Preface

In 1943 the Board of Governors publishedBanking and Monetary Statistics to make avail-able in one place and on a uniform basis majorseries relating to banking, monetary, and otherfinancial developments. The statistics usuallycovered the period from 1914, when the Fed-eral Reserve System was established, throughDecember 1941.

To bring together for the period since 1941the most important series in that volume, torevise the data previously published, and topresent new series, the Board is publishing aseries of pamphlets. Most of these pamphletscorrespond to sections in Banking and Mone-tary Statistics, but some may cover new sub-jects. Most of the data included in thesepamphlets have already been published in the

Federal Reserve Bulletin, and current figuresfor most of the series are published in it eachmonth. In some instances, however, the typeof presentation may vary considerably fromthat in the Bulletin.

This is one of the new pamphlets. As inBanking and Monetary Statistics, there is abrief description of the purpose and history ofthe data, the sources of the figures and themethods by which they were compiled, andother facts to guide the reader in using thefigures. Much of the information that is custom-arily included in footnotes to tables has beenincorporated in the text. Footnotes have beenused for the most part to call the reader's atten-tion to any lack of comparability of items overthe period covered.

The statistics in this Section relate to theU. S. gold stock; U. S. foreign gold transac-tions; the distribution of gold reserves ofcentral banks and governments of the freeworld; and the volume of the gold and short-term dollar assets and U. S. Government bondsand notes owned by these countries and byinternational organizations.

U. S. GOLD STOCK

Before January 30, 1934, the gold stock of theUnited States consisted of gold coin in circula-tion in the United States and gold held by theTreasury and the Federal Reserve Banks. Onthat date, title to all gold owned by FederalReserve Banks was transferred to the U. S.Government, while by a series of Executiveorders in 1933 gold coin was retired fromcirculation. Since January 30, 1934, the U. S.gold holdings have included the Treasury goldstock and gold in the Exchange StabilizationFund of the Secretary of the Treasury.

Most of the Treasury gold stock, shown inTable 1, is held as security against a corre-sponding amount of gold certificates or goldcertificate credits issued to the Federal ReserveBanks, for which the Treasury receives creditin its deposit account. This gold constitutes themonetary gold reserves behind the FederalReserve note and deposit liabilities.1 A smallamount of gold ($156 million) is held as areserve against United States notes, and the

remainder ($121 million on June 30, 1962) isdescribed as "balance of gold" in the "DailyStatement of the U. S. Treasury."

The Exchange Stabilization Fund was estab-lished under the Gold Reserve Act of 1934with a capital of $2 billion appropriated fromthe increment resulting from the reduction inthe gold content of the dollar. This total wasdivided into two portions: one, amounting to$1.8 billion, was considered inactive; the re-mainder was held as a working balance.

From 1934 until February 1947 the assets(entirely in gold) of the inactive portion of theFund were included as a separate part of theTreasury gold stock; no gold certificates orgold certificate credits were issued against thisgold.

In February 1947 the United States used theinactive portion ($1.8 billion) of the Fund topay a part of its subscription to the Inter-national Monetary Fund, in accordance withthe Bretton Woods Agreement Act. However,only 25 per cent of the subscription ($687.5million) was required to be paid in gold; theremainder was paid in U. S. dollar funds andnonnegotiable, non-interest-bearing specialU. S. notes, and the Treasury was reimbursedby transfer of the remaining $1.1 billion of goldfrom the Exchange Stabilization Fund.

The Treasury conducts most of its goldtransactions with foreign monetary authoritiesthrough the Exchange Stabilization Fund. TheFederal Reserve Bank of New York acts as theFund's fiscal agent in these transactions. Thereare shifts of gold back and forth between theFund and the Treasury gold stock to carry outthese transactions. The assets of the Fund, in-cluding accumulated net earnings, were $340

million at the end of 1961, of which $58million was in gold.2

Changes in the U. S. gold stock are ac-counted for mainly by gold transactionsbetween the United States and foreign mone-tary authorities. Sales of gold by the Treasuryfor use in industry and the arts in the UnitedStates and Treasury purchases of gold fromnew production are also reflected in the data.

The figures for net gold imports or exportsshown in Table 1 are compiled by the Depart-ment of Commerce. The figures for earmarkedgold, not included in the U. S. gold stock,represent gold held by the Federal ReserveBanks for foreign and international accounts.The combined net change in these two itemsdoes not always correspond closely with thedata on U. S. foreign gold transactions for agiven period (Table 2), in part because thereare frequent lags in the statistics on imports andexports of gold. Also at times the Treasurymay hold some gold under earmark abroad.Furthermore the statistics include—in additionto gold imported for sale to the United Statesor for earmark at the Federal Reserve Banksand exports of gold sold by the United Statesor from earmark—gold imported for refiningand subsequent re-export.

