A few words from your President:
Hope everyone made it through the rally. Wow summer just flew by. We had
a great time up at the Nemo Guest Ranch with the joint chapter rodeo and
memorial ride. We cooked up some good food and then cooked up some
more over the camp fire later. The Guest Ranch is a great place and they
were very accommodating to ABATE. My hat is off to them for their hospi-
tality!!
Lots of things coming up in the next couple months. BA and Mary are work-
ing on prices and bringing bike options to vote on. October opens up nomi-
nations for President, Secretary, Membership Secretary, and LRC. Nomina-
tions close at end of meeting in November and voting takes place at Decem-
ber’s meeting. They will then assume their positions beginning in January. If
interested in one of these positions please come to a meeting to accept a
nomination. Thanks for all those who have stepped up and helped keep this
organization going!!

Well, the rally is over and life has calmed down a little, after a busy week. I sure enjoyed getting to see all our
friends and family that were in town for the festivities. I was pleased to hear that the number of incidents and
fatalities were down a little this year, but I'm sure, unfortunately, the numbers will increase next year for the
75th Anniversary.
Fall is right around the corner and we are busy planning the Halloween party. We are always looking for volun-
teers, so if anyone is interesting in helping please contact a board member.
With elections right around the corner, we are always looking for new faces to join the board with fresh and ex-
citing ideas. If you or anyone you know would like information about the positions that will be open please
come to the next few meetings or contact a board member. Make sure to keep an eye on our website for poker
runs and other events we have coming up!

Secretary’s Report
The July 1st meeting of RU ABATE was called to order by President John. Pledge of Allegiance was led by Sgt. at Arms Mike.
Chapter prayer was led by Chaplain Auggie. Roll call was taken with Ginny coming after work.
No guest speaker at this meeting.
The June minutes were corrected from, Janet's notes, to Karline wrote no check for $500.00 to State ABATE for signs. A check for
$200.00 was written to Sunshine for the May State ABATE meeting. Phil motioned and Bill seconded to accept the corrected min-
utes. Motion passed. Bills were presented for Harvey's Lock Shop for new key locks of $120.76. Karline for $19.55. Phil motioned
and Hilary seconded to pay these bills. Motion passed.
OFFICER REPORTS
President John asked if anyone had a bad time at the party? Good party. Applause for those who volunteered their help and to the
ABATE supporters. Reminder of no August membership meeting. Meet Sept. 2nd.
Vice Pres. Hilary thanked all who helped and supported the party. Thanks to SFJ for running gate and security.
Treasurer Kim gave the number amounts. Phil motioned and Bob W. seconded. Motion passed.
Sec. had Neb. ABATE newsletter, Clay, Joy, and Baby Weaver picture, and mail to share. Thanked Janet for taking the June min-
utes. Yes, I did have fun with the grand-kids. Thanks again.
State Rep. Sunshine stated that State ABATE is looking for a treasurer. Money has been donated for the State ABATE road maps.
Jiggs shared information on the maps and to finalize map changes at printers.
Membership Sec. Karline gave numbers of 381 members and 51 affiliates.
Sgt. at Arms Mike had nothing to report.
STANDING COMMITTEE REPORTS
PR - Janet thanked people for coming to the party. Quaker Steak and Lube bike night for RU ABATE, is July 23rd with a coupon
being given out.
Road Captain - Bill gave information on the July 26th RU ABATE Poker Run. July 27th is the Meet in the Middle ride with Oahe
chapter.
Products Manager - Hilary stated that lots of products were sold at the party.
Web Page - John told members to get on the yahoo group. Clay can set you up.
MRF Rep. Jiggs had information on the bill for lobbyist to come to your state and campaign for helmet laws. It did not pass. Jiggs
thanked members for responding to this issue. More gas tax is being considered. Black box info was shared. Meeting of the Minds is
in Kansas City on Sept. 25-28.
Road Hazard representative Barbie, stated that a lot of the road construction will not be started until after the Sturgis Rally. Be care-
ful.
LRC rep., Ginny entered at this time. She had information on the system for vehicles to communicate to each other. Veterans bill to
increase their benefits is working in Washington D.C.
AD HOC COMMITTEES
Membership Rally report was given by Bill. Expenses and income were given with some bills still not in. Thanks to Bill for chairing.
Bike Raffle report was given by BA. Thanks to BA and Mary for chairing. The new models will be out in Sept. He will get informa-
tion on the models.
OLD BUSINESS
Pres. John picked up four of the combination locks for RU. He will check to see if they work. Golf cart body--John will put pictures
on Craig's List. We will probably not make up the loss of the body after it was wrecked at last years party. No one confessed to doing
it, so the chapter takes the loss. Road clean up was postponed because of rain. Bill said the ditch had been mowed now. When can
we do a clean up? No decision.
NEW BUSINESS
Halloween Party will be chaired by Bill. Thanks Bill....
Newsletter hard copies is being looked into. Let Ginny know if you are not receiving the hard copy that you signed up for.
Board updates being worked on. August 13th is a board meeting.
The new S.D. Rides. com commercial was brought up. Auggie asked if any ABATE money is being used for this?? Jiggs stated that
no safety money is being used on this commercial.
Parking the little trailer with the big trailer will be $10.00 more a month. Phil motioned to accept and Mike seconded. Motion passed.

