While two persons of the fam- ily died on the spot, four others were seriously injured and are admitted at the KLES Dr Prab- hakar Kore Hospital, here. Joaquim L Rodrigues, elder son of deceased, Rosita, and elder brother of Conception, whose condition is critical, was incidentally an eyewitness to the tragedy, as he was trailing the ill-fated Wagon-R car in his Maruti Swift car. Joaquim was inconsolable when this correspondent visited him in the hospital on Saturday. “It is difficult to understand God’s plans. I cannot under- stand why this happened to my family, especially as we were re- turning from a pilgrimage,” sobbed Joaquim. According to details from rel- atives, 12 members of the family had left Goa in two vehicles for a pilgrimage to Vailankani on September 10. While returning on the evening of September 15, they were at Tumkur when a dog came in front of Joaquim’s car, severely damaging the radiator of the vehicle. “Perhaps, this was a sign of the tragedy to come our way,” said Joaquim. The next morning, the vehicle was towed to Chitradurga at 11.30 am and the Rodrigues family members were hopeful that the vehicle would be serv- iced at the official Maruti service centre there. “Despite being the official service centre, they took one full day to replace the damaged radiator. Moreover, we were shocked that a new radiator had to be brought from Bangalore,” recalled Joaquim. “As a result, all of us were forced to stay back in a hotel at Chitradurga that night. Had the service station carried out the job in time, my family would be saved,” said Joaquim, as tears rolled down his cheeks. Describing the tragedy, Joaquim said the mishap took place at about 1.30 pm on Fri- day. “Conception was driving the Wagon R in front and we were trailing him in our car. A decision in this regard was reached at a joint meeting of the GGEA working committee and the taluka committees. The GGEA general secretary said that the meeting unani- mously resolved to resume the pen-down-tool-down strike from September 22 till the order of upgradation of pay scales to the left out categories is issued by the government. “All employees were already geared up earlier and awaiting to resume the strike in case the demand is not settled by the government,” he said adding “However considering that there is enormous delay on the part of the government, despite giv- ing a written assurance, we have resolved to go on a strike.” He said that the taluka com- mittees expressed their total support and determination to fight the injustice and informed the working committee that the employees of respective talukas have assured their total support. The working committee guided the taluka committees about handling the situation during the strike period and also assured to depute office bearers in the respective talukas for overall supervision, he said. The ICC action followed dis- closures by British tabloid The Sun that an individual in the Pakistani team camp is believed to be the ringleader who was taking money from bookies in India and Dubai and ensuring their orders were carried out. “The Sun is withholding de- tails of the alleged fix while the investigation continues - but we can reveal that horrified ICC chiefs launched their investiga- tion before the Pakistan innings had even finished. “The probe centers on an in- dividual within the team camp who is believed to be the ring- leader, taking money from book- ies and ensuring their orders are carried out,” the paper said. The paper reported that bookies knew details of Pak- istan’s innings before the match even began and it had given the evidence to the game’s govern- ing body ahead of the game. Immediately after the news came out, the ICC said in a state- ment that the investigation is warranted as information about a certain scoring pattern ap- peared to be “correct”. “The ICC has launched an in- vestigation into activities that took place during the third One- Day International between Eng- land and Pakistan at The Oval, London, on September 17,” the governing body said. “Following information re- ceived by the ICC from a British newspaper and its source, the ICC now believes a full investi- gation is warranted,” it added. Pakistan won the match by 23 runs to keep their hopes alive in the five-match series after losing the first two games. Saish Anant Naik (24) of Na- gargao-Sattari overcame various obstac les and turbulent times to succeed in becoming a com- mercial pilot, earning him the distinction of being the first pilot from Sattari taluka. Saish, who recently com- pleted his training from the Academy of Carver Aviation Pvt Ltd at Baramati-Pune, now plans to either join an airline company or become a pilot for a private chartered airline company. Hailing from a poor family, Saish completed his primary ed- ucation from a Marathi-medium school at Nagargao-Sattari and pursued his secondary educa- tion from the Shree Hanuman Vidyalaya, Valpoi, and Vidya Pra- bodhani school at Porvorim. Saish then completed his HSSC at Bhumika Higher Sec- ondary School at Poriem-Sattari and later his BSc at Government College, Sanquelim. “I first played with a toy plane given to me by my uncle, Sud- hakar Naik, from Dubai. He gave me details on real planes and flights, sparking off my desire to fly a plane one day,” recalled Saish. Burning with the desire to be- come a pilot, Saish approached a number of organisations and financial institutions for financial support. “They not only discouraged me by refusing to sanction a loan for these studies, but some organisations even claimed that I did not have the capability to become a pilot, as I come from a poor family and from a remote village in Sattari taluka,” said Saish. “They advised me to opt for another profession. According to reports, the in- cident took place as Jaydev Jhan- jhu Divadkar (62), who resides near Laximinarayan Temple at Sada, along with his daughter Minaxi Sunil Shetgaonkar (32), were crossing an internal road near the Vasco fish market on their Suzuki bike (GA-02-T- 4032). The motorcycle was knocked down by a speeding passenger bus (GA-02-T-4032) at the road junction. Jaydev sustained serious head injuries and was rushed to the Chicalim Cottage Hospital in a police jeep. Doctors at the hos- pital, however, declared him dead on arrival. Minaxi was later moved to the Goa Medical Col- lege hospital at Bambolim.     In a bid to increase the number of the do-mestic tourist inflow, the State governmentis in the process of signing a memorandumof understanding (MoU) with the Gujaratgovernment to jointly promote tourism inboth the States.

