So what can a SEMP provide?
In project management courses and guidelines, one rarely finds requirements management, functional analysis, synthesis, interface control, integration, cyclic processes, model-based design, integrated modeling and design, integrated issues-risk-decision, systems analysis, document hierarchy, and measures of effectiveness.
Also, note above that Human factors, safety, reliability, maintainability, operability are not mentioned.

We need one of those too – The old DOE-Order 4700 Guidelines – Told how to engineer, how to plan, specified a Risk Mgt Plan, IPT, Review cycle and process, WBS, and a SEMP; or the old EG&G approach where the SEMP was Chapter 13 of the PMP.
