities from the invested gifts of visionary donors.

New Funds

Each year, generous donors make a special gift to the Foundation in order to create a new fund. They do it for different reasons: to memorialize a loved one, to reward

the achievements of deserving locals or to support a cause that’s close to their hearts. In 2010 seven new funds were created at the Centre County Community Foundation. They were created to support a variety of people and organizations, from battered women, to the physically disabled, to local music groups, but they all have one thing in common: They will make Centre County a better place now, and in perpetuity.

Keno Beezer FundAlthough William “Keno” Beezer handed in his keys on August 31, 2010 and began his retirement, his interest in the welfare of the youth he has supported for 37 years as Executive Director of the Moshannon Valley YMCA was not left at the door. That’s why his friends established a scholarship fund in his name for graduating seniors in the Philipsburg-Osceola Area, West Branch Area, and Moshannon Valley School Districts. In less than four months, the scholarship team consisting of Bud O’Brien and Laura Bordas were able to endow the William “Keno” Beezer Scholarship Fund in an amount approaching $50,000. Decisions on the scholarship recipient(s)

will be made by a committee initially chaired by Keno.

Martin and Margaret Wyand Fund Martin and Margaret Wyand established this fund to honor the music organizations that have given them so much pleasure over the years: State College High School Music Department, State College Choral Society, State College Municipal Band, Pennsylvania Centre Orchestra, and Nittany Valley Symphony. Martin is a retired University professor, and Margaret is a retired hospital dietitian.

Memorial Fund Casey and Amos Goodall created the Memorial Fund in honor of their son, Christian Goodall, who died too soon, as well as other Centre County residents whose families designate the Fund to receive memorial donations in honor of their family members. Each year, the Foundation will allocate income from the Fund in memory of all fund honorees. The Foundation will maintain in perpetuity a list of the obituaries of all persons for whom contributions were made.

Petrus Seeing-Eye Dog FundCarolyn had a special place in her heart for animals, especially dogs and cats. A new chapter in life presented Carolyn with the idea of dedicating herself to philanthropic work. She was very excited about this, and went about researching a niche where she could help not only people, but also her beloved animals. Her life took a sudden turn as illness overtook her, and she realized her newfound dream would not materialize in her lifetime. During this time, her brother had serious vision problems, and suffered some permanent blindness. Those who knew her best believe that this occurrence contributed to Carolyn’s decision to gift a seeing-eye dog organization. It is a personal and loving choice that speaks to her resolve to help both man and man’s best friend.

Nancy Coffman Addison FundThe Nancy Coffman Addison Fund was created to support the Women’s Resource Center and St. Andrew’s Episcopal Church in perpetuity. Historically, Nancy and her husband, Arnold Addison, were supportive of the mission of the Women’s Resource Center to provide shelter and support for women and children from all walks of life, as needed. Their admiration for Sylvia and Gerald Stein, whose work and fi nancial contributions were critical in the development of the Center, focused their attention on this vital community service. The desire to contribute to St. Andrew’s Episcopal Church refl ected six decades of commitment to this faith community that was Nancy and Arnold’s home. Nancy served in numerous capacities at the Church over her lifetime and now rests in the Columbarium at St. Andrew’s with Arnold, her husband of 60 years.

The R Fund “One of the most important lessons we learned from our parents, Bob and Donna Ricketts, was the importance of giving back to our community. Each year they would give my brother and me blank checks for Christmas. What kid wouldn’t be excited about this gift? At the start, we envisioned skis, a new bike, and more clothes, but then we had our fi rst lesson in giving back. Our task was to take the checks and agree on local community group(s) or organization(s) to receive the funds. The key word was agree, and each year we were told we were being prepared for the future. The future is here with the recent establishment of the R Fund at the Centre County Community Foundation. The R Fund has been designed to give back to local community groups and organizations. It was established by our parents as an everlasting lesson to us on the importance of giving back to the community where we grew up and live.” ~Robyn and Bobby Ricketts

State High Vision Courageous Citizen Award The purpose of this award is to acknowledge the efforts of a student or students who sought to bring about change in his or her local, state, national or global community.

State High Vision was a grass roots community effort that brought people together from all walks of life, political views, religious perspectives, ages, neighborhoods and professions to bring about positive change in the State College community. This award is in recognition of a student who has demonstrated involvement in his/her community and has shown a willingness to work to improve it.