    Speaking to reporters Goa Tourism De-velopment Corporation chairman NikhilDesai said that the MoU would help touristscoming to Gujarat to easily facilitate a pas-sage and a holiday to Goa and vice versa.

    We have already signed a similar MoUwith five other States which includes Megha-laya, Rajasthan, West Bengal, Karnataka andSikkim. Joint promotion of tourism will helpto boost tourism numbers in both the statesconcerned, he said.

    Desai was speaking to reporters on thesidelines of a roadshow organised by theGujarat Tourism Development Corporation(GTDC) in Panaji Saturday.

    The MoU will also ensure revenue sharingby both the signatory states on the basis ofbookings clocked in a financial year. Sharingof resources between the two states is alsokey, he said.

    Desai also said that the Gujarat and Goawere also working at a proposal involvingcreation of boat cruise terminals on the west-ern coast.

    Recently, the GTDC has signed Memoran-dum of Understanding (MoU) with five dif-ferent states Sikkim, Meghalaya, Rajasthan,West Bengal and Karnataka in a bid to attracttourists into Goa visiting those states.

    According to the Goa Tourism Develop-ment Corporation Nikhil Desai the main ideais to expand the tourism panaroma.

    The MoUs will help towards mutual pro-motion of tourism, showcasing each otherscultural heritage to the tourists and felici-tating inbound travel into the respectivestates, he said.

    According to the deal, the corporations

    states would mutually market their accom-modations and tourism packages.

    Once a booking is made, 15 per cent ofthe amount will go to the corporation thathas made the booking, Desai said.

    He said that since the GTDC accommoda-tion would not be enough to handle the in-flow of tourists, the corporation has intotalks with all category of hotel owners.

    We are in talks with private hoteliers andeven they will benefit from the MoUs, hesaid. Desai further said that with these MoUs,

    GTDC wants to build synergies in and out ofthose states to Goa.

    Anybody who visits Goa and want to visitone of these five states we can help themthrough the corporations of these states andvisa versa, he states.

    In the long run when we market Goaabroad, GTDC can act as a single window toattract tourist, he said.

    Through these understandings we can in-crease the foreign tourist inflow as well asgive better packages to them, he stated.

    Speaking to reporters duringSouth Asian Film Festival (SAFF)interaction, the CEO braggedthat Goa comprises of every-thing except snow for filmshootings. One can convertthe background of beach sandinto dessert. Goa offers enoughlocations to shoot exceptsnow, he said.

    Srivastava is besides opti-mistic to set Goa as a shootinglocation during the ensuing In-ternational Film Festival ofIndia (IFFI) 2010. Goa is an im-portant point not only astourist destination but also film

    destination. In 2004, IFFI wasgiven to Goa when we had nobackgroundHowever, the at-tendance is growing now es-pecially Goan delegates, heclaimed.

    He stated that ESGs motiveis to promote film culture inGoa and in the nearing future,it will support at least 10 filmsocieties in colleges to screenarchive movies. Through thismethod we can carry forwardthe film culture to genera-tions, he said.

    Srivastava revealed that ESGwill set up a special stall duringIFFI 2010 that will display Goaas shooting destination for vis-iting delegates and film mak-ers.

    The Afghan film fraternity is ap-prehensive over its future as theEuropean filmmakers have dis-continued film shootings thereas it has become a terror-stricken country, said Afghanactor Hamayoun Paiz.

