PROPOSED AMENDMENT TO THE RULES APPLYINGTO DOG SHOWSCHAPTER 16, SECTION 6 – CHAMPIONSHIPS

Based on staff recommendation, the AKCBoard has proposed the following amendmentto CHAPTER 16, Section 6, of the Rules Apply-ing to Dog Shows – Championships This will bevoted on at the September 12, 2017 DelegatesMeeting. CHAPTER 16

SECTION 6. Champions of Record and dogswhich have completed the requirements for achampionship but whose championships areunconfirmed that are entered in Best of Breedcompetition are eligible for Grand Champi-onship competition. Grand Championshippoints may be recorded for: Best of Breed orBest of Variety of Breed, Best of Opposite Sexto Best of Breed or Best of Variety of Breed,Select Dog, and Select Bitch.Grand Championship points will be recordedaccording to the number of eligible dogs com-peting in the regular classes of each breed orvariety, as well as dogs entered in Best of Breedcompetition, according to the Schedule ofPoints established by the Board of Directors.

• Grand Championship Points will not beawarded for competition beyond Best of

Breed or Best of Variety of Breed compe-tition.

• Winners Dog, Winners Bitch, and Non-Regular Class winners that are not confor-mation Champions, are not eligible forGrand Championship points.

Grand Championship points for a dogawarded Best of Breed or Best of Variety ofBreed shall count all eligible dogs of bothsexes entered in Best of Breed or Best of Vari-ety of Breed competition in addition to thedogs that competed in the regular classes forboth sexes in calculating Grand Champi-onship points.

Grand Championship points for a dogawarded Best of Opposite Sex to Best of Breedor Best of Variety of Breed shall count all eligi-ble dogs of their sex competing in Best ofBreed or Best of Variety of Breed competitionin addition to the dogs that competed in theregular classes for their sex in calculatingGrand Championship points.

A dog awarded Best of Breed will be credited withthe number of Grand Champion points calculatedfor Best of Breed or for the Best of Opposite Sex,whichever is greater.

PROPOSED AMENDMENT TO THE RULES APPLYINGTO DOG SHOWSCHAPTER 11, SECTION 8-A, – DOG SHOW EN-TRIES, CONDITIONS OF DOGS AFFECTING ELIGI-BILITYThis amendment to the Rules Applying to Dog

Shows, CHAPTER 11, Section 8-A, – Dog ShowEntries, Conditions of Dogs AffectingEligibility, was brought forward by the DelegateDog Show Rules Committee. It was unanimouslydisapproved by the AKC Board. The Dog ShowRules Committee is requesting this go forward tothe Delegates for a vote as per the AKC Bylaws. Itwill be voted on at the September 12, 2017Delegates Meeting.

CHAPTER 11

SECTION 8-A. A dog that in the opinion ofthe judge menaces or threatens or exhibits anysign that it may not be safely approached by thejudge or examined by the judge in the normalmanner shall be excused from ring. When thejudge excuses the dog, he/she shall mark the dog“Excused,” stating the reason in the judge’s book.A dog so excused shall not be counted as havingcompeted. A dog recorded as “Excused for threat-ening or menacing” by a judge on three occasionswill be administratively disqualified by TheAmerican Kennel Club.

A dog that in the opinion of the judge attacksany person or dog in the ring shall be disqualified.

When the judge disqualifies the dog, he/she shallmark the dog “Disqualified,” stating the reason inthe judge’s book.

When a dog has been disqualified under thisSection, any awards at that show shall be canceledby The American Kennel Club, and the dog maynot again complete unless and until, followingapplication by the owner to The American KennelClub, the owner has received official notificationfrom The American Kennel Club that the dog’sshow eligibility has been reinstated.

Any dog, that in the opinion of the EventCommittee attacks a person or dog at an AKCevent resulting in an injury and is believed by thatEvent Committee to present a hazard to personsor other dogs, shall be disqualified by the EventCommittee pursuant to the section, a report shallbe filed with the Executive Secretary of TheAmerican Kennel Club. The disqualified dog maynot again compete at any AKC event nor be onthe grounds of an AKC event unless and until, fol-lowing application for reinstatement by the ownerto The American Kennel Club, the owner receivesofficial notification in writing from the AKC thatthe dog’s eligibility has been reinstated.A dog that is disqualified for attacking must have,at the time of the infraction, a permanent identifi-cation if the dog is ever to be eligible for a rein-statement. Permanent identification includes, butis not limited to, microchip; tattoo; or some unal-terable unique body feature. A photo of the dogmust be taken in the ring. If the dog cannot bepermanently identified for any reason, includingbut not limited to, the fact the dog is not

microchipped nor tattooed; has no distinguishing,unalterable unique body feature; an appropriatescanner is unavailable; the dog is unapproachable;etc. the judge shall mark his/her book: “DQ’d forattacking; cannot be identified.”Reinstatement will be conducted by AKC staff atan appropriate date and location. Judges will notparticipate in the process. No reinstatement proce-dure will take place on the grounds of, or in anybuilding, hotel, or venue connected to a show orevent. Proper identification and proof of currentrabies vaccination of the dog at the time of rein-statement are required.The name, AKC number and owner’s contactinformation of the disqualified dog shall be com-municated to the Show Superintendents, who shallalso be notified of same if and when such dog isreinstated.

