SEAC4RS -‐ Ellington Field TX (EFD) Orientation Package

Badging for EFD access: We have entered all people who are on the ESPO database traveling to Ellington Field into the badging system for the dates you requested. All visitors will be required to visit either the EFD badge office (building 267 adjacent to gate 18) or JSC badge office (Building 110 –JSC main gate). EFD badge office is open M-‐F, 0700-‐1100. JSC badge office is open from M-‐F, 0800-‐1700. Visitor badges are only valid for 29 days once you obtain the physical badge from JSC or Ellington Field. Allow at least 20 minutes per person at the badge office. Foreign National visitors will not get turnstile access badges through the 2 gates we will be using at EFD. All Foreign Nationals are required to be fingerprinted before obtaining a Foreign National badge. Foreign Nationals are required to be escorted by a NASA or Contractor who holds a NASA PIV badge while on base. All US citizens and LPR visitors who requested badging at EFD should be provided with 2 separate badges, one is a standard visitor badge while the other is a gate/turnstile access badge. Persons with a NASA PIV badge should be able to access the turnstiles provided you have requested JSC as a traveling center and requested access though the gates via the IDMAX system. You must change your sponsor in IDMAX to Lisa Buswell who is from EFD. Access Gates and Hours of Operation SEAC4RS will be operating the aircraft from Hangar 990. The ER-‐2 will be in the hangar and the DC-‐8 will be parked on the aircraft ramp. The only access to Hangar 990 is via a turnstile. Badges with proximity sensors will be the only way into the hangar. EFD Gate 18, located on the south end of the field, is gate guard manned 24x7. Using the turnstile is not necessary at gate 18 when the gate is manned. Foreign Nationals typically will not be provided with the turnstile access and will always need to be escorted on EFD by a NASA/Contractor PIV employee. Automobile Parking at Ellington Field: Ellington Field Management has requested that we DO NOT park in the fenced parking areas in front of hangar 990 or Gate 18. We are instructed to parallel park on one the many dead-‐end-‐roads or to jump the curb and park on the grass. PLEASE carpool when you can. NASA Computer Network All SEAC4RS participants will be accessing the NASA Guest Network. Guest network access Name and PW will be provided when you arrive. SEAC4RS participants will connect via the wire-‐less access points located in the office/lab spaces. If you have requested a Static IP please see Kent Shiffer or Dan Chirica when you arrive. There will also be a wireless point-‐to-‐point Internet connection from building 994 to the DC-‐8 while it is parked on the aircraft ramp.
Safety Safety is all of our concern. Closed toed shoes are required for anyone who will access Hangar 990, E135, any aircraft or aircraft work area. Be aware that Hangar/lab and office spaces may have tripping hazards. All electrical connections on the floor of Hangar 990 or Hangar 135 must be at least 18” off the ground. Long pants and fully closed shoes are required when flying on the DC-‐8. Aircraft ramp parking areas: When walking between hangar 990 and the aircraft parked on the ramp you must go directly to/from the aircraft. Be Very aware of running aircraft and do not go onto the ramp if aircraft are running or moving. You cannot walk anywhere off the NASA Ellington area. Do not walk beyond the aircraft you will be working. If you make a bad choice and wander away from the EFD ramp into the Coast Guard area, you will be arrested. Do not take pictures of the other aircraft on the ramp to the North of the NASA Hangar 990 area. You could, and will probably will be arrested!! Hurricane Evacuation Planning A Hurricane Evacuation Plan will be provided in the Office Space of E135. Typically if a hurricane is entering the Gulf of Mexico the Houston area is on High Alert. If Houston is in the target zone evacuations will begin at least 3 days in advance of landfall, including all aircraft at Ellington Field.
Items to consider if a hurricane enters the Gulf of Mexico and Houston is targeted: • Keep watch of the storm track and where it is expected to make landfall • Fuel your rental vehicle -‐ Gas stations will be depleted of fuel as the storm approaches • It is advised that you keep in close contact with each of your team members and have a way
to contact each of them in case of emergency. • Determine your exit strategy – if you can’t book a flight out of town head North by car –
traffic will be VERY heavy • Keep your cell phone fully charged • It is likely that hotels will close as much as 72 hours in advance • Storm shelters in the area will be disseminated via radio and TV. • Keep a small supply of snacks and beverages handy – all stores will close and supplies will
be hard to come by • Ellington Field is in a low area prone to flooding. If a hurricane targets the Houston area it
is very likely that Ellington Field will be closed for several weeks depending on the flood activity.
SEAC4RS Room Block Hotels The hotels most of you will be staying are located on Bay Area Blvd about 5 miles south of Ellington Field on State Hwy 3 / Galveston Road. Approximately 10 minutes away. Hotels may require verification before accepting a hotel occupancy tax exemption certificate. An organization may qualify for hotel occupancy tax exemption even when it does not have a Comptroller's letter of hotel tax exemption or cannot be found on the Comptroller's list of exempt organizations. Some examples include churches, public schools and community colleges.