    Till a couple of years ago,European films were shot inAfghanistan. We had few moviesfrom France but the scenariohas changed now, he told re-porters during the South AsianFilm Festival (SAFF) interactionat Kala Academy today.

    The 50-year-old film industryalso seeks financial assistancefrom its neighbouring countriesto produce good cinema. Wehardly produce four to five fea-ture films annually while restare short films. Our film industrylacks money power to make big

    The five-day old infant foundabandoned at Cabo de Rama onFriday died at the Goa MedicalCollege and hospital, Bambolimon Saturday.

    Cuncolim police said the babygirl, who was rushed to GMC,Bambolim last night from Hos-picio hospital, died today.

    Police said the post mortemexamination will be conductedon Monday.

    Incidentally, the Cuncolim hasregistered a case against un-known persons for abandoningthe infant behind the Cabo deRama bus stand. The police saidsection 315 of the IPC will beapplied after the post mortemexamination.

    The governments controversialmove to acquire private land ad-measuring 16091 sq mts for theproposed kabrastan at Sonsodohas kicked up another row ofsorts.

    With the government invok-ing urgency clause under section17 of the Land Acquisition Act,all doors for the land owners tolodge their objections to theland acquisition proposal standsclosed.

    In fact, Deputy Collector, Mar-gao and Land Acquisition Officer,Johnson Fernandes has categor-ically told one of the co-ownersof the private property that theprovisions of Section 5-A of theLand Acquisition Act would notapply in respect of the land inquestion sought to be acquiredby the government.

    The Land Acquisition officer

    has made it amply clear to theparty that the objections raisedto the land acquisition does notsubsist, denying the owners theright to lodge their objectionsand hearings on the matter.

    The land owners had objectedto the acquisition of the privateproperty for the proposedKabrastan for the Muslim com-munity on grounds that the landsought to be acquired is theonly land belonging to the fam-ily. The family members told thedeputy collector that the landsought to be acquired is theonly land belonging to him andhis family members and it wouldbe utilized for constructing aresidential house since they arefacing severe difficulty of hous-ing.

    The party drew attention ofthe deputy collector that thegovernment has proposed toacquire the land for the benefit

    of the Muslim community whenthe very same community hasopposed the acquisition ongrounds the land is not suitableto be used as a burial ground,adding that the objective behindthe acquisition made out by thegovernment would not serveany purpose.

    The government had put foracquisition land admeasuring30191 sq mts, including 14100sq mts belonging to the MargaoCommunidade and the balance16091 owned by the private par-ties.

    What has raised many an eye-brow on the acquisition is thefact that the Margao City Fa-thers had approved only the ac-quisition of the Communidadeland, but the government hasdecided to acquire private landgoing by the unilateral decisionof the Margao Chief Officer, YB Tawde.

    The Goa State InformationCommission in an order has di-rected the office of the Regis-trar of Cooperative Societies,here, to furnish the missingXVIIth inspection report of theReserve Bank of India pertain-ing to Goa Urban CooperativeBank Limited, here, which wassought by Adv Rui Ferreira ofPanjim.

    The order of the GSIC hastaken serious note of the miss-ing document and has furtherdirected the office of the RCSto fix the responsibility and ini-tiate action against the delin-quent off icer/off icials bylodging FIR and suitable penal-isation. The same be done asearly as possible and reportcompliance, the order states.

    It reads further, Issue noticeunder section 20(1) of the Rightto Information Act to the Public

    Information Officer at RCS (DS Morajkar) why penal actionshould not be taken againsthim for causing delay in fur-nishing the information. Theexplanation, if any, shouldreach the Commission on orbefore October 8, 2010. ThePIO has been directed to attendthe hearing on the said day.

    Adv Ferreira on April 3, 2009had asked the office of the RCSfor two documents XVIth andXVIIth inspection reports ofRBI to know whether theBanking Regulations Act wasfollowed while preparing thesedocuments.

    After the RCS failed to fur-nish him the reports Adv Fer-reira approached the GSIC onAugust 21, 2009. The RCSreplied to the Commission stat-ing the documents were notavailable.

    On November 13, 2009, notsatisfied with the reply of the

    RCS, the Commission re-manded the matter back to RCSasking them to furnish the re-ports to the applicant. Thistime, The RCS maintained thereports were confidential.

    Adv Ferreira again filed acomplaint before the Commis-sion on February 10, 2010. Butthe RCS kept on maintainingbefore the Commission the re-ports were confidential. Finally,on June 14, 2010 in its firstorder the Commission directedthe RCS to furnish the infor-mation to the applicant.