Nomination Criteria • Nominee must be a graduating State High senior • Must have a record of civic involvement

Award is to be administered by SCASD with proceeds from an endowment fund established by State High Vision through the Centre County Community Foundation and may be awarded to more than one recipient annually.

Charitable Gift Annuities

A charitable gift annuity enables you to take an immediate income tax deduction when you transfer cash or marketable securities to the Foundation in exchange

for the Foundation’s promise to make fi xed annual payments to you for the duration of your life. The fi xed annual payments are determined according to the donor’s age and will only be partially taxed. Payments can begin immediately or can be deferred for a period of time as determined by you. The undistributed portion of the gift reverts to the Foundation. Below is a listing of the charitable gift annuities currently held by the Foundation.

Edward Mattil CGA – Opened in 2010, this is the second CGA that Ed Mattil has created at CCCF. Once fully realized, it will become part of discretionary funding at CCCF.

Fred Strouse CGA – Opened in 2010, Fred Strouse created this CGA so that when fully realized, it will support The Second Mile.

Jenifer Goetz CGA – Opened in 2008, Jennifer Goetz created this CGA so that when fully realized, it will become part of the Park Forest Day Nursery Fund. Richard Morgan-Daniel Moerdyk CGA 1&2 – Opened in 2003, Richard Morgan and Daniel Moerdyk created two CGAs so that when fully realized, they will become part of the Rhoneymeade Fund.

Charles and Annette Rohrbeck CGA – Opened in 2002, the Rohrbecks created this CGA so that when fully realized, it will create the Annette and Charles Rohrbeck Fund which will benefi t the State College Area School District. William M. and Stella M. Updegraff CGA – Opened in 2007, the Updegraffs created this CGA so that when fully realized, it will create the William M. and Stella M. Kathryn K. & Roy D. Shoemaker Charitable Trust

In 2005 a fund unlike any other was created by the last will and testament of Kathryn K. Shoemaker to be administered through CCCF. Kathryn and Roy Shoemaker were

lifelong residents of Centre County, both passing away in 2005 after long happy lives in the State College area. Roy was a businessman and farmer in the Centre Region. Their love of the area inspired them to share their resources with the community. They distributed a substantial portion of their estate to the Kathryn K. & Roy D. Shoemaker Charitable Trust. Merrill Lynch Trust Company was named as Trustee and the Centre County Community Foundation as the organization responsible for distribution to the benefi ciaries. The Trustee is in possession of the funds and manages the investment of the funds while following the investment policy of the Centre County Community Foundation. Disbursements from the trust come to the Foundation and are distributed to the 13 charitable organizations named as benefi ciaries, all of whom serve Centre County residents.

Since its inception, the Kathryn K. & Roy D. Shoemaker Charitable Trust has distributed $1,604,142. In 2010 the benefi ciaries received the following distributions-

As of January 31, 2011, the Kathryn and Roy D. Shoemaker fund had $6,606,970.67 in assets. These assets, due to the structure of the Trust, are not included as assets of the Foundation.

Group, Nestlerode & Loy, Merrill Lynch, Weinken & Associates, and Smith Barney. Additional funds are invested by the Investment Committee through Vanguard and The Investment Fund for Foundations (TIFF).

The assets of the Foundation are deployed in a variety of investments in accordance with the investment policy. It seeks to hold 40% to 80% of its assets in global securities, 20% to 60% in fi xed-income instruments such as long-term bonds, debt-based mutual funds and temporary cash investments, and up to 30% in alternative assets in an effort to obtain higher yields. This so-called discretionary class of assets allows managers to move slightly outside the basic policy and acquire positions in high-yield bonds, emerging markets, particular market sectors or real estate, commodities, etc. Overall, the portfolio is invested for capital appreciation. At a minimum, the Foundation’s goal is to generate long-term investment results suffi cient to pay its grants, operating, and investment expenses, while keeping pace with infl ation.

The fi xed-income portfolio is diversifi ed and consists primarily of investment grade bonds, benchmarked against the Barclay Aggregate Index.

Employing broad diversifi cation as to investment style and other major component weighting, the global equity portfolio is benchmarked against the MSCI All Country World Index, which includes broad categories of U.S. equities, non-U.S. developed market equities and emerging market equities.

The Foundation is exempt from federal income taxes under Section 501(a) of the Internal Revenue Code as a publicly supported organization described in Section 501(c)(3). It is also exempt from state taxes and is registered with the Pennsylvania Bureau of Charitable Organizations. All gifts are accepted subject to the Foundation’s Articles of Incorporation, By-Laws and policies.

