    (Auditors) who have passed the Departmen-tal Confirmatory Test between the period from

    1-1-1973 to 31-5-1981 -implementation of

    Hon'ble CAT, Chennai Bench judgement

    passed on 20-11-2002 in OA No. 229/2002 to

    all similarly placed employees / retirees in

    IA&AD.

    In continuation of this office even casemark No. 732-752 dated 9th February 2012, I amdirected to refer on the aforesaid subject and tointimate that the proposal for grant of four advanceincrements to the J As , belonging to Postal Ac-counts Offices , who have passed the Departmen-

    tal confirmotory Test between the periods from 1-1-1973 to 31-5-1981 was referred, again to thenodal Ministry viz. DOP&T/ Ministry of Finance ,to re-consider the proposal .

    The nodal Ministry vide their U.O. No.44162/2013-Pay-1 dated 12-7-2013 has agreed tothe proposal for grant of advance increment to J r.Accountants of Postal Accounts office on pass-ing departmental examination during 1-1-1973 to31-5-1981 on exactly the same terms and condi-tions as in the case of IA&AD subject to the con-dition that they are exactly similar to their coun-terpart in IA&AD in all aspects of service condi-

    tions. However, no advance increment would bepaid w.e.f. 1-6-1981. Further , necessary action,in this regard, may be taken accordingly.

    This has a reference to the instructionsissued by the Department from time to time re-garding proper maintenance of Staff Quarters.2. It has come to the notice of the Departmentthat in some Circles, condition of the Staff quar-

    ters alloted to postal employees are iln dilapidatedconditon and maintenance work of such quartershas not been carried out in regular intervals . Eventhe basic amenities viz. water & electricity etc.are not being provided in the residental quarters.3. In this regard attention is invited to the instruc-tions issued vide this Directorate's letter No. 18-

    72/2012-Bldg. dated 25-09-2012 and 22-01-2013vide which is was requested to ensure that all ef-

    forts should be made to carryout proper mainte-nance work of staff quarters alloted to postal em-ployees . In case where this work is handled byMTNL / BSNL authorities the matter be taken upthrough personal discussions at higher level withthe concerned authorities to resolve the issue.Further it is to be ensured that the quarters havingbasic amenities.4.     and Mail Business Centres (MBCs) handling out-ward bulk mail only. Attention is also drawn to theDirectorate O.M. no. 30-19/2012-D dated09.05.2012 regarding implementation of redesignednetwork for Second Class Mail.2. The manner of closing of bags between mailoffices as prescribed under redesigned networkfor First and Second class mail was under reviewat this Directorate and it has now been decidedthat all L 1 and L 2 mail offices situated within acircle would be permitted to close bags for eachother with respect of First Class (unregistered andregistered) and Second Class mail in addition tothe pattern of bag closing prescribed earlier. Thus,the revised arrangement, the pattern of bag clos-ing would be as under:(a) All L-1 mail offices will close direct bag for each

    other. All L-1 and L-2 mail offices situated within acircle will close direct bag for each other. An L-1office will also close bags for all L-2 offices as wellas delivery post offices mapped /attached to it.(b) All L-2 offices attached/mapped to an L-1 of-fice can close bags for that particular L-1 office.Now an L-2 mail office will also close direct bagfor all other L-1 and L-2 mail offices of the sameCircle as well. An L-2 office will also close bagsfor all delivery post offices mapped to it.(c) In case of inter-Circle mail, any demand forexceptions in terms of closing of bags betweenone mail office and another, which in not prescribed

    under the redesigned network, would continue tobe approved by the Directorate. However, as anexception, all L-1 and L-2 mail offices geographi-cally falling under Assam and NE Circle may closebags for each other as communicated earlier in

    J uly 2012.3. The First Class unregistered and Registeredbags to be closed between L-1 offices, betweenall L 1 and L 2 offices situated within a circle,between L-1 office and L-2 offices mapped to itand vice versa, and between L-1/-2 offices and postoffices mapped to them and vice versa will betraded as Due Bags. These would be no due

    bags in case of second class mail.4. CEPT Mysore would make necessary changesin R-Net mapping release the revised script to allcircles immediately5. The existing instructions with respect to bagclosing by Business Post Centres would continue.