    After the first order RCS fur-nished the XVIth inspection re-port of RBI to the applicant, butfailed to give him the XVIIth re-port. It maintained the said re-port was not traceable. In July,this year, Adv Ferreira again fileda complaint before the Com-mission bringing to notice non-compliance of its order by RCS.

    After a three month break inview of the monsoons, watersports have recommenced onBenaulim beach from Saturday.

    The activity was visible on theBenaulim beach on Saturday withthe Captain of Ports and Tourismdepartment issuing the requiredNOCs to operate water sports.

    Owner of Lucky Remmy speedboat, Remy Fernandes said thathe was issued the NOC by theCaptain of Ports on Friday, afterhe completed the formalitieswith the Tourism department.

    I have started water sportsoperations from Saturday. Thisis just the beginning and we allhope for the good tourism sea-son ahead, Remy said.

    Water sport is a popular ac-tivity along Salcete beach belt,including Colva, Benaulim andCavelossim-Mobor, attractinghordes of tourists visiting thebeach belt. In fact, operatorssay that majority of the visitorsattracted to water sports are In-dian tourists.

    In the past, water sports ac-tivity had kicked up controver-sies over the area in which they

    should operate, while leavingenough space for swimming andbathing on the beach.

    However, it is learnt that thelife guards manning the beachesnow earmark certain areas forswimming taking into accountthe sea condition, leaving theremaining stretch of the beachfor water sports activity.

    Meanwhile, plastic and otherwaste in small quantities waswashed ashore along the Be-naulim coast on Saturday. Thewaste was found lying in certainstretches of the beach belt rightup to neighbouring Colva.

    Health Officials have warnedpeople to take extra hygienicprecautions as the Directorateof Health Services is coping upwith cases of viral infection -conjunctivitis.

    The highly infectious eye con-dition, also called as sore eyes,has affected several peopleacross the state. DHS DirectorDr Rajananda Desai advised thatpeople should maintain hygieneas the main priority to stay awayfrom catching the viral infection.

    The health centre is treatingminimum three conjunctivitiscases, daily. Whether it is H1N1(swine flu) or sore eyes, one hasto maintain hygiene. We advisepeople not to attend crowdedplaces and to avoid touchingeyes with dirty hands, she saidwhile speaking to Herald todayevening.

    People are also told not toshare towels or handkerchiefsand to wash their hands often.

    The doctor admits of receiv-ing cases daily though she clar-i f ied that the virus is notepidemic.

    A 62-year-old man from Sada-Mormugao died while his daugh-ter was injured when theirmotorcycle and a bus collidedwith each other near the fishmarket , here on Saturdayevening.

    According to reports, the in-cident took place as Jaydev Jhan-jhu Divadkar (62), who residesnear Laximinarayan Temple atSada, along with his daughter

    Minaxi Sunil Shetgaonkar (32),were crossing an internal roadnear the Vasco fish market ontheir Suzuki bike (GA-02-T-4032).

    The motorcycle was knockeddown by a speeding passengerbus (GA-02-T-4032) at the roadjunction.

    Jaydev sustained serious headinjuries and was rushed to theChicalim Cottage Hospital in apolice jeep. Doctors at the hos-pital, however, declared him dead

    on arrival. Minaxi was latermoved to the GMC hospital atBambolim.

    As fate would have it, Jaydevhad gone to visit his son at theChicalim hospital along with Mi-naxi barely half an hour beforethe mishap.

    The son was shocked to seethe body of his father in the hos-pital half an hour after they hadmet each other in the hospital.

    Old Goa Police on Saturday ar-rested Michael Pinto (45) ofKharebhat-Carambolim oncharges of stealing electricalgoods worth Rs 1 lakh from theJames Electrical godown at theCorlim Industrial Estate.

    In his police complaint on Fri-day evening, James Andrade ofTonca-Miramar and owner ofthe James Electrical Godown,stated that electrical goodsworth Rs 1 lakh had been stolenfrom his godown.

    He had suspected the involve-ment of Michael Pinto, theGodown keeper at the JamesElectrical Godown.

    On Saturday afternoon, anOld Goa police team went tothe residence of Michael and ar-rested him under Section 381IPC.

    After interrogating Michael,police managed to recover someof the stolen electrical goods,including holders, lamps andchokes, which Michael had al-legedly kept at a friend's housein Azzosim.

    Tree crashes on Bicholim school

    A tree got uprooted and landedon the Shantadurga Higher Sec-ondary School building at Shan-taram Nagar in Bicholim onSaturday morning, as heavy rainsalso damaged property in otherparts of the taluka.

