Talotalo - SB Member 22 23 1. CALL TO ORDER 24 Hon. Vice-Mayor Efren F. Piñol , the Presiding Officer, called the session to order at 2 o’clock 25 in the afternoon. 26 2. INVOCATION, NATIONAL ANTHEM & MAGPET HYMN 27 Hon. Councilor Jun Lobaton led the invocation. The singing of the National Anthem and 28 Magpet Hymn followed. The Councilors recited the councilor’s creed. 29 3. ROLL CALL OF MEMBERS 30 All members were present except Hon. Councilor Talotalo who was on official business. 31 Hon. Councilor Marañon came in late. 32 4. AMENDMENT /APPROVAL OF AGENDA 33 No amendments were presented, so Hon. Councilor Mamon moved for the adoption of the 34 agenda. Hon. Councilor Porras seconded the motion. The body unanimously approved the 35 motion. 36 5. QUESTION HOUR – None 37 6. PRIVILEGE HOUR – 38 Hon. Councilor Aboy rose to avail of the privilege hour. His speech was about the conduct 39 of Comprehensive Development Plan (CDP) re –visitation at Eva’s hotel in Kidapawan City 40 in which not all SB members were invited. He stressed that all SB members should be invited 41 because they too have insights and ideas which are useful in the formulation of the CDP. 42 43 Hon. Councilor Apostol rose to ask if the proponent is open to answer a query. To which 44 Hon. Aboy answered positively. 45 46 Hon. Apostol stated that what was conducted at Kidapawan City is only to revisit the CDP 47 and the Executive and Legislative Agenda (ELA) was not included in the said meeting. He 48 also stated that they were only there as an audience and not as participants. He added 49 that the body cannot question on that activity because the CDP is an activity of the 50 Executive Department to be participated by the different heads of offices. He asked the 51 proponent that “on what grounds nga gusto ni Kgd. Aboy nga mo entra sa CDP.” 52 53 Hon. Aboy reacted by reading the invitation letter which states that the invited councilors 54 shall actively participate in the activity. He states that he does not believe in the statement 55 of Hon. Apostol that they were just visitors because the invitation clearly states that they will 56 actively participate. He reiterates that all SB members should be invited in this kind of 57 meetings. 58 Hon. Apostol reiterated that the said activity is an executive function and we cannot 59 question the LCE’s discretion on which councilor to invite because the body is not part of 60 the executive branch. 61 62 The Presiding Officer stated that Hon. Councilor Aboy is questioning why the mayor only 63 handpicked the councilors who will participate. 1. CALL TO ORDER 24 Hon. Vice-Mayor Efren F. Piñol , the Presiding Officer, called the session to order at 2 o’clock 25 in the afternoon. 26

69 Hon. Aboy reacted that this should not be a discretion of the Mayor because this is about 70 the development of the Municipality. 71 72 Hon. Mamon was the next to avail of the floor. She noted that in the said meeting the CDP 73 was not re-crafted, what they did was just to revisit it. She added that the main purpose of 74 the said meeting was the goal setting of the present administration. The said activity is an 75 executive activity and that it is not even necessary that they will be invited but was just 76 lucky that the Mayor invited them. She stressed that in the creation of the 2011-2016 CDP 77 during the time of the previous administration, they were also not invited. She emphasized 78 that no new CDP should be made because the 2011-2016 CDP is still in effect. 79 80 Hon. Aboy reacted that it is really better if all members should be present in any 81 consultative activity so that all can share their ideas for the development of the 82 municipality. 83 84 Hon. Marañon was the next to avail of the floor. He emphasized that the said activity is an 85 executive management meeting exclusively for the executive department and that their 86 presence there is just as an observer. He noted that he was thankful that he was invited to 87 attend the said activity because it was his first time to attend in such kind of meeting since 88 2010 . He added that in the formulation of the 2011-2016 CDP , he was not invited. He also 89 said that the formulation of the Executive Legislative Agenda will be the next activity which 90 will be participated by the Executive and the Legislative branch. 91 92 The Presiding Officer reacted by stressing that the body cannot blame Hon. Aboy on his 93 reaction on the issue because it is clearly stated in the communication that the invited 94 councilors were expected to actively participate in the activity and not just a mere 95 observer.”I myself , I am quite offended, kung ing-ana man lang nga na handpicked. 96 Although it is the prerogative of the chief executive, I respect that”. He believes in the 97 importance of the ideas of the SB members in the formulation of the CDP. 98 99 Hon. Marañon stated that if Hon. Aboy has ideas to share, he can present it during the 100 formulation of the Executive and Legislative Agenda. 101 102 Hon. Porras rose to say that he wonders why he and the SK Federation President were not 103 invited in the activity when they are regular members. He wanted to know if the budget for 104 the CDP was also presented during the said event. 105 106 The Presiding Officer then asked the SK Federation President if he was present in the said 107 activity. 108 109 Hon. Labrador answered that he was not able to attend and there was no invitation as well. 110 He further stated that he was present in the formulation of the CDP during the previous 111 administration. 112 113 The Presiding Officer also asked Hon. Takinan if he was present in the said activity. 114 115 Hon. Takinan answered that he was present. He stressed that the budget was not discussed 116 during that time. He reiterated that what they did there was just to revisit the CDP. 117 118 Hon. Lobaton rose to give an advice to Hon. Aboy. He told Hon. Aboy not to worry 119 because he can present his idea during the formulation of the Executive and Legislative 120 Agenda. 121 122 Hon. Aboy again rose to express his request that all SB should be invited to attend in this kind 123 of activity to avoid divisiveness among the SB members. 124 125 The Presiding Officer stated that the issue on why the SK President and the ABC President 126 were not invited should be addressed. 127 128 Hon. Apostol rose to react on the sentiment of Hon. Aboy. He stated that he also felt the 129 same way because there were also not invited in the crafting of the CDP during the time of 130 the previous administration. 131 132

