Edgar Jovito Velasquez-Mendez of 5248 Vann St. was charged Monday night following questioning by detectives, records show. A series of arrest warrants say that the actions, which police said involved two girls under 16, went on through Monday. A magistrate set Velasquez-Mendez’s bail at $100,000, and he was held overnight for a court appearance Tuesday. Immigration officials also asked that he be held for 48 hours for a check of his immigration status from Guatemala.

Officials at Immigrations and Customs Enforcement placed an ICE detainer on Carlos Perez-Dominguez following his arrest. According to ICE, he was previously deported in December of 2013: "ICE placed a detainer on Carlos Perez-Dominguez, a citizen of Mexico, with the Hanover County Jail following his arrest on local criminal charges. ICE previously removed Mr. Dominguez from the U.S. in December 2013. By issuing a detainer, ICE requests that a law enforcement agency notify ICE before releasing an individual to allow ICE to assume custody. Any immigration enforcement action ICE takes in this case will follow the complete adjudication of his criminal charges." Dominguez, 30, is in the New Hanover County Jail under a $1.4 million secured bond on indecent liberties with a child charges. He is also charged with child abuse, two counts of failure to appear on misdemeanor charges, and resist/delay/obstruct public officers. According to the Wilmington Police Department, the victim in this case has been identified as a 14-year-old boy. Dominguez's next court date is Aug. 14. According to ICE, any action they take in the case will occur after a potential criminal conviction in New Hanover County. 8.

Michael Adrian Rodriquez, 33, of 897 Terra Cotta Drive in Lincolnton, was charged with one felony count of statutory rape of a person 13/14/15 years old by a defendant who is six years older than the victim. The charges stem from an incident that occurred on Aug. 21 at Rodriguez’s residence and involved a 15-year-old female victim.

The investigation was initially started by the Lincolnton Police Department but was turned over to Detective Sally Dellinger of the Lincoln County Sheriff’s Office after it was determined that the incident occurred outside of the city. Rodriguez was placed in the Harven A. Crouse Detention Center under a $200,000 secured bond. His first court appearance is today.

Officers from the Henderson County Sheriff’s Office found a missing 13-year-old girl, shortly after she was reported as a runaway, inside the 378 Adeles Way home of Horacio Perez-Solis, 24. Detectives with the Sheriff’s Office Violent Crimes Unit charged Perez-Solis with three counts of felony statutory rape and a misdemeanor charge of contributing to the delinquency of a juvenile. Officers allege Perez-Solis unlawfully engaged in intercourse with the girl between June 15 and July 15, according to an arrest warrant. A magistrate ordered Perez-Solis to provide his fingerprints and a DNA sample. He is being held at the Henderson County Detention Facility in lieu of $150,000 bond.

Hernan Flores-Crontreras, 55, of 101-2 Shasta Lane in Navassa, was arrested at 12:03 a.m. on charges of indecent exposure and indecent liberties with a child, according to jail records. Over the course of several months, Flores-Crontreras would allegedly stand in the doorway of his home and fondle himself in view of children, said Navassa Police Chief Preston Howell. Also, between November 2004 and March 2005, Flores-Crontreras is accused of pulling a girl into his room where he "touched her below the waist," and between June and August 2010 he allegedly pulled another girl into his bedroom and touched himself, Howell said. The girls were ages 12 and 13. Flores-Crontreras, who works for a Wilmington tile company, is being held without bail on an immigration hold, Howell said. The bail on the charges is set at $25,000. 12.