    Bicholim fire services rushedto the spot and cleared the up-rooted tree from the building.The school suffered a loss ofabout Rs 50,000.

    Trees were also uprooted inSal, Mencurem and Latambarcemvillages, with the losses beingestimated at about Rs 25,000.

    Water level at the Anjune damreached 92.75 metres and Bi-cholim Mamlatdar Pramod Bhatsaid water was being releasedfrom gates of the dam.

    In an apparent bid to thwartwoman leadership at the pan-chayat level, all five male mem-bers in the seven-memberUguem panchayat abstainedfrom the special meet con-vened to elect the new womansarpanch.

    It may be recalled that in theUguem Panchayat, the post ofsarpanch is reserved forwomen and was held by Mad-hevi Shiddiker since the lastover one year.

    Earlier, the post was held byanother women member, Vid-hyaksha Bhandari. However inJuly, the male members, includ-ing Deputy Sarpanch DevidasNaik moved a no-confidencemotion against Sarpanch Shid-diker.

    The male members allegedthat the sarpanch was takingother members into confi-dence in deciding panchayatmatters and failure in achievingany development works in thevillage.

    Surprisingly, there has been'zero' development in Uguemsince the last over 10 years.

    Leave aside undertaking anymajor development works, thepanchayat members have evenfailed to undertake minor de-velopment works citingscarcity of funds.

    The Gram Sabha membershave been complaining of theinefficiency of panchayat mem-bers in undertaking develop-ment works in the village, but

    the panchayat members havebeen constantly harping onscarcity of funds.

    At the meeting held on Fri-day, presided by BDO OfficialShambu Prabhudessai, exceptfor two women members Mad-hevi Shiddiker and VidhyakshaBhandari, none of the malemembers remained present forthe meeting, thereby prompt-ing Prabhudessai to adjourn themeeting for lack of quorum.

    The male members, who re-mained absent for the meetingwere Deputy Sarpanch DevidasNaik, Anil Zangale, SubhashGaonkar, Xavier Furtado andAnand Naik.

    When contacted, Prabhudes-sai informed that despite hav-ing duly served with thenotices, the male members re-frained from attending themeeting.

    "The report of today's pro-ceeding will be forwarded tothe Director of Panchayats forfurther action," claimed Prab-hudessai.

    Political sources in theknown informed that thesarpanch's post cannot remainvacant for more than 60 days. Ifsarpanch is not elected within60 days from the date of ousterof the sarpanch, then a freshmeeting needs to be convenedby the Director of Panchayatswithin another 60 days.

    Villagers told Herald thatsince the ouster of Shiidiker,many NOCs, which allegedlycommand underhand dealings,are issued by the panchayatand the villagers are all set toraise these issues at the nextgram sabha.

    Speaking to Herald, Vidhyik-sha Bhandari termed the out-come at Friday's meeting as"unwarranted" and muchagainst the reservation policyfor women.

    She said if men continue tobehave in the manner they be-haved at Uguem Panchayat,then the very purpose of get-ting the seats reserved forwomen will be defeated and assuch called for some justicefrom the Director of Panchayat.

    The prospective Haj pilgrimshave welcomed the decision ofthe Union Cabinet wherein Goais selected as the new Haj em-barkation point. An over-whelmed former GSHCchairperson Sheikh Hassantold Herald that the fresh movewould ease out problems facedby Goan Haj pilgrims.

    Goan Muslim pilgrims hadto travel to Mumbai fromwhere they boarded flights orcharters to Madina or Jata atSaudi Arabia to perform Haj.The fresh approval has proveda boom for several hundredHaj pilgrims who can boardflights from Dabolim airport,Hassan told Herald.

    The approval is a result ofthree-year deliberation ofGSHC with the Union Ministryto make Goa as a Haj embarka-tion point. Hassan recalled thatGSHC had roped in Goa ChiefMinister Digambar Kamat andMember of Parliament FrancisSardinha to support theircause.

    We also proposed to theCentral Government that ifGoan Haj pilgrims are limitedfor the pilgrimage then HajCommittee of India can com-

    bine pilgrims from neighbour-ing districts like Sawantwadi,Ratnagiri, Karwar, Sindhudurg,etc, he added.

    Interestingly, the decisionwas passed last year but due toinexorable hurdles, Goan Hajpilgrims could not make it fromGoa. Firstly, the Navy had prob-lems giving a slot for aircraftparkingand secondly, theCentral Haj Committee couldnot distribute Haj passports andvisas of Haj pilgrims in Goa, dueto lack of time, he said.