The Presiding Officer reacted by stating that “I was then a Mayor, it is my prerogative . But 136 on the question nganong walay representative ang ABC ug SK, that is the question.” 137 138 Hon. Apostol answered that “No Presiding Officer, ang question ni Kgd. Aboy , nganong 139 wala sya naka entra, not questioning ngano wala naka entra ang SK ug ABC.” 140 141 The Presiding Officer reacted by expressing his sentiment on why the SK and the ABC were 142 not invited in that activity. 143 144 Hon. Mamon rose to react by also stating that she also felt the feeling of Hon. Aboy when 145 the CDP was formulated during the last administration because she was not invited also but 146 she did not react on it for the reason that it is an executive prerogative. She also reacted on 147 the issue why the SK and ABC were not invited. She stated by clarifying that the activity was 148 not formulation of CDP but just re-visitation. 149 150 The Presiding Officer reacted by stating that the SK and ABC president should be invited 151 whether it is the actual crafting of the CDP or just a re-visitation. He added that it is a must. 152 153

With no corrections presented, Hon. Councilor Apostol moved for the adoption of 156 the minutes. Hon. Councilor Takinan seconded the motion. The body unanimously 157 approved the motion. 158

8. FIRST READING AND REFERRALS TO COMMITTEE PROPOSED RESOLUTIONS AND ORDINANCES, 159 PETITIONS, MEMORIALS AND OTHER COMMUNICATIONS: 160 8.1. Supplemental Budget no. 1 of Barangay Magkaalam – Ord. 8.5. Draft resolution no. 52- Author: Hon. Apostol – A resolution requesting the Energy 167 Development Corporation (EDC) to cause for the installation of street lights under its 168 Energy Socialized Program from Barangay Gubatan to Barangay Poblacion, 169 Magpet, Cotabato and cause for the payment of the electric bill of the said street 170 lights. 171 Hon. Councilor Apostol moved to suspend the IRP in order to discuss this item. Hon. 172 Councilor Yunting seconded the motion. The body unanimously approved the 173 motion. 174 175 Hon. Apostol then presented his draft resolution. With no clarifications raised, the 176 author then made the final motion. Hon. 8.6. Advisory from DILG – RE: E.O. 138 and guidelines in the conduct of AFP activities 180 inside or within the premises of a school or hospital. This is for the information of the 181 body. 182

8.7. Communication from Hon. Mayor Florenito T. Gonzaga – RE: Request for an authority 183 to enter into an agreement with DSWD relative to the Social Pension for Indigent 184 Senior Citizens. 185 Hon. Councilor Mamon moved to suspend the IRP in order to discuss this matter. 186 Hon. Councilor Apostol seconded the motion. The body unanimously approved the 187 motion. 188 189 Hon. Mamon informed the body that this is just a renewal because the senior 190 citizens are already receiving this pension. With no clarifications raised, Hon. 191 Councilor Mamon moved to approved the requested authority. Hon. Councilor 192 Takinan seconded the motion.
