CRIME & PUBLIC SAFETY AFFORDABLE HOUSING Rental Housing Trust Fund SB2542: Increases the allocation of conveyance tax collections to the rental housing trust fund from 30 percent to 50 percent. Infrastructure HB2448: Authorizes HHFDC to issue bonds for infrastructure for land owned by an eligible de- veloper for the construction of affordable housing. Public Housing HB1539: Requires the return of a hous- ing choice voucher to the HPHA upon the death or remov- al from assistance of the last original household member or upon the youngest minor of the family reaching the age of 21 or 23 if the minor is a full-time student. Downpayment Assistance HB2251: Increases the Hula Mae Multifamily Revenue Bond authorization limit from $750,000,000 to $1,000,000,000. Hula Mae helps qualifying first-time homebuyers with 30-year mortgages at competi- tive rates and offers some down payment assistance. Ho`oponopono SB60: Requires victims of crimes and sur- viving immediate family members to be notified of their right to participate in the restorative justice process. Re-Entry Program HB2363: Establishes and funds a re-entry pilot project for nonviolent, low-risk drug offenders. Property Crime HB2205: Imposes a mandatory mini- mum term of one year imprisonment upon conviction for the offense of habitual property crime. Authorizes probation only for a first conviction of the offense of habitual property crime. Adult Dental & Uninsured HB1752: Appropriates funds to provide primary medical, dental, and behavioral health- care to uninsured and underinsured patients and restores basic adult dental benefits to Medicaid enrollees; and appro- priates funds to community health centers to provide out- reach. Autism SB2054: Requires an actuarial analysis to esti- mate the cost impact of providing autism spectrum disorder benefits. Elder Care SB2346: Appropriates general funds to the DOH for community-based services and programs for older persons. Clean & Sober Homes HB2224: Establishes a registry for clean and sober homes within the Department of Health. Polynesian Voyaging Society: $500,000 to support “Mala- ma Honua” Worldwide Voyage. Lifeguards HB1024: Extends the sunset date that exempts county lifeguards from liability for any civil damages result- ing from any act or omission within the scope of employ- ment as a county lifeguard. AFFORDABLE HOUSINGRental Housing Trust Fund SB2542: Increases the allocation

of conveyance tax collections to the rental housing trust fund from 30 percent to 50 percent.

HAWAIIAN AFFAIRS

Herbert and U`ilani Hew Len, Senator Shimabukuro, Shayne Sakoda, and Agnes Cope enjoyed themselves at the NFL YET Hawaii-Boys and Girls Club Nanakuli fundraiser.

Sewer Systems HB866: Clarifies counties' ownership of and responsibility for certain existing sewer systems and facilities, and requires the counties to accept dedication or license of and responsibility for certain other sewer systems and facilities servicing Hawaiian Home Lands.

DHHL Rentals SCR118: Urging DHHL to submit a re-port to the Legislature regarding its policy to develop rent-al properties for occupancy by its beneficiaries and ensure that beneficiaries maintain their placement on the waitlist for homestead leases while residing in a department rental.

Land Negotiations HB2288: Amends the Hawaiian Homes Commission Act to permit the DHHL to dispose of department-owned or department-controlled lands or im-provements, through direct negotiations.

Geothermal Royalties SB2953: Provides that all royalties from geothermal resources on DHHL lands shall be paid to DHHL.

EDUCATION

Nänäkuli High and Intermediate School Song Fest winners performed at the Capitol on 4/29/14.L-R: Angelica, MicaelaLa a-Robles,and Vivica.

Makaha Elementary: $1,500,000 for design and construc-tion for ADA access and improvements for Buildings A & B. Ground and site improvements; equipment and appurte-nances.

Charter Schools HB1745: Authorizes the State Public Charter School Commission to assess fees on non-state enti-ties and individuals to help offset its operating costs. Estab-lishes pre-opening procedures and requirements for charter applicants. Clarifies that appropriations for the state public charter school commission are separate and in addition to appropriations for charter schools. Makes other amend-ments to Hawaii's charter school law for clarity and consis-tency.

R&M HB2598: Authorizes the transfer moneys received in the form of grants and donations for school-level improve-ments and minor repairs and maintenance to the Hawaii 3R's School Improvement Fund.

Mandatory Kindergarten SB2768: Makes kindergarten mandatory for children who will be at least five years of age on July 31 of the school year.

Wai‘anae Agricultural Park: $600,000 for design and con-struction for miscellaneous improvements.

Special Purpose Revenue Bonds (SPRB) HB748: propos-es an amendment to the Hawaii State Constitution to autho-rize the State to issue SPRBs and use the proceeds from the bonds to assist agricultural enterprises on any type of land.