    The Haj pilgrimage begins atleast one and half month afterRamzan concludes. The pres-ent calculation of Goan Haj pil-grims is under processaccording to the quota allottedto every state as against its re-spective population.

    This will also include Muslimdoctors, as their presence atthe religious venue is manda-tory. As far as health is con-cerned, Indian Health Missionis the best he said.

    Muslim doctors who areready to sacrifice are taken toHaj points in Saudi Arabia.

    The Union Cabinet gave itsapproval to various issues con-cerning the Haj 2010 opera-tions. With approximately1,70,000 pilgrims from India will

    be going for Haj, out of these 1,25,000 pilgrims will go throughHaj Committee of India.

    Air travel arrangements forthese 1, 25,000 pilgrims will bemade by the Ministry of CivilAviation from 21 embarkationpoints through charteredflights. To carry this service,the Union has for the first timeadded Goa as new embarka-tion point.

    The number of pilgrims whocould perform Haj during aparticular year is decided bythe Saudi Arabian Governmentalong with Government ofIndia.

    This year each pilgrim goingon Haj through Haj Committeeof India will pay Rs 16,000(plus airport charges) as air fareand the balance air fare (cost ofoperations) will be borne bythe Government.

    According to the CentralGovernment, most of the pil-grims, this year will be carriedby Saudi Arabian Airlines, Na-tional Private Air Services Com-pany Limited (NAS) andAl-Wafeer Air, which have beenselected through a sealed ten-der process. Air India will coor-dinate the operations andprovide support on cost basis,wherever required.

    Everyday, garbage is beingdumped by the shopkeepers,but it is not being lifted eitherby KTC or Mapusa MunicipalCouncil (MMC) for days to-gether. This garbage naturallybegins to rot gradually and

    starts stinking, Martins toldthe officials.

    A pile of garbage, which hasbeen accumulated at the KTCbus stand, is causing discom-fort for the public and is ahealth hazard.

    Further, unused vehicles ofthe government departmentsare also being dumped in thebus stand and food items arebeing sold in kiosks withoutfollowing the norms of Foodand Drug Administration, in-formed Martins.

    He further told the officersthat KTC had employed fourwomen on contract basis tomaintain cleanliness at the busstand.

    Since the KTC failed to paytwo months salaries, thewomen have declined to work.There is no security arrange-ment at the bus stand, eatablesitems are being sold at thekiosks at the bus stand withoutfollowing FDA norms, saidMartins.

    Traffic Controller of KTC busstand Vishnu Naik said theKadamba bus stand comesunder the preview of Kadambadepot at Porvorim. He has al-ready requested his senior offi-

    cials to depute security person-nel at the Kadamba bus standand also informed them aboutthe unhygienic conditions pre-vailing at the bus stand.

    Assistant Director of Trans-port Ivo Rodrigues said it is theresponsibility of KTC to main-tain cleanliness at the busstand.

    There is no securityarrangement at the Kadambabus stand, due to which thebus stand is being misused bythe people, said Rodrigues.

    Urban Health Centre HealthOfficer Dr Pratima Thali statedthat she had written a letter toKTC to maintain cleanliness atthe Mapusa bus stand, but invain.

    Dumping of garbage byshopkeepers has become a reg-ular feature. KTC has to de-silt-ing the drains, she said.

    I will write to the KTC offi-cials once again to remove theaccumulated garbage at thebus stand and carry out de-silt-ing of the drains within sevendays, she informed.

    If Goa Forest DevelopmentCorporation Managing Direc-tor Richard D'Souza is to be be-lieved, visitors can ask officialsat the botanical garden toswitch on the fountains whenthey visit the garden.

    Reacting to a report in Her-ald earlier this month, D'Souzasaid the Corporation had de-cided that the fountains at therock garden, which are spon-

    sored by a private company,would be made operationalfrom 4.30 pm to 5.30 pm.

    When brought to his noticethat there is no board at therock garden specifying the tim-ings of the fountains, D'Souzasaid: "It is for the visitors to askthe officials present at the siteto switch on the fountains."

    D'Souza added that one MrJohn or RFO Mr Salelkar are theofficers to be contacted if visi-tors want to see the fountainsflowing over the rock gardenbeyond the specified timing,but insisted that the timingsfor the fountains would bestrictly maintained.

    Justifying the timings to op-erate the fountains, D'Souzasaid: "There are about 11 foun-tains installed at the rock gar-den and they being costlyequipments, the Corporationwill face huge losses if they aremishandled or kept on for along duration."

