COMMITTEE REPORT DIGEST

The nomination of Joseph A. Stadler to serve as a member of the Real Estate Commission was made by Governor Edward J.B. Calvo on October 29, 2014. The nomination packet was received by the Office of Speaker Judith T. Won Pat, Ed.D., on October 29, 2014.

The Committee on Aviation, Ground Transportation, Regulatory Concerns and Future Generations convened a legislative hearing on November 18, 2014 at 2:23 p.m. in I Liheslatura's Public Hearing Room. Among the items on the hearing agenda was the nomination of Joseph A. Stadler. The hearing was adjourned at 3:02 p.m.

Public Notice Requirements Public Hearing notices were disseminated via electronic mail to all senators and all main media broadcasting outlets on November l 0, 2014, and November 14, 2014. Notice was also posted on/ Liheslaturan Gwlhan 's website beginning on November I 0, 2014.

II. TESTIMONY & DISCUSSION

Chainnan Michael San Nicolas convened the hearing on the nomination of Joseph Stadler to serve as a member of the

Real Estate Commission. He introduced the nominee and opened the floor to any members of the public wishing to testify.

Joseph Stadler stated that his interest in serving on the Commission stemm~xi from the need to have an overseeing body

for the real estate industry especially with the impending military buildup. He mentioned his experience in real estate both

in Guam and in Hawaii would provide a good perspective for helping shape policy and regulations.

Senator Aguon thanked the nominee for accepting the nomination. He stressed the importance of the Commission and its

role in helping the island grow. He stated that he looked forward to the work of the Conunission in adopting rules and

regulations for the industry.

Chainnan San Nicolas asked Mr. Stadler to compare the markets of Guam and Hawaii, in which he previously worked.

Mr. Stadler stated that Hawaii, being very well developed, did not have many first generational lands. He stated that

Hawaii, in addition to being an attractive market for investors because of its geographic location, had the necessary rules

and regulations in place to help guide the real estate industry. Mr. Stadler stated that Guam has similar attributes as

Hawaii but lacks the proper measures being in place to encourage development and investment.

Chairman San Nicolas thanked Mr. Stadler for accepting the nomination and adjourned the hearing.
