Residential New Construction Programs
Advanced Home Program• Performance Based Energy Efficiency Incentive Program
• Incentives are paid for building energy efficient New Homes including affordable housing
New Solar Homes Partnership• Performance Based Renewable Incentive Program
• Incentives are paid based upon the expected performance of installed solar electric (photovoltaic) systems on New Homes including affordable housing
Customers are encouraged to participate in both programs!

New Solar Homes Partnership
• Provides financial incentives, technical assistance, and marketing support to new home builders of energy-efficient, solar-powered homes
• Budget of $400 million out of the
$3.3 billion CSI
• Overall goal of the NSHP is to achieve 400 megawatts of new solar-produced electricity by the end of 2016
NSHP Requirements
• Location: Electric distribution service must be from one of the California investor-owned utilities (PG&E, SCE, SDG&E)
• System: System must be 1 kW AC or larger, interconnected to the utility distribution grid, and generate electricity to offset the end-use consumer’s on-site electrical load
• Quality: The system must use new certified components, have a 10 year warranty, and must be field-verified by a third-party inspector
• Energy Efficiency: The new homes must exceed Title 24 energy efficiency requirements
• Tier 1- Exceed Title 24 by a minimum of 15%
• Tier 2- Exceed Title 24 by a minimum of 35% (30% 2008 T-24)
• Builder provided appliances must be ENERGY STAR® labeled
NSHP Incentives
NSHP offers generous financial incentives
Market Rate Housing
• $2.50/watt base incentive
• $2.60/watt solar as standard incentive
Affordable Housing
• $3.30/wattcommon areas
• $3.50/wattdwelling units
• Incentive depends on the Expected Performance Based Incentive calculation (CEC PV Calculator)
How to apply to the NSHP
1. Contact the SDG&E NSHP team as early as possible by phone or email at 1-866-631-1744 or [email protected]
2. Hire a Certified Energy Plan Examiner (CEPE) to create the Title-24 energy efficiency documentation http://www.cabec.org/ceperosterall.php
3. Contract with a registered solar contractor http://www.gosolarcalifornia.ca.gov/retailers/search-new.php
4. Hire a HERS rater to perform the energy efficiency and PV verifications http://www.energy.ca.gov/HERS/index.html
5. Work with the solar contractor, CEPE, and HERS rater to submit a completed reservation package to SDG&E
Reservation Phase Documents
Reservation Phase(NSHP-1)
• Home Location
• Housing Type
• HERS Rater
• Incentive Recipient
• Signed by builder/ developer and retailer
Reservation Phase(CF-1R-PV)
• Address matches NSHP-1
• Climate Zone matches CF-1R
• Equipment matches contract
• Form is signed
• Certified Version
* Also need the .emf and .her files
Reservation Phase(CF-1R)
• Created and signed by CEPE or CEA
• At least 15% better than T-24
