Proposed Amendment to theRules Applying to Dog Shows
CHAPTER 2, Section 3 – Making Application to Hold a Dog Show
The AKC Board has endorsed the followingamendment to CHAPTER 2, Section 3, of theRules Applying to Dog Shows, based on a referralby the Delegate Dog Show Rules Committee,after the subject was referred to the Commit-tee by the Delegate Body. This will be voted onat the March 14, 2017 Delegates Meeting.
CHAPTER 2
SECTION 3. Each club or association whichshall hold a show in its territory at least oncein every two consecutive calendar years shallhave the sole show privilege in the city, townor district of its assigned territory. A club maybe approved to hold a show in another club’sterritory if the written consent is obtainedfrom the club assigned to that territory.
If the club in whose territory the show is tobe held does not respond to the written re-
quest or unreasonably withholds such writtenconsent, the other club may appeal to theBoard of Directors of The American KennelClub after one month from the time consentwas requested. The parties shall present theircontentions, in writing, to a committee ap-pointed by said Board, or appointed by thePresident of The American Kennel Club if be-tween Board meetings, or in the President’sabsence, appointed by the Executive Secretary.Said committee may, in its discretion, issue anapproval to the other club to hold such showwithin the assigned club’s territory.
Proposed Amendment to the Field Trial Rules andStandard Procedures for Retriever Trials
CHAPTER 14, Section 14, – Rules for Retriever Trials
The AKC Board has endorsed the followingamendment based on a staff recommendationto Chapter 14, Section 14 of the Field TrialRules and Standard Procedures for Retriever Tri-als, to be voted on at the March 14, 2017 Dele-gates Meeting.

Section 14, National Retriever Derby Champi-onship
A National Retriever Derby Championshipstake for qualified Retrievers shall be run notmore than once in any calendar year by a clubor association formed for that purpose. The

club or association shall file an application forpermission to run the event under the AKCRules and Procedures for Retriever field trials.The club or association may also make specialRegulations and Procedures as are deemednecessary for the conduct of the trial includ-ing the qualifications required to enter thetest. Such special Regulations and Proceduresare subject to the approval of the Board of Di-rectors of the American Kennel Club. Thewinner of the National Retriever Derby Cham-pionship stake shall be awarded the title of“National Retriever Derby Champion of 20__”.This shall be a prefix title designation by NDC.

