2. A copy of meeting notice received from MHA(Prov-I) vide UO No.IV-24011/33/3010-Prov.I dated 20/08/2010 is enclosed herewith for kind perusal of IG(Prov) and IG(Adm) FHQ BSF.
3. DG BSF has approve4d that IG(Prov), IG(Adm) and FA BSF will attend the said meeting, along with DG BSF.
4. A copy of data already sent to MHA regarding expenditure vis-a-vis budget is enclosed. Supplementary allocations demanded by BSF is also shown in the table. Brief on reasons for seeking additional funds at supplementary stage may please be got approved by DG BSF and sent to Finance Wing.

2. Allotment of Rs. 140 crores was made to CENWOSTO based on the advice of PAD. Of the total allotment of Rs. 286 crores, an amount of Rs. 195 crores has already been spent, leaving a balance of Rs. 91 crores only. It is understood that Rs. 91 crores would be required for AGL which has already arrived.
3. In view of the above, Prov Dte may please let us know, if further funds are to be allotted to CENWOSTO at this stage.

2. It is seen that two Laptops have been sanctioned under head Other
Charges (Aircraft Maintenance Charges) at a total cost of Rs. 98,740/-.
This sanction is incorrect.
3. Computer hardware and software can only be sanctioned by the DG
BSF under head “M&E-IT”. These cannot be procured under head “Other
Charges”. In the specific case of Laptops, there are separate Govt orders
which do not appear to have been complied with by Air Wing.
4. It is suggested that the sanction order be withdrawn immediately.

Sub:- Audit Memo No.31
The room on the ground floor of FHQ is part of the office
accommodation of FHQ. It is not in the possession of BWWA. Through
long tradition the room is commonly known as BWWA room.
2. This room was used for the purpose of opening of tenders of various
Directorates in FHQ. With the increase in sanctioned posts and due to
increased activities of Directorates, IsG at FHQ have been complaining
regarding non-availability of a meeting room for officers of the Dtes and
also for inter- Directorate meetings.
3. The room was, therefore, re-designed for holding small official
meetings of upto 15 persons and is used presently for this purpose as also
for earlier purpose of opening tenders. A list of official meetings held in
the BWWA room can be provided to audit, if required.
4. Expenditure on conversion of the room into a small meeting room is
entirely in order and the expenditure has correctly been made from Govt
funds.

Dear Sir,
I thank you for the issue of Govt order dated 14th July,2010 under which
CPMF personnel deployed in LWE affected areas have been allowed to retain
Govt accommodation at their last place of posting.
2. I would, however, Sir, draw your attention to the point that such personnel
if posted in the State Capital would not be entitled for this benefit.
3. A small number of officers and personnel of the BSF deployed on an Anti
Naxal Operations in Chhattisgarh and Orissa are posted at Raipur and
Bhubaneswar, respectively. The objective for their being deployed at Raipur and
Bhubaneswar is to ensure effective co-ordination with the State Capital HQrs in
the States. While their HQrs are located at these State Capitals, these personnel
constantly shuttle between units in the field and the State Capital. Given the
sensitive nature of their assignments and their constant absence from their
HQrs, such personnel do not feel confident of bringing their families to either
Raipur or Bhubaneswar.
4. I would request you, Sir, to kindly consider extension of the facility of
retention of Govt accommodation at the last place of posting for these personnel
also in view of the operational nature of their duties.