PROPOSED AMENDMENT TO THE FIELD TRIALRULES AND STANDARD PROCEDURES FOR POINT-ING BREEDSCHAPTER 14, Section 22A – (new paragraph)

This amendment to CHAPTER 14, Section22A (new paragraph), of the Field Trial Rulesand Standard Procedures for Pointing Breeds, wasproposed by the Gordon Setter Club of Amer-ica. It will be voted on at the September 12,2017 Delegates Meeting.

TheFinnish Spitz’s whole being shows liveliness,which is especially evident in the eyes, earsand tail. Males are decidedly masculine with-out coarseness. Bitches are decidedly femininewithout over-refinement.

The Finnish Spitz's most important charac-teristics are its square, well-balanced body thatis symmetrical with no exaggerated features, aglorious red-gold coat, his bold carriage andbrisk movement.

Any deviation from the ideal described stan-dard should be penalized to the extent of thedeviation. Structural faults common to allbreeds are as undesirable in the Finnish Spitzas in any other breed, even though such faultsmay not be mentioned in the standard.Size, Proportion, Substance: Size – Height atthe withers in dogs, 17½ inches to 20 inches;in bitches, 15½ inches to 18 inches. Propor-tion – Square: length from forechest to but-tocks equal to height from withers to ground.The coat may distort the square appearance.Substance – Substance and bone in proportionto overall dog.Head: Clean cut and fox-like. Longer from oc-ciput to tip of nose than broad at widest partof skull in a ratio of 7:4. More refined with lesscoat or ruff in females than in males, but stillin the same ratio. A muscular or coarse head,or a long or narrow head with snipy muzzle, is

to be penalized. Expression - Fox-like and lively.Eyes – Almond-shaped with black rims.Obliquely set with moderate spacing between,neither too far apart nor too close. Outer cor-ners tilted upward. Dark in color with a keenand alert expression. Any deviation, runny,weepy, round or light eyes should be faulted.Ears – Set on high. When alert, upward stand-ing, open to the front with tips directly abovethe outer corner of the eyes. Small erect,sharply pointed and very mobile. When straightened, thetip of the tailbone reaches the hock joint. Lowor high tail-set, too curly a tail, or a short tail isto be faulted.Forequarters: Shoulders - The layback of theshoulders is thirty degrees to the vertical. Legs -Viewed from the front, moderately spaced, par-allel and straight with elbows close to the bodyand turned neither out nor in. Bone strongwithout being heavy, always in proportion tothe dog. Fine bone, which limits endurance, orheavy bone, which makes working movementcumbersome, is to be faulted. Pasterns - Viewedfrom the side, slope slightly. Weak pasterns areto be penalized. Dewclaws - May be removed.Feet - Rounded, compact foot with well-archedtoes, tightly bunched or close-cupped, the twocenter toes being only slightly longer thanthose on the outside. The toe pads should bedeeply cushioned and covered with thick skin.The impression left by such a foot is rounded incontrast to oval.Hindquarters: Angulation in balance with theforequarters. Thighs - Muscular. Hocks - Mod-erately let down. Straight and parallel. Dew-claws - Removed. Feet - As in front.Coat: The coat is double with a short, soft,dense undercoat and long, harsh straightguard hairs measuring approximately one to

two inches on the body. Hair on the head andlegs is short and close; it is longest and mostdense on plume of tail and back of thighs. Theouter coat is stiffer and longer on the neckand back, and in males considerably more pro-fuse at the shoulder, giving them a moreruffed appearance. Males carry more coatthan females. No trimming of the coat exceptfor feet is allowed. Whiskers shall not betrimmed. Any trimming of coat shall be se-verely faulted. Silky, wavy, long or short coat isto be faulted.Color: Varying shades of golden-red rangingfrom pale honey to deep auburn are allowed,with no preference given to shades at eitherextreme so long as the color is bright andclear. As the undercoat is a paler color, the ef-fect of this shading is a coat which appears toglow. White markings on the tips of the toesand a quarter-sized spot or narrow white strip,ideally no wider than ½ inch, on the forechestare permitted. Black hairs along lipline andsparse, separate black hairs on tail and backpermitted. Puppies may have a good manyblack hairs which decrease with age, black ontail persisting longer. Muddy or unclear color,any white on the body except as specified, is tobe penalized.Gait: The Finnish Spitz is quick and light onhis feet, steps out briskly, trots with livelygrace, and tends to single-track as the speedincreases. General Appearance: The French Bulldog hasthe appearance of an active, intelligent, mus-cular dog of heavy bone, smooth coat, com-pactly built, and of medium or small structure.The hallmarks of the breed are the squarehead with bat ears and the roach back. Expres-sion alert, curious, and interested. Proportionand Symmetry – All points are well distributedand bear good relation one to the other; nofeature being in such prominence from eitherexcess or lack of quality that the animal ap-pears poorly proportioned. Influence of Sex – Incomparing specimens of different sex, due al-lowance is to be made in favor of bitches,which do not bear the characteristics of thebreed to the same marked degree as do the