ing with a goal to attract new participants tothe Sport. Doug Ljungren, AKC Vice Presi-dent, Sports and Events, participated by tele-conference.The process of this project is to identify thefirst time participants in the past two years inConformation, Companion Events, CaninePartners, and Junior Showmanship, to uncovertheir motivation for participating and to uti-lize these insights to create targeted MarketingCampaigns: It was found that overall, half ofall new participants were 55+ years old, 23%are between 26 and 45, and 11% are 26-35years old. Demographic groups within eachsegment are being analyzed. Almost all of theyounger segment are living in major urbanareas. This quantitative information is nowdriving qualitative research to better under-stand what motivates participants, what retainsthem, and how to attract and retain new peo-ple. This builds on focus groups that werehosted in the second quarter of 2016. TheStaff and Board’s commitment to this impor-tant part of our mission is driving this impor-tant work. The club specifically ad-dressed issues that were not correctlytranslated from the FCI standard and the dele-tion of the color brown from the standard.The AKC Board approved the current breedstandard for the Cesky Terrier on October 18,2010. This will be considered further at theFebruary 2017 meeting.Lagatto Romangolo Club of America - DelayedMember Club ApprovalThe Board reviewed the Lagotto RomagnoloClub of America’s (LRCA’s) request for ap-proval as a member club. The club’s originalrequest for approval as a member club was de-layed subsequent to AKC’s Board of Directorsmeeting held in July, 2016. The AKC staff hadrecommended at that time to delay theLRCA’s member club approval until a success-ful election was held based on evidence of in-ternal difficulties surrounding multipleresignations of the Board of Directors, andlack of communication with the club’s mem-bership, including between Board members. The staff is now recommending that the club’srequest for approval be granted based on thefact that a successful election was held by theclub’s membershipFollowing a motion by Ms. McAteer, secondedby Mr. Ashby, the Board VOTED (unani-mously; absent Mr. Kalter) to approve, theLagotto Romagnolo Club of America’s requestfor approval as a member club. This request
will be submitted to the AKC Delegate bodyfor a vote in March, 2017.FSS Procedures, Parent Club Designation and Re-quirements for Breed RecognitionThe AKC Board requested a review of the pro-cedures in which a breed advances from theFoundation Stock Service® (FSS®) to fullrecognition to include a Board Committee re-view and mentorship by the Parent Club Dele-gate Committee. Following discussion at theNovember Meeting, the Board requested thatthe FSS process be made a Board Policy.This will be discussed further at the February2017 meeting.Dachshund Proposed Breed Standard RevisionThe Board discussed the publication of theproposed revisions to the Dachshund breedstandard as submitted by the Dachshund Clubof America (DCA). The AKC Board approvedthe current breed standard for the Dachshundon January 9, 2007. This will be discussed fur-ther at the February 2017 meeting.The club is addressing the Color Section ofthe Smooth Dachshund only. The proposedrevision was published on the Secretary’sPage. The DCA Board discussed the verbiagesubmitted at their October Board Meeting andhave made a revision to the initial verbiagesubmitted.Chinook Stud BookThe Board reviewed a request from the ChinookClub of America to keep the Stud Book for theBreed open indefinitely to allow the inclusion ofChinook from other registries. The NKCUSAhas submitted a petition seeking acceptance ofthe breed into the AKC Stud Book and for theNederlandse Kooikderhondje to be eligible tocompete in the Sporting Group. They are alsoseeking approval of its breed standard as sub-mitted to AKC. This will be discussed furtherat the February meeting.Update Policies for Ineligible Words in RegisteredKennel NamesThe Registered Kennel Name program pro-vides a means for breeders to protect theusage of their kennel’s name in the naming ofAKC-registered dogs. The use of a registeredkennel name allows breeders to name dogs inan identifiable manner creating a recogniza-ble familial foundation or reputation in abreed. The current policy for ineligible wordsin registered kennel names restricts the use offamily names and city names. The current policy for ineligible words is:
Ineligible words would include, but arenot limited to, conflict either phoneticallyor in spelling with: the name of a breed,AKC titles, names of cities, family names,corporations or trade names, names of fa-mous and universally recognized persons,living or dead, or words commonly used inthe naming of dogs.
Staff is recommending the elimination ofnames of cities and family names. This will bediscussed further at the February meeting.Parent Club Designation for Biewer TerrierThe Board reviewed a request from the BiewerTerrier Club of America which is seeking to bedesignated as the Parent Club for the Breed.Sport Services department has worked withthis club for the breed, and the registry that isrecognized for the breed is affiliated with thisclub. Granting this club Parent Club Status willallow this club to hold Open Shows in whichthe breeders and fanciers of the breed maycompete. The Biewer Terrier Club of America has an ac-tive membership participating in CompanionEvents and FSS Open Shows when available.The club provides regular updates on club ac-tivities and Board Meetings. The registry thatAKC recognizes for the Biewer Terrier is affili-ated with the BTCA.The Board did not object to this and theBiewer Terrier Club of America is designatedas the AKC Parent Club for the Biewer Terrier. Working closely withthe Penn Working Dog Center and TSA Ca-nine leadership a conference will be held withthe key national leaders/stakeholder in this ef-fort in late February in Raleigh. AKC is onlyacting as the convenor. No such conferencehas been previously held.Subsequent to that meeting, the subject will bediscussed further by the Board.

The AKC Board voted to overrulethis decision and to vacate the penalty.Dogue de Bordeaux Society of AmericaThere was a report on the status of the inter-nal dispute within the Dogue de Bordeaux So-ciety of America, which had resulted in AKCsuspending its show privileges. The two sidesin the dispute negotiated a settlement withfinal agreement between the parties con-cluded on December 30, 2016. Following a motion by Mr. Kalter, seconded byMr. Dok, it was VOTED (unanimously) to re-store the club’s show-giving privileges.

There was a discussion on how the dog who
wins selcet counts in the total. Mr. Ashby pro-posed that the rule make the point calculationfor Select Dog or Bitch consistent with howpoints are calculated for Best of Breed andBest of Variety. Staff was directed to bring backa proposed amendment to accomplish that atthe February meeting for a vote.Multiple All-Breed or Limited Breed Shows in OneDay Pilot ProgramStarting May 2014, the Board approved a pilotprogram for multiple all-breed or limitedbreed shows in one day, allowing flexibility bythe clubs. The pilot program has proven suc-cessful for the clubs utilizing this option. Staffwould like, without objection, to make thisprogram a permanent option for clubs. Therewas no objection by the Board. Uniform Judges BookThe Board voted for a uniform judges bookpolicy. Staff advised the Board that it has pro-vided the superintendents with a template forthe judge’s sheets to be used at conformationevents.
COMPANION AND PERFORMANCEDoug Ljungren, Vice President Sports andEvents, Pamela Manaton, Director of Obedi-ence, Rally and Tracking, Carrie DeYoung, Di-rector of Agility, and Mary Burch, Director ofCGC, participated in this portion of the meet-ing by teleconference.Rally Program EnhancementsThe Board reviewed a Staff recommendationto create two additional Rally classes – the In-