    "Hence, the Corporation hasa restriction on the operationof the cascading fountains atthe rock garden at the SelaulimDam.

    The GFDC charges a fee ofonly Rs 10 per head for visitorsat the botanical garden and therock garden is part of thesame," he added.

    With election to QuepemMunicipal Council (QMC) duein a month's time, the voterslist displayed for objections atthe mamlatdar's office inQuepem has been marred bynumerous errors in the voterlist.

    About 100 voters from Ward2 have found themselves in thevoters list of Ward 1 as well.

    Acting Ward CouncilorDayesh Naik has filed a com-plaint with this effect beforethe Quepem Mamlatdar.

    Similarly, about 200 votersfrom Ward 8 also figure inWard 9 and Ward CouncillorManuel Colaso has also lodgeda complaint in this matter.

    To make matters worse, over120 voters from Ward 5 are in-cluded in Ward 7 as well.

    "How can officials includevoters from one ward in an-other ward, when there is nodelimitation of wards," askedan angry Councilor of Ward 5Caetani Fernandes.

    Sources in mamlatdar officeinformed that the present com-plications have been created bythe house number and none ofthe officers can be blamed for it.

    Valpoi Municipal Council (VMC)Chairperson Gulzar Bi Khan hasannounced plans to re-contestfrom Ward 6 (Nanus) in the mu-nicipal elections.

    Gulzar, who has to her creditthe honour of being firstwoman chairperson of VMCsince its inception in 1989,broke the record of all formerchairpersons, who could notcomplete a full five-year term,as in past, instability almost al-ways plagued the VMC.

    In most cases, chairpersonswere voted out of office afterno-confidence motions weremoved against them.

    "I also survived two motions,when few councilors made anattempt to bring in no-confi-dence motion against me.However, I managed to over-come that situation and be-came the first chairperson tocomplete the full five-yearterm," said Khan.

    Khan further said she hascompleted a number of devel-

    opmental works in Valpoi Mu-nicipal area in general andWard No 6 in particular.

    She gives credit to SpeakerPratapsingh Rane and localMLA Vishwajeet Rane for theirsupport in carrying out devel-opmental activities like im-provement of all roads underVMC, construction of hugewater tank, gutters at Nanus,repairs of public wells, besidesproviding employment to

    "I have the full support ofthe local MLA," claimed Khan.

    Khan informed that duringthe last election, Ward No 6was reserved for women, how-ever this time the ward is gen-eral.

    "Last time, I faced as many assix candidates and won theelection. This time also I willnot withdraw from the race ifmore contestants are there,due to ward being general,"said Khan.

    "Although panels are beingformed to contest the election,I am not part of any such pan-els. I will contest the electionin my individual capacity," an-nounced Khan.

    Meanwhile, Khan expressedignorance on reservation ofwards to OBC, SC and ST. Shealso expressed ignorance tothe rumours doing round thatone more ward among the inwards of VMC will be reservedfor women, besides Ward No 1,Ward No 4 and Ward No 7.

    The security forces today stageda flag march here and in otherparts of Faizabad district inorder to maintain law and orderand instill confidence amongthe people in view of Ayodhyaverdict on September 24.

    The flag march came a day afterthe special bench of AllahabadHigh Court refused to defer thedate of verdict and rejected anapplication in this regard.

    The forces comprised centralforces, state police, ProvincialArmed Constabulary (PAC) andmounted police with all equip-ment and weaponary at their dis-posal.

    Faizabad Senior Superinten-dent of Police (SSP) R K SRathore said the purpose wasto warn the anti-social elementsand maintain harmony in twintowns of Ayodhya and Faiz-abad.

    The security in and aroundthe Ram Janmabhoomi-Babricomplex had already beenstepped up and the addi-tional force was deployed atsensitive places of the dis-trict.

    Rathore said 10 companiesof central forces, 11 companiesof PAC, about 5000 home-guards and 40 companies ofstate armed police, includingone thousand constables weredeployed in this sensitive dis-trict.

    H e s a i d b a r r i e r s w e reerected on the borders of thedistrict and close watch wasbeing maintained on the sus-pected visitors and rumour-mongers.

    The army today expressed the hopethat government will take a "correct"decision on the Armed Forces Spe-cial Powers Act (AFSPA) which itmaintained was an "enabling pro-vision" that is not arbitrary.

    In the midst of a raging de-bate on the application of AFSPAin Jammu and Kashmir, ArmyChief Gen V K Singh said therewere "different" opinions on theissue and it was in deliberationwith the government.