dogs. Size, Proportion, Substance: Weight not to ex-ceed 28 pounds; over 28 pounds is a disqualifi-cation. Proportion – Distance from withers toground in good relation to distance from with-ers to onset of tail, so that animal appearscompact, well balanced and in good propor-tion. Substance – Muscular, heavy bone. Head: Head large and square. Eyes dark,brown or approaching black in color, wideapart, set low down in the skull, as far from theears as possible, round in form, of moderatesize, neither sunken nor bulging. Lighterbrown colored eyes are acceptable, but not de-sirable. Blue or green eye(s) or any traces ofblue or green are a disqualification. No hawand no white of the eye showing when lookingforward. Ears – Known as the bat ear, broad atthe base, elongated, with round top, set highon the head but not too close together, andcarried erect with the orifice to the front. Theleather of the ear fine and soft. Other than batears is a disqualification. The top of the skullflat between the ears; the forehead is not flatbut slightly rounded. The muzzle broad, deepand well laid back; the muscles of the cheekswell developed. The stop well defined, causinga hollow groove between the eyes with heavywrinkles forming a soft roll over the extremelyshort nose; nostrils broad with a well-definedline between them. Nose black. Nose otherthan black is a disqualification, except in thecase of creams or fawns without black masks,where a lighter colored nose is acceptable but

The underjaw is deep,square, broad, undershot and well turned up.Wry mouths and any bites other than under-shot are serious faults.Neck, Topline, Body: The neck is thick andwell arched with loose skin at the throat. Theback is a roach back with a slight fall close be-hind the shoulders, gradually rising to the loinwhich is higher than the shoulder, and round-ing at the croup. The back is strong andshort, broader at the shoulders, and taperingto the rear. The body is short and wellrounded. The chest is broad, deep, and full;well ribbed with the belly tucked up. The tail iseither straight or screwed (but not curly),short, hung low, thick root and fine tip; car-ried low in repose. Forequarters: Forelegs are short, stout,straight, muscular and set wide apart. Dew-claws may be removed. Feet are moderate insize, compact and firmly set. Toes compact,well split up, with high knuckles and shortstubby nails. Hindquarters: Hind legs are strong and mus-cular, longer than the forelegs, so as to elevatethe loins above the shoulders. Hocks well letdown. Feet are moderate in size, compact andfirmly set. Toes compact, well split up, withhigh knuckles and short stubby nails; hind feetslightly longer than forefeet.

Coat: Coat is brilliant, short and smooth. Skinis soft and loose, especially at the head andshoulders, forming wrinkles. Coats other thanshort and smooth are a disqualification.Color: Acceptable colors: white, cream, fawn(ranging from light fawn to a red fawn), orany combinations of the foregoing. Markingsand patterns are: brindle, piebald, blackmasks, black shadings, and white markings.Ticking is acceptable but not desired. Brindleranges from sparse but clearly defined blackstripes on a fawn background to such heavyconcentration of black striping that the essen-tial fawn background color barely showsthrough (“black brindle”). Only a trace of thebackground color is necessary; in a brindlepiebald, a trace of the brindle patterning inany patch is sufficient. All other colors, mark-ings or patterns are a disqualification. Disqual-ifying colors and patterns include, but are notlimited to, solid black, black and tan, blackand white, white with black, blue, blue fawn,liver, and merle. Black means black without atrace of brindle. Gait: Correct gait is a “four tracking” foot pat-tern with the front track wider than the reartrack. The movement should have reach anddrive and is unrestrained, free and vigorous. Temperament: Well behaved, adaptable, andcomfortable companions with an affectionatenature and even disposition; generally active,alert, and playful, but not unduly boisterous. Disqualifications: Over 28 pounds in weight. Blueor green eye(s) or any traces of blue or green. Other

FINANCEJoseph Baffuto, CFO, presented AKC’s unau-

dited financial results for the six-month periodending June 30, 2017. Total revenues of $35.0million were comparable to budget and 8.3%greater than 2016. Total operating expenses of$31.4 million were 9.2% below budget, but8.1% higher than 2016 predominately due toincreased headcount reflected in Payroll andBenefits costs. YTD Operating income of $3.6million significantly exceeded both the budgetof $543,000 for the six month period, as wellas the previous year’s actual of $3.3 million.Also, unrealized gain on investments totaling$6.3 million year to date, which combinedwith operating income reflects AKC as a totalnet income of $10.0 million at June 30, 2017.