    6. Circles may issue revise the Due Mail and Sort-ing list at the mail offices concerned immediately.

    The undersigned is directed to refer to thisMinistrys Office Memorandum No. 19029/1/78-E.IV(B) dated 3rd December,1979, as amendedfrom time to time and to say that the criteria fororthopedically handicapped employees to draw

    Transport Allowance at double the normal rateshas been reviewed in consultation with the Minis-try of Health & Family Welfare . It has been de-cided that in partial modification of para 1 of Office

    Memorandum dated 3rd December, 1979 referredabove, Double Transport Allowance shall be al-lowed to an orthopedically Handicapped Govern-ment employee if he or she has a minimum of40% permanent partial disability of either one orboth upper limbs or one or both lower limbs or50% permanent partial disability of one or bothupper limbs and one or both lower limbs combined.

    The other conditions of O.M. dated 3rd Decem-ber, 1979 for granting Double Transport Allowanceto orthopedically Central Government employeesshall remain unchanged.

Reference were received as to whether the re-vised norms for sorting circulated vide O.M. re-ferred to above were to be considered as produc-tivity norms or establishment norms. It is clarifiedthat the establishment norms for operational ac-tivities other than that for " Sorting of Articles" wouldbe the same as circulated vide Directorate OM ofeven no. dated 17-1-2013 . Establishment norm

    for " Sorting of Articles' has been fixed as 0.079minute per article ( i.e. 760 articles per hour) .However , time factor for productivity pertaining tosorting of articles would continue to be 0.063 perarticle (i.e. 950 articles per hour).3.     Post Offices for WomenThe objective for opening of all women post of-fices in the country is to lay focus on womensempowerment and to achieve Departments ob-

    jectives and mission to sustain its position as thelargest postal network in the world. It is an effortto integrate gender equality and womens empow-erment for good governance by ensuring thatwomen employees working at various levels in theDepartment have a real voice in the decision mak-ing of the Department as well as have a role in themanagement of post offices in the country. Theall women post offices are the post office whereall employees are women and they have beengiven the responsibility of managing the events ofthe post offices. This is done with a view to pro-mote leadership and managerial qualities in

    women employees of the Department. These postoffices are opened in major cities and at present34 all women post offices are functioning in thecountry.These post offices are functioning withinthe postal network of the Department in the coun-try and not a separate set up of post offices.

    Besides this, from customers perspec-tive, Post Offices offer products and services likesmall savings, postal life insurance and other mailrelated products which are used by the commonman. All Women Post Office offers a secured en-vironment to our woman customers from all strataof society to transact postal business with a levelof comfort and familiarity with women employeesof the Department.This information was given byDr. Smt. Killi Kruparani, Minister of State for Com-munications and Information Technology in a writ-ten reply to a question in the Rajya Sabha today.

    In the meeting several issues were dis-cussed in three sessions of four hours each. Inthe reporting session every General secretarieshave reported about the membership drive, elec-tion programme of Circles and schedules of theirdue All India Conference. In the Circles like Punjab, U.P. Karnataka, Kerala , Rajasthan and

    J harkhand, the Circle conferences of BP-III, BP-IV and GDS were convened successfully. The M.P.& Orissa Circle has convened R-III and R-IV Circleconferences . The Haryana & Bihar Circle haveconvened BPAOEA Circle Conference. The All In-

    dia Conference of Administrative union and GDSUnion was convened successfully. It can be con-cluded that almost all circles have updated theirconferences and now it is the turn of Circles toconvene their Divisional Conference in time.Regarding opening of New Divisions, it has beeninformed that two options are available. First oneis to make authorized office bearer in that Divisionto submit the forms in the month of April or duringre-verification process. The 2nd one is to formadhoc body and then convene regular electionwithin three month of time. As regard to Divisionsin which we could not form a Divisional Secretaryor authorized office bearer, the General Secre-tary or Circle Secretary can submit the attestedmembership forms to the Divisional heads/ Re-gional Heads/ Circle Heads.

    It has also been reported that the All In-dia Conference of BP-III, BR-III & BR-IV will becompleted upto December, 2013. Positively.

    The Secretary General has reported allthe events, the PRAVASH and the conferencesattended by him during the period October 2012to J une, 2013. A Strike notice was also served on29-01-2013. The department has issued advisoryto postpone the programme and informed that in-formal meeting will be arranged in March, 2013.

    The Strike was postpone on this communication.In the meeting it has been decided to choose ap-propriate time to give the notice for Dharna do not

    Pradarshan or Strike in the event of Departmentnot giving any informal meeting or look over theissues urgently. The DDG (Estt.) has informed thatthe meeting will be arranged shortly in the lastweek of the J uly.

