In Europe, since 1980s,the European Credit Transfer System (ECTS) was established.

Existing Credit Transfer Systems

In Asia-Pacific region, Credit Transfer Schemes called UCTS Mobility was introduced by University in Asia and the Pacific or UMAP in 1993.

Credits Transfer System was among those prioritized areas leading to the establishment of a harmonization process, together with:

• Quality Assurance Framework (QA) and Qualification Framework (QF);• Diploma Supplement;• Research Cluster;• Leadership Development Program; and• E-Learning and Mobile Learning Program

• It was agreed that Thailand and SEAMEO RIHED offered to develop the a template of ASEAN Credit Transfers System, based on the existing UMAP Credit Transfer System (UCTS), to be promoted across the region.

• Along this line, on the occasion of organizing a special forum of UMAP/AUN/SEAMEO RIHED, UCTS International Conference on New Dynamics of Student Mobility& UMAP Credit Transfer Scheme: Connecting the Asia-Pacific Higher Education, during 28-29 June 2010, Bangkok, a back-to-back event, SEAMEO RIHED’s Southeast Asian Policy Forum: Lesson Learned from UCTS was together convened.

• The purpose of this Forum was for providing an opportunity for the distinguished senior officers responsible for Credits Transfer System from all SEAMEO member countries to form first step of policy oriented consultation on the issues of higher education mobility towards harmonization based on lessons learned from UCTS, as well as other existing Credits Transfer Mechanisms.

On Country Reports and Presentations from member countries, the gathered information reflected that there are currently 2 stages for CTS in the region—the Beginning Stage and the Implementing Stage as provided below.

In addition, when each country member representative attending the Forum were asking to select for the that response to the success of the conversion system of credits and grades for student mobility in SEA region (i.e. applicable to all HEIs in all member countries), it appeared that the Beginning Stage countries preferred ACTS, while the Implementing Stage countries preferred UCTS.

OUTCOMEOUTCOME What to do together?

The Six Recommended Key Principles for Credit Transfer System in Proposing SEA-CTS, that were proposed and agreed at the Southeast Asian Policy Forum: Regional Credit Transfer System: Lesson Learnt from UCTS, are:

1) SEA-CTS is to be used for credits transfer in higher education program; 2) SEA-CTS is to be used to transfer credits for single courses or groups of courses in higher education programs or equivalent; 3) Only grades attaining the following levels or above shall be transferred: C or 2.00 score level or equivalent for a Bachelor’s Degree, and B or 3.00 score level or equivalent, or the S score level for Graduate’s Degree; 4) Content of the credits to be transferred should be comparable to three quarters of the course being credited; 5) For a Bachelor’s Degree, credits to be transferred shall not exceed one-third of the total credits of a study program into which they are preferred; and 6) A transferred credits shall not be included in the calculation for the cumulative grade point average (optional)

The future on establishing Southeast Asian Credit Transfer System (SEA-CTS) that applicable to all HEIs in all member countries in the region might be too complicated and take a long time to develop.

Yet, it is possible and the benefits return from achieving is enormous. If all member countries in Southeast Asian Region collaborating closely and persistently implementing together with other prioritized areas, i.e. Quality Assurance Framework and Student Mobility, enhancement toward the harmonization in the Region, the goal for having SEA-CTS established is not beyond reality.

The future on establishing Southeast Asian Credit Transfer System (SEA-CTS) that applicable to all HEIs in all member countries in the region might be too complicated and take a long time to develop.