The Board reviewed proposed changes tothe General Appearance, Height, Proportion,Head, Bite, Color and Disqualifications sec-tions of the German Shorthaired PointerBreed Standard as submitted by the GermanShorthaired Pointer Club of America, Inc.(GSPCA). Following a motion by Dr. Garvin,

seconded by Dr. Battaglia, it was VOTED(unanimously; absent: Mr. Feeney.) to permitthe GSPCA to ballot its membership on theproposed standard changes in accordancewith their Constitution and Bylaws. Finnish Spitz Proposed Breed Standard Revision

The Board reviewed proposed changes tothe Head section of the Finnish Spitz BreedStandard as submitted by the Finnish SpitzClub of America, Inc. (FSCA). The club is alsoproposing to remove the NOTE in the stan-dard that states that Finnish Spitz are to be ex-amined on the ground, as the Parent Club hasrequested that the breed be examined on theramp. Following a motion by Dr. Battaglia, sec-onded by Ms. McAteer, it was VOTED (unani-mously, absent: Mr. Feeney) to publish theproposed breed standard in the AKC Secre-tary’s Page for comment. The Board reviewed a request from theBasenji Club of America (BCA). The BCA isseeking permission to ballot their membershipon the concept of extending the open registra-tion for Basenji imports from Africa beyondDecember 31, 2020. In November of 2011, theAKC Board voted to extend the Open registra-tion for Basenji Imports from Africa, until De-cember 31, 2018 with any dogs imported intothe United States prior to December 31, 2018eligible for registration until December 31,2020. It was the sense of the Board that mak-ing a determination on this issue would bepremature, as they would not want to influ-ence the balloting of the issue. The BCA willbe advised that the club should move forwardwith balloting its membership on the issue if itwishes and to report the results back to AKC. New Breed for the Foundation Stock Service –Australian Kelpie

The Board was advised that the FoundationStock Service (FSS) Committee approved a pe-tition for the Australian Kelpie to be acceptedinto the FSS program. New Breed for the Foundation Stock Service –

Carolina DogThe Board was advised that the Foundation

Stock Service (FSS) Committee approved a pe-tition for the Carolina Dog to be accepted intothe FSS program. Bergamasco Sheepdog Name Consistency

The Board reviewed a request from theBergamasco Sheepdog Club of America(BSCA) to change the official name of thebreed from Bergamasco to Bergamasco Sheep-dog in accordance with the club name and theoriginal name of the breed. The name changewas unanimously voted on by the BSCA Boardof Directors. There was no objection to this bythe AKC Board.

BUSINESS UPDATEDaphna Straus, VP Business development,

Paula Spector, Director Conference and Traveland Leslie Fetzer, Education Project Man-

ager participated in this portion of the meet-ing. Possible Parent Club Conference and Club Educa-tion Opportunities

Based on a Board request, staff researchedand presented options to the Board on thefeasibility of holding an educational and net-working opportunity for parent clubs, as thelast such event took place in 2010 in the formof a Parent Club Conference. The Board re-quested initial research to explore and definegoals, content, costs, timing, potential under-writing, and the dissemination of informationbeyond attendees. Staff presented information

on past conferences and proposed a new ini-tiative that would involve both Parent Cluband All-Breed clubs since All Breed Clubs haveexpressed interest in an opportunity to con-vene and learn from their peers, and informa-tion that is valuable to Parent Clubs isimportant to All Breed Clubs.

Options were presented and the Boardagreed that staff should move forward with theplanning of a conference that had both an inperson element and an online webinar com-ponent so that the information could be madeavailable to the largest possible audience.

Following a motion by Dr. Battaglia, sec-onded by Mr. Powers, it was VOTED (unani-mously, absent: Mr. Feeney) to consider thematter at this meeting, waiving the usual no-tice requirements.

Following a motion from Dr. Garvin, sec-onded by Ms. Cruz, it was VOTED (unani-mously;

absent: Mr. Feeney), to direct staff to moveforward with the planning of an One-Day Con-formation Education Summit, to be held onthe Sunday before a June Delegates Meetingand for the AKC Education team to plan toutilize a webinar tool to deliver content fromthe summit, with additional supplemental con-tent as developed, in regularly scheduled ses-sions (monthly or quarterly) to a live, onlineaudience.Nominating Committee

Mr. Feeney joined this portion of the meet-ing via teleconference. The Executive Secre-

tary informed the Board that the NominatingCommittee for the March 2018 election ofAKC Directors must be appointed by August15, and its report must be received no laterthan October 15, 2017.

Following discussion, the Board elected theNominating Committee, which is to select can-didates for vacancies on the Board of Direc-tors, which are to be filled at the March 2018meeting. There are three (3) vacancies for theClass of 2022 and one (1) vacancy for the Classof 2019.

