About BDUK

Building Digital UK (BDUK) is the Directorate within DCMS responsible for programmes delivering superfast and full fibre networks across the UK and is made up of a number of key programmes including:

● The £1.7bn Superfast Broadband Programme; ● The £5bn Gigabit Programme● The 700MHz Clearance Programme is clearing radio

spectrum for future mobile broadband use; ● The Local Full Fibre Networks Programme; ● Voucher programmes; and● Rural Gigabit Connectivity Programme.● Shared Rural Network

BDUK is using delivery experience and insight from its programmes to help develop the Government’s ambition to support gigabit-capable broadband to the hardest-to-reach areas of the UK as soon as possible, with a £5bn infrastructure programme.

Director Biography

Raj Kalia is the Director of Building Digital UK (BDUK) leading the delivery of digital infrastructure programmes for the Department for Digital, Culture, Media and Sport.

The portfolio currently covers - Gigabit, 700MHz clearance, Superfast, Shared Rural Network (SRN), Local Full Fibre Networks (LFFN) and Rural Gigabit Connectivity (RGC) - with a total whole life cost of c.£3 billion. The 700MHz clearance programme is making available spectrum for resale for 5G provision. The Superfast broadband has achieved 96% coverage, and continues to deliver to as much of the last 4% of premises as possible. The LFFN and RGC programmes are stimulating the market to deliver full fibre across the UK. Raj works closely across government and with regulators, industry bodies, local authorities and telecoms operators to deliver the digital infrastructure that underpins the UK's connectivity, telecommunications and digital sectors. Prior to BDUK, Raj spent 14 years at TalkTalk, where he was a key part of the team that made Local Loop Unbundling the standard for ISP's and 'free broadband' a reality, and went on to be Director of Innovation, Director of Major Projects, Group Procurement Director and finally Director of Technology Transformation.

About the roleAs Digital Director you will be at the forefront of making BDUK digital by default, using your technical expertise to drive the design, acquisition, management, and implementation of enterprise-wide technology and data management infrastructure.

You will build strategic, long lasting relationships with third party suppliers and DCMS’ corporate IT services to deliver BDUK’s digital roadmap.

You will champion the automation of data management and business processes whilst driving the continuous improvement of IT systems to deliver the most value from assets and resources.

You will be a leader in this field and colleagues across the department will look to you and your team for best practice advice and support.

Conflicts of Interest: Candidates must declare any interests they may have that might cause questions to be raised about their approach to the business of the Department. The Role of the Civil Service Commission: The Civil Service Commission has two primary functions.
