MEETINGThe Ross County Board of Commissioners met on this day, September 20, 2021, in regular session.

Commissioner Dwight A. Garrett, President, called the meeting to order at 9:31 a.m., with Commissioner James E. Lowe in attendanceand Commissioner R. Douglas Corcoran, delayed.

Commissioner Garrett led the Commissioners in the Pledge of Allegiance.

MINUTES APPROVEDMr. Lowe moved, Mr. Garrett seconded, the minutes of the September 13, 2021, meeting of the Ross County Board of Commissioners, be approved as submitted.

14TH ADDENDUM TO AMMENDED OFFICIAL CERTIFICATE OF ESTIMATED RESOURCES FOR YEAR BEGINNINGJANUARY 1, 2021The Commissioners noted receipt of the following addendum to the 2021 Amended Official Certificate of Estimated Resources DrugCourt Subsidy – Juvenile Fund.

AGREEMENT ENTERED INTO – CITY REIMBURSEMENT FOR INDIGENT DEFENSE COSTS IN MUNICIPAL COURTThe following resolution was passed at the regular meeting of the Ross County Board of Commissioners on September 20, 2021, withDwight A. Garrett, James E. Lowe and R. Douglas Corcoran, in attendance.

Mr. Corcoran moved, Mr. Lowe seconded, the Ross County Board of Commissioners enter into an Agreement with the City ofChillicothe, Ohio, providing for city reimbursement for the costs of legal services provided to indigent persons in Municipal Courtcharges under city ordinances, minus the percent of reimbursement to be paid by the State of Ohio Public Defender Commission underChapter 120 of the Ohio Revised Code, commencing January 1, 2022 and end on December 31, 2022.

CONTRACT APPROVED BY AND BETWEEN ROSS COUNTY COURT OF COMMON PLEAS AND MADISON AVE. GALLERYMr. Lowe moved, Mr. Corcoran seconded, that a contract by and between Ross County Court of Common Pleas, Judge Matthew S. Schmidt, and Madison Ave. Gallery, in the amount of $1,406. 00, with a down payment of $703.00, be approved for the reupholste ringof two benches, 115 inches long, new fabric, foam and wrap, with labor included.

PAYMENT AUTHORIZED FOR ELFORD, INC. CHANGE ORDER # 031 – FLOOR SCANNING FOR ROSS COUNTY-CHILLICOTHE LAW ENFORCEMENT COMPLEXMr. Lowe moved, Mr. Corcoran seconded, that payment in the amount of $2,530.96 be authorized for Elford, Inc. Change Order # 031, to pay for additional floor scanning for the Infirmary, due to the omission of floor drains.

APPLICATION AND CERTIFICATE FOR PAYMENT APPROVED – ELFORD, INC. / ROSS COUNTY- CHILLICOTHELAW ENFORCEMENT COMPLEXMr. Corcoran moved, Mr. Lowe seconded, that payment in the amount of $188, 480.26 be authorized to Elford, Inc., Application No. 13, with the amount of $351,974.46 certified for Architect’ s Certificate for Payment, for improvements to the Ross County-Chillicothe lawEnforcement Complex.

PAYMENT AUTHORIZED – SOMMERS PAINT & BODY SHOP, INC. Mr. Corcoran moved, Mr. Lowe seconded, that payment of $5,732. 42 be authorized to Sommers Paint & Body Shop, Inc., for repairs tothe 2018 Ford Escape, VIN# 1FMCU0F79JUD17738, in use by the building Department.

MOTION TO SIGN ROSS COUNTY 2022 CEBCO RENEWAL INSURANCE RATESMr. Corcoran moved, Mr. Lowe seconded, that the Ross County Board of Commissioners sign the Ross County 2022 Renewal rates formedical insurance through the County Employee Benefits Consortium of Ohio (CEBCO). There were no changes in Plan Design onMedical, Prescription Drug, Dental, Vision and EAP Program. EAP, previously paid for by Ross County, was added to all plans 1/1/2022so that charge was removed from Ross County.

CLOSE OUT FORM APPROVED – WATER POLLUTION CONTROL LOAN FUNDMr. Lowe moved, Mr. Corcoran seconded, that the Ross County Board of Commissioners, by its President, Dwight A. Garret, approvethe close out form for Ross County HSTS Repair and Replacement Project 2020, Loan Number HS390071 - 0009, with funds expendedin the amount of $150,000 for the 2020 Water Pollution Control Loan Fund.

PAYMENT AUTHORIZED – SEDGWICK CLAIMS MANAGEMENT SERVICES, INC. Mr. Lowe moved, Mr. Corcoran seconded, that payment of $4,625.00 be authorized to Sedgwick Claims Management Services, Inc., forTPA Administration Services during the 07/01/2021 – 09/30/2021 service period.

OTHER BUSINESSJoe Letsche, Ross County Park District Director and Erin Stanley discussed the transfer of ownership of the Ross County Park andCamp Sherman Park to the Ross County Park District. Ms. Stanley is to provide a resolution for the Ross County Board ofCommissioners to sign. The Commissioners will assist in scheduling two public meetings in regards to the usage of the back sixty ( 60) acres of Ross County Park. Mr. Letsche informed the Board of other improvements, developments and projects for the Ross CountyPark District.

Bruce Preston, Sedgwick, presented the Workers’ Compensation Executive Summary Report. Jody Walker and Angie Collier of SouthCentral Ohio Job & Family Services and Ross County Auditor, Tom Spetnagel, were also in attendance for the presentation.

Brad Cosenza, County Administrator, brought the following matters before the board:

Rost Coffee has approached the Ross County Health District to lease some of their parking spots in the gravel lot to the east of thebuilding. The Health District will draw up an addendum to the contract and the commissioners will have the county prosecutor reviewit. A vote will be taken when a resolution is received.
