I write to invite you to the above seminar and the launch of two (2) books on 11 July 2014 at

Grand Copthorne Waterfront at 2.00 p.m.

The seminar will feature a Key Note address by Mr Wong Meng Meng SC that will be followed by

a paper presented by me. A panel discussion will conclude this session with the panel

comprising Mr Wong Meng Meng, Mr Chow Kok Fong and myself and chaired by Mr. Ho Chien

Mien.

Following the seminar, there will a launch of two (2) books – The Singapore Developers’ Design

and Build Contract written by Chow Kok Fong, and Construction Procurement, Contract

Administration and Law written by Eugene Seah. The book by Chow Kok Fong will be launched

by Justice Chan Seng Onn while that of Eugene will be by Wong Meng Meng with presentations

by the two authors themselves.

Design and build contracts are becoming more widely accepted. It is also not to be denied that

administering a design and build contract is not straightforward but fraught with legal and

contractual issues, not least the much vaunted principle of contractor’s design liability. It is

therefore timely and even fortuitous that we now have a book written by Kok Fong that provides

in-depth commentaries on a multitude of topics under the REDAS form of contract that will surely

instil in us a better understanding of the form.

The book written by Eugene Seah on the other hand covers a myriad of topics on procurement

and contract administration practice. Each topic is succinctly and clearly narrated in a way that

will equip contract administrators with the necessary knowledge and confidence to handle

contractual issues effectively and professionally. The various topics under this book are indeed

complementary to the other.

Dr Ting’s research interests are in sustainable construction technology and management. He was awarded the Singapore Concrete Institute Award for Excellence in Concrete research in 1986 and the MND R&D Award 2013 (Merit Award) for his innovation in converting waste to structural concrete and constructing the first building in the region with up to 100% recycled concrete aggregates (RCA). He has been a consultant or expert witness to more than 50 projects over the last ten years. He has one patent to his name. He is a Singapore registered Professional Engineer (PE). He is active in service to the professional bodies, the local industry and society. He is a Town Councillor in the Sembawang GRC co-chairing the Finance committee. He is a Fellow of the Society of Project Managers (SPM) serving currently as SPM current President. He is a member of the Workplace Safety & Health (Construction and Landscaping) committee under the Workplace Safety & Health Council. He is Chairman of the Committee of Impartiality of the Singapore Construction Safety & Consultancy Pte Ltd. He received his B Eng (1st Honours) in Civil Engineering from Monash University, Australia under the President’s and the Colombo Plan scholarships. He obtained his M Eng from NUS before he went to Massachusetts Institute of Technology for his SMCE and ScD (Structural Engineering) under the NUS Overseas Graduate scholarship.