TheBoard would like to consider an option thatpreserves the finality of its determinations inthe penalty setting process.

Indoing so, the Staff Event Committee (“SEC”)and the Management Disciplinary Committee(“MDC”) will not have to request the Board toset a penalty outside the Guidelines with re-spect to these offenses. Update Penalties for Offense VI. d. Benching Viola-tions

The AKC Disciplinary Guidelines currentlyhas no approved aggravated penalty forBenching Violations. Staff recommends thatthe Board approve the standard penalty forBenching Violations to be set at a “Reprimandand $250 fine” and the aggravated penalty tobe set at a “Reprimand and double fine witheach repeated offense”.

The Board VOTED (affirmative: Ms. Biddle,Mr. Carota, Ms. Cruz, Dr. Davies, Mr. Dok, Dr.Garvin, Ms. McAteer, Mr. Manaker, Mr. Pow-ers, Mr. Wooding; abstain: Dr. Battaglia; ab-sent: Mr. Feeney) to approve the staff’srecommendation.

The Board reviewed a recommendationfrom the Companion Events Staff to allow ex-hibitors and ring stewards to wear club cloth-ing, AKC event clothing, or clothingdisplaying the person’s name, the dog’s callname and/or the dog’s picture. The dog’s ti-tles would not be allowed, nor would writingor graphics be allowed that was in poor tasteor in conflict with a sponsor of the event. Thisis consistent with the governing regulationsfor the AKC Agility and Tracking programsand would make all Companion Events pro-grams the same.

the AKC Rally© Regulations state that no visi-ble means of identification (badges, ribbons,club jackets, etc.) may be worn or displayed byanyone exhibiting a dog in the ring.

The current regulation puts AKC at oddswith all other competing organizations thatoffer obedience and rally trials and con-tributes to the image that the AKC is bound byrules that were originally written for confor-mation. This change would have a positive im-pact on AKC logo wear at trials, helping tospread brand awareness to the dog owningpublic.

This recommendation was discussed at theJune 2017 Companion Events Delegate Com-mittee meeting. The Committee of nine (twomembers were absent due to illness) discussedthis change to regulation and was 100% infavor of this change. This will be discussed fur-ther at the August Board meeting. Spaniel National Championship Field Trials – Mini-mum Standard of Competition

The Board reviewed a recommendationfrom the Sports and Events department to es-tablish a minimum standard of competitionfor Spaniel National Championship field tri-als. In order to qualify as a National Champi-onship or Amateur National Championshipstake, where the winning dog earns the title ofNFC or NAFC, the minimum standards forcompetition that must be achieved are: (1)There must be at least 35 starters; (2) For anOpen National Championship, the minimumqualification to enter the stake shall be one

placement in an AKC Open All-Age or Quali-fied Open All-Age stake in the three yearsprior to the first day of the Championshipstake; (3) For an Amateur National Champi-onship, the minimum qualification to enterthe stake shall be one placement in an AKCAmateur All-Age stake in the three years priorto the first day of the Championship stake.

If these minimum standards are notachieved, the stake may be held and it willcount as an Open All-Age or Amateur All-Agestake.

The host Parent Club may establish NationalChampionship qualifications that exceedthese minimum standards.

This will be discussed further at the AugustBoard meeting. Parent Club Performance Event – Giant Schnau-zers Eligible to Earn IPO Titles

The Board reviewed a request from theGiant Schnauzer Club of America. The GiantSchnauzer Club of America has requested thatIPO (schutzhund) titles earned in WorkingRiesenschnauzer Federation events be ac-knowledged by the AKC. The Parent Club Per-formance Event Program allows the AKC toacknowledge the accomplishments of dogsparticipating in breed specific events whichtest the purpose for which the breed was devel-oped provided the AKC does not offer thesport.

The Giant Schnauzer Club of America doesnot administer their own Parent Clubschutzhund events. Instead, the breed is re-

This will be discussed further at the AugustBoard meeting. American Staffordshire Terriers – TemperamentTest Title

The Board reviewed a recommendationfrom the Staffordshire Terrier Club of Amer-ica for the AKC to acknowledge the Tempera-ment Test title (TT) awarded to AmericanStaffordshire Terriers by the American Tem-perament Testing Society(ATTS).

Temperament is an important characteristicfor any breed. The American StaffordshireTerrier parent club is being proactive by pro-moting the importance of temperament. Theparent club is requesting that AKC acknowl-edge this title (TT) in order that it will appear

on AKC pedigrees. The American Temperament Testing Society

is a national not-for-profit organizationfounded in 1977. ATTS provides a uniformtemperament evaluation open to all dogs over18 months of age. The test involves ten com-ponents that test for behavior towardstrangers, reaction to auditory stimuli, reac-tion to visual stimulus (the umbrella pop), re-action to unusual footing, and reaction to anunusually dressed threatening stranger. A dogfails if it shows panic, strong avoidance withoutrecovery or unprovoked aggression.

