1. Technical Assistance in Formulating a KM Framework/Strategy (includes KM audits or
assessments)
KM Expert, Developing Strategic Directions for the PhilHealth Knowledge Management
Platform, September-November 2012. I led a team conduct KM assessments to recommend
strategic directions for KM which was validated in a workshop among PhilHealth
managers.
KM Facilitator, Workshop for Designing an Integrating KM Framework, Misys Philippines,
February – May 2010. Misys has many separate KM and learning initiatives; after
diagnostic interviews, I designed and facilitated a workshop among senior managers to
formulate a KM framework to integrate and prioritize those initiatives.
Lead KM Consultant, SME Resource Network of the Davao City Chamber of Commerce
and Industries, for the KM Readiness Assessment Project for Mindanao Economic
Development Council (MEDCo), June - July 2009. I designed and guided a team from
SMERN and CCLFI conduct a KM Readiness Assessment for three KM initiatives of
MEDCo, namely, web-based KM for stakeholders, MEDCo intranet for productivity and
MINDPeace as a thematic community of practice.
KM Consultant and Facilitator, KM Road Mapping Workshop for the Asian Institute of
Management TEaM Energy Center for Bridging Societal Divides, May 2009. I conducted a
survey and interviews of top managers and studied the Center’s latest strategic planning
session to gather inputs; I then designed and facilitated a KM Road Mapping Workshop for
the staff of the Center.
Lead KM Consultant, National Commission on the Role of Filipino Women, funded by the
Canadian International Development Agency (CIDA), November 2007 - July 2008. I led a
team that assisted the Commission in formulating a vision towards becoming a learning
organization, a 3-year KM roadmap and target KM competency and a 1-year KM action
plan, organizing an internal KM Team and training the KM Team in specific KM tools
along their target KM competencies: using intranet for work productivity, design of portal
responding to user needs, GAD knowledge taxonomy, integrating KM into performance
evaluation system, web-based expertise directory, documentation and computerization of a
business process, collection and organization of knowledge products and tools.

KM Consultant, International Labour Organization Regional Office for Asia and the Pacific,
Bangkok, June – July, 2007. I conducted studies and formulated a proposed KM strategy
for the Regional Office, its three Sub-Regional Offices, and country offices; and drafted a
proposed Asia-Pacific Network for Decent Work.
KM Consultant, Canadian International Development Agency (CIDA) –Philippines, August
– September, 2006; August 2007; August 2009. I conducted KM training for the CIDA
Philippine office and for various CIDA projects across the Philippines, and provided
advice towards a KM strategy and cross-project KM.
Consultant in Knowledge Management, World Health Organization, Western Pacific
Regional Office, February – August, 2006. I assisted an in-house KM team formulate a KM
strategy and plan for the WHO Regional Office.
Project Leader and Lead KM Consultant, “Formulating a Knowledge Management
Framework for the Department of Health” (July 2005 – May 2006). I helped the
Department – consisting of more than 3,000 employees across 25 bureaus/centers –
identify, organize and train an internal cross-functional KM Team, conduct KM
assessments including survey of stakeholders’ information needs and taxonomy of internal
information/knowledge needs, assisted the KM Team formulate a KM strategy and program
for the Department; in a subsequent project, I led a team which assisted the KM Team
plan, practice and document priority web-based KM tools.
Consultant, “Strategic Framework Formulation for the Designing of Relevant and State-of-
the-Art Knowledge-Based Information System at the House of Representatives for Effective
and Efficient E-Governance”, Knowledge Management Systems Bureau/Congressional
Planning and Budget Office, House of Representatives, Republic of the Philippines; funded
by UNDP (September 2004 – February 2005). I conducted surveys, interviews and
workshops to help the House (the Philippine Congress or lower house or legislative body)
design a KM Framework by which to identify next priority KM and IT development.
Resource Person and Facilitator, “Crafting a KM Strategy”, World Bank Manila Office
(January 2003). I designed and facilitated an in-house workshop to help the Office craft a
KM strategy.