We tried our first social ride on June
22nd, a very rainy day, 3 of us braved
the weather and had a great ride. We
started late due to rain and only one stop
to wait it out. Round 2, we made it to the
Garage Bar. No BBQ or road cleanup
because the ditch was too wet and not
mowed. We are going to reschedule the
clean up. It must be done.
July 26th….. our Annual Poker run.
The poster is posted on Facebook. and in
this newsletter. I NEED someone to as-
sist me as I work that day. The run is set
just need someone to register the riders.

State Rep’s Report
The meeting was called to order by Jiggs and all officers were present with three subs for BOD members be-
ing approved. Minutes were approved as was the treasurers report. Newsletter Editor reported that some
chapters still owe for flyers that were included in the Freedom Flyer.
A big job ahead of us is Heartland Steam in 2016! South Dakota is hosting it - probably in the East. We will
need a committee, choose the site and plenty of volunteers. We do not have an exact date yet but do be think-
ing about it.
MRF report given by John Steele was about roadside motorcycle only checkpoints. Two bills, HR1861 and
SB2078, need to be signed onto and encourage your State Rep and Senators to sign on. IMPAC committee
did approve giving Larry Nielsen the total of $500.00 for his campaign. I don't believe he won his race - I
could be mistaken. We also agreed and it passed the vote unanimously to support 39 candidates who are mo-
torcycle friendly in the amount of $50.00 each. We are also looking at repealing the handlebar height law.
We will have Dianna Miller work on it and the outcome seems positive at this time.
We have maps! The Dept. of Safety saw fit to give us $10,000 toward the project as a form of grant. Due
possibly to our support of their training facility in Rapid City. We got them in time to get a lot of them out to
places before the Sturgis Rally!
Nominations for State Treasurer were opened with no nominations available. Jan decided to keep the posi-
tion until January, with Susan Lettau's help. In January her schedule at work could change making her avail-
able once again. Continue sending your donations, etc. to her as usual or send them with me, I will give them
to Susan and she will handle getting them to Jan.
The Memorial at Whitewood is on hold for now but Rod "Thumper" Hursrud will Chair the committee and
John is added to it.
We voted to send four people to Meeting of the Minds in Kansas City. So far only Jiggs and John are going.
We also voted to donate $2,000.00 to the Meeting of the Minds.
We have Face book but Jiggs prefers it to have postings regarding "issues" rather than "have a nice day" -
not "rants or raves" either. Thank you for your cooperation.

