This is in response to your Freedom of Information request dated January 18, 2014 and received in this office on January 28, 2014 seeking copies of the most recent SSS Monthly Management Summary Report and a copy of the most recent SSS Registration Compliance Report. Enclosed are the CY 2012 year end Registration Compliance Statistical Information (RCSI) reports showing registration rates nationally, per Region, per state, and comparing compliance rates with CY 2011 results. Additionally the most recent and last SSS Monthly Management Summary Report that was prepared is enclosed.

Estimated Registration Compliance Rates for the 18 YOB Group Processed through January 31, 2006

The REGSTATS national estimated registration compliance rate for the 18 Year of Birth (YOB) Group as of December 31, 2005 was 75.86 percent, a -0.01 percent change from the 75.87% estimated compliance rate for the same period in 2004. Region I showed a -0.77 percent change in compliance, while Region II showed a 1.95 percent change, and Region Ill showed a -0.89 percent change. Thirty-one states have enacted the Solomon-Type and 21 states plus the Mariana Islands have enacted the Thurmond-Type legislation. Seventy-nine cities or counties in 17 states have enacted ordinances requiring registration as a prerequisite for local government employment. As of December 31, 2005, 34 states, the District of Columbia, the Northern Mariana Islands, Guam, and the Virgin Islands have enacted into law Driver's License Legislation (DLL). Of those enacted states, 33 states, the Northern Mariana Islands, Virgin Islands, Guam and the District of Columbia implemented DLL and transmit data to Selective Service. From a national total of 20,949 private and public high schools, 18,144 (87%) participated in the SSS High School Registrar Program as of December 31, 2005, which includes Region I at 80%, Region II at 93%, and Region Ill at 87% (ap_stat report). As of December 31, 2005, 97% of the participating high schools have been contacted and 95% of the non-participating high schools have been contacted (apr_m19 report). NOTE: Because IT is in the process of transferring data from the mainframe to servers, REGSTATS reports for January were unable to be run. As a result, this summary report is based on the on-line REGSTATS population potentials since the normal REGSTATS reconciliation process could not be performed.

Region I

Region l's estimated registration compliance rate for the 18 YOB Group was 72.23 percent, a -0.77 percent change from the 72.79% estimated compliance rate for the same period in 2004. Most states including the District of Columbia in Region I decreased their compliance rates. Delaware, a mandatory Drivers License Legislation (DLL) state, showed a compliance rate too close to 100% to be statistically significant as it was for the same period in 2004, while the District of Columbia, an optional DLL, showed a -8.51 percent change in compliance. Region I reported that 13 SSS High School Registrars were contacted in December 2005 versus none for November 2005 (reg_m08 report). From the participating high schools in Region I, 99.95% have been contacted and 100% of the nonparticipating high schools have been contacted as of December 31. 2005 (apr_m19 report).

Region II

Region It's estimated registration compliance rate for the 18 YOB Group was 83.25 percent, a 1.95 percent change from the 81.66% estimated compliance rate for the same period in 2004. Six states in Region II and the Virgin Islands decreased their compliance rates, but Florida, a mandatory DLL state showed compliance rate too close to 100% to be statistically significant as it was for the same period in 2004. Three states (VA, LA, and SC) with mandatory DLL showed 21.79, 11.81, and 11.02 percent change respectively. Region II reported that 63 SSS High School Registrars were contacted in December 2005 versus 704 for November 2005 (reg_m08 report). From the participating high schools in Region II, 99.98% have been contacted and 99.77% of the non-participating high schools have been contacted as of December 31, 2005 (apr_m19 report).

Region Ill

Region Ill's estimated registration compliance rate for the 18 YOB Group was 72.15 percent, a -0.89 percent change from the 72.80% estimated compliance rate for the same period in 2004. Nine states in Region Ill, and two territories (GU and MP), decreased their compliance rates, but Utah, a mandatory DLL state showed rates too close to 100% to be statistically significant as it was for the same period in 2004. Region Ill reported that three SSS High School Registrars were contacted in December 2005 versus one for November 2005 (reg_m08 report). From the participating high schools in Region Ill, 92% have been contacted and 86% of the non-participating high schools have been contacted as of December 31, 2005 (apr_m19 report).

The REGSTATS national estimated registration compliance rate for the 19 Year of Birth (YOB) Group as of December 31, 2005 was 92.17 percent, a 1.36 percent change from the 90.93% estimated compliance rate for the same period in 2004. Region I showed a -1.09 percent change in compliance, while Region II percent change was 2.47, and Region Ill showed a 1.21 percent change. NOTE: Because IT is in the process of transferring data from the mainframe to servers, REGSTATS reports for January were unable to be run. As a result, this summary report is based on the on-line REGSTATS population potentials since the normal REGSTATS reconciliation process could not be performed.

Region I

Region l's estimated registration compliance rate for the 19 YOB Group was 88.77 percent, a -1.09 percent change from the 89.75% estimated compliance rate for the same period in 2004. Most states in Region I, including the District of Columbia, decreased their compliance rates, while Delaware, a mandatory Driver's License Legislation (DLL) state, also showed a decrease from the same period in 2004. New York, a mandatory DLL state, showed a 0.19 percent change when New York City is combined with New York State. Vermont, where no legislation is present, showed a 2.42 percent change, while the District of Columbia, with optional Driver's License Legislation, showed a -2.15 percent change in compliance.

Region II

Region ll's estimated registration compliance rate for the 19 YOB Group was 95.53 percent, a 2.47 percent change from the 93.23% estimated compliance rate for the same period in 2004. All states in Region II, excluding one territory (Puerto Rico). Arkansas, Florida, and Georgia, increased their compliance rates. Arkansas. Florida, Georgia, and North Carolina with mandatory DLL states, showed compliance rates too close to 100% to be statistically significant as it was for three states (AR, FL, and GA) in 2004. Puerto Rico, where no legislation is present, showed a -2.38 percent change in compliance.

Region Ill

Region Ill's estimated registration compliance rate for the 19 YOB Group was 90.24 percent, a 1.21 percent change from the 89.16% estimated compliance rate for the same period in 2004. Most states, including the Northern Mariana Islands in Region Ill increased their estimated compliance rates, and three states (CO, KS, and UT) showed rates too close to 100% to be statistically significant as it was for three states (CO, ND, and UT) in 2004. The Northern Mariana Islands percent change of 22.86 can be attributed to the Driver's License Legislation, while Wyoming, where no legislation is present, showed an 8.05 percent change in compliance. Alaska with a Permanent Resident Fund in lieu of DLL showed a 7.62 percent change in compliance for the same period in 2004.