This will be discussed further at the AugustBoard meeting. Retriever Hunting Tests – Providing Clubs Flexibil-ity in Structuring Events

The Board reviewed a recommendationfrom the Performance Events departmentwhich was approved by the Retriever HuntingTest Advisory Committee. The recommenda-tion is to remove the limitation on how manyRetriever hunting tests a club may hold percalendar year and replace it with a limitationon how many of each testing level a club manyhold per year. Currently, clubs are limited tosix events per year with at least two testing lev-els at each event. The purpose of this changeis to (1) allow clubs the flexibility to providetesting levels in any order during the year thatbest meets the demand in the region whilestaying within the resource constraints of theclub, and (2) allow clubs to hold Master levelonly tests at any time during the year provided

the requirements to hold other testing levelsare met sometime during the year.

Clubs have indicated an interest in holdingadditional events if they could hold Masteronly tests at specific times of the year in orderto help meet the surges in demand. This rec-ommendation will allow clubs to hold Masteronly tests provided they hold two Junior andSenior levels tests sometime during the year. Iteliminates the requirement for two testing lev-els at each event, providing clubs the flexibilityto hold the testing levels in any order or com-bination that best fits the demand in their re-gion while staying within the resourceconstraints of the club.

This will be discussed further at the AugustBoard meeting. Retriever Hunting Tests – Two Technical Recom-mendations

The Board reviewed two recommendationsfrom the Hunting Test Advisory Committee.Both recommended changes are very technicaland unique to the sport.

(1) When judges set up a subsequent series,the new series shall be in an area sufficientlydifferent from the previous series so as to notconfuse the dogs by running them over groundused in the previous series. (2) Reword the dis-tance that the birds shall be presented in awalk-up situation to state a maximum of 45yards rather than from 35 to 45 yards. This willprovide judges greater flexibility in setting uptheir test.

These are changes to Regulations and may

be made by a vote of the Board. If approved,these two changes will become effective Sep-tember 1, 2017.

Airedale Terrier Club of America – Fur Trackingand Trailing Titles

The Board reviewed a request from theAiredale Terrier Club of America (ATCA).The ATCA

offers a fur tracking and trailing test. Thistest is non-competitive and measures the abil-ity of an Airedale to track the scent trail ofquarry accurately to a treed location. The Par-ent Club is requesting that AKC recognizethree titles as part of the AKC Parent Club Per-formance Event Title Recognition Program.The three levels offered are - Junior, Seniorand Master. Each test level is scored on a scaleof 0 to 10 in 5 specific elements – striking,tracking, treeing, staying, and determination.To earn a qualifying score, a dog cannot re-ceive less than 5 in any one element and theoverall average of all abilities must be greaterthan 7. A qualifying score is needed to earn atitle in any given level. The titles earned arecalled:

AKC Titles Master ListAt the request of the Board, Staff presented

a memo that outlined information on everyAKC title. A complete and updated list of titlescan be accessed on the AKC website athttp://www.akc.org/events/titles/akc-titles-a-z/. This lists the titles alphabetically. An addi-tional link will be added to sort by sport inorder of title progression. There are a total of377 AKC Titles. 55 prefix titles and 322 suffixtitles.

CONFORMATIONDoug Ljungren, Vice President Sports and

Events, Mari-Beth O’Neill, Vice PresidentSport Services, Glenn Lycan, Director Opera-tion Support, Alan Slay, Director Event Pro-grams, and Bri Tesarz, Manager Dog ShowRules, participated in this portion of the meet-ing via videoconference. Evaluation of the Novice and Amateur Owner Han-dler Classes

Staff presented a memo evaluating the usageof the optional Novice and Amateur-Owner-Handler (AOH) classes. The Novice class rep-resents 0.14% of all conformation entries andthe AOH represents 0.67% of all conforma-tion entries. Puppy Bred-By-Exhibitor

Breeders are motivated to finish their dogsfrom the Bred-By-Exhibitor (BBE) class inorder to earn the BBE medallion. This inhibitsthem from showing in Puppy classes on thechance that if they earn Championship points,

it would eliminate them from earning themedallion.

The Staff was asked to review this issue in-cluding the possibility of creating a PuppyBred-By-Exhibitor class. This class would be anadditional regular class for dogs at least 6months of age and under 12 months of age onthe day of the event. Specialty Clubs could, attheir option, further divide the Puppy BBEclass into Puppy BBE 6-9 and Puppy BBE 9-12.The Board discussed this idea in depth andthe consensus of the Board was not to go for-ward with the idea at this time. Mentorship Programs for New Dog Owners

The Board reviewed a memo that providedinformation on two new mentorship programsthat staff is developing.

1. “Aspire” - a pilot program to proactivelymentor new puppy owners. It will be co-ordinated by the Sport Services Depart-ment and is planned to launch thesecond half of September.