LRC Report
I just wanted to tell anyone who didn’t make the Ed
Netterberg weekend that you missed a really good time
and some really excellent food. Thanks Rhode, it was
awesome as always.
Even though the transportation bill has passed, we
would all be wise to remember that it is merely an
short-term band aid and another vote will be coming in
the spring so I will be watching for it, especially the
appropriations bill that will come thereafter. This is
where they tried to sneak things in last time and will
probably try again if we don’t react quickly and
strongly.
The new EPA regulations have been sent to the Presi-
dent for his signature. They are currently in review. It
is unclear if the final version contained a directive to
lower the amount of ethanol production. I will keep
an eye on the EPA website for any announcements.
Meeting of the Minds is coming up in Kansas City on
September 25th so if you haven’t made your reserva-
tions, make sure to do it very soon, time is running out.

I scratched my cornea on my eye and am having a
tough time seeing so if there are errors in this news
letter, please forgive me, it’s very difficult for me to
read right now. It’s healing but very slowly.

I have been riding motorcycles for over 50 years now and have always preached "Check Your Gas". If in
doubt fill it up. These days the bikes have gas gauges but in the old days you never passed up a chance to top it
off. You never knew where the next gas station was. The old bikes also had reserve so if you did run out you
could put it on reserve and go another 10 or 15 miles in search of gas. If you ride a motorcycle you pay atten-
tion or at least you should or you are walking. It is very embarrassing to say the least to run out in the middle
of no where.
Has it ever happened to me? Oh Ya! If you fill up with any old gas your motorcycle won't run right or it may
even cause damage. On a ride one time in June of 1988 we were riding north of Fairbanks Alaska and it was a
warm summer night. It was summer solstice and light all night. We went further than we thought and the topic
came up that we would not make it back to Fairbanks. Because we were on the "Haul Road" to Prudhoe Bay
there were no stations that sold gas, only diesel. What to do? Even when you are near empty you have about
half a gallon of gas left in the tank. I got this bright idea to buy 6 cans of heet to mix with the gas. The heet has
a high alcohol content so it might work. We poured it in and shook the bike to mix it up and it started so we
took off. Accelerate up the hills and coast down. never giving up hope we would eventually get to gas. We fi-
nally came to a gas station but it was closed because it was about 2AM by now. Another bright idea kicked in.
The station had 8 or 10 pumps and none of them were locked . They were shut off inside but I figured each
hose had about a coffee cup of gas in it. We pushed the bike from pump to pump and drained each hose into
the tank. Pretty soon we were off again. Accelerate up the hills and coast down. Soon we could see the lights
of Fairbanks. We made it to a station and filled up with the best gas they had. We never lost faith in the fact
the Lord would see us through this predicament.
Maybe you have that running on empty feeling in your life. Are you putting the right kind of fuel into your
heart and your mind? I learned not to pass up a chance to fill up both my motorcycle and my heart. Life has a
deeper meaning. Trust in the Lord to fill up your emptiness.
Ride hard and ride often but check your gas.

EPA sends ethanol regulations to
White House The Environmental Protection Agency
(EPA) sent its final regulations to the
White House for Presidential approval,
the Motorcycle Riders Foundation
(MRF) reports. This is the final step in
the approval process before the man-
date can be revealed.
Last year, the EPA proposed that the
amount of ethanol to be produced by
refiners actually be reduced over previ-
ous years. This plan to reduce the
amount of ethanol to be produced by
refiners sent shockwaves through the
energy community. Petroleum users
lauded the proposal as a step in the
right direction. The MRF testified at an
EPA hearing on the proposal in favor of
more study on the effects that E-15 can
have on the components of a motorcy-
cle. The MRF is also actively support-
ing legislation to end the sale of E-15
fuels until a comprehensive, scientific
study is conducted by an independent
agency. To date the EPA has only
tested the higher ethanol blend's tail
pipe exhaust emissions, no testing was
done on the power train of a motorcycle
itself before the blend was approved.
The proposal was by far one the most
controversial ever put forth by the EPA
and received over 340,000 public com-
ments.
While the EPA announced the White
House review they did not release
whether any changes were made to last
year's proposal to lower the amount of
ethanol that needs to be produced. The
EPA will release the final rule after the
White House and other federal agencies
weigh in. The White House has 90 days
to review the proposal and issue a re-
sponse.
The Motorcycle Riders Foundation will
keep you informed on this issue.