    "The question is under delib-eration with the government.Everybody has a different opinionabout it and I think our leader-ship is considering it in all as-pects. It is an enabling provision.

    "It is not something which isarbitrary and I think the gov-ernment will take a correct onwhat is to be done about it," hetold reporters here on the side-lines of a function at the OfficersTraining Academy (OTA) here.

    Asked if the AFSPA breached anycontemporary international con-

    vention, Gen Singh said "No. TheSupreme Court has very clearly heldthat the provisions of the AFSPAare neither arbitrary nor are theyagainst the Constitution of India."

    The army has given its viewson the issue to the governmentwhich he said will take the "cor-rect decision".

    "We have told the Ministry ofDefence whatever the Army hasto say and the matter is underthe consideration of the gov-ernment," he added.

    Gen Singh, who was here to re-view the Passing Out Parade at theOfficers Training Academy, alsosaid there have been more infil-tration attempts into Jammu andKashmir in the last two months.

    "Not because of tension. It isa coincidence that there havebeen more infiltration attempts.There can be a linkage, somemethod in Pakistan trying to ex-ploit the situation in Kashmir,"he said when asked if the infil-tration attempts have gone upbecause of the current unrestin the valley.

    BJP today was non-committalon the issue of Gujarat ChiefMinister Narendra Modi cam-paigning in Bihar elections, in-dicating that it would take a callwhen the polls are near.

    "Why are you so keen aboutcampaign details? That will beknown to you at an appropriatetime. We are now in the processof selection of candidates," seniorparty leader M Venkaiah Naidutold reporters when asked aboutit.

    He maintained that campaignissues would be taken up "when

    the question of elect ionscomes". "(The) party will decidewho will campaign".

    "Who is there, who is therenot, that will be seen andknown," Naidu said.

    Favouring continuation of the"old arrangement" during theBihar Assembly polls, Chief Min-ister Nitish Kumar has left it tothe BJP to decide whether Modiwill campaign for the party dur-ing elections.

    "BJP has to solve this. We arein favour of the old arrange-ment," Kumar had said referringto JD(U) objecting to Modi'spresence during the Lok Sabhapoll campaign last year.

    Kumar had indicated that theBJP would concede the demand ofJD(U) to keep Modi away from Bihar.

    Naidu also sought to makelight of the tours of Congressleader Rahul Gandhi in differentpa r t s o f the count r y tostrengthen the party and saidthe Congress would suffer the"biggest setback" in the Biharpolls.

    Five Taliban militantssought pardon from a publicgathering for "crimes" theycommitted during their rulein Swat valley in northwestPakistan, a media reportsaid here on Saturday.

    The militants told the gath-ering of residents of Kabal sub-division that they had made amistake by joining the Taliban,

    whose leadership is "anti-Pak-istan and anti-Islam.

    They requested the peopleto forgive them for theircrimes, the Daily Times news-paper reported.

    The Taliban fighters ap-peared before the public at agathering held at the 'hujra' orguesthouse of local defencecommittee chief Idress Khan inBara Bande village.

    The militants are resi-

    dents of Kabal, a former Tal-iban stronghold, and werearrested during the opera-tion conducted by the Armyin Swat last year.

    This was the first time thatTaliban militants appeared at apublic gathering in Swat, lo-cated 160 kms from Islamabad.

    The militants were latertaken away to a detention cen-tre located at an unknownplace, witnesses said.

    The Army has asked resi-dents of Kabal to keep an eyeon suspicious elements and toinform it if any wanted terror-ists are spotted.

    The Taliban had set up a par-allel administration in mostparts of Swat valley.

    This prompted the govern-ment to launch an Army opera-tion to flush out the militantsfrom Swat and surrounding dis-tricts.

    The Jamaat-ud-Dawah on Fri-day organised rallies in severalcities of the Punjab province toprotest alleged atrocities by In-dian security forces in Jammuand Kashmir and attacked thePakistan government of being a"silent spectator".

    In Punjab's capital Lahore,about 5,000 people holdingbanners and placards partici-pated in the rally which beganfrom the JuD's headquarters inthe Chowburji area.

    The marchers shouted slo-gans against the Indian govern-ment for "killing innocentKashmiris".

    Anyone coercing a minor ora disabled woman into wearinga burqa will be eligible for aEUR 60,000 fine.

    If a woman is wearing theburqa of her own volition, theEUR 150-300 fine can be re-duced, if she agrees to do com-munity service aimed at betterintegrating Muslim immigrants.
