    THE FIRST WORD The winner of the MTV Basement Tapes Finals, held September 14, is Rail. from Seattle, WA. Their video of "Hello" received 36% of the votes, with almost 107.000 people calling in over 75 minutes. Runners up were Joe Salvo (30%), Friday (13%), Slyder (9%), Messendger (7%) and Young Invaders (5%). Rail wins an EMI recording contract.

    The fifth annual New Music America festival will be held in Washington, D.C. October 7-17. More than 200 musicians/performers from throughout the country as well as Spain, Japan, Mexico and Canada will be presented. including the Philip Glass Ensemble, Omette Coleman, Jamaaladeen Tacuma, Trisha Brown/Robert Rauschenberg/Laurie Anderson, Anthony Davis and Oliver Lake & Jump Up. The performances will be at various Washington locations. For

    * C.S. ANGELS Will You Stay Tonight" (12") (Jive, c/o Arista, 6 W. 57th St., New York, NY 10019)—Producer Mike Howlett has given the C.S. Angels (nee Comsat Angels) a state-of-the-art radio polish and it comes out beautifully smooth. It sounds a bit like Modern English's "I Melt With You," and should meet with just as much acceptance.

    * BLACK UHURU "Party Next Door" (12") (Mango c/o Island Records, 444 Madison Ave., New York, NY 10022)—The next door neighbors are throwing a party and you can hear it from your place—it sounds so good because its being hosted by Black Uhuru, Jamaica's sizzling hot trio. You'll recognize the repetitious groove of the guests of honor—the unbeatable team of Sly Dunbar and Robbie Shakespeare—as you start dancing to this sound that is more than just conventional reggae. It's not quite reggae-funk, and it's not exactly reggae-rock. It's Michael Rose's smooth, sensuous vocals combined with a hypnotic rhythm that'll drive you wild.

    TOMMY TUTONE "Dumb But Pretty," "Someday Will Come," "National Emotion" (LP cuts) (Columbia, 51 West 52nd St., New York, NY 10019)—Certainly not music for the mind ("You're dumb but pretty/But baby you're all mine") but Tommy Tutone makes some of the best true-blue stadium rock around. It makes you want to burn down the freeway in your little red corvette—party rock lives! "National Emotion" sounds like a revved up '80s cop of Sam Cooke's "Having A Party."

    THE KRIEGER-DENSMORE BONANZA "Get Up, Stand Up" b/w "Kinky Reggae" (12") (Rhino Records, 1201 Olympic Blvd., Santa Monica, CA 90404)—Former Doors guitarist Robby Krieger and drummer John Densmore pay tribute to Bob Marley as they cover two of his songs. "Get Up, Stand Up" is presented in a very entertaining rock 'n' roll interpretation. whereas "Kinky Reggae" is not so amusing. The real beauty of this record lies in the thought and the liner notes which include a very touching story by Densmore in which he tells of the Doors' involvement with Jamaica and reggae music, as well as what a crucial influence Marley has been. Dedicated to Rita Marley and Bob's mother, Cedella Booker.