termediate class and the Master class. In termsof difficulty, the Intermediate class is betweenthe current Novice and Advanced classes. TheMaster class will be more difficult than the Ex-cellent class. There will be titles associatedwith these new classes. In addition, a RallyChampionship prefix title (RACH) is recom-mended for dogs that achieve a given numberof triple Qs (qualify in the Advanced, Excel-lent and Master class at the same trial) plusearn a given number of points from the Mas-ter class. If approved, clubs may start to applyfor events with these new classes on August 1,2017 for events held on or after December 1,2017. This will be discussed further at the Feb-ruary meeting. Updates to Agility Equipment and UseThe Board reviewed a Staff recommendationto modify some of the equipment used in AKCagility in order to modernize and improvesafety. In addition, two new jumps are also rec-ommended to be added to the AKC programto add variety and keep the sport fresh. Also,changes are recommended to the equipmentused in the International Sweepstakes Class(ISC) in order to keep this class aligned withthe FCI agility program. This will be discussedfurther at the February meeting. If approved, the equipment changes must beimplemented no later than January 2, 2018 bythe clubs. All of the equipment changes canbe implemented immediately by clubs if theyhave conforming equipment with the excep-tion of the new pause table heights, which will
become effective January 2, 2018. Thechanges to Chapter 14, of the ISC regulations,are effective April 1, 2017, which correspondsto the start of the qualifying year for the 2018World Team tryouts.Change to Premier Jumpers with Weaves CourseTimeThe Board reviewed a Staff recommendationto increase the course times slightly for somejump heights in the Premier Jumpers withWeaves class and to refine the jump heightsfrom three to five groupings.The Premier class launched in October 2015.The initial course times were based on testingprior to implementation, however, given thecritical nature of course times to the success ofthe sport, it was prudent to continue to studythis after launch. Based on data collected andinput from judges, the staff is recommendinga refinement of the jump heights from threeto five groupings in both the Regular and Pre-ferred classes and a slight increase in coursetimes in six out of the ten jump heights. This will be discussed further at the Februarymeeting. Norwegian Elkhounds Eligible to Participate inAKC Herding EventsThe Board reviewed a request from the Nor-wegian Elkhound Association of America toallow the Norwegian Elkhound breed to par-ticipate in the AKC Herding program. Herding is governed by Regulations whichmay be modified by a vote of the Board. If ap-proved this recommendation would become

effective April 1, 2017. This will be discussedfurther at the February meeting. Retriever Field Trials - Allow Optional System ofRotationThe Board reviewed a recommendation toallow retriever field trial clubs the option ofusing a system of rotation for Derby and Quali-fying stakes. Currently a rotating system is onlyallowed in All-Age stakes. Clubs wishing totake advantage of this option would be re-quired to publish advance notice in their pre-mium list. This proposed rule change originates fromthe Retriever Field Trial Advisory Committeeafter conducting a vote to all licensed retrieverfield trial clubs. 84% of the clubs voted infavor of this change. Staff agrees with the Re-triever Field Trial Advisory Committee’s viewthat a system of rotation will give all dogs anequal opportunity to run early or late andbring greater consistency for all stakes.This is a change to the Field Trial Rules andStandard Procedure for Retrievers. If ap-proved by the Board, it will be read at theMarch Delegates’ meeting and voted on at theJune Delegates’ meeting. If approved, the ef-fective date will be October 1, 2017. This willbe discussed further at the February meeting.AKC Scent Work - A New Sport The Board reviewed a recommendation for anew sport called AKC Scent Work. Scent Workis a sport that mimics the task of working de-tection dogs to locate a scent and communi-cate to the handler that the scent has been
found. This proposal responds to many re-quests that the American Kennel Club providesuch an event. Significant research has beendone in developing this program and it is be-lieved it will meet the needs of many dog own-ers.Scent Work is a sport in which a dog-handlerteam must locate hidden scents within a de-fined search area. The dog uses their sense ofsmell to locate the target odor, which may bean essential oil or the scent of the handler.Any team who finds and calls all hidden odorswithin the designated time will qualify. ScentWork is a pass/fail sport, however placementswill be awarded for the first through fourthplace teams, based on fewest number of faultsand then on time. Titles are earned whenteams reach a certain number of qualifyinglegs. The event will be open to all breeds andCanine Partners. Dogs must beregistered/listed with the AKC. Scent Work isa fun and engaging activity that taps into thedog’s strongest sense.If approved, clubs may start applying to holdAKC Scent Work events on August 1, 2017.Events may be held starting October 1, 2017.This will be discussed further at the Februarymeeting.Licensed Beagle Derby StakesThe Board reviewed a recommendation forthe AKC to license derby stakes held at BeagleFederation field trials. Currently derby stakesare not licensed by the AKC. The Beagle Advi-sory Committee at their 2016 meeting voted to