NET GOLD PURCHASES OR SALESBY THE UNITED STATES

The United States buys gold from and sellsgold to foreign governments, central banks, andby specific agreement, international organiza-tions, for the settlement of international bal-ances or for other legitimate monetary pur-poses, at the established rate of $35 per finetroy ounce (exclusive of handling charges).

Table 2 shows data for net gold purchases orsales by the United States, by countries, an-nually for the period 1945-60 and quarterly

beginning with 1950. These data are publishedby the Treasury.

GOLD RESERVES OF CENTRAL BANKSAND GOVERNMENTS

Table 3 shows quarterly data for gold reservesof 44 countries and one international and tworegional organizations, as well as world totals.During World War II it was difficult to obtainreliable information on gold reserves, sincemany countries did not disclose their officialholdings and a number of others reportedfigures that failed to disclose the full extent oftheir holdings. Hence no attempt has beenmade to show holdings before December 1945.

In most foreign countries the central bankor bank of issue holds the country's goldreserves, but in several—mainly in Europe—both the central bank and an exchange stabiliza-tion fund or similar governmental authorityhold the reserves. In others—Canada and theUnited Kingdom, for example—such authorities(the Exchange Fund Account and the Ex-change Equalization Account) hold all of thegold reserves.

The source of the gold reserve figures formost countries and the Bank for InternationalSettlements has been either the balance sheetor statistical bulletin of the central bank.Figures for the International Monetary Fundand several countries have been obtained fromthe Fund's monthly bulletin, InternationalFinancial Statistics. Although most figuresgiven are for the end of the month, figures forseveral countries, particularly Asian countriesthat do not issue end-of-month reports, referto the last report date of the month.

Gold reserves have been reported in threeways—in the currency of the country, in weightunits, or in U. S. dollars. Reserves reportedin foreign currencies have been converted intodollars at rates which result in a valuation of$35 per fine ounce. Where gold reserves havebeen reported in weight units, the conversionshave been made at the rate of $35 per fineounce.

The figures for estimated total world reservesrepresent reported gold holdings of centralbanks and governments and of regional andinternational organizations; unpublished hold-ings of various central banks and governments;estimated holdings of the U. K. ExchangeEqualization Account; and estimated officialholdings of countries from which no reportshave been received. The figures do not includeamounts for the U.S.S.R., other EasternEuropean countries, or China Mainland.

The figures for the most part representphysical gold, in the form of coin or bullion,held either at home or abroad. A number ofEuropean countries have gold deposited withthe Bank for International Settlements, andthey include these deposits as part of their goldreserves. To avoid overstating total worldreserves, therefore, the figures included inTable 3 for the BIS represent the Bank'sgold assets net of gold deposit liabilities.

GOLD RESERVES AND DOLLAR HOLDINGSOF FOREIGN COUNTRIES ANDINTERNATIONAL ORGANIZATIONS

Table 4 provides data for foreign gold reservesand holdings of short-term dollar assets andfor foreign holdings of U. S. Government bondsand notes, quarterly beginning with the endof 1949.

For all but three countries the data for goldand short-term dollar assets shown in Table 4represent a combination of data for gold re-serves as shown in Table 3 of this Section andthe figures for short-term liabilities to foreignersas published in Tables 1-A through 1-D in"International Finance," Section 15 of Supple-ment to Banking and Monetary Statistics. The

three exceptions are Japan, Panama, and theUnited Kingdom, for which gold reserves arenot shown separately in Table 3. Panama hasonly a nominal amount of official gold holdings,and thus the figures shown in Table 4 for thiscountry represent short-term dollar assets only.

The areas shown in Table 4 of this Sectiondiffer from those in Tables 1-A through 1-D,of Section 15; in the tables in Section 15,Europe includes Eastern as well as WesternEurope, and Latin America includes WesternEuropean dependencies located in that area aswell as the Latin American republics. In Table4, data for Europe and Latin America havebeen adjusted to exclude Eastern Europe andWestern European dependencies located inLatin America; statistics for these countries areincluded under "all other."

The figures for U. S. Government bonds andnotes—representing securities with an originalmaturity of more than 1 year—have beenbased on two surveys of holdings of thesesecurities and monthly reports on transactions.In the first survey selected banks in the UnitedStates reported the amounts of U. S. Govern-ment bonds and notes they were holding forforeign and international accounts as of theend of May 1955. These figures, together withmonthly statistics on security transactions thatfirst became available for January 1950, havebeen used to calculate holdings for the periodfrom the end of 1949 through December 1960(old series). A more comprehensive survey ofholdings was made as of the end of November1960. Figures for the new series for December1960 shown in Table 4 were based on thissurvey and on reported transactions inDecember.