Invasive Species HB1716: Appropriates $5 million to the Hawaii Invasive Species Council for invasive species preven-tion, control, outreach, research, and planning, passed out of committee earlier this month.

Name Change SB2223: Allows the family court in a di-vorce proceeding to change the name of a minor child of at least one of the parties if it is in the best interest of the child.

Child Abuse (Civil) SB2687: Extends the period during which a victim of child sexual abuse may bring an otherwise time-barred civil action against the victim's abuser or an en-tity with a duty of care, including the State and counties, for 2 more years (until April 2016).

Child Abuse (Criminal) HB2034: Eliminates the criminal statute of limitations for sexual assault of a minor in the first and second degree, and continuous sexual assault of a minor under 14 years of age.

Minimum Wage SB2609: Increases minimum wage rate to $7.75 per hour beginning on 1/1/15, $8.50 per hour beginning on 1/1/16, $9.25 per hour beginning on 1/1/17, and $10.10 per hour beginning on 1/1/18. Increases the tip credit to 50 cents per hour beginning on 1/1/15, and 75 cents per hour begin-ning on 1/1/16; provided that beginning 1/1/15, the combined amount the employee receives in wages and tips is at least $7 more than the applicable minimum wage.Youth Challenge Academy: $340,000 for plans, design and construction for repairs and improvements to Building 32. Kupu Green Job Training Center: $1,250,000 for planning, design, construction, and equipment for the first "green" job training center of its kind in Honolulu, providing life skills and job training for youth and youth at risk.

Health Care HB1772: Exempts from the general excise tax amounts received by a contractor of the Patient-Centered Community Care Program for costs or advances to health care providers.

Cemeteries HB1564: Requires counties to obtain approv-al from the Office of Veterans' Services before any action that impact the establishment and maintenance of veterans cem-eteries.

Veteran Status HB1770: Requires notation of veteran sta-tus on state driver's licenses and identification cards if de-sired by the applicant.

GOVERNMENT REFORMTransparency SB2682: Fifteen boards and commissions

will be required to file public financial disclosure state-ments.

Same-Day Voter Registration HB2590: Allows voter reg-istration at absentee polling places beginning in 2016 and late voter registration, including on Election Day, beginning in 2018. Appropriates funds.

State Land Exchanges SB3121: Amends the legislative approval requirement for any exchange of public land for private land to require a majority vote in both houses.

ENERGY & ENVIRONMENT

Environmental Courts SB632: Establishes environmental courts as divisions of the circuit courts and district courts to hear proceedings.

Abandoned Tires HB2509: Appropriates $50,000 to assist communities affected by discarded or abandoned tires by providing funds for programs promoting the removal of abandoned tires that have been illegally dumped from the landscape, including funding county abandoned tire remov-al programs.

Environmental Response SB2196: Re-establishes the en-ergy systems development special fund and extends the re-peal of various allocations of the environmental response, energy, and food security tax from 2015 to 2030.

Hawai`i Maoli: $500,000 for plans, design, construction and equipment for an environmental assessment and to con-struct a fence line in Mäkaha Valley to protect the watershed.

MILITARY

Nänäkuli Ave Crosswalk Improvements: $127,000 for plans, design and construction for a traffic study and possi-bly relocation of existing crosswalk.

Farrington Hwy: $251,000 land acquisition for the re-habilitation and/or replacement of the Ulehawa Stream Bridge. $500,000 for improvements along Farrington High-way for alternative congestion relief and/or safety improve-ments along Farrington Highway between Honokai Hale and Hakimo Road.

Mä‘ili Bridge: $2,500,000 for construction and replacement of a pre-stressed tee-beam bridge on Farrington Highway in the vicinity of Maili.

Multi-Use Path: $9,466,000 for land acquisition, design and construction for a multi-use path from the vicinity of Waipio Point Access Road to Lualualei Naval Road.

Sen. Shimabukuro met with constituents on 1/8/14 regarding the tragic accident in Nanakuli on 12/28/13. The group has gotten in-volved with the Neighborhood Board and other officials to try and find ways to improve safety along Farrington Highway, including lobbying for median barriers. Army Aviation Support Facility, Kalaeloa: $30,318,000 for plans, design, construction and equipment of a new Army aviation support facility at Kalaeloa. The facility will be built to National Guard standards and will meet LEED Silver level. This project is necessary to qualify for Federal aid financing and/or reimbursement.

Innovative Activity SB2981 SD2: Amends the state plan policies, objectives, and priority guidelines to promote and encourage innovative activity in the economy.

Kalaeloa Enterprise Energy Corridor: $7,000,000 for plans, design and construction of an electrical distribution system between Roosevelt Road and Tripoli Road. This proj-ect may also include the construction of a service roadway to maintain corridor as required by HECO.