    I am sorry to disclose that General Sec-retaries have reported about membership drive invague manner without any proof of it. This tradi-tion has become a custom of BPEF affiliatedunions to act casually over the important and stra-tegic issues. For these reasons they took no cog-nizance of the decisions taken in such type highlevel meetings. The decisions taken at Hyderabad

    meeting, New Delhi Meetings have not been con-veyed to lower office bearers even through circulars.For these reasons the pity financial andOrganisational situation of BPEF arises. Report-ing without any proof and without any real actionis deplorable on the ground that lot of expenditure

    becomes waisted. The Bharatiya unions becomeelement of mockery at the eyes of others whoread these circulars.

    The Treasurer report placed in the meet-ing very well depicts the story of reluctance and

    irresponsibility from the part of unions as they aregetting membership subscription by way of sal-ary deduction . It is sorry to state that we are notable to pay even petty Honoruium and licnece feeof about two thousand per month. Water & Electbill of Rs. 3500/- per month and News paper tele-phone bill of about two thousand per month . Hav-ing no option left to the Federation it has decidedto impose levy over the unions as below so thatexpenditure to be incurred up to October, 2013may be met. GDS Union 20000/-, BP-III, 20000/- , BP-IV, 8000/-, BR-III, 4000/- BR-IV, 3000/-BPAOEA Rs. 4000/- BP Civil Wing Rs. 1000/-Administrative Union 1000/- of Rs. 60000/-This levymust be paid before Federal Council so that theFederation could not feel pity in meeting out ex-penses.

    Matter of Election dispute in Kerala CircleBP-IV union has been reported by convenor Keralacircle Shri C.M. Pillai the same has been handedover to General Secretary, BP-IV for resolving theissue amicably. It has been advised that in allmatters of election dispute, the decision of BPEFwill be final.

    In the last Shri B.K. Rai, Vice present

    Central BMS and Prabhari Industrial units havetaken note of all the discussions and told that theunions are not hospitals were every ill comes andlater on goes away when treatment is over. It is afamily and a developed system having well de-fined constitution and ethics to follow exists. Headvised that as per the BMS directions , The Fed-eration , the All India Union and the Circle unionsmust have core group to decide the issues . Forthe All India Unions President , Secretary, Org.Secretary , Secretary General & Treasurer will formthe core group. Similarly for Circle unions Presi-dent , Secretary, Treasurer, AGS of All India Union

    and convener of BPEF will form the core group. Atthe Federation level President/ Working Presi-dent, Secretary General, Treasurer, Org. Secre-tary, and Prabhari industrial unit of BMS will formthe Core group. This core group must report to theHigher level for the activities about the Organiza-

    tional and Agitational programmes. In the case oflaxity from the part of All India Unions, Circle Unionsare Divisional Unions the action will be taken bythe core groups accordingly. It is to be taken inmind that as per the constitution of unions theGeneral Secretary of the unions is the Adminis-trative Head of that union. Similarly SecretaryGeneral is the administrative Head for all the mat-ter of affiliated unions. Similarly every unions areadvised to give full charge to the AGS of the unionof the adjoining Circles to Circle in which he re-sides, in All India conference itself for the pur-pose of easily administering the membership /union activities and election process.

    Since the Govt. is deducting the unionsubscription and remitting it to office bearers,therefore, the financial irregularity is not simple

    one but it is a financial fraud towards organisaitonwhich attrach disciplinary action against the faultyoffice bearers.

    If the core group of All India unions andits CWC find it fit to amend its constitution so thatthe union subscription deducted at Division/Branches may be remitted to the CHQ directly bythe Administration then they are free to make suchamendment in constitution. The General Secre-tary, BP Civil Wing Shri Balram Pandey has givenhas consent to do so in his constitution.

    As regarding Special Donation by unions/ Federation, Receipt Book must contain three

    least. One should be handed over to the donor.Second one should be retained by the collectorand third one should be retained by the BPEF orAll India Union as the case may be.

    He strongly supported that if the BPEF isshort of fund for carrying out its daily union activ-ity then it must raise the Special Fund with thehelp of Federation office bearers / CHQ office Bear-ers of the union. This issue was supported by ShriR.N. Navghar and others and has advised thatReceipt book of Rs. 1100/- per Head may beprinted for collecting Donation to BPEF and bedistributed to all active office bearers. Similarly

    during All India Conference of unions Rs. 1100/-per office bearers may be collected at the confer-ence place itself.

