1. Product certification

Voluntary certificate of compliance with GOST R

Certificate of compliance is a document certifying the compliance of the quality and safety of products and/or services

with the requirements of existing standards.

GOST R - the most common and popular system of standards, one of the major in the Russian Federation. However,

in accordance with the Federal law "On technical regulation" a reform is being introduced in Russia, where new sets of

standards and technical regulations to harmonize Russian and international standards, to enhance the

competitiveness of domestic producers are being adopted.

The procedures for confirmation of the safety of products are provided falling under the scope of TR, for compliance

with technical regulations, in the form of mandatory certification and declaration. Voluntary certification will continue to

be carried out within the GOST R system.

Only certification authorities authorized by Rostehregulirovanie shall have the right to issue the certificate of

compliance. The issue of the document takes place only after the necessary procedures, including documentation,

testing of certified products. Certain types of products may require additional permits. All of these documents will be

included in the certificate of compliance.

Product certification

Declaration of compliance GOST R/technical regulations

There is also an accepted form of Declaration of compliance in the Russian system of certification. Procedure

of declaration is different in the way that it is made directly by the manufacturer or supplier on the basis of

available documentary evidence. The Declaration is registered in the appropriate accredited certification system

(GOST R/ technical regulations) by certification authority.

List of documentation that will be needed to provide to the certification authority may be updated and amended

in relation to specific products and manufacturers. The Declaration of compliance shall be registered for a

period that is determined by the manufacturer (or supplier) of products, based on the scheduled date of release

of the goods or of the accompanying documentation.

Declaration of compliance confirms the compliance of the product with the requirements stated in terms of

quality and safety for the goods, provided by the applicable standards (GOST, technical regulations). Products

that passed procedure of declaration have an official proof of the high quality level, and as a result raise the

confidence of consumers.


Compliance certificate of the Customs Union (TR)

Certificate of the Customs Union (TR CU Certificate) allows the unhindered circulation of goods within the CU.

Due to the fact that the certificate confirms the compliance of the product characteristics with standards, the

process of overcoming bureaucratic thresholds is greatly facilitated.

These certificates are valid throughout the territory of the Customs Union countries: Belarus, Kazakhstan,

Russia. Having common rules of the products quality confirmation and rules of documents drawing up, they

have the full force in the territory of any one of these three States.

Certificate of the Customs Union is a documentary confirmation of the products security sold throughout the

CU. These certificates has been cleared from February 2012 and have a single form, approved in the year

2011.

TR CU Certificate and its procedure:

By receiving the TR CU Certificate, the manufacturer, importer or seller has the right to label products with a

sign of conformity, and to sell it within the countries- members of the Customs Union. The period of validity of

the certificate is generally not more than five years. The only exceptions are the goods produced in a single

copy.

For the period of validity of the certificate for such products is the same as that of its service. This document

shall be valid throughout the territory of the Customs Union, that is, within the Russian Federation,

Kazakhstan and Belarus.


Declaration of compliance of the Customs Union (TR)

Our company has the right to execute and to issue declarations of the technical regulations of the Customs

Union. This Declaration constitutes a documented confirmation that manufactured products meet the

requirements of the manufacturer specific technical regulations approved within the States forming the

Customs Union.

The form of the Declaration was approved in 2011 and today this document is valid in the territory of the

Russian Federation, the Republic of Kazakhstan and the Republic of Belarus.

Declaration of compliance of the Customs Union can be of two types:

• confirming the compliance of the product with the GOSTs of the Customs Union, approved by the Special

Commission;

• confirming the compliance of the product with the technical regulations of the Customs Union (TR).

Declaration of compliance of the Customs Union:

• is received by manufacturer of products if the products are manufactured in series;

• is received by the seller if the product has been produced in the framework of a party or in a single copy.


Compliance certificate for explosion-proof equipment

Compliance certificate for explosion-proof equipment (certificate of explosion protection) confirms that EX-equipment

complies with the specific type of ignition protection standards.

Ex-equipment is subject to certification in this system, including Ex-products making part of other equipment and

installations included in the range of products and services (works) in respect of which their mandatory certification is

required by the legislative acts of the Russian Federation.

Rules and procedures for the implementation of the procedure of compulsory certification of explosion protected equipment

are established by the Order of Gosstandart of the Russian Federation and Gosgortechnadzor as of March 19, 2003 N

28/10 on approval of “The regulations for certification of electrical equipment for explosive environments ПБ 03-538-03 ".