As its Director for R&D, I developed over the period from 1999 to the present, for CCLFI
the following assessment tools:
o Open-ended storytelling approach for evaluating the impact of our KM interventions for several
client organizations;
o Development of Learning Organization Diagnostics©, a proprietary tool of CCLFI for assessing
the learning practices, habits and systems of organizations, and tested in around 45 Philippine
organizations;
o Developed and tested with about 15 organizations/groups an open-ended and simple query
method to elicit what are the types of tangible and intangible assets that are important to good
performance of knowledge workers; the results of this method yielded valuable insights that
reveal the limitations of a purely cognitive conception of “knowledge management” or

“intellectual capital.” Combined with other studies by other authors, I co-authored a paper to
propose a new concept of “metacapital”.
o Use of a participatory or group-authored web-based wiki functionality for reconstructing the
learning and KM history of the Department of Health, converting and reconciling several
personal tacit recall and judgments into a group consensus;
o Assisted another member of CCLFI in developing a simple method for estimating the value (in
US dollars or Philippine pesos) of the intangible assets of a company.
o Developed the mechanics of a horizontal or learning-oriented or KM-oriented post-project
evaluation (which we call “Lessons Learned Session” or “Lessons Learned Meeting”), in contrast
to the more common vertical or control-oriented post-project evaluations.
o Development and testing of several quantitative behavioral diagnostic tools: Horizontal-Vertical
Q (to assess the extent that an organization is either flat or hierarchical), Knowledge Taxonomy
Questionnaire and Rapid KM Self-Assessment (to measure and rank knowledge gaps for a
business process or organizational unit), Identification of Potential KM Champions (use of key
behavioral indicators to quickly identify potential KM champions within an organization), KM
Readiness (use of ranked indicators to compare KM readiness of managers and staff of an
organizational unit, and across organizational units)
6. Experiences in Collaborative Modalities and Technologies
Constructed a Google Sites on “DBM KM and Innovation Course” website where 15 teams
can collaborate online as they conduct 12 workplace KM practicums.
Constructed an instructional Google Sites on “Forum on Exemplar KM Practices for
Networks”, initially populated it with relevant content, invited and liaised resource persons
from nine exemplar networks in New York, Nepal, Rome, Geneva, New Delhi and Tokyo,
managed permissions of workshop participants and facilitated the learning processes
including a post-forum After Action Review.
Co-authored a book on “KM for SME Owners and Managers” through virtual collaborative
writing and editing with co-authors in UK, Japan and Thailand.
Mentored staff of the Zuellig Family Foundation and selected committees of the Philippine
College of Physicians in conducting on-line meetings using inexpensive tools (Skype and
Google Docs).
Teaches a graduate course in KM at the University of the Philippines, enabled by a course
website, a Google Groups for each class, and on-line KM assessment tools.
Designed, co-administered and e-mentored a web-based e-learning course involving 30+
geographically dispersed participants, for the World-Bank funded Cities Development
Strategies Project.
Conducts virtual meetings at CCLFI between geographically-dispersed people using real-
time interactive work screens and conference call (Skype); and co-maintains a set of
management templates in GoogleDocs that are remotely revised/edited daily by several
CCLFI managers (CCLFI is a non-profit foundation dedicated to organizational learning,
KM and knowledge-based development; its website is at http://www.cclfi.org/)
Edits/contributes to website content, together with other authorized website contributors/
administrators, to the CCLFI website (which uses OSS Drupal that allows distributed
content management)
Assisted in the design and implementation of LOGOSHARE a web-based local government
knowledge sharing network for Galing Pook Foundation, funded by IDRC Pan Asia.
Assisted the KM Team of the Department of Health develop protocols for using a wiki
functionality in their website for collaborative authoring of learning histories and policy
white papers.
Member as well as moderator-owner of numerous e-groups, including development