The following are preliminary (unaudited) results. Copies of the annual audit report and IRS Form 990 are available at the Foundation offi ce.

At the end of 2010, the Foundation’s total assets were $22,789,000. This represents a 14.3% increase from December 31, 2009 to December 31, 2010.

This growth came from two areas: investment returns and contributions. Our investments returned approximately 13% for 2010 and the Foundation furthered its mission and received gifts of approximately $1,577,000 during 2010. Meanwhile, our grant and program payments for 2010 exceeded $831,000.

The fi nances of the Foundation are administered by the Board of Directors which has ultimate responsibility for all decisions. The Board works through its Executive Committee and various other committees who oversee different aspects of operations.

By Board policy the Foundation annually:

• Distributes a set percentage of the average asset value from each fund annually for charitable needs. In 2010 the distribution rate was 4%, but may be changed from time to time to refl ect market returns and our fi duciary responsibility to preserve the value of our funds. For this calculation the average of the fund value over the previous twenty quarters is used.

• Draws a percentage from each fund for operations: 1.3% in 2010. This is based on a variety of factors including the asset base and operating budget.

• Pays approximately .2% for active investment management.

This spending policy is consistent with most other community foundations, and is designed to provide steady and growing distributions back to the community.

The Foundation is fortunate to have a group of very talented individuals volunteer their time and expertise as members of this Investment Committee. The Investment Committee recommends specifi c investment policy and is responsible for guiding, monitoring and implementing the policy and reporting performance results. Presently the Foundation has working arrangements for fi nancial management with First National Bank, M&T Investment

For 30 years the Centre County Community Foundation has been the steward of a precious community resource, Centre County’s charitable endowment, composed of gifts from generous individuals, organizations, and

corporations. In managing this endowment the Centre County Community Foundation seeks to provide suffi cient funds to make current grants, while preserving the purchasing power of these charitable gifts forever. The region has benefi ted from the power of this endowment which has grown, generating ever-increasing grant funds for all of Centre County.

National Standards Compliance

In 2006 the Centre County Community Foundation formally agreed to comply with the National Standards for U.S. Community Foundations. The Standards assist community foundations in establishing legal, ethical and effective operating practices that show a foundation’s transparency and fi nancial responsibility. The 41 National Standards address six key areas of community foundation operations:

1. Mission, Structure, and Governance- includes standards that defi ne board accountability, compensation, independence, fi duciary responsibility and representation of the community.

2. Resource Development - includes parameters for administration of funds, disclosure to donors and commitment to building long-term resources for varied community issues and causes.

3. Stewardship and Accountability - covers prudent investment and management of funds, transparent record-keeping, use of funds for their intended purpose, annual audits and public availability of fi nancial information.

4. Grantmaking and Community Leadership - including standards related to broad and open grantmaking programs, due diligence and responsiveness to changing community needs.

5. Donor Relations - encompassing guidelines for informing, educating and involving donors in responding to community needs.

6. Communications - including openness to public scrutiny and frequent communication about activities and fi nances.

Awards Dinner

Every year the Centre County Community Foundation hands out awards to honor individuals and organizations that

exemplify the Foundation’s commitment to the future of Centre County. The 2010 awards ceremony took place on October 18 at the Ramada Inn and Conference Center in State College.

• Henry D. and Seda Sahakian were the 2010 recipients of The Oak Tree Award. Named after the Foundation’s symbol, this award recognizes an individual for service and commitment to, and passion for, the Centre County Community Foundation.

• The YMCA of Centre County was the 2010 recipient of The Kathryn S. Weaver Award. Named after an early donor whose signifi cant legacy gift created great momentum for the growth of the Foundation’s endowment funds, this award recognizes a local charitable organization for noteworthy service to the people of Centre County.

• Elizabeth A. Dupuis was the recipient of The Future of the Foundation Award. This award recognizes a young adult community member who actively strives to improve the quality of life in Centre County and shows commitment and passion in working for the future of our community.

At the ceremony, Bahia Ramos-Synnott, Director of Community Foundations for the John S. and James L. Knight Foundation, spoke about the Knight Foundation’s commitment to working with community foundations to create informed, engaged communities and, specifi cally, the role of the Centre County Community Foundation’s Knight Fund and how it will benefi t Centre County.

The Centre County Community Foundation was very pleased to host Ms. Ramos-Synnott and be able to recognize the aforementioned individuals and organization for their valued contribution to our community.