    Maharashtra Circle has consented to hold10th Federal council in Nashik . It will be held on1st & 2nd October 2013 at Kurtkoty Shankarchar

    4. It is necessary for All Delegates to attend all five sessions of Federal council. Three session will beheld on First day and two on second day.5.The Federal council will end before 5-00 P.M of 2nd October positively,.6. If anyone wants to adopt Resolution at Federal Council he must send a copy of that to Federation 15days before so that it can be included. Every Resolution must be sent after having working committeemeeting. The Maharashtra is going to publish a Souvenir on the occasion you can give advertisement/ Articlefor that.8.     Kindly follow the discipline and ethics of the organization and take oath in the FederalCouncil to correct the actions of union so that full support to Mission 2015 with regards recognition

    Probation period of PA/SADirectorate vide memo No. 60-3/2013-SPB-I dated

    8/7/2013 has clarified that s per revised Recruit-ment Rules for the post of Postal Assistant / Sort-ing Assitant notified on 3rd November 2011, theperiod of probation is the same i.e. two years butthe provision of Examination for confirmation hasbeen discontinued and clearance of probation pe-riod is to be decided by the Departmental Promo-tion Committee (DPC). It is also clarified that whohave not yet cleared the confirmation test maynot be subjected to confirmation examination butmay be assessed for clearing their probation aftertaking into consideration their performance duringthe induction training, the special report /ACRs

For the medical treatment in such cases wherepackage rates are prescribed under CGHS, thenon-NABH rates of the CGHS covered city andnon-NABH rates of the nearest CGHS city (in caseof non-CGHS covered city) or the actuals, which-ever is less, will be applicable.4. This OM supersedes all earlier orders issuedfrom time to time under CS (MA) Rules, 1944 on

    this subject for allowing reimbursement of medi-cal expenses in emergency conditions when treat-ment is taken in a non-empanelled private hospi-tal.5.     GOVERNMENT ALLOTS RS 1,300 CR

    TO POST BANKNEW DELHI: The expenditure department has de-cided to sanction Rs 1,300 crore to the proposed

    Post Bank of India to meet its capital requirementseven as the department of financial services (DFS) -the wing in the finance ministry that deals with state-run banks and their poliiies - chose to stay away fromthe issue.

    The proposal's backing by the expenditure fi-nance commission and its subsequent green lightby finance minister P Chidambaram is seen asthe official go-ahead by the finance ministry, ignoringthe DFS's stance. The DFS position is seen as thefirst instance of the agency not backing the PostBank's plan, which officers in the department haveprivately mocked at

    "They think they can use the postal deposit model

    for their banking foray. Nothing in their plan seems tobe clear. Banking isn't easy," said an officer, who didnot wish to be identified. In fact, a strong Post Bank isseen to be the biggest challenge to existing publicsector banks, including State Bank of India, whichcontrols 70% of the banking business in the country.SBI, the largest lender, has a little less than 15,000

    branches, while there are over 1.5 lakh post officesacross the country.

    Although Post Bank does not intend to open abank branch in each post office, the plan is to usepostmen to meet the financial inclusion goal. Secre-

    tary (posts) P Gopinath refused to speak to TOI de-spite several attempts.

    According to the plan, Post Bank will have50 branches in the first year, which will be increasedto 150 by the fifth year. The branches will be locatedin select Head Post Offices in Tier-1-4 centres andselect Sub-Post Offices in Tier-5-6 centres.

    To meet RBI norms, the postal department pro-poses to set up a new entity - Post Bank of India - thatwill have an independent board and separate opera-tions.     Revision of OTA Rate case fil led at

    CAT Madras Bench dismissedOne of the service Association has filled CAT

    case in Madras Bench in connection with the revi-

    sion of Overtime Allowance . Hon'ble CAT MadrasBench in their judgement dated 9th April, 2013 statedthat "prior to 5th CPC all Non Gazetted employees inreceipt of monthly Basic pay of upto Rs. 2200/- wereentitled to OTA for performing duties beyond the des-ignated working hours. The 5th CPC had recom-mended abolition of OTA for all categories except theStaff Car Driver , Operational Staff and Insustrial em-ployees . But, it recommended that the staff deployedon weekly off days should be given a compensatoryleave rather than any cash compensation in the formof OTA or otherwise . However, the said recommen-dations were not accepted and status-quo was main-tained as per the recommendations of the 4th CPC.