2. The Club Development Department inconjunction with Jack Bradshaw DogShows is working on a program to offerinformation and a certificate offer to100 new registered dog owners for a freeentry into dog show superintended byJBDS.

Monitoring All-Breed Events Offering NOHSThe staff monitors the number of all-breed

events offering the AKC National Owner-Han-dled Series (NOHS). An update was pre-sented. The percentage of all-breed events

offering NOHS continues to increase monthly. Chintimini Kennel Club – Request for an AdditionalShow

The Board reviewed a request from theChintimini Kennel Club for approval to hold athird show in 2018 and 2019. Current policyrequires an all-breed club to be located inAlaska, Hawaii, Puerto Rico or a geographi-cally isolated area to be able to hold morethan two shows in a calendar year. ChintiminiKennel Club is not in a geographically isolatedarea as defined by AKC Board policy. TheBoard did not approve the request.Concurrent All-Breed and Limited Breed EventsPilot Program

Starting July 1, 2015, the Board approved an18-month pilot program for concurrent all-breed and limited breed events to be held onthe same day, allowing flexibility by the clubs.The pilot program has proven successful forthe clubs utilizing this option. There havebeen 19 pilot events scheduled through 2018.The Board reviewed a memo from staff re-questing to make this program a permanentoption for clubs. There was no objection tomaking this program a permanent option forclubs. Scheduling Conformation Events

The Board requested that staff develop a listof ideas to make shows run more efficientlyand shorten the day. Staff reviewed severalevents and reached out to Show chairs and Su-perintendents to formulate a list of recom-mendations to improve conformation event

scheduling. The AKC will try to help educate show

chairs by creating Best Practices documentsand will begin evaluating the cost of improv-ing existing tools and creating new tools. Ex-isting tools include a conformation reportthat provides the event manager with thenumber of dogs each judge has been assigned(available with a partial panel as well) basedon the previous year’s counts. Experiencedshow chairs have indicated they begin the hir-ing and assigning process based on previousyear’s counts. The staff will reach out to showchairs to make sure they are aware of this toolas the current report requires the show chairto request it (there is a request button on theonline judge’s panel submission and manage-ment sections).

National All-Breed Puppy and Junior Stakes

Staff provided the Board with informationabout the launch of the inaugural AKC RoyalCanin National All-Breed Puppy and Junior Stakes.The National All-Breed Stakes is a competitioncreated exclusively for puppy and junior pure-bred dogs ages 6-18 months. (Puppies 6-12months/ Juniors 12-18 months). The event isopen to all AKC-registered breeds includingMiscellaneous Class breeds and provides anopportunity for breeders and exhibitors toshowcase their breeding program. The inau-gural Stakes will take place on Friday, Decem-ber 15, 2017 in Orlando, Florida at the

Staff recommends two changes:1. The Board approve the addition of the

following passage to the Rules, Policies,and Guidelines for Conformation Dog ShowJudges, inserted as the first paragraph inthe ETHICS: HONESTY AND COM-MON SENSE section.

Staff recommends the approval of thepropose revision to be effective immedi-ately, clarifying the restriction from judg-ing multiple-entry non-regular classes orany “Special Attraction” that featuresmultiple entries of the same breed priorto judging the regular classes, applies tothe entire weekend, circuit or cluster,not only the day prior.

Judges may accept assignments for non-regu-lar special attraction groups the days before orafter having judged the breed(s) that com-peted in that particular group. (i.e. Veteran,Puppy or Bred by Exhibitor Group) Judgesmay not judge multiple-entry non-regularclasses of any breed(s) the days before theyjudge that same breed(s) in the regular classesat an AKC event on the same weekend, circuitor cluster. Any “Special Attraction” that fea-tures multiple entries of the same breed thatyou could be scheduled to judge the followingdays in the regular classes is included in thisrestriction.

The Judging Operations staff provided the

Board with statistics related to conformationjudging applications considered by the JudgesReview Committee for 2017 Year-to-Datethrough 2nd quarter of 2017 (January - June).

There were a total of 477 applicants, request-ing 2592 breeds. Of this number, 2558 breedswere accepted. Impact of the Judging Approval Process

Staff provided the Board with a list of appli-cants whose applications for additional breedssubmitted under the current Judging Ap-proval Process have advanced to final reviewthrough June, 2017.

Approximately 18 months has passed sincethe first breeds were approved under the cur-rent policy (December 2015). Through June,2017, 1264 applications from 635 unique ap-plicants have advanced to final review result-ing in a total of 8282 breeds approved.

This change is designed to keep dogs in theAKC Agility program by making AKC consis-tent with trends that are occurring in the sport.The “24 Inch Choice” height change also helpsthose handlers who want to prepare for inter-national competitions. This jump height willallow the true 24 inch dogs (the ones requiredto jump 24 inches) to not have to competewith dogs that are typically smaller and lighterwhose handler opts into the 24-inch height.

