RBMP – Principles (1)

• Structure follows Annex VII WFD• Content because of the Reporting Data Sheets• Aggregation levels: Nationwide, 3 RBD and 8 National

Planning Areas• All Waters (> 100 km2 and < 100 km2) are in the same

maps and tables• First “Draft RBMP” must be delivered to the Federal

States latest by March 22nd 2008• The RBMP is addressed to the interested Public. The

language has to be “common” and “easy”.

RBMP – Principles (2)

Decision in Austria:• RBMP itself very short (Summary – approx. 150 – 200

pages planned)• Text blocks in the RBMP should be useable (1:1) for the

WISE ACCESS tool• All other Information (Text and Tables):

– Background Documents (e.g. Methodology, Tables) are Annexes of the RBMP. These Documents can be in a “technical language”.

• Maps

Documents …

… used to define the RBMP content• WFD and the Reporting Data Sheets• Gap Analysis:

– Requests by the European Commission for the RBMP (Reporting Data Sheets) and the

– Content of the delivered “old” WFD Reports 2004 (Article 3), 2005 (Article 5) und 2007 (Article 8).

• Assessment of the delivered WFD reports (Article 3 and 5) by the EC in 2007 (identified key gaps of data/information)

• New policies (Water Scarcity / Drought, Climate Change)• Other Reports (e.g. Rhine, Elbe)

Reporting Data Sheets- Draft Table of Contents for 2010 Reporting Guidance- Collection of Reporting Sheets for 2010 Reporting Guidance

The arrangement corresponds to the arrangement of the Report

The structure of the RDS follows always following pattern:

Why are the contents required (indication of type. the WRRL);

How (in which form) the contents are required,

a) Geographical information (for example maps M 1:250.000)

b) Tables / data

c) Summarizing texts (maximum sign number pretended)

SWB 1 – Identification of Surface Water Bodies, Artificial (AWB) and Heavily Modified Water Bodies (HMWB)

Content already submitted in Article 5

Summary and Update of the Article 5 report contents

Common treatment of big and small water bodies (e.g. common maps)

Questions: Are there new results with reference to the typology?

Is the methodology differently for the small waters to that of the big one(s)?

Are additional maps necessary? (e.g. only for small waters)

Geographical Data: see GIS Data sheet

Data:• For each category (i.e. river, lake, coastal and transitional surface water, HMWB and

AWB), number of possible types created by the typology.• For each category (i.e. river, lake, coastal and transitional surface water) the number of

water bodies occurring in each type in the river basin district and sub-unit.

Textual Information:• Typology consistent with System A or B – maximum 15.000 characters, if System B has

been used provide a list of the taken factors and for HMWB/AWB and small water bodies• For international RBD: coordination yes / no; yes; 5.000 characters

SWB 1 – (Provisional) Identification of Artificial and Heavily Modified Water Bodies (HMWB)

Content already submitted in Article 5

Summary and Update of the Article 5 report contents

Definitive, no more temporary, identification of HMWB

Common treatment of big and small water bodies (e.g. common maps)

Questions: Is there a Methodology for the definitive identification existing?

How and Who will identify the HMWB definitive?

Small water bodies – provisional or definitive identification as HMWB?

Is the methodology differently for the small waters to that of the big one(s)?

Are additional maps necessary? (e.g. only for small waters)

Remark: Austria will not finish the definition of AW and HMWB for the 1st RBMP.

Reason:

We cannot “serious” identify all HMWB and AW because of less data and information.

In the RBMP maps and tables:

“definitive (no) HMWB/AW”, “maybe HMWB/AW”, “preliminary identification of HMWB/AW”
