Governor asked the Chancellor Fingerhut to develop a strategic plan for higher education

• Chancellor Fingerhut delivered the Strategic Plan for Higher Education on March 31.

Basics of the Plan • Higher education institutions will work together in

new ways to aggressively pursue the goals of the strategic plan

Implications for OARnet• Creation of Integrated Technology Infrastructure

began on May 14 when three directives issued on the governance of OSC, OLN, OhioLINK, and OARnet

• New governance committee includes Ohio Board of Regents, Ohio Department of Development, Governor’s Office, Office of Information Technology, and Ohio Department of Education

• New BOR-CIO Advisory Board formed

OARnet Impact on community:• A $20-60 Million cost savings to Higher Ed over next

20 yrs

• Provide enriched content and advanced applications including video, multimedia, distance learning, remote surgery, remote robotics, remote microscopy, etc.

• Qwest used a “capacity swap” to enable affordable internet connectivity to eTech (Public-Private Partnership)

– eTech’s internet rates lowered by approximately 50%

• A 61% decrease in network cost for higher education users

• Plays a vital role along with State OIT on Broadband Stimulus projects

• K-12 Facilities– 23 ITCs and 7 large urban schools migrated from DS3

to a gigabit last-mile connection– Ohio K-12 joins Internet2 through HE Ohio Valley I2 Consortium

• Public Television Stations– 9 stations migrated from 45mb to a 620mb last-mile connection

• Federal Research Facilities – NASA Glenn migrated from 45mb to a gigabit last-mile connection– Wright Patterson under development

Summary of the Change in Last-mile Connections to Related Communities

• State Agencies– 10 state agencies (50 sites) have upgrade T-1 connections to 10mb or

greater since January, 2008 and connected to BON

• Local Government– Four local governments have upgrade their bandwidth to broadband

services – Three new Pilot projects are under way for Rio Grand, City of Galion and

Lancaster to provision broadband services

• Health Care– Completed Adena Hospital Broadband Project and currently working on

similar projects with Childrens’ Hospital’s Neo-Natal program in Portsmouth, Zanesville, Findlay, and Marietta

VMware Project Benefits • Designed to potentially save Ohio colleges and

universities more than $130 million over three years through:

– Significant cost reductions in physical IT hardware (servers, desktops) budgets

– Significant reduction in operational and maintenance costs while upgrading to superior maintenance levels

– Positive environmental “Green IT” impact, due to lower use of energy and space

participate in the program, with a target date of March 1, 2009.

• Conversion of existing VMware product maintenance to the new OARnet program to reduce operating cost, scheduled for completion by June 2009.

Telepresence Pilot Program• LifeSize Corp was the first to offer low-cost, high-def VC.

• Now, offered in relatively inexpensive kit version– $70k includes installation and one year of maintenance

• OARnet pilot program features two systems:– Four cameras with touch-screen control system– Three 60-inch monitors for video– One 50-inch monitor for slides, etc.

• OARnet also installed Codian 12 port HD MCU– $54k investment supports four locations of three screens each, or

any combination of 12.