This is a change to Chapter 2. Classes, Titlesand height Divisions, Section 4 of the Regula-tions for Agility Trials which will become effec-tive January 2, 2018.Obedience Club Membership Requirements

The Board VOTED to modify the member-ship requirement for the formation of obedi-ence clubs from 30 households/25 local, to 20households/12 local. This makes the member-ship criteria for the formation of obedienceclubs the same as that required for the forma-

tion of most other sport-based clubs. Thechange is consistent with the larger Sports andEvents initiative to make it easier for clubs tojoin the AKC and hold AKC events. Thechange is effective August 1, 2017. Additional Barn Hunt Titles – Crazy 8s

The Board VOTED to approve a recommen-dation for AKC to acknowledge titles earnedin the new Barn Hunt “Crazy 8s” class whichwas instituted as new titling class at the end of2016. The Crazy 8s class has four titles, basedon how many points a dog has earned in theclass: Crazy 8s Bronze (CZ8B), Crazy 8s Silver(CZ8S), Crazy 8s Gold (CZ8G) and Crazy 8sPlatinum (CZ8P). After the Platinum title, par-ticipants can earn Platinum 2, Platinum 3, andon into infinity.

Consistent with other titles in the TitleRecognition Program, owners must apply andpay a $20 fee to add the title on their dogs’AKC records. The processing of Crazy 8s titleapplication will start on March 1, 2018.Basset Hound Club of America – Hunting Perform-ance Test Titles

The Board VOTED to approve the requestfrom the Basset Hound Club of America(BHCA) for AKC to recognize the four titlesoffered in their program called the HuntingPerformance Test (HPT). HPT allows houndsto demonstrate their natural ability to huntrabbit by scent in a non-competitive setting.Unlike field trials, dogs are judged individuallyagainst a standard for each skill within the dif-ferent stakes - Solo, Brace, or 2 Couple Pack.

Whether they are working in braces, packs, oralone, they have 30 minutes to find a rabbit.The maximum test entry is 15 per day.

There are 4 suffix titles, with each requiring3 qualifying scores except MHE which also re-quires at least one conformation point.Higher level titles supersede lower on a dog’srecord.

• Hunting Hound = HH• Senior Hound = SHH• Master Hunting Hound = MHH• Master Hunting Excellent = MHE

Dogs are scored on a scale of 0-10 and mustreceive a minimum score of 5 in each of the 5categories of hunting abilities and must passthe Gun Shyness Test.

Dogs must be AKC/FSS registered or PALlisted and be at least 6 months old.Spayed/neutered, or limited registered dogsare eligible to participate. Spaniel Field Trials – Two Technical ChangesThe Board VOTED to approve two recom-

mended changes to the Field Trial Rules andStandard Procedures for Spaniels. (1) Remove thecurrent mileage restriction between EnglishSpringer Spaniel (ESS) field trials that limitswhere an individual may judge. (2) Modify therestriction on how long it takes an individualto regain amateur status after they havestopped being a professional trainer. Change#2 applies to both English Springer Spanieland Cocker Spaniel field trials. These changeswere recommended by the field committees ofthe Parent Clubs.

Chapter 5. Judges. Section 1. English SpringerSpaniel Field Trials.Restrictions on Frequency of Judging:

Since it is a sport of judgment, it is desirable tohave dogs evaluated by a variety of judges. Hence,no individual shall judge more than three trialswithin a 12 month period. Field trial committees,when asking a person to judge, and prospectivejudges, when deciding if they should accept an invi-tation to judge, shall base their decision on previ-ously accepted assignments within such period.Emergency judging replacements due to travel issues,personal issues or illness will be managed as needed.Previous or future judging assignments will be aconsideration, but not the sole consideration, whentrying to fill an emergency vacancy on very short no-tice.

A professional shall be defined as any person whoaccepts, or has accepted, money or other compensa-tion (defined as anything that has a monetaryvalue), for the field training or field trial handlingof any breed of hunting dog.

A professional may not compete in an Amateurstake. If someone has not acted as a professional fortwo (2) years preceding the trial, they may return toamateur status.

Any professional desiring to return to amateurstatus shall file a notarized notice with the ESSCAField VP or the ECSCA Field Trial Chairperson (forCockers) stating their intention to do so, completewith date of their last professional action. The FieldVP or the ECSCA Field Trial Chairperson (for Cock-ers) will notify the ESSCA interclub chairmen or theECSCA Field Trial Committee (for Cockers) of thatperson’s intentions and keep a record of the notice.

Return to amateur status will be allowed onetime only per individual.

A professional returning to amateur status willonly be allowed to run dogs in field trials if thosedogs are owned by themselves or a member of theirimmediate family.

He encouraged staff to look into alternateversions of our current registration system thatmay help to get more individual dogs regis-tered. He also presented the concept of a Na-tional Sweepstakes system where sires anddams would earn points every time one oftheir puppies placed in designated AKC eventsaround the country. AKC could create a rank-ing system of all dams and sires.