    It is also seen that the rate of OTA fixed and the ceilingby the Nodal Ministry viz. Department of Personneland Training, consequent on the recommendationof 4th CPC have not been revised by the said Ministry. As rightly contended by the respondents, unless thesaid Nodal Ministry approves the proposal sent bythe Department of Posts for revision of OTA rate, theyare not in position to revise the OTA rates on its ownand it is a policy decision of the Government. In otherwords, the Department posts cannot take an inde-pendent decision on the issue raised by the respon-dents".

    GoM on Workers' DemandsGovernment has set up a Group of four Ministersled by Shri A.K. Antony to discuss the workers'demands with the United front of trade unions.

    Two meetings of the Group of Ministers (GoM) wereheld on 18.02.2013 and 22.05.2013 in which the

    ten point Charter of Demand of the trade unionswere discussed. The discussions remained incon-clusive and it was decided that the issues/de-mands will be considered by the Group of Minis-ters themselves before further discussions withthe Central Trade Unions representatives. As such,no final recommendation has been given by theGoM.

    Standing Tripartite Committee (STC) to advise theGovernment on issues pertaining to the ConsumerPrice Index for Industrial Workers (New Series).

    The STC will go into details of various parametersthat are taken into consideration for updation ofthe base year such as the weighting diagram,consumption basket, selection of centres, samplesize of establishments for price collection etc.

    Government has no specific information aboutthe skilled/semi-skilled worker outsourced by theCentral Government /State Governments throughcontractors not being paid as per the CPI.However, the Contract Labour Act, 1970 inter-alia,contains provisions for payment of wages to thesecategory of workers.

    The contract workers are also entitled to receiveminimum wages as notified by the appropriate

    Al lowance (DA) for government employ-

    ees with their basic pay, Parliament was

    informed today.'The 6th Central Pay Commission had recommendednot to merge Dearness Allowance with basic pay atany stage,' Minister of State Finance Minister NamoNarain Meena said in a written reply to the Lok Sabha.

    Government accepted this recommendation,he said, adding that the recommendations of the 6th

    Pay Commission were given effect from January 1,2006.Some Central Government Employees As-

    sociations have been demanding for the merger of50% DA with Basic Pay and the constitution of 7thPay Commission.

    Meena said the setting up of the next PayCommission is considered normally after a gap of

    10 years between two successive Pay Commission.DA to central government employees is revised twicea year, with effect from J anuary 1 and J uly 1, calcu-lated on the basis of percentage increase in all IndiaConsumer Price Index for Industrial Workers.

    GDS BONUS ISSUE - INFORMATIONCabinet is likely to approve GDS bonus ceil-

    ing for Rs.3500- in the ensuing meeting:After clearance of the Departments pro-

    posal of Rs.3500- bonus ceiling to GDS by the Min-istry of Finance during 3rd week of August, the pro-cess for cabinet approval has started and a note hasbeen submitted by the Department to the Min. of Fi-nance to submit for further approval in the Cabinetmeeting. It may be expected in the ensuing meetingof the Cabinet.

    IF NO RAISE IN RATESAccording to a press release issued today by theLabour Bureau, Ministry of Labour & Employment theAll-India CP I-IW for J uly, 2013 rose by 4 points andstands at 235. The largest upward pressure to thechange in current index came from Food group con-tributing 1.99 percentage points to the total change.At item level, Rice, Fish Fresh, Goat Meat, Milk, On-ions, Chillies Green, Potato, Tomato & other Veg-etables. Electricity Charges, Firewood, Bus Fare,

    Petrol, etc. are responsible for the rise in index. How-ever, this was compensated to some extent byGroundnut Oil, Primary and secondary School Feesputting downward pressure on the index.100% DA hikeEven if no increase for the next 5 months, the calcu-lated Dearness Allowance for Central GovernmentEmployees and Dearness Relief for CG Pensionerconfirmed to be 98% from J anuary, 2014. Under nor-mal index changes, DA/DR from J an 2014 may touchor cross 100%. Considering the current inflation,,economic scenario and the reluctance of the govern-ment for tight measures as the elections are close,the DA rates will be higher.

    As per the sixth pay commission recommended thatWhenever the DA reaches 50% level , Some allow-ances have to be increased by 25 %.
