Service Letter Letter No. 034 Issue Date: Aug. 25, 2009 HA-6 SERIES ACCELERATOR PUMP PLUNGER INTRODUCTION: Volare’ Carburetors, LLC (formerly Precision Airmotive/ Facet/ Marvel Schebler/ Borg Warner) issued Flight Safety Service Bulletin SB-3 on Feb. 6, 2009, the subject of which is “HA-6 Accelerator Pump Plunger” regarding the inspection of pump plunger retaining clips and replacement thereof. The service bulletin lists several conditions where the Accelerator Pump Plunger stem groove and body is extremely worn. From all appearance the assemblies shown were those used well beyond any reasonable overhaul. The Volare’ Service Bulletin continues to describe in detail the exact condition. However, in units overhauled/repaired by Kelly Aerospace Power Systems, the Accelerator Pump Plunger and associated parts are replaced 100% with FAA/PMA approved parts of KAPS design. The Accelerator Pump Plungers described and shown in Volare’ SB-3 are severe cases which reflect reuse or lack of overhaul and not a condition seen in KAPS overhauled units. KAPS never repairs or reuses the Accelerator Pump Plunger or clips in our overhauls. We have and continue to use FAA/PMA metal floats. For this reason,Volare’ Service Bulletin SB-3 is not applicable to HA-6 carburetors overhauled or repaired by KAPS at any time. Kelly Aerospace Power Systems desires that Volare’s Flight Safety Service Bulletin SB-3 be complied with to enhance safety in those aircraft or rotorcraft that use HA-6 carburetors other than a KAPS overhauled or repaired HA-6 carburetor and advise those customers to follow the instructions therein as required. However, KAPS considers Volare ”SB-3 “not applicable” to any HA-6 carburetors previously overhauled or repaired by KAPS. Removing and repairing a carburetor or disturbing it’s installation without symptom or cause may result in a similar or greater hazard than the potential hazard pointed out in Volare’s SB-3. This service letter is intended to reduce confusion for customers utilizing KAPS overhauled HA-6 carburetors. If you have a HA-6 carburetor with a clear history of overhaul/repair by Kelly Aerospace Power Systems, no action need be taken regarding Volare’s Service Bulletin SB-3. COMPLIANCE: As per the compliance time stated in Volare’ Flight Safety Service Bulletin SB-3. Compliance with this Service Letter for KAPS overhauled carburetors, renders Volare’ Service Bulletin SB-3 not applicable.   • PROCEDURE:

    CAUTION:The removal of an airworthy part from a complete installation without symptom orcause may present a hazard to owners, operators, and property. Beyond normalmaintenance, NEVER open or disturb the carburetor without documented cause.

    NOTE:Any repair or overhaul activity may be accomplished using Kelly AerospacePower Systems FAA/PMA approved components and spare parts. All KAPSFAA/PMA approved parts are interchangeable with Precision Airmotive/ Facet/Marvel Schebler/ Borg Warner original parts.

    1. Observe Volare’ Carburetors SB-3 in it’s entirety and determine if you are affected, the appropriatecompliance time, and what may be your course of action. (Noted as Attachment A of this service letter.)

    2. Examine the aircraft or engine logbook entries or other aircraft documentation to ascertain whetheryour carburetor has been overhauled by KAPS. If positive identification is made, it is advisable to makean appropriate logbook entry stating that “Volare’ Carburetors, LLC Service Bulletin SB-3 is notapplicable, refer to Kelly Service Letter 034.

    3. If positive identification can not be made, comply with Volare’ Carburetors Service Bulletin SB-3 byfollowing the instructions therein. Assure a proper logbook entry of compliance is made per theinstructions in the Volare’ Service Bulletin. If you decide to comply with Volare’ Carburetors, LLCSB-3, it should be noted that Volare’ SB-1 requires that any “unauthorized” part in the carburetor orpart which cannot be identified, must be replaced using only Volare’ Carburetors, LLC parts.Remember, the use of KAPS FAA/PMA approved parts in the applicable application in your carburetoris an FAA approved alternative to such replacement. KAPS brass floats of the applicable part numberare fully approved by the FAA for use in HA-6 carburetors.

    For reference, please see the Volare’ Carburetors, LLC Service Bulletin SB-3 included as “Attachment A”to this service letter. For information concerning the use of KAPS FAA/PMA parts refer to KAPSService Letter 028 and FAA SAIB NE-08-40 dated Aug. 8, 2008.
