TS/SCI (Sensitive Compartment Information) SCI is a type of United States classified information concerning or derived from sensitive intelligence sources, methods, or analytical processes.

A TS/SCI clearance, or top secret clearance, with access to sensitive compartmentalized information is a highly specialized security clearance

For a TS/SCI clearance, for instance, your employer would have to verify your need to access certain classified materials not available to personnel with typical top secret clearances

TS/SCI (Sensitive Compartment Information) contd. SCI access eligibility is divided into 3 sensitivity levels and each has a different investigative requirement:

• SSBI without polygraph • SSBI with Counterintelligence Scope polygraph • SSBI with Full Scope polygraph

Acquiring a top secret /sensitive compartment information clearance with polygraph requires your job to sponsor you for the clearance. Not all employers may offer TS/SCI clearance and many that do are government or military positions, or contracted businesses with the government or military.

Interim clearance

An interim clearance (also known as “interim eligibility”) is based on the completion of minimum investigative requirements and granted on a temporary basis, pending the completion of the full investigative requirements for the final clearance.

Interim Top Secret clearances take one or two months longer. Interim clearances can be “declined,” if unfavorable information is listed on the SF86.

Usually used for Secret, L and confidential Access

• Investigative Requirements: Completion of Standard Form 86

• Completion of a National Agency Check

• Financial Review• Date and Place of Birth• Local Agency Checks• Expanding for Issues

2. STANDARD B

SSBI

Single Scope Background Investigation: Applies for TOP SECRET (including TOP SECRET Special Access Programs) and Sensitive Compartmented Information; and "Q" access authorizations.

• Investigative requirements are - Completion of Forms: Completion of standard Form 86, including applicable releases and supporting documentation.

• Completion of a National Agency Check.• National Agency Check for the Spouse or

Cohabitant (if applicable)• Date and Place of Birth• Citizenship• Education• Employment• References• Former Spouse (if applicable), Neighborhoods • Financial Review• Local Agency Checks, Subject Interview • Public Records, Polygraph (only in agencies with

approved personnel security polygraph programs)• Expanding the Investigation.

STANDARD C

SSBI-PR

Single-Scope Background Investigation - Periodic Reinvestigation : Standard C applies to reinvestigations for access to 1.TOP SECRET (including TOP SECRET Special Access Programs) and Sensitive Compartmented Information2.“Q" access authorizations.

Understanding JPAS

JPAS was conceived decades ago with several goals in mind, including to standardize the adjudication process within DoD; provide an improved database and processes within the security manager realm of functions; and to allow better communication between the central adjudication facility (CAF) and the security personnel in the field who actually give cleared individuals access to classified information.

JPAS is the “DoD system of record” for recording clearance eligibility determinations and access to classified information, up to and including Top Secret.

Scattered Castles is a database used by the Intelligence Community to record eligibility and accesses to Sensitive Compartmented Information and other caveated programs.

What’s in for us ? It is important to ask the right question during the call to know the status of the clearance. We have listed few questions that we can be asked to the prospective candidates on a call.

Do you work for Department of Defense ? Yes /No

Do you hold an active top secret clearance ? Yes / No

If yes – Are you aware if the clearance is top secret ? Sure / Not Sure

If he/she is sure its an active top secret we can proceed with the next questions

However if the candidate is unaware of the class of the clearance assist and make him friendly that you can find that for him.

Continued…Ask for the complete SSN – Provides / Hesitant to provide

If he/she provides the complete SSN please proceed explaining the selected candidate about the next process. However if the selected candidate is reluctant / hesitating to provide alternately we can ask the following question

May I have you DOD id along with your complete date of birth – Provides / Forgets

If he/she provides the complete SSN please proceed explaining the selected candidate about the next process.

Either of the SSN or the DODid + DOB (complete) is provided, FSO processes the steps to enquire the expiration of the clearance. If the selected candidate forgets DODid and doesn’t provide the SSN, its unfortunate that we search again for a new candidate.

Enquire if the candidate is working on site / off site

Finally close the questionnaires mentioning once the clearance status is updated, the FSO will upgrade the clearance based on the job requirement to TSC-SCI / with polygraph and over the time FSO will be responsible to hold the clearance during his tenure for the position.