Metrological certificate (for the type approval)

Approval of a type of standard designs or type of measuring instruments is certified by Federal Agency on technical

regulation and Metrology (Rostehregulirovanie). Certificate is issued based on the positive results of the tests of reference

materials or means of measurement for the type approval. The certificate confirms that the type meets the requirements of,

and is accepted for use in the Russian Federation.

Product Certification

Certificate of compliance with the TR of the fire safety

Fire safety certificate (also known as "fire certificate”) is a document that confirms the conformity of the certified

products. These standards are set out in the Federal law as of 22.07.2008, adopted in Russia since May 1, 2009, no.

123-Ф3 "Technical regulations on fire safety requirements”.

Certification of production in the system of fire safety is applied to domestic goods, on imported goods in accordance

with the common rules. Fire safety certification is accepted in two types of attestation of conformity- compulsory

(certification and declaration) and voluntary.

The accredited certification authority is entitled to issue fire safety certificate.

The specificated procedure to issue the certificate of fire safety in the Russian Federation is defined by the Fire

Department and the Federal Agency for technical regulation.


Voluntary certificate on products GAZPROMCERT

VCS GAZPROMCERT was developed and introduced in 1999 by the open joint stock company "Gazprom" (order

No. 10 of February 6, 1999).

This voluntary certification system has been developed and registered (№ РОСС RU. 3022.04 ГO00 from

17.07.2000) in accordance with the law of the Russian Federation "On certification of products and services".

Confirmation of compliance with the system of the GAZPROMCERT is carried out in the form of voluntary

certification.

The Certification System GAZPROMCERT checks products’ indicators and uses measurement test methods that

allow to:

identify products by their membership in a particular classification group in accordance with All-Russia classifier 005

and/or the Commodity Classification of Foreign Economic Activity , origin, etc.;

confirm compliance with the existing requirements of the standards, System GAZPROMCERT (and contracts), as

well as other requirements under normal use in the gas industry, storage, transportation and disposal, which must

be checked during the certification process.

When certifying products according to GAZPROMCERT various certification schemes are used, taking into account

the characteristics of the manufacture, testing, supply and operation of specific products, as well as the required

level of proof of certification.


Certificate of seismic resistance

We carry a full range of activities, so that your company can easily get the certificate of seismic resistance, as well

as advice on any matters relating to the procedures for the issuance of the document. If necessary, we will provide

you our experienced experts, will conduct testing and seismic calculations at special stands.

Activities necessary to obtain the certificate

Seismic resistance is one of the important characteristics of the buildings, structures and industrial equipment, which

determines their level of resistance to earthquakes.

The certificate is issued based on seismic stability of test results (test report) and confirms that the construction or

use of the equipment under test may be performed in certain seismic zones, as well as in the oil, nuclear and

chemical industries.

All work performed by our company has the appropriate permits issued by Rostechnadzor. All the necessary

procedures are carried out in full compliance with State standards and current legislation of Russia.


Certificate of State registration on the territory of the Customs Union

Issuing of sanitary-epidemiological certificates has been stopped from 01/07/2010 in connection with the entry into

force of the Customs Union Agreement on sanitary measures. The proof of quality and product safety, compliance

with sanitary-epidemiological norms is the certificate of the State registration of the Customs Union (CSR), valid on

the territory of the Customs Union of the three countries (Russia, Belarus, Kazakhstan).

Certificate according to a common format is issued by the Federal service for surveillance in consumer rights

protection and human welfare. The applicant can appeal to Rospotrebnadzor or take advantage of the accredited

certification authority . SERCONS has services of CSR CU.

Letters of waiver

Letter of waiver is an official document certifying that the products are not subject to obligatory certification, and

belong to the Group of products, which compliance with necessary regulations is reaffirmed in the form of a

Declaration of compliance .

A letter is issued by an accredited certification authority on the letterhead and certified stamp printing. Letters of

waiver are of two types: for customs and for the trade.


Certificate of fire safety of products and equipment (fire certificate)

Fire safety certificate-an official document confirming the compliance of equipment or products with fire protection

standards. The rules are spelled out in the Federal law "Technical regulations on fire safety requirements. Law No.

123-ФЗ, adopted by the Government of the Russian Federation on Jul 22, 2008 and came into force on the territory

of Russia since May 1, 2009.

Russian fire safety include the following forms of attestation of conformity: mandatory and voluntary certification, as

well as the Declaration. Fire prevention requirements cover both domestic and foreign production. Conformity

assessment procedure is conducted under uniform rules. Only an accredited certification authority is entitled to

issue a fire certificate and fire declaration.

