This material is result synthesis on SEAMEO Secretariat &SEAMEO CECCEP joint webinar, as well as the SEAMEOMinisterial Policy e-Forum on COVID-19 Response.
GeneralOverview:
1. All SEAMEO member countries are facing the similar problem, but having thesame point of view that young learners ought to be well taken care during thepandemic.
2. Online learning has been one of the alternative breakthrough in learning; whichcan be preserved until the new normalphase.
3. Parents’ involvement in nurturing and guiding the children is essentials duringonline/home-based learning, as they are the first teacher indeed.

• Since 2016, The Early Childhood Development Agency (ECDA) has launchedKidSTART.
• A programme for children from low-income families to enable them to have agood start in life.
• KidSTART programme supports parents with child development, coordinate andstrengthen holistic support for families where needed, and monitors thedevelopmental progress of children from birth onwards.
• Parents are provided with educational resources to reinforce their learning athome.
All SEAMEO Member Countries are adaptingthe same curriculum during pandemic, butdoing some adjustment in the teaching &learning process.

RECOMMENDATION
Learning from Best Practices:
1. School can be partially open to cater the vulnerable children by following thesuitable protocol during pandemic, in the sameway as Singapore.
2. Learning from Vietnam, we could consider to send over the hardcopy materialdirectly to parents at home, to overcome the internet/electricity issue.
3. TV and Radio broadcasting could be develop not only rely onNational/Government TV/Radio, but also collaborating with private channel toensurewider reachability.