This will be discussedfurther at the February meeting.Beagle Field Champion Only Stakes and GrandField Champion TitleThe Board reviewed a recommendation forthe AKC to license Field Champion only stakesat Beagle field trials and award the title ofGrand Field Champion (GFC) to dogs thatearn a designated number of wins and pointsfrom FC only stakes.The Beagle Advisory Committee also recom-mended that AKC award the title of GrandField Champion to dogs that earn two firstplaces and accumulate 90 points in FC onlystakes. Dogs that have earned the GFC titlemay continue to compete in order to earnGFC numeric titles (GFC2). This is a change to the Beagle Field Trial Rulesand must be approved by the Delegate body. The performance of a dogattempting to earn its trick dog title will becertified by CGC evaluators. In addition, titlesearned through the Do More with Your Dog(DMWYD) trick dog organization will be ac-knowledged by the AKC at the request of theowner. This will be discussed further at theFebruary meeting.This program may be approved by the Boardof Directors. If approved, the program wouldlaunch on May 1, 2017.

Obedience RegulationsCHAPTER 20, NON-REGULAR CLASSES
Section 3. Wild Card Open. The Wild CardOpen class is for any dog capable of per-forming the Open exercises and that is eli-gible under the Obedience Regulations tocompete in AKC events. No title is requiredto enter and handlers may enter more thanone dog. Dogs in this class may be handledby the owner or any other person and maybe entered in another class or classes. TheOpen exercises will be performed andjudged as in the regular Open A class ex-cept that the minimum jump height a dogmust jump is to be set at ½ the height of thedog at the withers, rounded to the nearestmultiple of 2 inches. The actual height ofthe dog shall be rounded to the nearestmultiple of 2 inches to determine the mini-mum jump height, with the exception ofdogs eligible for the 4- and 18- inch jumpheights. Dogs eligible for the 4-inch jumpheight must be 12 inches or less at the with-ers and all dogs over 34 inches are eligiblefor the 18- inch jump height. Handlers whochoose to have their dogs jump more thanthe minimum required height will neitherbe penalized nor receive extra considera-tion.Additionally, verbal praise during the exer-cises is to be encouraged and not penalized.
(Good, yes, nice, super, great and atta boyare some examples of praise that would beallowed.) Handlers may give additionalcommands but they will be penalized ac-cordingly. Each handler may choose to se-lect one exercise as a wild card. Theexhibitor will have the option of perform-ing the selected wild card exercise but willreceive the full point value regardless ofhow the dog performs. When checking in,the handler must inform the steward orjudge which exercise will be used as the wildcard. The exercises will be performed in thesame order as in the regular Open A class.The point values for the exercises, scoringand maximum total points are the same asin the regular Open class.
Section 4. Wild Card Utility. The Wild CardUtility class is for any dog that is capable ofperforming the Utility exercises and that iseligible under the Obedience Regulationsto compete in AKC events. Geographically Isolated Show Policy The Board VOTED to allow the Mount OgdenKennel Club to hold a third show in a calen-dar year. Current policy requires an all-breedclub to be located in Alaska, Hawaii, PuertoRico or in a geographically isolated area to beable to hold more than two shows in a calen-dar year. The Board VOTED to add additional criteriato the Board policy defining a geographicallyisolated show. The additional criteria will allowa club or a group of clubs to be considered ge-ographically isolated if that club or group isisolated based on availability of events in anarea: If the average distance to the ten closestshows from a club’s show site is greater than200 miles, the club will be considered isolated.This change will allow approximately 10 addi-tional clubs to hold up to 4 all-breed events ina calendar year.Agility - Day of Show Entry Change Due To Meas-urementThe Board VOTED to allow a change in entryon the day of a show when a dog’s measure-ment that day does not support the class inwhich they are entered. New exhibitors aremost prone to making this error and then areoften unable to show for that day or set of tri-als they have entered. This Regulations changeis effective February 1, 2017. A dog which has been enteredin a Novice “A” class for which it is not eligi-ble to be entered in due to class restrictionson the dog or handler may be moved to theNovice “B” class under the following condi-tions: The request for the move must be in writ-
ing and presented to the superintendent ortrial secretary at least 30 minutes prior tothe start of each trial. The request must state the reason and jus-
tification for the move from a Novice “A”class to the Novice “B” class. After the close of entries a dog may bemoved down in their class level (i.e., Masterto Excellent). The request for the move tothe class for which the dog is eligible mustbe in writing and submitted to the superin-tendent or trial secretary at least 30 minutesprior to the start of the trial. If a VMO or Field Representative at a trialmeasures a dog into a height other thanwhat they entered, the entry may bechanged from Regular to Preferred or fromPreferred to Regular, as long as the dog hasnot run any classes that day. If the dog hasalready run, the change may be made forthe next trial day(s).