Medical Device Registration in Russian Federation

All medical devices must be submitted to the main Russian medical device agency, the Federal Service on

Surveillance In Healthcare, more commonly known as «Roszdravnadzor» before being imported, sold, and

used in Russian Federation.

Unlike most countries, Russia still relies on product testing in granting approval for medical devices, and this

testing must be completed regardless of whether the device already has US 510(k) clearance or European

CE Marking.

Russian medical device classification

Medical devices in Russia are classified in much the same manner as Europe: Class 1, 2a, 2b and 3.

Certification in the UkrSEPRO system

UkrSEPRO certification system is the system of standards in Ukraine (the equivalent of the Russian system GOST-R).

UkrSEPRO certificate confirms the conformity of the products quality and safety requirements and standards.

UkrSEPRO certification may be mandatory or voluntary.

Certification in the Belst system

The national system of certification of the Republic of Belarus, developed and active since 1992. Belst is provided for

mandatory and voluntary certification. Obligatory is provided for consumer goods as well as goods and services,

providing a potential danger to citizens and environment.

Certification in the GOST K system

GOST K compliance certificate is used in the Republic of Kazakhstan to import products or when exporting Kazakh

goods to Russia. The document confirms the conformity of the product with the requirements of the State system of

technical regulation (KTRS).

An additional task of the certificate is a recognition procedure, which is done when it is necessary to supplement the

exported goods with the foreign compliance certificate.


2. Fire safety

Fire safety

Independent evaluation of the fire risk

An independent evaluation of the fire risk is one of the ways to confirm the compliance of the objects of

protection (production) with the requirements of fire safety, one of the stages of which is the calculation of the

fire risk. Also, the calculation of the fire risk is an integral part of the Declaration of fire safety.

An independent evaluation of the fire risk is voluntary and allows the customer to:

• obtain the full and objective picture of the level of security at the site by management (owner) of the

enterprise;

• identify priority areas for funding, creation (reconstruction, improving) of security systems when having a

large number of shortcomings;

• reduce the number of financial risks to emergencies and fires.

The calculation of the fire risk is not required when the mandatory fire safety requirements stated by

technical regulations, adopted in accordance with the Federal law "On technical regulation", and the

requirements of the normative documents for fire safety protection for objects that have been put into

operation or project documentation, which was sent for examination prior to the date of entry into force of this

federal law (May 1, 2009). In all other cases calculation of fire risk is required.

Declaration of fire safety

Declaration of fire safety is a form of compliance assessment, provides information on fire safety measures, which aim to providing

the normative value of the fire risk in the territory of the protection object.

The Declaration displays:

1) fire risk assessment (if risk is calculated);

2) assessment of possible damage to the property of third parties from the fire (may be carried out within the framework of voluntary

insurance of liability for damage to third parties from the effects of the fire);

3) list of federal laws on technical regulations and normative documents on fire safety, which should be carried out at the object of

protection.

Fire declaration is drawn up from 5 up to 10 days, with the participation of the expert authority.

Definition of categories of buildings for fire safety

Definition of categories of buildings for the FS is the analysis of fire and explosion properties of substances and materials in the

premises, buildings and structures of production and warehousing, their quantity, taking into account planning decisions and

characteristics of the technological processes, and determining the size of the overpressure blast or fire load density in case of fire.

According to the article 26 of the federal law No123 ("Objective of classification of buildings, structures and premises for fire and

safety hazards"), the classification of buildings, structures and premises for fire and safety hazards is implemented for fire safety

requirements intended to prevent possible fire danger and fire protection of lives and property in case of fire in buildings, structures

and premises. Categories of premises and buildings are subject to the kind of indoor flammable substances and their quantities and

dangerous properties, as well as, based on space-planning decisions and the characteristics of the technological processes.

Classification of buildings, constructions and premises for fire and safety hazards for building fire safety hazards is

implemented for fire safety requirements intended to prevent possible fire danger and fire protection of lives and property in case of

fire in buildings, structures and premises.

Passport and inventory of protective structures of civil defense

In accordance with the orders of the EMERCOM from December 15, 2002 No 583 “On the approval and establishment of rules for

the operation of protective structures of civil defense” registration of the protective structures of civil defense takes place in

offices of the EMERCOM of Russia by entities of the Russian Federation and bodies of the local government, bodies of executive

Civil defense plan is a set of documentation, where possible based on an assessment of the situation is the concretization of the

decision of the head of the Organization's activities and administrative bodies as well as civil defense forces. The documentation

shall contain all possible means and order of execution of the actual events, order of how they interact, and order of the various

types of security and coordination of activities of civil defense.

