SEMS Regulatory Drivers• AR 200-1 Chapter 101 b: Army EMS Framework
• Executive Order 13423 (24 Jan 07): Strengthening Federal Environmental, Energy, and Transportation Management: Requires federal agencies to implement an EMS at all appropriate organizational levels.
• DoD Instruction (DoDI) 4715.17 (15 Apr 09): Environmental Management Systems: Requires EMS to be integrated into the mission and activities of DoD organizations to enhance operational mission performance.
• DUSD (ESOH) Policy Memorandum (14 Jul 09): DoD EMS Metrics: EMS oversight requirements measured and reported in Annual Report to Congress.
• ACSIM Policy Memorandum (12 Oct 10): Environmental Management and Assessment Requirements: Stipulates additional requirements on “appropriate facilities” and establishes timelines for implementing/ completing corrective action measures.

1. To establish the Army Strategy for the environment “Army Sustainability”.
2. Fort Buchanan commitment to demonstrate leadership in environmental management by integrating environmental accountability into agency day-to-day decision-making and long-term planning processes, across all missions, activities, and functions.
3. Installation commitment to sustain mission readiness while conducting operations that are safe and environmentally acceptable.
4. Maintain a standardized Installation system that promotes continual improvement processes (Plan, Do, Check, Act) as shown in the ACOE Package.