Adhering to the requirements of the Federal law "On protection of the population and territories against emergency situations of

technogenic and natural character (of 21.12.1994, no. 68-ФЗ) and "On civil defense "(from 12.02.1998, no. 28- ФЗ), the specialists

The STC is a document that contains design standards prescribed by specialists for the individual object. It allows the developer to

fully protect against the need to organize further work with a view to strengthening control over the fire and security systems at the

site.

The document is developed in accordance with the requirements of the following documents: "Technical regulations on fire safety

requirements" and the "Regulations on the composition of design documentation sections and requirements to their content" No 87,

adopted on February 16, 2008, "Procedure for development and approval of technical conditions for the development of project

documentation for construction object, adopted on April 1, 2008

Special technical conditions are an integral part of the project documentation for a particular object. Development of STC is carried

out according to the technical requirements established by the customer, by the organization that has the right to work in the field of

fire safety, but also has practical experience in this field.

What is the design of fire safety systems:

Objects, where the impact of hazardous factors of fire can lead to injuries and death, must be equipped with alarm systems, fire

alarm and evacuation. Regulations governing the provision of fire safety, establish a list of objects that are subject to mandatory

installation of these systems.

Company SERCONS performs development of project documentation for fire safety systems as well as the installation of fire safety

systems (automatic fire alarm, alert and evacuation management system, automatic sprinkler system, fire-fighting water, and smoke

removal systems). Installation, start-up and commissioning of fire alarm systems, alarm systems, smoke removal in case of fire,

according to the design project, or manufactured by our company for the protection of any complexity.

In accordance with the article 83 123-ФЗ "Technical regulations on fire safety requirements" of the fire alarm system and fire-

fighting shall be installed in the buildings, according to the requirements of the project documentation.

Timing of evacuation in case of fire

To determine the actual conformity of evacuation routes to requirements it is necessary to calculate the time required for evacuation

of people in case of fire.

Estimated time indicator is based on the time required to move one or multiple streams of people through specially equipped

evacuation exit. Regulatory requirements for the determination of the conditions of safe evacuation in case of fire, are in the Decree

of the Russian Federation dated 31.03.2009. "On the procedure for calculating the risk of fire”. Also, the calculation methodology for

determining the fire risk in buildings, constructions, which are distinguished by different classes of functional fire danger, was

approved by the order of Ministry of emergency measures of Russia No 382 from 30.06.2009. and standard GOST 12.1.004-91.

WHAT IS IT NECESSARY FOR?

Each object must have a space-planning and technical performance to make evacuation of persons from the premises before the

limit values of hazardous factors of fire. The number, size and design of evacuation routes and exits depend on the time required for

evacuation, i.e. the time during which the persons must leave the premises without danger effects of fire for life and health.

Cancellation of Rostehnadzor permit for use

From January 1, 2014 there is no more need to apply for the Rostehnadzor permit for use for equipment operated on dangerous industrial

objects (DIO).

Such changes in legislation made federal law No. 22, which was signed on March 4, 2013.

In accordance with the law, the application of the Rostehnadzor permit for use issued earlier by the Federal service for ecological,

technological and atomic supervision (Rostekhnadzor), is replaced by the confirmation of conformity with the requirements of technical

regulations (TR) or examination of industrial safety, depending on the type of equipment.

Certification of equipment operated on DIO, is carried out according to the requirements of the technical regulations of the Customs Union

"On safety of machinery and equipment (TR CU 010/2011). We have the appropriate accreditation according to this technical regulations.

Our company conducts the following types of examination of industrial safety:

• Industrial safety examination of buildings and constructions is carried out when buildings and structures run out the operating life

Freeing employers from additional insurance contributions through the PFR/SIF;

Special conditions of the special evaluation of certain categories of jobs:

Workplaces of civil and municipal services categories -special score takes into account the existing legislation in the field

Article 27 of the Federal law establishes the transitional provision: organizations accredited in order, which was in force

prior to the date of entry into force of this federal law, as organizations providing services of workplace certification on

working conditions, have the right to carry out a special evaluation of working conditions prior to the expiration of the

existing on the date of the entry into force of this federal law of certificates of accreditation of test laboratories (centres) of

these organizations, but not later than December 31, 2018 year.

Fines for not performing the SEWC

An administrative fine provided for legal persons is from 30000 up to 50000 rubles for violation of legislation on labour protection (article. 5.27.

the Code Of Administrative Offences), the Inspector also may suspend business for up to 90 days.
